    It is important to note the distinction between institutional francophonie andcultural francophonie. Although French is not an official language in Algeria,Morocco, Tunisia, Egypt and Lebanon, it is widely used in literature and films.

    The OIF has Observer Status in the United Nations General Assembly and is anobserver to the European Union, the Organization of African Unity and the UNEconomic Commission for Africa.

    How many French speakers are there?

    People often wonder how many French speakers there are, but a definitiveanswer is not easy to find. In 1999, French was the 11th most common firstlanguage in the world, with 77 million first language speakers and another 51million second language speakers, according to the Ethnologue Report. (1)French is the second most commonly-taught second language in the world(after English).

    Another source, La Francophonie dans le monde 2006-2007 (2), looks at itdifferently:

    128 million Francophones: speak French (as a native or adoptedlanguage) fluently and use it on a regular basis.

    72 million "partiel" Francophones: live in a francophone country but donot speak French regularly, due to limited knowledge. 100-110 million students of all ages: do not live in a francophonecountry, but have learned/are learning French in order to communicate withFrancophones.

    The Congo is situated in west-central Africa astride the equator. It borders Gabon, Cameroon, the

    Central African Republic, the Democratic Republic of the Congo, and the Angola exclave ofCabinda, with a short stretch of coast on the South Atlantic. Its area is nearly three times that ofPennsylvania. Most of the inland is tropical rain forest, drained by tributaries of the Congo River.

It was first called French Congo, and after 1905Middle Congo. With Gabon and Ubangi-Shari, it became the colony of French Equatorial Africain 1910. Abuse of laborers led to public outcry against the French colonialists as well asrebellions among the Congolese, but the exploitation of the native workers continued until 1930.During World War II, the colony joined Chad in supporting the Free French cause against theVichy government. The Congo proclaimed its independence without leaving the Community in 1960, calling itself the Republic of Congo

    The Congo's second president, Alphonse Massemba-Dbat, instituted a Marxist-Lengovernment. In 1968, Maj. Marien Ngouabi overthrew him but kept the Congo on a Socialistcourse. He was sworn in for a second five-year term in 1975. A four-man commando squadassassinated Ngouabi on March 18, 1977. Col. Joachim Yhombi-Opango, army chief of staff,assumed the presidency on April 4. Yhombi-Opango resigned on Feb. 4, 1979, and was replaced

    by Col. Denis Sassou-Nguesso.
