LOCAL NEWS understandsthat there were angry recrim-inations following a vote ear-lier this month by Councillorsto kick a “super-depot” totouch in favour of plans forplaying fields on the sameDublin 8 site.
The disputed site, in Mar-rowbone Lane just off CorkStreet and near The Coombe,has been subject to a tug-of-war for some months now.Two rival interests are com-peting for the location: Citymanagement, which wants toput waste trucks there; andlocals, who want playingfields and recreation.
However, the locals haveit on points: sports teamsfrom all codes put aside theirdifferences — and lobbiedlocal Councillors — to cam-paign for a total of threeparcels of land to be con-verted to playing fields, play-grounds or arts-and-leisurefacilities:
• the Marrowbone Lanesite, behind an existing bot-tle-bank
• Bridgefoot Street (nearChristchurch)
• the biggest prize of all:the vast lands behind theCoombe Hospital.

The motion defying Man-agement plans for the Mar-rowbone Lane site reads asfollows:

One group, Sporting Lib-erties, most closely associ-ated with the Marrowbonesite, was jubilant when a CityHall vote nixed City Chief Ex-ecutive Owen Keegan’s plansfor a super-depot in that area.
However, such is thepower of the Chief that hecan ignore the vote and goahead — but this would re-quire open defiance of thewill of elected Councillors.
Instead he has vowed toimpose privatisation onwaste services, currently City-run, that were to have beenlocated in Marrowbone Lane.
The fear now is that a threatto do so might prompt someCouncillors to reverse theirvote, allowing Keegan’s“super-depot” to go ahead asplanned.
IMPACT, the union repre-senting the City’s wasteworkers, hit out at the Keeganthreat to impose privatisa-tion:
“It is a nonsense to saythat privatisation will be theinevitable result of a decisionon Marrowbone Lane asthere are plenty of alternativesites that could be devel-oped,” said union leaderShane Lambert.

the annual yield from10 per cent to a “po-tential” of very muchmore. The agents’ in-sistence on sellingthem en bloc seemsdesigned to ensurethat they are sold tospeculators ratherthan ordinary citizens.
If such a bargain isreally on offer, nodoubt new HousingMinister SimonCoveney will be onlytoo anxious to save onthose hundreds of€1500-a-month B+Bfees, and will be snap-ping them up — longbefore foreign vulturesget wind of them.

Joan CollinsTD was in contactwith a householderwho said "the brownbin with Thornton'sis currently €4.90 fora lift, from the 1st ofJuly it will cost €8 fora 40 kilo lift". Somuch for the "lessyou pollute, the lessyou pay".

Dramatic drop in numberspaying water billsFigures secured bySinn Féin spokesper-son on Water, Eoin ÓBroin, from IrishWater via Freedom ofInformation have re-vealed a dramaticdrop in the numberof people payingwater charges in thefourth billing quar-ter.
The figures alsoshow that 36% ofpeople haven't paidany of their watercharges over the last12 months and thatIrish Water havefailed to collect al-most 50% of theirprojected incomefrom the charge.
C o m m e n t i n gtoday on figures re-leased to him by IrishWater following anFOI request DeputyÓ Broin said:
"UnfortunatelyIrish Water have notprovided clarity onthe number of cus-tomers who paidtheir water chargesduring the fourth
billing cycle. Insteadthey have providedcumulative figures.
This is clearly anattempt to hide thedramatic drop in thenumber of peoplewho have stoppedpaying the contro-versial charge.
‘There has been a21% drop in revenuebetween the thirdand fourth billingquarters. This clearlyindicates a signifi-cant drop in thenumber of peoplepaying.
“According to theinformation receivedvia FOI domestic rev-enue due for 2015was €271m. How-ever actual revenuereceived was only€144.2m, just overhalf.
“This tallies withthe fact that out the1.522m people thatwere deemed tobe liable for watercharges, by bill cyclefour, 975,000 hadpaid some portion of
their bill, which isjust over half.
“In the electionlast February, themajority of peoplevotes to scrap watercharges and abolishIrish Water. Over 90TDs were elected ona mandate to scrapwater charges.
"Sinn Féin usedPrivate Memberstime to table a mo-tion signed by 39Right 2 Water TDs toscrap Irish Water andend Water Charges.
The government
should move to scrapit immediately."
Meanwhile theforthcomingWaterCommission hascome in for criticismfrom O’Broin, whoclaims the terms aretoo restrictive.
'They should beamended to includeconsideration of is-sues such as waterpoverty, social justiceand the use of newtechnologies to im-prove water conser-vation.

Planning permission was granted to the HSE in June2015 to develop a National Ambulance Service (NAS)base at the HSE site on Davitt Road. A portion of theambulance fleet serving Dublin city and environs willbe based at the new base on Davitt Road. Ambulancestaff will use this base to park vehicles, re-charge es-sential equipment, re-stock or clean ambulances andto use rest room facilities. Ambulances will then beready to be sent to key points across the city wherethey then will be stationed to respond to emergencycalls and transfer work. The site for the ambulance base will be located in thesouth eastern corner of the overall site beside Blind-craft. This is in accordance with the planning permis-sion granted by Dublin City Council (DCC) in June2015.Preparatory works have started on the site and it isanticipated that construction will be completed withintwelve months.

WHAT WE in Ireland call summer is here again.Around this time every year I think it is a goodtime to talk about holidays and breaks.
Summer is a time of year when people mostthink of taking a break, a holiday. The schoolsare still off for a few more weeks. The footballersare off in far flung exotic locations, Pat Kenny,Joe Duffy, Marian Finucane, all the great andthe good will go on their holidays! The whole ofthe Dáil and half of Europe will go on holidays.
So what’s the first thing that this tells you? Itsays that ANYBODY can be done without for acouple of weeks. The world will keep turning.
Secondly, it shows that valuable peopleneed to be looked after. And a big part of that ismaking sure that they take a break. If it wasn’timportant, do you think that big companies,teams and countries would pay them the bigmoney and allow them to do nothing for part ofthe time of their employment?
And the truth is we ALL need breaks. Sum-mer is the time when we are made more awareof it, but it is important to include leisure timeand rest into our routines all through the year.Look at Labour Law. By law, people are only al-lowed to work a certain number of hours at anyone time and then are required to be given aminimum break before working again.
Why? Because it is for their own well-being.All through this series of articles I am talkingabout taking care of ourselves. Treating our-selves in the way that we’d treat someone elseto if we were responsible for them.
So, it would seem that best practice wouldbe to get a reasonably long break at least once ayear. So, if at all possible, make sure that you dothis. This also not only gives you that break, thattime to wind down, relax, de-stress and enjoyyourself. But it also give you possibly months oflooking forward to it and weeks afterwards ofhappy memories when you come back re-charged and fresh, rebuilt, restored and readyto take on another year.
If you cannot afford to go abroad, even ifyou cannot afford what they now call a “stayca-tion”, (by going somewhere in Ireland), mostpeople with jobs are due holidays. Take the daysoff and take a complete break.
If you are self employed, try to factor timeoff into your annual projections and budgets.And then schedule it and plan it. You’ll be sur-prised how you can manage and the differenceit makes to your general energy and productiv-ity. But the biggest benefits are mental andemotional. We all need time to recharge.
And during the rest of the year, make sureto factor in shorter, regular breaks for “rest andrecreation”. Even soldiers at war get that! If pos-sible, take a minimum of two days completelyoff per week. Preferably at weekends, wheneveryone else is off and there are more oppor-tunities for “recreation”.
We hear so much about stress these days.One of the best ways to manage and even avoidunnecessary stress is to take regular breaks.

Panic over exposed keys outside OAP homesA HOME CARE com-pany has demandedthat elderly leave theirkeys “at eye level” inprominent safes out-side their homes.
But local Gardaíhave opposed the pol-icy.
The clamour tohave the care com-pany reverse the pol-icy has been led byCllr Ray McHugh (SF,Crumlin/Kimmage),who suggests that thekey-safes will adver-tise the vulnerabilityof the occupant toburglars and otherpredators. “This newpolicy has createdpanic among the sen-ior citizens involved,”Cllr McHugh toldLocal News. “I am re-questing the companyto withdraw thischange.” CrumlinHome Care ServicesLtd has a stellar repu-tation in the Crumlin,Drimnagh and sur-rounding areas, hav-ing grown from smallbeginnings to becomeone of the leadingproviders of in-homecare in the southside.They recently sent abulletin to all clients,saying they would nolonger be keepingkeys in company of-fices. Clients wereasked to leave keys inspecial key-safes out-side their homes.
The problem,common to manysuch companies,arises in some waysfrom their success.
Demand for homeservices now exceedssupply, and recruit-ment is a big issue. Asa result, many clientswill be taken care of bya roster of carers, eachof whom must haveaccess to the home.
While the key-safeidea has been criti-cised there are alsodangers in makingmultiple copies ofkeys for each carer.
Local News hasbeen unable to con-tact Crumlin HomeCare Services, but thechange-over to thekey-safe system is notdue to come aboutuntil July 29. The com-pany says it will nolonger be taking clientkeys from August 2onwards. It is possiblethat another protocol,such as a local trusted“key-minder”, maysolve the problem tothe satisfaction of Gar-daí, care-givers andclients.

A LONG-RUNNING playground campaign by Cllr Pat Dunne, Cllr Ray McHugh among others, has finally paid off, with funds beinggranted for a toddler area in Stannaway Park. The playground, designed for children aged from 2 to 7 years, was allocated fundsat a meeting of the Dublin South Central Area Committee earlier this month, as a result of better than anticipated property taxrevenue. Cllr Pat Dunne told Local News; The small play area will be natural in style to blend in with the existing grassland. Theplay items will be made from natural materials set into the landscape with seating provided at the play area.” “I am delighted wewere able to facilitate this project, as I have campaigned for playgrounds and play areas for Crumlin over many years,” Cllr McHughtold Local News. He added that he expected the project would be completed by the end of the year. “I feel at last Crumlin is get-ting what the children and people of the area deserve.” However he said he felt the entire district was still under-resourced, andsaid he would continue to campaign for more sports, arts and play facilities through the Crumlin/Kimmage area.

Mentoring parents improves children’s IQ, health and behaviourA MAJOR PARENTand family interven-tion programme tri-alled in North Dublin
has had a dramaticimpact in improvingoutcomes for childrenand families.
The first in a seriesof results from thePreparing for Lifeearly childhood pro-
gramme were an-nounced today andshow dramatic im-pacts on children’s IQ,obesity levels and so-cial behaviour, as wellas parenting skills andthe home learning en-vironment.
The evaluation ofthe programme showsthat by age four the IQscores of the interven-tion group childrenwere 10 points higherthan the controlgroup. 13% of the in-tervention group chil-dren scored belowaverage for cognitivedevelopment at agefour compared to 57%of the control group.
The childrenwhose parents re-ceived the interven-tion were also lesslikely to be overweight(23% compared to41%) and had fewerbehavioural problems(2% compared to17%). Further findingsshow that interven-tion children weremore likely to receivetheir recommendeddietary allowance ofprotein (33% com-pared to 23%) andwere immunised ear-lier.
The study is one ofthe first of its kind evercarried out in Irelandor Europe. It focusedon intensively men-toring parents, inareas with low levels ofschool readiness, andworked with themfrom midway throughpregnancy until theirchildren stared Pri-mary School.
The interventionwas delivered inDublin 17 and Dublin5 by Preparing for Life,a part of the NorthsidePartnership, and eval-uated by a team at theGeary Institute forPublic Policy at Uni-versity College Dublinusing a randomisedcontrol trial.
Lead researcherfor the study, Dr. OrlaDoyle of the Geary In-stitute / School of Eco-nomics, said the
results were both sta-tistically significantand practically mean-ingful.
“The Preparing forLife study included233 parents who wererandomly allocatedinto an interventiongroup or controlgroup. All families re-ceived some supports,but the families in theintervention group re-ceived intensive par-enting supports frompregnancy until theirchildren started Pri-mary School. Parentstaking part in the pro-gramme received ap-proximately 50 homevisits from trainedmentors during theprogramme cycle. Theprogramme sup-ported parents at eachstage of their child’sdevelopment by pro-viding tip sheets onage appropriate top-ics. Mentors intro-duced new topicsthrough a combina-tion of role modelling,d e m o n s t r a t i o n ,coaching, discussion,encouragement andfeedback. The parentsalso had the opportu-nity to participate in aTriple P positive par-enting course whentheir children reachedage two.
To chart the im-pact of the pro-gramme, parents inboth groups took partin research visits in-volving question-naires, observationsand direct assess-ments when their chil-dren were 6, 12,18, 24,36 and 48 months old.

AWARD-WINNING blogger Sinéad Burke, a.k.a. MinnieMélange, has given an inspirational talk at a recent Hiber-nia College fair. Earlier, Ms Mélange told a Ted Talks audi-ence of a horrifying incident in which a teenage driverpulled over to a bus lane to “grab” a picture of Ireland’smost famous “little person”. “I was trying to imagine theconversation. What were they thinking? What would theysay about me to their friends? ‘Look, we’ve just snappedthe most fashionably dressed woman in Dublin’? I don’tthink so.” More recently, however, on a happier occasion,she has shared her struggles and her advice with teacher-training graduates at Ireland leading online university, Hi-bernia College, based in Fenian Street (near MerrionSquare), Dublin. She has told those graduating from Hi-bernia’s teaching programmes that, while education is thekey to everything in life, they must continue to challengethemselves after leaving the College: “I’ve learned throughmy own teaching studies and blogging activities that edu-cation opens so many doors,” Ms Mélange said. “It is soimportant to continuously develop and challenge ourselvesto do and be better in our personal lives and in our careers.”Hibernia College is Ireland’s leading, fully-accredited, all-online third level college. It offers courses in primary, sec-ondary and special needs education, and in schoolmanagement. At its Careers Fair, the College also launchedtheir new Alumni Association. The Sensory Garden has seen a fresh newlook for 2016, and has been replanted with someexpert help from horticulturists, and local busi-ness Grange Growers (based in Kilternan, CoDublin).
