For total elimination ofpolio disease

Polio is a highly infectious viral diseasethat chiefly affects children and, in its acuteforms, causes inflammation of motor neu-rons of the spinal cord and brainstem, lead-ing to paralysis, muscular atrophy, and oftendeformity. It is a very dangerous disease thatmay cause the children to be disabled andeven death. It may occur due to impure wa-ter, unclean surroundings and poor personalhygiene.

The disease transmitted to the childrenthrough impure hands and food. The symp-toms of the disease are slight fever, fatigue,headache, vomiting and leg and arm pain.

Polio disease is most common amongnewborns and children under five so oralpolio vaccine are to be given to them. InMyanmar the National Immunization Dayshave been launched widely for elimination ofpolio disease since 1996. Myanmar was freefrom this kind of disease from 2000 to early2006.

However, wild viral polio disease trans-mitted to Maungtaw Township, RakhineState from a neighbouring country recently.There were similar cases in Kayan Town-ship in Yangon Division, Hpa-an Townshipin Kayin State and Pyu Township in BagoDivision.

The National Immunization Days for2007 are launched with the aim of controllingthe spread of polio virus and making childrenmore resistant to the disease. The first phaseof NID was held on 3 November and oralpolio vaccine will be given again to the chil-dren on 2 December for the second time.

There are over seven million childrenunder five throughout the nation. Officialsconcerned, health personnel and the entirepeople are to make efforts to give oral poliovaccine to the children for total elimination ofpolio disease in Myanmar.

The rallies were heldwhen US Secretary ofState Condoleezza Ricearrived here for aninternational meeting onIraq after holding talkswith Turkish leaders inAnkara. Thousands flee, 800,000homeless in Mexico floods

VILLAHERMOSA (Mexico), 3 Nov — Thousands ofpeople fled a Mexican city on Friday after flood watersburst through sandbag barriers in a disaster that left800,000 people homeless and most of the state ofTabasco under water.

Anbar leaders seek US compensation for Al-Qaeda fight

Sheikh AhmedAbureeshah, a local triballeader, said Anbar needssome 2-billion-US-dollarto rebuild roads,communications networksand other infrastructurethat were destroyed beforetribal leaders sided withAmerican troops to fightAl-Qaeda in Iraq militants.

Anbar Province wasonce a stronghold for Al-Qaeda in Iraq and the siteof some of the worstfighting during four yearsof war. But it is nowrelatively safe, thanks to

cooperation between localresidents and USauthorities.

“Al-Qaeda followedyour Army to Iraq after theyattacked you here in theUnited States,” Abureeshahsaid through an interpreter.“The people of Anbarunited with the AmericanArmy and they started

fighting Al-Qaedatogether, and they have beensuccessful,” he said. “Sowe are asking now that wecompensate this provincefor all of the destructionthey have faced.”

ROME, 3 Nov — Policeacross Europe havearrested 26 people andseized some 15 millioneuros (21.7 million USdollars) worth of assets inraids on a suspectedinternational drugs ring,authorities said on Friday.

The raids, conducted

on 30 October andtargeting 34 homes, werepart of an investigationbegun in August 2005 inthe Trento Region innortheastern Italy, withpolice from Germany,Austria, the Netherlands,Luxembourg and Croatiainvolved, according to

Germany’s Federal CrimeOffice (BKA).

The suspects takeninto custody were fromthe former Yugoslaviaand Albania and Italianpolice said they importedheroin and cocaine intoEurope from Turkey andSouth America. Amongassets seized were drugs,large amounts of cash,cars, a yacht, valuablejewellery, weapons andammunition and falsifiedidentity documents, theBKA said.

Because the suspectswere considered violentand likely to be armed, aspecial response unit andan elite counter-terrorismunit were deployed in theGerman states of Hesseand North Rhine-Westphalia, it added.

Italian police said theyrecovered 76 kilos (168pound) of cocaine and 26kilos of heroin.

Indonesia’s foreigntrade up in first

nine months JAKARTA, 3 Nov —

Indonesia's export in thefirst nine months this yearincreased by 12.88 per centto 83.02 billion US dollarcompared to the sameperiod last year, theNational Statistic Bureauannounced here Thursday.

The head of the bureauRusman Heriawan said thatthe rise was contributed tothe increase of export ofnon-oil-and-gas productsby 17.47 per cent to 67.65billion US dollars.

But, he said that theexport of oil-and-gasproducts decreased by 3.70per cent to 15.38 billionUS dollars.

Japan, followed by theUnited States andSingapore, was the mostdesignated country for theexport of Indonesia's non-oil-and-gas products inSeptember, said Heriawan.

At the same time, thecountry's import rose by17.43 per cent to 53.67billion US dollar, he said.

The rise was contributedto the increase of import ofnon-oil-and-gas productsby 23.24 per cent to 38.51billion US dollars andoil-and-gas products by4.70 per cent to 15.167billion US dollars, saidHeriawan.

The head of the bureausaid that China, followedby Japan and the UnitedStates, was the mostcontributory country forsupplying non-oil-and gasproducts to Indonesia.

BEIJING, 3 Nov —Economic crimes in Chinaincreased 7.2 per centduring the first ninemonths of the year to59,000 cases, a spokesmanfor the Ministry of PublicSecurity said here onThursday.

“A total of 2,036 crimesinvolved production offraudulent and shoddyproducts, up 25.7 percent from the sameperiod of 2006,” saidministry spokesman WuHeping.

A total of 6,187

financial fraud cases and744 smuggling cases, up15.9 per cent and 13.8 percent respectively, werealso reported. Intellectualproperty rights piracycases reached 1,758, up7.6 percent.

UNITED NATIONS, 2 Nov— Following a shootingin Iraq involving US firmBlackwater, UN Secre-tary-General Ban Ki-moon called on Thursdayfor private securitycompanies operating inwar zones to be held moreaccountable.

Private US securityfirms have come underscrutiny since a shootinglast month in whichBlackwater securityguards working for theState Department wereaccused of killing 17 Iraqisin Baghdad.

In my school days, I read a remark made by aleader that during the period of anti-colonialist strug-gles and national liberation movements, he was wor-ried about the future of Myanmar every day; and thathe often wept in bed at night, visualizing what thefuture of the Myanmar’s political affairs would belike. However, I did not understand well what hemeant then. Now, I have realized that he urged thepeople to carry out party politics and national politicsseparately.

I also learnt that when military operations werebeing launched with tenacity to repulse internal andexternal attacks so that Myanmar would not losesovereignty and independence, a leader said, “I wishMyanmar were an island nation in a sea or an ocean”.At that time, I did not know well what he meant. Now,I understand well that he highlighted the strategiclocation of Myanmar.

It is time we, people, realized that the words ofthese two leaders reflect the Myanmar’s politicalaffairs. The people should be capable enough ofchoosing and marching on the most appropriatepath in the interests of the nation, taking intoconsideration the nation’s strategic location, na-tional politics, and party politics.

According to the globalization process, it issaid that the world is flat. It means that due to theadvancement of Information Technology, the infor-mation communication covers every part of the world,and everyone in the world has access to the benefitsof IT. In other words, the world is now like the plainowing to the IT.

The world, home to more than 6000 millionpeople, consists of more than 190 countries. Accord-ing to the concept “The world is flat”, it is question-able whether each of the over 190 countries has equalaccess to the political, economic and social affairs,whether each of the over 6000 million people hasequal access to the political, economic and socialbenefits.

The correct answer is that stemming fromthe power imbalance in the world, many countriesare subject to evil consequences of hegemony.Some nations are repulsing hegemony. Mean-while, nearly more than half of the world popula-tion live below the poverty line. Efforts are beingmade under the leadership of the United Nationsto alleviate poverty. (It is perceived that this as-sumption is the same, that of every internationalpolitical watchdog.)

Therefore, it is badly required of every citi-zen actively participating in the Myanmar politicsto cooperate with the government with correct

national outlook in order to avert a situation inwhich the result comes out against the expectation.Considering the nation’s strategic location, the peo-ple are to try their utmost to be able to withstand allforms of outside interferences so that the nation willnot become a minion one. And according to thenational politics, it is needed to build a firmlyconsolidated nation.

Now, Myanmar’s population is over 56 mil-lion only, but the number of national races is morethan 100. Myanmar’s geographical features can becategorized into two kinds—hilly regions and plains.In the post-independence period, the number ofarmed insurgent groups was so many in Myanmarthat the world branded these groups multi-col-oured insurgent groups.

Since late 1988, the Tatamadaw governmenthas striven for national reconsolidation, and as aresult 18 major national race armed groups andmany small armed groups have returned to thelegal fold. They are now working hard hand in handwith the government to restore peace. That is, infact, a breakthrough in the nation’s political sector.

In a bid to seek better ways through coordinationto improve Myanmar’s political affairs, it is required togive up outdated ideas of viewing things with Yangonor Mandalay in the centre. Only when the affairs ofnational races living in far-flung and border areasare taken into consideration in discussing or seek-ing ways and means to address issues on Myanmar’sdemocratic process and human rights, will it bepossible to serve the interests of the entire people.

Although it is said that the world has become flatdue to the process of globalization, there are still a biggap between rich and poor. In Myanmar also, therewere disunity and conflicts among political parties dueto their malpractices of party politics. Consequently,the nation lagged behind in development in varioussectors. All are to be well aware that among the regionsthat lagged behind in development, border areas andrural areas lagged behind much more than such citiesas Yangon and Mandalay.

It means that many global countries are stilldifferent in all aspects although the world is said tohave become flat. So also, plains and hilly regions ofthe nation are still different in terms of development.Therefore, it is found that the government is takingnecessary steps in all sectors to bring about equitabledevelopment across the nation including rural regions.

Nowadays, fundamental principles and de-tailed basic principles have been laid down for thewriting of the new State constitution after holdingthe National Convention in the process of transition

to democracy. And work is well under way for thedrafting of an enduring State constitution. All areto be convinced of the fact that the forthcomingconstitution is designed to serve the interest of theState and the people under the nation’s prevailingsituations.

Likewise, the Tatmadaw government isbuilding a large number of economic and socialinfrastructures at every opportunity for the soon-to-emerge civilian government in order that thelatter can build a peaceful, modern, developedand discipline-flourishing democratic nation with-out any difficulty.

At present, a string of roads and bridges havebeen built the length and breadth of the nation forbetter transport. There are also many roads and bridgesunder construction. For development of the agricul-tural sector a cluster of dams and reservoirs were builtand some are under construction in line with geo-graphical condition.

For development of the industrial sector a largenumber of industrial zones and special economiczones sprang up throughout the nation. For improve-ment of the living standard of the people a spate ofhydroelectric power projects are being implemented.

In the health sector, hospitals and dispensarieshave been opened across the nation including borderareas for better health care services. Previously, peo-ple had to rely on hospitals in Yangon and Mandalayin receiving medical treatment. At present, they are ina position to receive medical treatment at hospitals inmost major cities of the states and divisions.

In the education sector, extended opening ofbasic education schools was carried out throughoutthe country for rural people to be able to enjoy equalopportunity in their pursuit of education. In the past,people of different regions had to go to Yangon andMandalay for studying technology and computerscience. Now, they are able to pursue subjects of theirchoice at higher learning institutions in the 24 specialdevelopment zones.

In the past, rural people were unable toenjoy economic and social opportunity on equalterms due to poor transport in their regions. Atpresent, with the emergence of new roads andbridges they are able to enjoy the fruits of develop-ment in various sectors. As the government strovefor narrowing the gap between the plains and hillyregions there have emerged a large number ofqualified human resources capable of serving thenational interest. All should rejoice at the achieve-ments of the government.

Otherwise, if they are dissatisfied with andjealous of the achievements of the government andare deceived by lackeys of neocolonialists who arepractising hegemony, it is sure that they will beunable to overcome the situation like 40 years ago.With dissension and discord sown by colonialiststhey will constantly be in a sea of troubles.

Therefore, the entire national people are tomake concerted efforts in protecting the alreadyachieved peace and stability, national developmentand success in the process of transition to democracy.Only then, will a peaceful, modern and developednation aspired by the people emerge.

NAY PYI TAW, 4 Nov — Minister for ConstructionMaj-Gen Saw Tun yesterday morning inspectedprogress in construction of Swa Creek Bridge onYangon-Toungoo-Mandalay Highway.

Senior Engineer U Kyaw Lin reported onconstruction of the bore piles on both sides of thebridge. The minister gave instructions on tasks to becarried out meeting set standards and attention to bepaid to worksite safety.

Swa Creek Bridge is of reinforced concrete andit will be 270 feet long. The bridge will be 48 feet wideand it has four-lane motor road flanked by three-foot-wide pedestrian ways. The bridge can withstand 60-ton loads.

At the construction site of 126-foot PanlaungBridge on Myingyan-Yaywun Road, the minister heardreports on maintenance of the bridge presented byDeputy Chief Engineer (Road) (Upper Myanmar) UKyu Hin. After giving necessary instructions, theminister attended to the needs. — MNA

Vietnam’s pepper export earningsup in first 10 months

HANOI, 4 Nov —Vietnam reaped pepperexport revenues of 224million US dollars in thefirst 10 months of this year,a year-on-year rise of 28.1per cent, despite smallerexport volume.

Vietnam, the world’sbiggest pepper exporter,shipped abroad 70,000tons of the product in theperiod, down 36.2 percent, according to theVietnam PepperAssociation on Friday.

The higher pepper

export earnings wereattributed to increasingprices of pepper in theworld market, which stoodat 3,140 dollars per ton onaverage in October, saidthe association.

Vietnam’s pepperoutput is estimated at80,000-90,000 tons thisyear, lower than last year,mainly due to unfavorableweather situations.

The country, whichused to export raw pepper,has in recent yearsintensified investment in

employing advancedproduction lines to turn outhigh-grade pepper, capableof meeting strictrequirements set by suchbig markets as the EuropeanUnion, the United States,Russia, China, Japan andSingapore.

British astronomersdiscover 3 new planets

LONDON, 4 Nov —Britain’s astronomers ofthe Wide Angle Searchfor Planets (WASP), aleading planet-huntingteam, have announced thediscovery of three newplanets, according to aPress release issued Fridayby the Keele University.

These extra-solarplanets named WASP-3,WASP-4 and WASP-5were seen to pass in frontof, or transit, their host star.

WASP-3 is the thirdplanet that the team hasfound in the Northernhemisphere, using theSuperWASP camera sitedin the Canary Islands.

WASP-4 and

WASP-5 are the firstplanets discovered by theWASP project’s camerasin South Africa, and wereconfirmed by acollaboration with Swissand French astronomers.

The new researchmay offer a way to analyzethe long-gone contents ofhundreds of containers,said Brendan Foley of theMassachusetts Institute ofTechnology and theWoods Hole Oceano-graphic Institution.

Writing in theJournal of ArcheologicalScience, Foley andcolleagues at LundUniversity in Sweden saidthey were able to get DNAsequences from the insidesof two amphoras

recovered in 230 feet (70metres) of water in 2005.

The clay containersappeared empty, but theresearchers decided to trytesting for DNA anyhow.To their surprise, they gotsome — and not the DNAthey were expecting.

The island of Chioswhere the shipwreck wasfound was well-known inthe ancient world as amajor exporter of highlyprized wines. But the twoamphora in fact carriedDNA from olives andoregano.

They also foundevidence of wine andperhaps pistachios, theysaid.

Official says Indonesia’svolcano Mt Kelud erupts

Rubber tapper shot dead, ice-cream vendorwounded in Thai south

SUGIHWARAS (Indone-sia), 4 Nov — Indonesia’sMount Kelud volcano haserupted, according toseismographic signals, butno signs of ash or lava couldbe seen because of heavycloud cover, a top officialsaid on Saturday.

An estimated 350,000people live within 10kilometres (six miles) of thevolcano, which is about 90km southwest of Surabaya,Indonesia’s second-largestcity and one of its busiestairports.

In Sugihwaras, avillage eight kilometresfrom the crater that sufferedcasualties and was badlydamaged during an eruptionin 1990, many peoplepanicked when they heardthe reports.

“The mosqueannounced that Kelud haderupted and there was a halfhour to evacuate,” saidNgatijo, a villager.

When Mount Keluderupted in 1990 at least 30people were killed. In 1919,about 5,000 died as Keludejected scalding water fromits crater lake.

Centre for Vulcanologyand Geological HazardMitigation, told Reuterscontinuous tremors hadbeen detected, indicatingan eruption, but this wasimpossible to confirmvisually because of theheavy cloud in the area.

“There is heavy cloudover there, so even ashcould not be seen. Butinstrumentally it haserupted, as shown by theseismographic records thatwere over the scale,” hesaid.

BANGKOK, 4 Nov — Arubber tapper was shot deadand an ice-cream vendorcritically wounded Saturdayin separate shooting attacksin Thailand’s restive deepsouth.

Police said SalamPlonghoi, 29, a resident ofKarubi sub-district in PattaniProvince, was shot in thehead Saturday morningwhen he was returning fromthe rubber plantation wherehe had been working, newsnetwork The Nationreported.

Two gunmenapproached Salam frombehind on a motorbike andshot him at close range,police said.

In mid-afternoon, inPuyoot sub-district on thehighway that links Pattaniand nearby province Yala,an ice-cream vendor wasfound soaked in blood nextto his motorbike.

Police identified himas 47-year-old PrapanKasibin. He had been shotin the neck.

Authorities believed the

two attacks as part of arenewed round of insurgency-related violence that hastroubled Thailand’s threesouthernmost provinces,Narathiwat, Yala and Pattani,for nearly four years and hasseen more than 2,500 peoplekilled in the region.
