Flight Procedure Design & Airspace Management
FPDAM enables users to create, visualize, check and maintain flight procedures and 3D airspace elements and generate SSA charts in a fully interactive and controlled environment.
FPDAM provides a set of user-friendly tools specifically conceived to ease the accomplishment of the following tasks:• Designing new flight procedures (non precision and
precision conventional procedures, RNAV/PBN, GBAS, SBAS, VNAV, RNP APCH AR) for new airports or airports undergoing upgrades, or updating flight procedures
• Management of standard Arrival, Routes, Approach and Departures procedures with minima (OCA/MDA/MEA) calculation
• Bounded airspaces definition and lateral / vertical separation checks.
• Aerodrome surfaces (ICAO Annexes 4, 14) construction and evaluation considering terrain and human made obstacles

FPDAM design environment capabilitiesFPDAM allows users to import and utilize digital terrain data (contours, elevation data and other topographical elements) relevant to procedures design in whatever known projection and DATUM (including WGS84, NAD27, NAD83, ED50). The Design Environment automates the complex procedure design functions and supports the user in interactivelly developing the Instrument Flight Procedures with visualization of 2D and 3D protection areas superimposed onto the aeronautical charts and other geographical information.Most relevant design features:• Based on ICAO Doc. 8168, ICAO Doc. 9905, ICAO Annex
11, FAA TERPS, Canadian TP308, NATO APATC-1(A) rules, FPDAM calculates and display surfaces /areas from user-defined inputs (such as aircraft type, glide path angle, missed approach gradient)
• 3D clearance surfaces are automatically computed and assessed against the Obstruction Clearance Criteria. Computed values of minimum altitude/height (OCA/H for ICAO and MDA/H for all other criteria) and missed approach are interactively proposed to the designer
• All calculations are in accordance with the current criteria and applicable Annexes/changes; FPDAM is continuosly updated to keep pace with the evolution of the criteria
• The system allows the creation of all approach segments, from the initial segment (also more than one, and directly connected to standard arrival routes) to the final segment, including missed approach (precision and non precision) and can display all segments in 3D views either togetheror individually. Dead reckoning (DR), Arc based tracks can be constructed and evaluated too
• Standard criteria values are automatically used for computation but can be edited by the designer
• ICAO Annex 4 surfaces construiction (take off flight paths area) for charting purposes
• ICAO annex 14 surfaces construction (OLS, non instrument, precision and non precision) are completely managed in a scenario
• ICAO Collision Risk Model (CRM) is available from the framework panel with provision for visualizing and selecting fixed or movable obstacles (walls and spikes)
• MRVA charts design
FPDAM Main Functions• Data (e.g. aerodromes, runways, navaids, waypoints,
routes and obstructions) are stored and managed via an Oracle database; data interchange capabilities (ARINC, AIXM, custom formats) are provided by dedicated data translators
• Terrain and charts database (3D vector, 3D terrain elevation data and images) management
• Flight segments and points builder; straight track, turns (DF, TF, Fly-by and RF), fix and Waypoints, Wind Spirals
• Tolerance Areas builder (VOR, NDB, LOC, ILS, DME, PAR, SRA, RNAV/PBN, RNP APCH AR, GBAS, SBAS)
• Departure Areas builder both in standard and contingency conditions, conventional procedures and RNAV are foreseen
• Obstruction assessment, clearance, OCA/H, DA/DH or MDA/H, DA/DH and PDG/CG calculator
• Procedure report builder including submission forms and charts
• Holding, base turn, procedure turn, DF turn, circling areas and protection areas builder
• ILS obstacle assessment surfaces (OAS) and BASIC ILS surface builder
The figure shows a tentative design (work in progress) of a STAR (Standard arrival Route) segment avoiding conflicts with the existing CTR (Control Traffic Region, shown by a dashed green line) and a restricted area, shown by a solid red line (see the 3D airspace in the figure on the first page). The figure also shows a Holding pattern tentative design.The user can customize the views in various ways such as using contour lines or raster maps as background or rendering it in a 3D isometric view.
• The MOC/ROC value is automatically loaded according to the procedure type and the phase of flight. OCA/OCH and DA/DH are automatically computed and stored in the database
• A complete list of obstruction is displayed to the designers, with al the relevant parameters (coordinates, altitude, MOC/ROC required, obstacle description)
• A graphic symbol is displayed to check the position of the obstructions respect the protection area
• Minima (OCA/H, MDA/H) calculator for all the phases of flight.
• RNAV GBAS complete design and FAS DATA Block (as per ICAO Annex 10) generation
• Automatic report in pdf or word formats
Geodesic Tools Geodesic and geographic tools (magnetic deviation, bearings and distances measurement); the geodesic tools have been validated against several other tools including the Eurocontrol Data Quality Tool Set (DQTS) The FPDAM system includes also geodesic calculations and some relevant tools such as:• Embedded geodesic usage for FIX creation• Geodesic arc and radials creation• Intersection between geodesic radials, arcs, lines,
Parallels and meridians• Minimum geodesic distance to radials, arcs, geodesic
lines, parallels and meridians

FAS DATA Block generation The FAS (Final Approach Segment) data can be exported in binary and text file as indicated in the Annex 10. Specific output formats to be directly loaded in the ground stations / aircraft can be provided.
Obstruction assessment • FPDAM can evaluate the minima for all the phases of
flight using Digital Terrain Models (DTM), Obstacles (the system can import features from CRM format, AIXM databases, from ASCII files, from the active working file, from the DVOF format, and so on…)
Aeronautical Database• FPDAM can be connected to its own standalone
database or to the IDS central database (AeroDB) for AIS oriented application tools
• Query by forms of all aeronautical-related items• Centralized server and security• Data import from AIXM (4.5 or 5.1) files is provided for • Aerodromes, Navaids, waypoints/Reporting points,
bounded airspaces, Routes, obstacles (CRM, AIP, Projected coordinates, etc)
SSA Charts creation The SSA data are loaded from the DB and charts can be created on the fly according to default templates (ICAO Annex 4, DOD or Air Force).A graphical interface is available to visually define new chart templates or modify existing templates.

SSA DATA encodingDuring the construction of the procedure the SSA (SID, STAR, Approach) data are automatically saved in the FPDAM database. The data coding process has been developed in accordance with the ARINC 424-16 format and the Database saving capability checks the consistency of the main SSA data respect the effective date of the procedure.The user can add attributes to each feature of the working file.

The path & terminators can be added during the design process. Checks on the ARINC 424 rules in terms of minimum sets of attributes and sequence of P&T sequence are done. ARINC transitions are also managed. The SSA data can be exported/imported from the FPDAM system to the IDS AeroDB via XML/AIXM format.
