I. Welcome and Introductions – Dave Keller called the meeting to order at 12:13 PM and
welcomed members of CJAB; the Reentry Advisory Committee; Jeff Geesaman, Washington
Township Assistant Manager; and John Theirwechter, Director of Emergency Services.
II. Approval of minutes for December 10 – December meeting minutes were approved by
consensus.
III. New Business
A. Reentry Coalition Presentation – Shalom presented the background and work of the
Franklin County Reentry Coalition (presentation attached).
B. Reentry Strategic Plan – The plan was reviewed. Agencies are coming to the table
wanting to move into action steps and are creating new partnerships within the
Coalition to forward the Coalition’s initiative. We want to keep the momentum going.
The success of the Coalition will depend on collaboration and partnership with the
community.
IV. Presentation: Jail Medication Assisted Treatment Programs, April Brown, Administrator,
Franklin/Fulton Drug & Alcohol
There are specific subsets for each medication prescribed for substance use. Reducing
cravings and fostering a clear head are benefits to beginning substance use treatment pre-
release (presentation attached).
The Jail Opioid Treatment (JOT) program, which was specific to opioids, never got off the
ground. We are in the process of applying for another PCCD funding opportunity for
Residential Substance Abuse Treatment, which is open to any substance, and will incorporate
the work done in developing the JOT program.
V. CJAB Office Reports
A. Approval of CJAB Office Updates –
1. We have been awarded two grants for Over The Rainbow Children’s Advocacy
Center. The first is for $40,000 in renewal funding associated with a grant
awarded last year. The second is funding from the Endowment Act for
$100,000.
2. A PMR for Intermediate Punishment (IP) is being written for a voluntary
$12,000 reduction, which is less than 5% of the overall budget.
3. An application is being written for Residential Substance Abuse Treatment
(RSAT) funding for $60,000 and is specific to the jail for treatment services.
4. In January, our Commissioners passed a resolution to be part of the Stepping
Up Initiative. We have learned that a team from Franklin County has been
invited to be part of the National Forum in Washington DC in April. Out of
196 teams, 50 were chosen. Representing Franklin County will be
Commissioner Thomas, Warden Bechtold, DA Fogal, Chief Hoover, and Steve
Nevada.
B. PCCD Liaison Report –
1. A statewide Crisis Intervention Team (CIT) meeting will be held March 23 in
State College. Cori Seilhamer is the contact.
2. CJAB conference—April 12 & 13 at the Penn Stater in State College. It will be
a pre-trial and reentry theme.
3. IP funds for 2016-17 will be released shortly.
4. Anticipating release of JAG and Pretrial JRI grants within the next few months.
C. Public Safety Report – Lt. Bowman stated that there is nothing significant to report.
1. Chambersburg Borough’s shooting range is restricting outside agencies from
use of the range, so agencies are looking for a range to use.
2. There will be a Chiefs of Police meeting tomorrow.

VII. Announcements –
A. Commissioner Thomas spent five days at the National Association of Counties
Legislative Conference and reports that top priorities are criminal justice issues.
B. On April 5th there will be an Asset Luncheon in Waynesboro focusing on our Reentry
Coalition. Cost is free. Details will be sent through CJAB listserv.

Registration is still open for the 4th
annual Statewide CIT meeting on March 23, 2016
in State College and filling up quickly. We are excited to announce that Major Sam
Cochran from Memphis will be our speaker for the day. Major Cochran will conduct
two sessions during the event: CIT and the Community: Partnerships, Responsibility,
Accountability and “MORE”; and Verbal De-Escalation: Performance and Skills are
the Mosaic Art of CIT. As of today our registration count was at 225, so space is
extremely limited.
Save the date for the 2016 CJAB Conference, Pretrial & Reentry: Balancing Justice and
Treatment for Community Safety, April 12 & 13 at the Penn Stater Hotel. Registration
will open very soon.
FUNDING
The Pennsylvania Department of Corrections (PA DOC) announces a funding solicitation totaling $1.5 million for county government candidates to divert “short min” inmates from state incarceration. Due to the competitive nature of this solicitation, the PA DOC Staff will not be able to
answer questions about how an applicant should respond to sections of the application.
The PA DOC Staff may only field questions to clarify the funding announcement.

subject line). In order for all potential applicants to benefit from this process, answers

Funding Announcement Title: 2015 Residential Substance Abuse & Treatment RSAT

Amount Announced: $302,176.00 This Program provides funds to support evidence-based programs in county jails using Medication-assisted treatment (MAT) AND an "effective or promising" behavioral therapy to address the substance use and other related issues of the offender. Intermediate Punishment
In an effort to ensure that Fiscal Year 2015/2016 County IP funds are expended, PCCD is
asking that you review your fiscal reports, evaluate your IP expenditures, and submit a
Project Modification Request (PMR) to voluntarily reduce current year awards if you
project that you will not expend your entire award by June 30, 2016. It is critical that
Fiscal Year 2015/2016 funds do not lapse.
Currently, there are County IP funds available to support augmentations. If after review of your budget(s) you find that additional funds are needed, you may submit a PMR requesting an augmentation to your current award. Augmentations will be considered based on demonstrated need, compliance to reporting requirements, program performance, current expenditures and adherence to program guidelines. All PMRs must be submitted in Egrants by February 26, 2016. Upcoming Funding Opportunities:
o Medication Collection Boxes: Funds will be awarded to the PA District Attorneys
Association for application by agencies for the collection boxes.
o Intermediate Punishment funds will be released soon. Potentially 18 million for
current IP counties and 2 million for counties who are implementing a new IP
program.
o Naloxone funds are available with the PA Chiefs of Police. (as of now, grant to
Chiefs ends on 3/31.)
o JRI funds will be released this spring for Pre-trial programs, 1.65 million.
o JAG funds will also be released in the coming months.
o RASA funds July 2016
o CAC funds August 2016 (FA for mobile forensic units are being released this
week)
