Project Progress
Lot 1: Loma Luz Boulevard
The detailed design and contract documentation phases for the project were completed and the
contract was awarded to Cisco on March 29th
, 2012. August 1st, 2012 was the commencement
date for the contract. It is expected that works will be completed significantly earlier than the
contract completion date scheduled for January 23rd
, 2014.
It is estimated that the Lot 1: Loma Luz Boulevard contract is 71% complete based on the
quantum of work completed to date.
The progress of key construction milestones and the programmed completion dates are as noted
below;

Construction Progress
The Contractor’s Progress Report(s) for the period have not been received.
The contractor has undertaken the following works during the period;
Survey and Set out,
Installation of BTL ducts and associated accesschambers,
Installation of lighting supply ducts
Box drain construction
Footpath construction
Median kerb construction
Roundabout pavement construction,
Sub-grade testing and improvement works,
Sub-base course construction
Drainage culvert headwall construction,
Additional drainage outlet work,
Accommodation works.
The contractor has concentrated their construction activities at the roundabout during the period
including construction of the Footpath Box drains on the right hand side of the roundabout
alignment. Sub basecourse construction continued and has been generally completed between
Chainage 3100m to 4400m. The median kerb construction works were substantially completed
during July following the reduction of the median length. Construction works to the open drain
as part of the chainage 3750m culvert outlet continued and construction of the culvert headwalls
at chainage 3340m was completed during the period. Construction continued to the footpath box
drains and footpaths with these works concentrated at the Loma Luz roundabout where
construction of the reinforced concrete roundabout pavement was also conducted.
Progress of the construction works as a whole has continued to be behind programme even when
accounting for the additional contract scope which has been added to the project works. While
progress of the roundabout works improved considerably during the period at the request of the
MoW limited progress was made to the remainder of the contract works. As noted previously the
contractor is operating with a reduced work force and works are being impacted by plant
including the availability of excavators which has limited the construction works by restricting
available work faces

Consents and Environment
The Contractor’s compliance with the Environmental Compliance Plan is being monitored as
work progress, and any departures will be advised to the contractor for appropriate rectification
measures.
In addition to the standard project reporting environmental incidents will be advised to the MoW.
To date there have been no environmental incidents reported by the contractor.
Stakeholders and Land Acquisition
Stake holders:
Beca continues to liaise directly with Ministry of Works (MoW) regarding construction activities
and the sequencing and extents of the construction works. The contractor is coordinating the
required construction activities and their impact on access with local stakeholders including
businesses and private property owners to minimise the negative effects of the construction
works on the public. The contractor has installed temporary access ramps as the work progress to
reduce impact on local residents and businesses and the main alignment has remained assessable
to the public during the majority of the work.
Liaison with the Town Council and other identified key project stakeholders is is on-going as the
project progresses.
Land Acquisition
The design alignment and intersections designs for Plum Street, Bishop Martins Street and
Trapiche Road have been reviewed to reduce required land acquisition in conjunction with safety
and operational improvements. However land acquisition is still expected at the following
location;
Adjacent to the Intersection of Trapiche Road
Approach to the new Macal bridge
Loma Luz roundabout
The MoW is undertaking required discussions and negotiations with affected property owners
regarding land acquisition as part of the works. Construction works have commenced within the
private properties at the Loma Luz Roundabout. Temporary fencing has been installed as part of
the construction works. Following completion of the permanent footpath works, final survey of
the revised property boundary will be undertaken and construction of the permanent fencing to
properties will be constructed.
Utilities:
Belize Water Services (BWS)
BWS pipeline installation works are effectively complete with only a minor extension of the
watermain at Trapiche intersection and the Loma Luz roundabout.
Electricity and lighting, Belize Electricity Limited (BEL)
The contractor continues to undertake trenching and lighting duct installation as the footpath
construction works progress towards the river. The contractor is still awaiting BEL’s revised
quote for the supply of streetlight poles.

BTL ducting continues to be installed as the footpath work progress.
Drainage:
The contractor has continued construction of the footpath box drain to enable construction of the
footpath and subsequent pavement works. Approximately 90% of the box drain construction has
been completed.
Installation of a revised box culvert at Chainage 3340m including headwalls was substantially
completed.
Construction of the open drain at the outlet of the Chainage 3750 culvert continued during the
period. Further improvements including increased capacity and replacement of 2 number existing
undersized culverts are expected to be conducted as part of the additional drainage works.
Existing overland flow paths outside the footpath works are being revised as part of the
accommodation works. In most situations due to the design levels these existing flow paths
cannot be connected to be new drainage and will be graded to maintain the existing overland
flow paths, where able overland flows paths are being connected to the main alignment drainage
by means of field cesspits or headwalls.

Pavement:
The contractor continued pavement construction works during the period specifically the
installation of a significant quantity of the contracts sub basecourse material from Chainage
4400m to approximately 3100m.
Quality Assurance and Materials
Beca continues to review the contractor’s Quality Assurance procedures, including review of
testing and documentation to ensure compliance with required design specifications and contract
documents.
Construction Quality Control Testing
Quality control testing was conducted during the period and is on-going. Testing conducted
includes;
Trench backfill density and moisture content
Sub-basecourse density and moisture content,
Concrete compression testing includes site slump tests,
Proof rolling scalar penetrometer testing of the subgrade.
Test results as noted above are routinely provided to Beca for review by the contractor as the
work progress. Results provided to date indicate general compliance with the contract
specification.
Loma Luz Culvert Outlet Chainage 3340m Culvert Outlet Open Works at Chainage 3750m
Lot 4: Joseph Andrew Drive to Benque Road Rehabilitation
The detailed design and contract documentation phases are complete and the contract was
awarded to A&N on March 27, 2013. The contractor has been given non-exclusive possession of
site and has commenced construction works. The commencement date for the contract works has
not been formally advised and is awaiting confirmation from the contractor of the Advance
Payment which is a preceding contract requirement. It is estimated that the Lot 4: Joseph
Andrews Drive construction work is 5% complete based on the quantum of work completed to
date.alf of the MoW. Prequalification of contractors is complete.
Stakeholders and Land Acquisition
The contractor has undertaken the following works during the period;
Survey and set out,
Demolition and site clearance,
BWS watermain installation,
Footpath box drain construction,
Utility crossings,
Footpath construction,
Sacred Heart College retaining wall construction,
Fill related to pavement widening,
Accommodation works
The contractor has progressed the left hand side footpath box drain and footpath works during
the period and is undertaking the new BWS watermain installation works as the footpath box
drain works progress. Footpath works have been substantially completed on the left hand side
between Bullet Tree Intersection and 7th
Street as well as between 5th street and University
Street. Construction of the Sacred Heart retaining wall and revised footpath box drains between
5th Street and 7th Street were commenced and are on-going.
Stakeholders and Land Acquisition
Stakeholders:
The contractor has been managing access to local business, residential properties and the Sacred
Heart College as the works progress and is currently constructing accommodation works and
improvements to the Sacred Heart College pedestrian and vehicular accesses. Planning of the
future works including provision of access for traffic and pedestrians is currently being
undertaken by the contractor. The Town Council has been consulted regarding the project
particularly the Joseph Andrews Drive contract works and a good working relationship has been
established. The contractor is working closely with the traffic department regarding the
management of traffic during the works including the use of parking restrictions. The project
team through the MoW will also continue consultation with the Town Council and community as
required, including providing appropriate press releases and project information to the general
public and local community as required.
Land Acquisition:
The tendered design cross-section was revised to reduce the required land acquisition over a
majority of the alignments length as requested by the MoW.
Intersections designs are currently being reviewed for safety and operational improvements
including reducing the required land acquisition. However land acquisition is still expected at the
following locations;
Munos Street intersection,
Bullet Tree Intersection,
The Western Highway/Benque Viejo Road Roundabout,
Utilities:
Discussions with utility companies and the MoW have been on-going by during the period
Water, Belize Water Services (BWS)
During the period BWS commence installation of a new water main in conjunction with the
contract works. A&N is providing trenching, backfill and compaction works under the contract
while BWS is supplying and installing all required pipe materials including testing and
commissioning of the same. It was initially envisaged that the pipeline would be installed under
the LHS footpath however due to the restricted space and practicalities of installing and
maintaining the watermain in this location it was agreed by the MoW to install the new water
main in the carriage way adjacent to the LHS footpath.
Electricity and lighting, Belize Electricity limited (BEL)
The MoW design requires that the existing utility poles in the median be relocated to allow
median construction and street light pole installation. Discussions regarding costs and final
locations/extents are ongoing between the MoW and BEL.
Telecome, Belize Telemedia limited (BTL)
New BTL ducting is to consist of 2 x 100mm ducts installed on the right hand side of the
alignment generally under the footpath. Construction drawings for the BTL works have been
provided and have been instructed as part of the works. It is noted that BTL will utilise the
relocated utility poles as part of their infrastructure.
Drainage
The construction drawings include limited drainage information and as such the existing road
drainage system has been inspected and it was proposed and agreed to generally mirror and
upgrade the existing system as part of the contract works. The existing culvert at 6th
street will be
checked for capacity and was undersized. Options for a revised culvert in this location have been
proposed to the MoW who have also requested that additional drainage works be undertaken to
improve the culverts downstream drainage system which is likely to be negatively impacted by
the additional concentration of storm water flows due to the contract works. These works are
currently under investigation.
Pavement
Following the findings of the Beca pavement assessment options for a revised pavement depth
were provided to the MoW for review and approval. The revised pavement option was approved
by the MoW and has been incorporated into the construction works and includes a significant
reduction in pavement depth which will reduce issues including tying the finished levels into the
adjacent properties, existing pedestrian/vehicle accesses, and existing side roads.
As discussed in section 5.6 a review of the contracts surface dressing was conducted with
recommendations provided to the MoW. An alternative surface dressing design of two layers of
½ inch chip was advised by the MoW and will be incorporated into the contract works.
