The Norwegian History of oil spill prepardness BRAVO Blowout North Sea 1977
The Development
- From the late 70’s after
Bravo blow out, new rules
and regulations from
Norwegian authorities
- Remove spill from the
environment mechanically
- Potential polluter to prove
that they are prepared, oil-
on-water exercise
FRAMO Oil Spill Recovery System
Framo TransRec developed for offshore
oil spills together with NOFO and Statoil
NOFO is an oil spill response organization established by
all the operating companies on the Norwegian continental
shelf.
NOFO’s objective is environmental protection. The
organization ensures that the authorities oil spill recovery
guidelines are followed. This is undertaken on behalf of,
and together with, the operating companies.
NOFO Technology development program established to
ensure that the best technology is available at all time
Main strategy; Use of existing PSVs in operation for
all individual oil companies.
Established 1978 as a consequence of the Bravo
blow out
Viking Avant, Part of the NOFO pool
Part of the “Norwegian cluster”
- Proving the capability. Annual “oil-on-water” exercise.
Vessel – personnel – equipment - operation
- Waxy oil. Viscous oil
- Going North. North sea -
> Norwegian Sea -> Barents Sea
- Other challenges further north. Visibility. Personnel
safety. Icing. Oil in ice.
- Every step carefully supported by R&D programs and
JIP’s.
- Prove every step for the government.
• Designed for most cost effective operation and contingency preparedness
• Short mobilization time
• Platform independent, use of any vessels of opportunity including existing OSV
• High capacity skimming
• Recover any viscosity of oil
• Transfer of recovered oil in open sea
• Minimize number of oil recovery vessels
• 1 man operation by radio remote control

TACTICAL OIL SPILL
MANAGEMENT
A robust and documentable approach to detection, combating and creating
a common operating picture.

Selection of skimmer for open sea oil recovery
Selection of skimmer for open sea oil recovery - Low to medium viscous oil
Philosophy
Recover large quantities of any
type of crude oil or refined oil, in
all weather conditions, day and
night, as long as the oil is
floating on surface
Safe one man operation, in any
extreme warm or arctic climate
FRAMO Oil Spill Recovery System
Prepared for any challenge,
blow-out or large ship accident
- Large volumes oil spill
- Different viscosity
- Hot or cold climate
- Offshore in waves
- Near shore with thrusters on the
skimmer heads
Never leave the scene
Transfer of recovered oil in
open sea from oil rec vessel
to storage vessel by use of
TransRec umbilical
The oil recovery vessel OSRV
do not need to sail to harbor
for offloading.
Gives the oil recovery vessel
high working rate, increase the
efficiency
Platform independent system
Installation on any vessel of
opportunity; including existing
OSVs, ERRVs, tanker vessels,
coast guard vessels, barges,
even from shore.
Very easy to move between
vessels, increase overall
availability for the contingency
preparedness.
Average Cost in US$/ton from different oil spills
• Emergency transfer 20 - 200
• Oil skimming from sea 40 - 400
• Dispersant 400 - 500
• Oil recovery in ice ?
• Off loading of sunken vessel 500 - 1 000
• Cleaning of beaches 10 000 - 100 000

Conclusion
• Technology today can recover oil from sea surface as long as there is oil on the sea surface,
independent of weather and waves, also in ice infested waters
• Skimmer tools are available for all viscosities
• Instrumentation for operation day and night are available to increase the operation time
window.
• All functions should be remotely operated for safety of people. No people on deck.
• Transfer STS in open sea. Increase operation hrs for the OSRV
• All in all, increased efficiency and less number of vessels/systems needed in the
contingency plan, less cost for oil company for vessel, crew, training, equipment and
maintenance.
