2. Provide a description of the methodology used for the ADA projections above, including the current
and prior year’s attendance rates. Please also include supporting documentation as an attachment. Title 5 CCR §11969 specifies that a requesting charter school must determine a reasonable projection of the in-‐district average daily classroom attendance (ADA) for the applying school year.
This is the third year of operation for Francophone Charter School of Oakland (“Charter School” or “FCSO”). This year, the Charter School serves grades Kindergarten through 5th. Pursuant to its charter, the Charter School grows one grade level at a time each year, which will require approximately two additional classrooms each year, until the Charter School reaches 8th grade in 2020, then one additional classroom each year until 2022-2023. Our current total enrollment for 2017-2018 is 190 students. This includes two classes of Kindergarten with 27 students in each class; two classes of 1st grade with 24 students in one class, and 26 in the other; two classes of 2nd grade, with 27 and 18 student respectively; 20 students in 3rd grade; and 21 students in a combined 4th and 5th grade class (10 4th graders and 11 5th graders). The school has used its Average Daily Attendance rate goal of 95% to develop its projections. This is reasonable because in 2016-2017, the Charter School had an Average Daily Attendance rate of 94.89%. Similarly, in 2015-2016, our Average Daily Attendance rate was 95.86%. Based on this 95% attendance rate, the projected Charter School’s Average Daily Attendance rate for the current school year is 180.5. We have 124 in-District students currently enrolled. Therefore, we project our in-District ADA for the current school year to be 117.8.

Last year, for the Charter School’s third enrollment period, FCSO received 124 applications for Kindergarten, of which approximately 90 were put on the waitlist--three times our prior year's waitlist size. We expect that this interest will continue to increase this year as the school becomes even better known in the Oakland community, and information about the success of our program becomes more widely known. The Charter School is projecting a total enrollment of 230 students in 2018-2019, including 52 students in Kindergarten, 47 students in 1st grade, 50 students in 2nd grade, 45 students in 3rd grade, 20 students in 4th grade, 8 students in 5th grade and 8 students in 6th grade. The corresponding 95% total classroom Average Daily Attendance is 218.5. Based on the 52 meaningfully interested in-District student forms we have already collected between September 15 and October 31 for Kindergarten alone for next year, the school anticipates that a reasonable projection of the school’s in-District classroom ADA for the 2018-2019 school year is 150.1, corresponding to a projected in-District enrollment of 158 students (at an attendance rate of 95%). Our projected ADA for the 2018-2019 school year was developed using the cohort survival method, assuming that most current students will return for grades 1st through 6th, in addition to two classes of incoming Kindergarteners. We included a 10% attrition rate for Kindergarten students going into 1st grade, based on prior years' attrition for that grade, as well as a 20% attrition rate for the combined 4th-5th grade class going into 5th-6th grade, given that 2018-2019 will be the first year of our middle school program. For the 2018-2019 Kindergarten classes, we have projected that 80% of the students will be in-District. This is based on the steady increase in our in-district ratio for Kindergarten classes since the establishment of the Charter School, due to an exponentially growing number of applications, and due to refined lottery preferences that favor Oakland residents and, in particular, families living in the attendance area of our local district elementary school, Howard Elementary. This year, 77% of students enrolled in Kindergarten are in-District, compared to 66% last year. This high in-District ratio in Kindergarten is also due to our targeted outreach, led by our parent-led Community Engagement and Outreach committee. It is the school’s goal to serve its community of Oakland as well as possible. Outreach for the school has been conducted exclusively in Oakland over the past five years. The Charter School also plans to continue its most successful outreach strategies, including attending community events such as the Castlemont Saturday Markets, West Oakland's African Cultural Festival, Fruitvale's Farmers' Market and Día de Los Muertos celebration; posting flyers in high-traffic spaces like libraries and recreational centers; connecting with preschools and Head Start programs; or canvassing playgrounds. This year, the Charter School has already held four school tours in September and October, attended by 4-15 people each. A total of 32 people are already signed up for the eight tours taking place November through February, and 35 people for our four upcoming Open Houses. 3. Please indicate all OUSD campuses on which the Charter School is currently located. (If Charter School is
not currently located on an OUSD campus, enter "None".) (NOTE: Proposition 39 allows OUSD to move a charter school from its current site if necessary.)
The Charter School is currently located at the Barack Obama Academy campus, 9736 Lawlor Street, Oakland, CA 94605. Despite our best efforts to utilize the space creatively, we are now at full capacity and have inadequate specialized instructional and non-instructional space. We are seeking to remain at our campus in 2018-2019 and to supplement this space with additional space at a nearby school, such as Howard Elementary School, as described below. 4. Provide a description of the district school site and/or general geographic area in which the charter
school wishes to locate. (NOTE: Proposition 39 requires the district to make a “reasonable effort” to

offer a facility to a charter school in the general geographic area in which the charter school wishes to locate; however, the district is not required to grant the charter school’s request.)
Based on our projected ADA and ongoing expansion into middle school, in line with our Charter, we will need in 2018-2019 ten (10) teaching stations, three (3) specialized teaching stations, and additional non-instructional space, as detailed in the table under Section 4 below. Our current campus is home to six (6) teaching stations, plus administrative and cafeteria space. Our remaining needs are therefore four (4) general teaching stations, as well as additional specialized teaching stations, and non-instructional space. We are seeking this space at a nearby district school, such as Howard Elementary School, located at 8755 Fontaine Street. Supplemental space at Howard Elementary would best allow us to serve our full school community during the 2018-2019 school year. Now in its third year in Toler Heights, Francophone Charter school has grown to serve its surrounding neighborhood as well as the French-speaking community at large. As shown in the map below, more and more of our students live near the school. Moreover, the short driving distance will ease some of the impact of a split campus on families with more than one child enrolled at FCSO. We believe locating at Howard Elementary would be an effective use of existing OUSD facilities resources, given that it has a 74.1% estimated utilization rate, according to the 2017-2018 Projected Facility Utilization One Pagers available on the OUSD Office of Charter Schools website. Please note that the Charter School would consider paying for additional space to accommodate its entire student body, including out-of-district students, as Aspire is doing this year for their Berkley Maynard Academy campus. FCSO would also like to continue the conversation with the District to identify medium- and long-term alternate set-ups and/or locations for FCSO, balancing out the needs of the Charter School’s unique French immersion program, the expectations of its families, the growth plan of the school, and the district’s facility usage and allocation plan. We remain interested in the Santa Fe Elementary School site for the 2019-2020 school year, and would be open to discussing capital improvement opportunities on our current site. 5. Provide information on the charter school’s educational program that is relevant to the assignment of
facilities. The Francophone Charter School offers a classroom-based dual language immersion program in French and English centered around the concepts of academic success, global citizenship and community. It will offer grades K-6 in 2018-2019, serving 230 students, and continue to add one grade level each year until 8th grade. The below table presents specific estimated minimum facility needs for the Francophone Charter School’s educational program, which were also included in the petition. They have been revised based on actual enrollment numbers.

The school projects a “significant increase” in in-District enrollment that is greater than 10% with our two incoming Kindergarten classes, therefore the Charter School is submitting both the Meaningfully Interested Students Signature Forms (Appendix II) and the Meaningfully Interested Students Spreadsheet (Appendix III) to account for the projected enrollment increase in Kindergarten, as well as the continued interest of Oakland-based families in the Charter School.
