We are saddened to report that the Banana weevil (Cosmopolites sordidus), was found and identified on island as of September of this year, 2018. Banana Weevil Confirmed on Norfolk Island - continued

It is our belief that an informed community is an empowered & proactive one.

This is the first record of this pest on Norfolk Island.While we are yet to confirm how this pest arrived

and where exactly it is currently located, we know from human and past experience that community awareness, knowledge, and communication is of paramount importance if we are to stop the spread and possibly be able to eradicate the pest from the island.

What follows is some practical information to be put into action now.1. Weevils are moved on plant material, specifically

bananas and plantain. Please DO NOT transplant banana (plun) suckers into new ground, share them with your neighbours, or transport suckers across the island. Dispersal is primarily by the

introduction of infested suckers and bits for planting. This will allow us to control their spread while we locate exactly where they are.

Natural spread is slow, so by not moving infected plant material, we have a chance of controlling and then eradicating this pest.

2. If you see any eggs or weevils, please photograph them and their location, then contact both biosecurity, and email: [email protected]. Please do not move plant material from the area.

the borer. • Adult weevils are about 10-12mm long & hard

Banana Weevil on Norfolk Island - continued The newly emerged weevil is reddish brown

but soon becomes uniformly dull black. The weevils are nocturnal and hide during the day in or around corms or in moist areas near the plant. Unusually sluggish in their movements, they feign death when disturbed and seldom fly. We will post images on the Home Grown facebook page.

• Infested plants have dull yellow green and floppy foliage. Young infested suckers often wither and fail to develop. In a high wind more than average numbers of plants blow down, at times with severe losses.

• They feed on the roots and stems of banana and plantain plants.

Control methods:Neem (Azadirachta indica)Applications of neem powder effectively controlled

weevils and nematodes in on-farm trials and in farmer’s fields in Kenya.

Application of 60 to 100 g of neem seed powder or neem cake at planting and then at 4 months intervals significantly diminished pest damage and increased yields. Application of over 100 g or neem oil was phytotoxic (harmful to plants) and uneconomical.

Neem applications were economical in fertile soils with moderate pest infestation. Neem applications to banana plants grown in poor soil and under very high pest attack were uneconomical. A combination of application of cow dung and neem treatments resulted in yield increases of 50 to 75% (Musabyimana, 1999). Dipping suckers in a 20% neem seed solution at planting protects the young suckers from weevil attack by reducing egg laying through its repellent effect on adult weevils. Egg hatching rates may also be lowered in neem-treated plants (Gold and Messiaen, 2000).

TrappingDisc-on-stump traps and old pseudostems can be

used for trapping weevils. Disc-on-stump traps consist of corm slices placed

on top of harvested plants cut at the rhizome. Old pseudostems can be cut into lengths of 20 to 60 cm and split each length, and placed on the ground near the corm bases with the cut surface downwards.

Adult weevils are attracted to the cut stems or corms for shelter, to feed and to lay eggs. When the eggs hatch the life cycle cannot continue as the cut pieces dry out and the grubs die from desiccation.

The weevils can be collected by hand and destroyed. The efficiency of the traps depends on their numbers

and frequency of trapping. Disk-on-stump traps collect 3 to 7 times as many weevils as pseudostem traps.

The banana weevil is a pest of banana (Musa) and Manilla hemp (Abaca). It attacks and damages all varieties of banana and plants belonging to the genus Musa.

Banana weevils cause damage to the corm of the banana plant as the larva, or grub, of the weevil feeds and tunnels in. This can cause reduced plant growth and weak or dying suckers.

Other common names for the banana weevil are the banana root borer or banana weevil borer. Its scientific name is Cosmopolites sordidus (Germer) [Insecta; Coleoptera: Curculionidae].

How to detect the presence of banana weevils Symptoms that banana weevils are present on banana plants include borer holes, discoloration around the borer holes and visible weevils. Adult weevils are dark brown to grey black and about 10–12mm long with a hard shell.

Amazing Worldwide Publicity For Norfolk Island

- continued from front page Till thought Duncan’s was a unique story,

considering the amount of effort in getting the car onto the island and having such a high performance vehicle on such a tiny island. Duncan’s affection for the brand was a perfect story for ‘9:11 Magazine’.

After many emails and phone calls, Benjamin Kuschnik the Creative Producer, and Brett Danton, Director/Director of Photography arrived on Norfolk on Monday, 26 November for three and a half days of filming. They were blown away by the beauty of the island, and despite the breeze got some great footage of Duncan and his beloved red car, from the summit of Mt Pitt to the end of Kingston pier.

Part interview, part stunning vistas, part car video, this brief film will be amazing publicity for Norfolk Island and is scheduled to be published on 17 December 2017.

A Face Lift For An Old FavouriteFor over 40 years the Lions Club of Norfolk Island

have been setting up and running the Merry – Go – Round.

Thought to be about 85 years old it was brought here by David (Scotty) Neagle in 1970’s and has entertained the Island’s children (and occasionally some Mums and Dads) since then.

In that time it has been refreshed occasionally and last week a group of enthusiastic Lions Members, under the direction of Lions President Denys Bates, went to work repainting and restoring the Merry-Go-Round to its former glory.

It will be in operation next to Borry’s on the evening ofthe Christmas Pageant so come along and check out the improvements.

Tourist Accommodation Registration

Thank you to everyone who contributed to the Tourist Accommodation Legislation survey. The results of the survey are currently being collated.

Councils Tourist Accommodation Officers have been working consistently over the last six months with other council staff to reduce the number of unregistered tourist accommodation houses on-island, with good results. Council is aware that there is a feeling among registered tourism providers that more needs to be done to regulate the industry. The feedback provided in the survey will be valuable in assisting council in mapping a way forward.

This is a friendly reminder that while web sites such as Airbnb make it easy to list your vacant house as tourist accommodation, here on Norfolk Island you must check if you require planning and building approval before doing so. In addition, if your property is considered short-term accommodation, you must hold a current tourist accommodation registration certificate. This legislation is in force regardless of where the property is advertised; the Airbnb website rules do not supersede Norfolk Island’s legislative requirements.

The Norfolk Island Plan 2002, as well as other Development Control Plans (DCP), remain in force and are applicable to all tourist accommodation on Norfolk Island. Information on the planning and building requirements for tourist accommodation can be obtained by contacting the Planning and Building Department via Customer Care.

Vocational Education and Training

Available from 2 January 2019During my visit to Norfolk Island many issues

were raised with me, including the need for Norfolk Island residents to have access to the full variety of education opportunities, such as Vocational Education and Training (VET).

Today, I am pleased to let you know that from 2 January 2019 VET courses will be available to Norfolk Island residents who are 15 years or older.

From this date, VET students will be subsidised the difference between the course fee they pay and the fee they would pay, for the same course, in another state or territory.

I am advised that there may be up to 47 Norfolk Island residents seeking to undertake vocational training in 2019, and it is very pleasing to me that this fee discount can now happen.

The sorts of qualifications people may wish to take up include those that lead to working in a trade - carpenters, chefs, plumbers or early childhood teachers. Courses including nursing and aged care

Watties Products You may have noticed the declining number of

Watties products on our shelves.This has come about due to the fact that a recently

extended Commonwealth Act (extended without advice OR consultation as to the impact) now requires Wattie’s products to be re-labelled in accordance with the Country of Origin provisions of that Act .

Unfortunately all Watties products do not meet these labelling requirements and Heinz Wattie will no longer export Watties products to Norfolk Island, despite having shipped these products to Norfolk Island for more than 50 years.

Foodland strongly disagrees with this extension and interpretation of the law and are currently working with both the Australian authorities and Heinz Wattie to have this matter rectified.

We apologise for any inconvenience caused but at the moment the matter is beyond our control.

Stop Press Letter to the EditorDear SirI was speaking to someone who was working the

latest ship. About halfway through unloading, someone noticed that there were green ants in the hold. When they rang Border Force, they were told the person who could handle it was away, and ‘I can’t help you.’

The stevedores sprayed copious amounts of bug spray into the hold, and one hopes that did the trick. However, why wasn’t an announcement made by Border Force advising people who had already received cargo off the ship, that they would need to check and/or spray for the green ant.

The strict controls we had over pests and bugs coming into the island have been slackened off to a point where there seems to be no care or responsibility by those who profess to look after the island’s best interests.

One only has to look at the recent revelation that banana weevils were discovered here in September. No information was provided to any growers and no alerts sent out. Consequently, the weevil has had plenty of time to spread around the island, not just through sales of local bananas, but the open-handed generosity of those who have produce they are willing to share.

According to an email from DAWR, this is the first record of banana weevils on Norfolk Island. One would have thought it would have required a fairly urgent management process, and not a ‘lets wait until someone asks about it’ stance.

Just because we are being touted as part of Australia, does not mean that we want them to share all their bugs, diseases and insects with us. Enough is enough. It is time proper and correct biosecurity measures were put in place, or revert back to the rigorous ones that were in force before 2015.

Amy Elliott & Ivy Carr presented us with an amazing Power Point Presentation and spoke of their sea voyage on the twin hulled canoe called the Haunui WAKA.

The Haunui WAKA departed Norfolk on the 17th October 2018 .

Sea voyage taking 10 days arriving in North Auckland New Zealand 27th October.

Ivy & Amy spoke of their seasickness, sharing the twin hulled canoe with 16 other crew members, sleeping arrangements, eating, turn about cooking !!! and not to be left out “ toilet flushing “ with a real toilet !!

They learnt how to hoist the sails, sail by the traditional navigation, sailing by sun & wind, cloud formation, being mindful of the moon & stars!

After the girls fairly uneventful sea voyage and after arriving in Auckland they stayed at a Marai being treated like Island Princess’s !! ( as they were!) before flying home to Norfolk.

The girls also demonstrated a version of the HAKA Ivy being the caller ( wow!) and to finish off the evening they sang the Haunui song.

THANK YOU IVY & AMY for sharing your amazing, never to be forgotten life time experiences on your sea voyage on the Haunui WAKA.

Cattle In Burnt PineNorfolk Island has some smart cattle!With the lure of sweet grass and some tasty garden

plants, some have worked out how to walk or slide across the current grids – which were originally designed to minimise the noise inflicted on local residents by passing traffic – into the Burnt Pine town area. Council is currently in the process of redesigning the cattle grids on the borders of town to be more effective.

It is worth bearing in mind cows that enter the area are likely to attempt to break through fences on adjoining properties. So this is a timely reminder that it is each property owner’s legal responsibility to ensure they have adequate fencing in place to prevent the entry or the exit of cattle.

Cattle owners who have Pasturage and Enclosure rights issued in respect of cattle grazing in public areas are reminded that they must ensure their cattle are properly controlled and do not stray into any enclosed areas, including the public and private areas at Burnt Pine enclosed by the cattle grids.

The Council accepts no legal liability of any kind whatsoever for any kinds of losses, damage, injuries or deaths occurring in a way, at any time, as a result of any cattle entering the Burnt Pine town area or entering any private properties (including those properties within the Burnt Pine area).

Anyone who notices cattle straying within the Burnt Pine town area inside the cattle grid zone should, if possible, identify the tag number, if any, and then contact Customer Care staff or the Conservator who will contact the owner to organise the recovery of the animal.

Any cattle found to have entered the Burnt Pine town area may be seized and impounded by the Council, the Pound Keeper, or the Police until it is recovered by its lawful owner following payment in full of all seizure and impound fees and charges. Animals not claimed from the pound may be sold or destroyed according to law, without compensation to any previous owner.

Cattle owners should obtain their own professional legal advice on their legal obligations regarding their cattle in Norfolk Island. (e.g. Fencing Act 1913, Pasturage and Enclosure act 1949, Pounds Act 1934, Summary Offences Act 2005).

I Am Your…InsulaTucked away in one of the deepest parts of the brain

is the insula. Little has been known about this structure until recently because of its location tucked away in a shallow groove beside the limbic system structures.

Sometimes called the “Island of Reil” based on its initial discovery by Johann Chrstian Reil in 1809, it’s a complex structure comprising at least 13 different subdivisions each specialising in specific functions. There are two insula, one on each side of the brain. This is one of the brain regions most densely supplied with both arterial and venous blood vessels, making it extremely hard to operate on. This also means it has connections to many other parts of the brain and performs a wide range of functions.

Densely packed neural fibres connect the insula with frontal, parietal, temporal, cingular, olfactory, and subcortical brain areas such as the hippocampus and amygdala – all those areas linked to emotions, sensory awareness, language and thinking. Mental processes like “cognitive control” (thinking about our actions including planning and reviewing the outcomes of actions we’ve taken, and resisting the urge to act impulsively) take place in this part of the brain.

A meta-analysis of nearly 1,800 studies of the insula in 2014 identified four functionally distinct regions: 1) a sensorimotor region that allows us to link movement to sensory stimuli, for example, taking action when we smell something that signals danger or delight; 2) an olfactogustatory region that allows us to link taste and smell; 3) a socio-emotional region which, for example, allows us to make facial expressions that match our emotions or read the emotions of others by their facial cues and posture; and 4) a cognitive region that, for example, helps us link urges and sensations with thoughts, such as “I’d love to eat that dessert but it will undo my diet”.

One of the most important roles played by the insula is empathy. This is the ability to perceive, understand and experience others’ feelings. Like many brain structures, the right and left insula work in different ways but collaborate to give us w hole experience.

For example, studies have shown that the insula is activated in response to seeing or hearing others in pain as well as expressing disgust, fear, anxiety, and happiness. The right insula (that is, the structure in the right hemisphere) was associated with perceiving the other person’s experience (that is, recognising their signals), while the left insula was associated with

making sense of the other person’s signals, such as being able to label their signals and understand what they mean (what we call the cognitive-evaluative forms of empathy).

Autism is a disorder linked to reduced activation of the insula and poorer neural links between the insula and other brain regions. People with this disorder have great difficulty making sense of other people’s social cues (such as smiling or frowning). Many other disorders are linked to faulty insula activity. For example, people with severe social anxiety show over-activation of the anterior insula, which sets off their tendency to expect or anticipate certain events such as social gatherings as unpredictable, threatening and out of their control.

Anorexia is another disorder linked to dysfunction of the insula. It involves distorted body image, dieting despite being thin or even critically underweight and the perception of being overweight while being underweight with a tremendous fear of gaining weight. All these symptoms are activated by disruptions of normal insula activity and cause faulty thinking.

How to keep your insula healthy?Research shows that mindfulness practice is the

best way to keep your insula functioning well. Apart from reducing brain over-activity, mindfulness helps us become more attuned to positive stimuli around us as well as inside us. For example, mindfulness meditations involving compassion for others helps us become more aware of people showing positive facial cues, and increases our desire to do good things for others.

Mindfulness also helps with pain management by reducing the over-focus on pain signals and increasing awareness of the sensations linked to reduced pain, such as feelings of warmth when using a hot pack. In addition, meditation strengthens attention and executive control – being able to slow down urges and consider our options more fully, with studies showing significant changes to the insula in people who regularly meditate.

180th anniversary of women’s suffrage on Pitcairn

On November 30, 1838, Pitcairn Island, was the first political entity in the world to guarantee women the right to vote.

Pitcairn Island, South Pacific Ocean, November 30, 2018 --- How did it come that the women of Pitcairn Island – a tiny island; arguably the most remote “country” on earth – were the first women in the world to be granted suffrage?

Pitcairn is the South Pacific isle on which mutinous sailors of the ship H.M.S. Bounty settled in 1790 to avoid a British hangman’s rope for having earlier revolted against captain, William Bligh while the Bounty was sailing near the cannibalistic island of Tofua. With them to Pitcairn, the mutineers had taken 12 Polynesian women from Tahiti.

After occupying uninhabited Pitcairn, the presence of the mutineers there was unknown to the world until 1808 when an American seal-hunting ship captain, Mayhew Folger, called to provision his ship Topaz with wood and water. By that time – nearly two decades after settling on Pitcairn – all but one of the mutineers had died.

After an abortive attempt to immigrate to Tahiti in 1831, Pitcairn became something of a safe haven for a growing number of American whaling ships, most from home ports in New England. The Pitcairners spoke English, were friendly and lighter-skinned than the “black” people inhabiting the mostly cannibalistic islands of the surrounding ocean.

Sailors of the whale ships, most of them at sea on years’ long voyages from their New England home ports, and finding Pitcairn having no governmental authority, began to threaten and sometimes attempting to attack the unwilling women of Pitcairn when they came ashore.

When Captain Russell Elliott of the British sloop-of-war Fly called at the island in November of 1838, the Pitcairners told him their women were being propositioned, and their crops were being destroyed by “lawless strangers in whale ships,” and that they needed official British protection. Elliott was quick to act on their request:

On November 29, 1838, he formally declared Pitcairn Island to be under the protection of the British Crown.

On November 30, 1838, he signed on board his ship a constitution and code of laws that called for the election of an island magistrate “on the 1st of January in each year by the free votes of all the native-born inhabitants, or five years resident, male or female, being over eighteen years of age.”

And as an added help, Elliott’s code of laws called for compulsory education for every Pitcairn child; again, one of the first “countries” in the world with this requirement.

of the island women about being the descendants of the first women in the world to be given the right to vote.

“On the eve of the anniversary of a century and a half of Pitcairn women’s suffrage, we rejoice in the freedom the good Captain Elliot wrote into law in 1838 for our protection.

“Freedom: we have not known any other way – myself, and my mother, Royal; nor, for that matter, did her mother, Iva; her grandmother, Mercy; and, to a large degree, her great-grandmother, Albina, born on November 11, 1828, who was only 10 years when the women of Pitcairn were officially and unconditionally granted the right to vote. Collectively, we have never known a time when women were not considered worthy of rights the same, equally, as expected by men.

“It is entirely possible that the women of Pitcairn Island, from the very beginning of its existence as a settlement, never experienced gender discrimination or the degradation endured by females in other countries of the world, simply by being women. The purely Polynesian women who came to our island in 1790, having had no prior exposure to the indignities suffered by their counterparts in the then so-called civilized world, tolerated no such nonsense from their mutinous European consorts. For them, the idea of ‘freedom to be’ came as naturally as breathing.

“Let it never be said that the women who were the backbone of the fledgling community of Bounty settlers were inferior to the men who took them from their homelands and brought them to this place to begin a new life, from square one, and who met the challenge with wit and with superior survival skills; women, without whom the settlers never would have survived.

“Mauatua. Toofaiti. Tevarua. Teehuteatuaonoa. Teatuahita. Teraura. Vahineatua. Faahout. Mareva. Puarai. Teio. Tinafanaea. And, baby Sully. These were the women of the Bounty; the women who stood strong and raised a community, while the men of the Bounty went about the task of exterminating themselves through drunkenness and ill temper.

“This is the heritage of today’s Pitcairn woman; the right to have a say; the right to freedom of expression; the right to be whoever she is or wants to be; the right to individuality.

“And, perhaps, these strengths – for that is what they are – were recognized by visitors who came to at Pitcairn on one of the several sailing vessels of the day, and which prompted Captain Russell Elliott to draft a set of ordinances in the absence of any formal documents that would guarantee the right of Pitcairn women to continue to have their say in the governance of their community, without condition, with no exception. As if to further strengthen the rights of future Pitcairn women, the set of ordinances included the making of education compulsory for Pitcairn’s children – both boys and girls.

“I take no improper pride in the forward-thinking

actions of Pitcairn’s past leaders, although, doing what is right requires no measure of pride. I am, however, immensely grateful to have been born into and raised by a community free from prejudice. I am forever in debt to my Tahitian foremothers for the gift of this sense of equality. Mauru’uru roa.”

2017–2018Norfolk Island was accepted as an Australian

external territory in 1913. Under governance arrangements introduced in 1979, Norfolk Island had partial self-government in which the Norfolk Island Government was required to deliver many federal, state and local services. Australian taxation, migration, health and welfare services did not extend, or only partially extended, to Norfolk Island.

Following the removal of self-government in 2015, a new local governance model was established by the Australian Parliament. From 1 July 2016, Commonwealth taxation, social security, immigration, biosecurity, customs and health arrangements – including Medicare and the Pharmaceutical Benefits Scheme – were extended to Norfolk Island and the Norfolk Island Regional Council (the Council) commenced.

The Council comprises five Councillors who are elected on a four-year term. The Mayor is appointed by Council.

The Norfolk Island Regional Council is responsible for all local council-type functions on Norfolk Island, including waste management, rates and planning. In addition, the Council delivers power generation and reticulation, telecommunications, and owns and operates Norfolk Island’s international airport. The Council also delivers a number of state-type functions under an agreement with the Australian Government Department of Infrastructure, Regional Development and Cities.

It has now been two years since the island has been administered under the new governance arrangements and it would be fair to say that the Norfolk Island people are still endeavouring to adjust to the many changes the new governance model has brought to their lives and to the community – a community whose laws, culture and way of life have evolved independently of elsewhere in Australia since 1856. I acknowledge and applaud the strength and resilience of the Norfolk Island people.

As the Norfolk Island Regional Council is not part of an Australian State or Territory, Council advocates directly to the Australian government on Island issues and concerns.

Council is committed to transparency in its governance. The Council’s website – www.norfolkisland.gov.nf – is a library of every decision made since Council came into office. Every Council meeting is documented with printed copies held for public viewing at the Customer Care office, the Public Library and in Council Chambers. Council meetings are broadcast live.

Furthermore, Council is committed to its ‘Community Promise’ in Council’s Community Engagement Strategy adopted 21 February 2018, namely:

The Norfolk Island Regional Council promises to engage with the community in an open, transparent and equitable way to make sure it understands the views and feelings of all community segments before it makes planning, funding or strategic decisions.

As a result of Council’s advocacy to the Australian government, a Legislation Consultation Framework for Norfolk Island has been developed by the Commonwealth that is to guide the Australian Government’s consultation on legislative changes, including amendments to existing laws and the application of, or creation of, new laws. A similar Legislation Consultation Framework which you will find later in this report has been adopted for use by Council when it suggests amendments to legislation affecting Norfolk Island.

Key note speakers at the June 2018 Australian Local Government Association National Assembly consistently spoke of the benefit of collaboration, co-operation and partnership to achieve the best outcome on complex matters. The continuing challenge is to devise and maintain open processes of dialogue between the Commonwealth and Norfolk Island; processes of dialogue that ensure the community is directly engaged in discussion on complex matters thereby establishing a sense of ownership and responsibility. Changes To Support Norfolk Island Regional Council Elections

Changes have recently been made to the Local Government Act 1993 (NSW) (NI) to facilitate the Norfolk Island Regional Council (the Council) election in 2020. These changes largely deal with technical and administrative matters and they will not affect the experience of voters and their participation in elections.

The first legislative change allows the Council to decide how elections are run in 2020 and beyond. The second clarifies the responsibility for the various election activities and requirements. The third change ensures personal information is handled by authorised persons only for the purpose of running the election. The final change is the replacement of references to NSW laws that do not operate in Norfolk Island with the relevant Norfolk Island laws.

A factsheet about the legislative changes is available on the Department of Infrastructure, Regional Development and Cities’ website at www.infrastructure.gov.au/ni-legislation.

The Norfolk Island Applied Laws Ordinance 2016, outlining the changes to the Local Government Act 1993 (NSW) (NI), will be published on the Federal Register of Legislation website at www.legislation.gov.au/Series/F2016L00729.

Documents On Public Exhibition Certified Fire Safety Training Fees

The existing Norfolk Island Fire Safety training programs were internally developed by the NIFS, and because the Council is not a Registered Training Organisation these programs are not certified courses. To ensure that the training programs meet industry standards they must be ‘Nationally Recognised Training Programs’, which comply with national standards or are delivered against independently derived quality outcomes.

The programs will provide participants with nationally recognised qualifications or units of competency that are acknowledged by industry and other registered training organisations in every state of Australia. A nationally recognised training program allows students to enrol, transfer or complete training at any Registered Training Organisation (RTO) around the nation.

PARASOL is an Australian-based provider of accredited fire training courses; two members of the NIFS team have now been registered as trainers with PARASOL. This now means that the NIFS can deliver nationally recognised fire extinguisher and fire warden training using PARASOL training methodologies and material.

The introduction of Nationally Recognised Fire Warden and Fire Extinguisher Training courses will ensure that employers can be more confident that they are effectively meeting their WHS obligations. The community will also benefit as individual members will receive the training that can be applied domestically as well as in the workplace.

The Council places the following charges on public exhibition for 28 days and will consider any valid submissions presented to Council after the public exhibition period.

Importation of Rocks PetitionAs everyone is aware, the airport runway needs

upgrading. It is a hugely massive job, which will need around 38,000 Tonne of rock.

In early October of this year, a tender was put out for all interested parties, overseas ones obviously, as we don’t have the equipment on island needed to do this major work. However, we do have the rock here on island and the capacity to provide and crush it.

Originally, the tender asked applicants to quote on imported rock as well as local rock. Duncan Edward, the President of the Norfolk Island Waterside Workers Association called a meeting after hearing lots of ‘Dem tull’ about the council wishing to only use imported rock.

We all agreed that if there was to be imported rock and the subsequent potential biosecurity hazard the public needed to be informed of the ramifications.

I don’t know if you are aware, but de-contaminating rock isn’t as easy as it sounds. It is heat treated, which does in fact eliminate pests like fire ants, midgies, sandflies, spiders, paralysis ticks and snakes. However, once the treatment is completed, the rock is then placed outside on a concrete pad, next to other contaminated rock. Imagine all those nasty creepy crawleys calling out ‘Hey, look, a nice new clean place to live, and moving to that pile. I don’t think a banner saying ‘Keep Out’ would have an impact at all. It is not the fault of the people who are heat treating the rock, after all, where do you store 38,000 Tonne of rock safely and contaminate free.

But lets suppose that the rock manages to stay contaminate free until it gets to port….and it sits on the wharf waiting to be loaded. Do you think a ‘Keep Out’ sign would deter any bugs and nasties on the wharf?

How about when it is on the ship/barge? We all know that the stringent measures we used to apply to incoming vessels no longer apply. Who knows what was on the ship in prior voyages? Redback spiders? Livestock droppings? (as was experienced earlier this year), no doubt carrying all manner of stowaways, on their ‘around the pacific’ cruise?

Salt water is considered a contaminant, as the rock needs to be clean for use on the runway. If the rock is brought in by barges, as ‘dem tull’, the chances of it being doused in salt water is more than likely. Imagine washing 38,000 Tonne of rock! Where do you think all that water is going to come from? Lets face it, our water is too precious to waste on washing rock. Don’t get me wrong, I am more than happy for

the equipment to be washed when it gets here, so they are contaminate free, but lets face it, that’s a whole lot less fresh water wastage.

Oh, but hang on a minute….did I forget to mention that, according to the revised tender, there is no requirement for any decontamination treatment/quarantine on this imported rock. Tender applicants are asked only to store it on concrete pads….without even a ‘Keep Out’ sign! What the…?!

We had a meeting with representatives from the council a couple of days afterwards and they assured us that they were only considering using local rock. They advised us that they wanted what was best for Norfolk Island, and it’s economy. If this is the case, we can only assume that it is the administrative arm of the council who are pushing for imported rock.

We have plenty of rock available here on the island. Places like Cascade, where an application has been made to access it from Youngs Road; Headstone, where the fire pit used to be; and Jacobs Rock, which was surveyed and deemed a more than adequate supply several years ago.

In fact a road was surveyed direct to Jacob’s rock, and the report established that there is enough to do the airport runway and many more years of rock.

This would be a perfect site, because it could eventually become a landing area/pier.

I don’t know if you have heard of wind rose, I certainly hadn’t before I began researching local rock.

Importation of Rocks Petition - continuedA wind rose shows the predominant wind direction.

The wind around Norfolk Island comes mainly from the South; South-East, so combining a quarry on this side of the island with a potential pier has outstanding qualities. Imagine having a backup plan for when the seas are too rough at Kingston or Cascade. Who knows? Maybe even cruise ships would actually be able to offload tourists there. Ahh, but I digress….

Someone suggested that there are local properties that contain an abundance of rock that could be utilised, but, according to ‘dem tull’, when we pay rates, we only pay for the top metre of the land we live/work on. Anything below that belongs to the commonwealth, which means you could be ripping up your land in order to give the council the royalties for the rock. Don’t quote me on this, but its an interesting thought.

Five days after the meeting with council representatives, there was a meeting of the Rock Source Committee. I don’t know the content of this meeting, but an email was sent out shortly thereafter advising those applying for the airport upgrade tender that local rock would no longer be considered.

According to the engineer, who reportedly stood at the top of Cascade Quarry and looked down the face of it:

“Due to an assessment of the quantity, quality and likely environmental approvals required at Cascade, Option 1 (on-island crushed aggregate) is removed from the Tender.

Tenderers are to tender only on Option 2 (imported crushed aggregate)”

You probably don’t know this, but at least two potential applicants withdrew from the tender after receiving the news that they couldn’t use local rock.

One can’t help wondering if the reason behind this is the steady focus on the almighty dollar. Royalties from rock quarried from local sources will bring in less than the money received from waste management levies, which are now double what they once were.

Lets get back to the contamination side of importing rock. At a recent meeting, our local vet advised us that the paralysis tick can lay up to 3,000 eggs at a time. Paralysis tick can hitchhike on rock/dirt, just so you know. I don’t mean to be flippant, but in a huge place like Australia, a mere 3,000 paralysis ticks could spread far and wide. On a small place like Norfolk Island, they would end up eventually being almost wall to wall. How much do you love your children, your pets, and even your family? Enough to stand up and say ‘I’m not prepared to take the risk’?

This would be detrimental not only to us humans, but also to the livestock. We don’t have the facilities here to cope with this sort of thing. Our pets and livestock would simply die. As for us, well, if we are lucky, we might catch it in time, be placed on a medivac in time, and arrive at an Australian Hospital in time. Hmm, but what would happen if there was more than one person needing medical attention; what if the medivac was already on its way to Australia and we had to wait that bit extra? As they say time

is of the essence, and I would imagine (because I am not medically trained), that the time frame for a child would be even more crucial.

This is only one of the nasties that could be hidden in imported rock. The potential disaster that will occur on a bio security level is beyond imagination. And then you have to ask yourself would we be informed if there was anything lurking within the imported rock.

Did you know about three months ago, banana weevil was discovered here? Do you remember reading anything about it? Have you been advised if you are a grower? It wasn’t until someone ‘asked’ if the rumour was true, that it was confirmed. Whatever happened to open and transparent communication. How did this weevil get here? Was it within a contaminated shipment?

And lets get down to the other aspect of importing rock. Think about the flow-on effect of this. Local people who would have been employed to quarry the rock, as well as local industries will be out of pocket. Now, you may say, well that’s okay because it doesn’t have an impact on me. Really? Less local jobs mean less money flowing from locals, who support local businesses, which in turn means less money boosting the local economy. So, if a shop partially relies on local customers to purchase items and keep their business buoyant, will they be inclined to order in more stock if their bottom line starts to dip. What about fund-raising; something we are well known for doing, and to an undeniably incredible extent of generosity. Who will sponsor or donate money when our own finances are plummeting?

So, what began as a group with representatives from the stevedores and lighterage, has grown. Other local groups have also sent representatives to discuss what is most likely the biggest biosecurity calamity Norfolk Island has ever faced. We are all currently seeking an urgent meeting with the council to ask if there can be an extension of the tender (the final decision is to be made on 18 December 2018). Given that the parameters of the tender have changed three times, we are hoping that the will be agreeable to our plea.

The petition circulating is to ask the council, and the administration arm of the council, to stand by the people who live on Norfolk Island, and to consider the ecological and economic impact of bringing contaminated imported rock into our fragile and predominantly pest free environment. Please show your support for our beautiful island home. Our environment is extremely important to us and we have maintained it this way for over a century. Please don’t let a mistake of immense proportions change its uniqueness, our safety and our well-being.

Letters to the EditorDear EditorMay I, through your columns, express my thanks to

Assistant Minister Ley for setting a better standard of consultation during her recent visit. Ms Ley listened to a wide variety of people, and appears to have made commitments to look into some of the issues raised with her.

However, promises to consult more and keep us informed are meaningless unless we are given real authority to negotiate, on at least an equal footing, for better outcomes for our island and its people.

We are still only being offered a continuation of patches, plasters and painkillers, and the odd “sweetener” to help the medicine go down. The real cause of our distress is an inappropriate and unworkable system of governance. We are living under a regime where Australia’s national interest will always trump the needs and well-being of Norfolkers.

We all know that the Minister and the Administrator act under constraints, but they are our only link with DIRD, an unelected government department that seems to have most of the say in what happens to us! Surely a little advocacy on our behalf, and honest representations of how we feel, would be possible.

Let’s face it. The Commonwealth Government has stolen our assets and our infrastructure, they call our seas their own. The term “Norfolk Islander” has disappeared from law and policy, as well as from Australia’s version of history. We are now known as a “dead country” in the Philatelic world.

Our land, which we have cared for and kept for generations so that our children can return and call Norfolk home may be sold to those who can afford the rates. Forget about putting it to use, because Australia’s Bio Security are welcoming new agricultural pests into our island at an alarming rate.

We remind the Minister and her government that last week marked the 180th anniversary of the time when the forbears of this community enshrined in law the right for women to vote and compulsory education for our children. Back then, in 1838, what is now called Australia was little more than a collection of penal settlements under British colonial rule. How dare they take the moral high ground and lecture us about our rights and responsibilities as Australians?

The assurance that NSW will continue to deliver services for another 2 1/2 years gives no comfort whatsoever. Their quest for a new service provider shows a lack of imagination. It is staring them in the face! We have decades of experience, and we will not need to pretend that the island is just part of regional Australia.

Imposing big and remote government on this little community is like trying to cut a daisy with a chainsaw, or clean your nails with a pick axe. Not only will they fail to do the job, but there will be a load of collateral damage, and it will be hard and costly to fix. Canberra needs to take responsibility for the mess we are in. You cannot keep blaming our former Norfolk Island Government.

Eric Hutchinson’s new role on Norfolk Island

Eric Hutchinson has a strong physical presence and a direct conversational style that would have served him well this past year.

The former Liberal Lyons MP has been living and working as Australian administrator on Norfolk Island.

The last administrator Gary Hargreaves reportedly had his car egged and his wife was spat upon. It is a tough gig.

Norfolk Island is an external territory of Australia, sitting 1900 kilometres from Canberra in the South Pacific Ocean, with a colourful history dating to 1788.

Those who call the island home have had a few challenging years. The murder of 29-year-old Janelle Patton in 2002 created a sense of unease and raised questions about the criminal justice system.

The global financial crisis in 2007 had a detrimental impact on the primary industry of tourism, causing their economy to reach crisis point.

Its population has been dropping steadily. Then the island lost its political independence.

In 2015 Australia stepped in and abolished the Norfolk Island self-government, a move the federal government saw as necessary reform.

The nine-member Norfolk Island Legislative Assembly and its body of local, state and federal law, which had existed since 1979, was replaced by NSW laws, and a local government has been introduced.

The NSW laws operate as de-facto state laws, Norfolk Islanders vote with Australian Capital Territory during political elections, and in addition to usual local government duties the new council will manage the island’s airport, telecommunications network and electricity generation.

Strong opposition has come from the island’s longest inhabitants.

The Council of Elders, descendants of the seven mutineers who stole away with William Bligh’s ship Bounty to live on Pitcairn Island, who then later moved to Norfolk Island, have taken their complaint to the United Nations’ Human Rights Council.

They argue that Australia has breached international laws relating to the civil and political rights of Norfolk Islanders, and that the changes will have a detrimental impact on their culture, identity and legal standing.

Mr Hutchison said he has had “frank” discussions with some members of the community about the changes.

He said ultimately his focus was to oversee the governance reform.

“Norfolk Island is an integral part of Australia … Its history and connection to what has become the Commonwealth of Australia is indisputable,” he said.

“Any suggestion that anybody within the Australian government is trying to extinguish this quite distinct culture that exists on the island is misleading… the uniqueness [of Norfolk Island] can be the real pillar that underpins growth in its economy.”

It is this political and social landscape into which Mr Hutchinson had landed.

It is not all aqua-marine water views and wines on the deck for the former federal politician, who is living in the island’s 1829 colonial Government House during his two-year term while his wife and two sons, one who is still at school, remain living in Tasmania.

As administrator Mr Hutchinson was delegated responsibility from the Federal Minister of Territories to continue to dismantle the Legislative Assembly and

to a developed pricing methodology based on Council’s aim of having business units financially sustainable in the next two (2) years.

The Chamber requests the following details -- Where has Council publicly identified and

adopted the 2 year aim of financial sustainability;- What are the Allocated Overheads of $578,000

for and reasons why this amount cannot be reduced to offset the reported business unit deficit of $407,200;

- What assessment has been undertaken on the impact to business and households of Council implementing these increases in addition to multiple other business and household charges;

- What efficiencies have been achieved to improve the service model and justify a higher tariff;

- Why has the increase over 2 years been costed for 75% recovery in the 1st year and 25% in the 2nd instead of 2 even increases;

- What is the fall back position in the event that people reduce their energy use to avoid the increase in their quarterly bill – will that scenario result in a proposed unit price of over $0.70 this time next year; as is Council’s suggestion in Options (refer: Option 3).

The Chamber questions whether the increases can be justified on the figures provided.

It is noted that Council’s recommendation includes a public exhibition period of 28 days and in the event the increases are supported the Chamber requests earliest responses to all questions raised in this letter to inform our members.

The Chamber questions the integrity of Council raising their charges without any impact assessment and at the same time as Economic Development consultants have been announced (refer: Item 9.2

management, they are squandering the last vestiges of goodwill we may once have felt towards Australia. When the day arrives that our right to self-determination is recognised, we will have options, and Australia will be forced to admit how important Norfolk Island has been to them.

I am sure the Minister will keep her word and report back on how she is trying to help. And it will be appreciated. But the time for short term fixes, trial and error and ad hoc decisions is over. This island deserves better.

Dear Editor, Recently the Norfolk Island Waterside Workers

(Stevedores) went through their annual pay negotiations. Due to there having been a lot of increases for the fundamental necessities on Norfolk Island over the past year, it was decided by the Committee that an 8% was fair to us, the shipping companies and the community.

Yesterday I was given a copy of an unsigned letter that had been sent to anyone importing cargo of any kind. This letter states as follows;

“Further to our previous advice, our contract with the local stevedores was up for renewal on the 8th December 2018 and we have now received new rates from them, which will mean that we have to increase and pass onto the customers.

Effective from the Captaine Wallis V007 and the Southern Tiare V004, the new stevedoring surcharge with be A UD25 per revenue tonne.

The stevedores advise the main reason for the increase is the slower unloading on the Southern Tiare vs the Norfolk Guardian. Please be assured we tried to negotiate with the stevedores to reduce the costs by reducing manpower because of the slow loading, however, this was not accepted

For further information please do not hesitate to contact your local representative office. Norfolk Island Shipping NZ Ltd.”

I would like to make the following points clear to the community • In the interests of safety as well as efficient

offloading of cargo, stevedore numbers cannot be reduced.

• An 8% increase in tonnage for stevedores equates out to be a extra .08 cents per Tonne. Multiply this by the seventeen (17) stevedores, the total increase is $1.36 per Tonne. According to this letter, the stevedores surcharge has been increased to $25.00 per Tonne which is an increase of $8.00 per Tonne. It would be interesting for the Shipping company to explain to not only the stevedores but the community, how they come to the increase of $8.00 per Tonne.

• The slow discharge of cargo was added when a ship, like the Southern Tiare, comes in with only 1 hiab crane, resulting in a slow discharge of cargo, which is no fault of the stevedores this is controlled entirely by Norfolk Island Shipping NZ Ltd.

End of Taxi – start of NI Uber ServiceOn 7 December 2018, many of you are probably

aware that the taxi service officially comes to an end on Island. With the advent of Christmas and New Year’s celebrations, a very trusted local resident that many will already know Andrew Pashley (Pashy) will be offering his own car service to help those of us who have partaken in the festivities a lift home.

Police strongly urge any person who knows or believes they will be over the legal alcohol limit to drive to utilise ‘Pashys’ services better known as SOBER BOB. He can be contacted on 50485 for bookings. It will probably be advisable to book in advance with the busy season coming. Please don’t drink and drive this festive season as Police will be out conducting intensive RBT over these periods.

Driving along the Slaughter Bay / Emily Bay areas.

Again police urge drivers to be mindful of the increase in Pedestrians walking around in these areas. This will include many children who’s priority will be to get to the beach and swim. As parents we know that Children are easily distracted and may not be paying the necessary attention to the road traffic. Again police will be patrolling these areas in the forthcoming weeks to ensure the speed is being adhered too and the manner of driving is appropriate in that area. The speed limit is 30km/h as per the sign posts indicate.

Drivers Licences from all States in Australia not valid unless they are a full licence (see

definition of ‘Recognised Licence’ Traffic Act 2010 Norfolk Island)

Unless you hold a current full licence valid in Australia or overseas, you cannot drive a car or motorbike on Norfolk Island. For example, if you only have a licence for Provisional or Learners, you must first come to the Police station and make application here for a ‘Learners licence’.

Your Provisional licence unfortunately does not account for anything here on Norfolk Island regardless of how long you have held them elsewhere. No full licence, no drive. Off course residents with an appropriate learners or provisional licence can drive on the Island.

Visitors or Permanent residents intending to stay over 3 months must convert their licence to a Norfolk licence within that 3 months otherwise they are technically unlicensed.

Basically for visitors its no full licence, no drive. For more information, read the Norfolk Island Traffic Act 2010.

road. The rain has been causing problems with a number of accidents being reported recently.

Dementia Information and BooksA team from Dementia Support Australia visited the

Island last week. The team consisted of Hannah Baird, National Projects Manager, Hammond Care; Andrew Italia, Dementia Consultant and Dr Liz Stirling, Aged Person’s Psychiatrist.

They provided education sessions, a community information presentation and individual consultations. The slides from the Community presentation and a link to some dementia online learning courses can be found in the News section of the NIHRACS website (www.norfolkislandhealth.gov.nf). They also left us some useful books which are now available for loan from the Council Library.

We are hoping the team will be back early in 2019.

Successful Healthy Cooking and Get Started Exercise Programs

The first round of the healthy lifestyle programs finished this week. Small but enthusiastic groups attended four sessions of either healthy cooking/

nutrition or exercise programs (some came to both). The feedback from participants has been very positive and we hope to run the subsided programs again in early 2019. Many thanks to all those who participated, the Norfolk Island Central School for the use of their industrial kitchen, James Garden for his involvement and Kay and Kelvin from Norfolk Island Fitness and Health for conducting the exercise program. Groups visiting for Norfolk Island Jazzes It Up! in 2018

Norfolk Island Travel Centre was delighted to bring two of the performers and for this week’s Jazz Festival and the groups they escorted from their home towns.

Andrew London Andrew London has returned once again performing with his Andrew London Trio and escorting a group of 42 jazz loving New Zealanders to the Festival – in fact they filled their own Air Chathams charter flight!! Staying at Mokutu, Hibiscus Crown and Ocean Breeze everyone has had a wonderful week enjoying not only the jazz program but a number of optional tours to taking them all around the Island. Together with wife Kirsten and James Tait-Jamieson, Andrew knows Norfolk well and has been an incredible supporter of the Festival and the Island. In addition to the Jazz Program the Trio played at an extra performance at the RSL Show and also at Sublime Restaurant at Mokutu. Christan, Rebecca and all at the Norfolk Island Travel Centre wish Andrew and all travelling with his group a great journey home today. We sincerely hope you’ve loved our Norfolk Island style Jazz Festival.

The Jazz Factory The Norfolk Island Travel Centre was delighted to welcome back long time festival favourites The Jazz Factory escorting a group of 32 Noosa based jazz fans. Band leader Richard Stevens together with Brett Iggulden, Geoff Speed, Greg Garrett and Rod Andrew have escorted many groups to our Festival over the years. Staying at Aloha Apartments has meant that everyone has been close to most of the performance venues and ‘vibe’ of Burnt Pine during the week. While all in their group attended the performances in the Jazz Packs, many have also enjoyed optional performances and tours including lunch time concerts at Bounty Lodge and The Olive as well as last Saturday night at the RSL and last night’s RSL Jam Night. We hope that Richard and his group have thoroughly enjoyed this year’s Festival and wish everyone a safe journey home to Brisbane today. From Christan, Rebecca and the Norfolk Island Travel Centre team we hope to see you all back on Norfolk Island again for another Norfolk Island Jazzes It Up!

Council was pleased that Croyden Snell was able to undertake work experience with the Norfolk Island Fire Service. He experienced a range of firefighting tasks and duties, including some drill ground work, which gave him a better understanding of the life of a firefighter on Norfolk Island.

During his time with the Fire Service, Croyden was able to see first-hand the Coulson firefighting plane, which was on route from the USA to Australia for the summer fire season. It was a rare opportunity to get up close to one of these aircraft. This plane drops fire retardant onto major fires to assist ground crews with the suppression of fires.

Every Student is Known, Valued and Cared For

As part of our commitment to the NSW Department of Education’s goal that ‘every student is known, valued and cared for’, the school has undertaken several reviews to better address student wellbeing and engagement. Data collected from ongoing student surveys throughout the year indicated that our students place great value on having a sense of connection and belonging to the school.

As a result, we have made wellbeing and engagement a priority for students in 2019. To support this priority area, earlier this year the school reclassified an existing executive teacher position to create a targeted leadership role designed to drive enhanced learning through improved engagement and wellbeing.

I’m pleased to announce that we have recruited Chris English, an experienced executive teacher, to the position of Head Teacher Wellbeing and Engagement in 2019. Chris will be responsible for leading and coordinating aligned pastoral care programs, school delivered student support services and building staff capacity for enhanced student learning and wellbeing. Chris will also play an important role in liaising with services through NI-Connect and remote support services for enhanced student outcomes.

Chris will be on Island across the weekend as part of his orientation, prior to him and his family relocating to Norfolk Island mid-January 2019. As part of his visit, Chris will be meeting staff and working with members from the community in the Love Bites Respectful Relationships Training, running Saturday and Sunday at the school.

Chris’ leadership will be an asset to the great work already in place by our teachers and Year Advisers. We also look forward to Chris’ work complementing the valued specialist school counselling service that Mark Meehan provides for our students. Chris, welcome to Norfolk Island and the NICS community.

Focus on our EnvironmentThis week our students were addressed at assembly

by guest speaker, PJ Wilson, Norfolk Island Team Leader for Environment and Waste Management. PJ discussed the importance of taking care of our environment through individual accountability and

collective responsibility. As part of our advocacy for the preservation of our beautiful surroundings, students have been championing our ‘nude food’ week, attempting to reduce our single use plastic waste by bringing fresh foods and foods in reusable containers.

On Wednesday 12th December, students will also be out in the community in the afternoon, collecting rubbish to further reflect on how we can better care for our environment. I’d like to thank Lance Miller and Bron South for their efforts in coordinating such a worthwhile series of events, leading into the holidays.

School Spectacular on TV Saturday 8th December 2019

I encourage all community members to get to a TV this Saturday evening to watch the 2019 Schools Spectacular production. Arki features throughout this televised performance and will be aired on Chanel 7 at 7:00pm. Again, congratulations goes out to Arki for working hard to make opportunities, and representing the school and Norfolk Island with such pride and professionalism. This is a great outcome for a hardworking student.

Council’s Christmas Closure TimesA resolution was made at the October 2016 Ordinary

Council Meeting that the Council Offices would close during the three normal working days between Christmas and New Year each year, which is a quiet time for most of Council business.

The arrangements allow Council to have, as far as possible, a period of shutdown with a holiday break for many of its employees. A skeleton staff cover the three

working days of the Christmas and New Year period, which allows essential services to remain open.

Facilities remaining open include Telecom, Customer Care, Waste Management Centre, Liquor Bond, Norfolk Island Museum, Norfolk Island Research Centre and the Library. The opening hours for each service and the emergency contact phone numbers, are in the table attached and on Council’s website www.norfolkisland.gov.nf.

Thank you to all who came along last weekend for the working bee. Your efforts were greatly appreciated.

The ninth and last round of Mavis Cup is on today with a Christmas theme. As there are a few things happening we are hoping to start a little earlier at maybe 3.30pm and then if you have other things on you can head off or stay and kick on for a Christmas celebration. It has certainly been a fun comp, allowing the not so experienced tennis player a hit as well as some seasoned tennis players.

Tomorrow sees the Cheryl Tennis Club celebrate its 70th Birthday! Come along from 3.30pm and share a memory or two with fellow members, past, present or future. Bring a plate of food to share. If you would like to play social tennis please feel free.

January 12th is the Inaugural Great House Challenge. We are looking for ex Nepean, Philip and Norfolk people who would like to come for a social round robin hit. Please let us know if you are interested.

Membership is now due: Family $165.00, Single $75.00, Junior $40.00.

Court Hire: Visitors and non-members are welcome to play during the day at a cost of $16 per hour- Night rates are $18 per hour. However, members are able to have free use of the courts during the day, or pay $12 per hour in the evenings when there are no comps being played. Please use the Honesty Box if the courts are unattended.

Ball Machine Hire: Should you wish to hire the Ball machine to improve your skills, cost to members is $6 per half-hour & $10 per hour; and to Non-members, $15 per half-hour and $25 per hour. Badminton for 2018 is fast coming to an end with only two club nights left for the year. It has been a wonderful year, especially for the juniors and thanks must go to Richard and Jo for doing the after school sports as well as running the club nights.

It’s been nice to see new friendly faces on the court enjoying the fastest racket sports in the world.

Badminton is held in Rawson Hall on Mondays with the Secondary aged players from 4.30pm and Adults/Seniors from 7pm.

Archery NewsAnother outstanding year’s archery has passed us

by, wtih our final club day being held last weekend.A large group of excited archers gathered for a

round of traditional archery golf but with Norfolk rules thrown in the mix - 3d target at the end of each ‘hole’. A real fun day enjoyed by all with lots of laughing, including a swim in Mission Pool for some - a great way to end the year.

Although it was only a fun day, congratulations to Kurt, who somehow managed to win on the day. Congrats.

As the Festive Season kicks in, the board would like to wish everyone the compliments of the season and asks everyone looks after each other and stays safe.

Thank you to eveyone who has supported the Association throughout the year, and next year will sure be another huge year for the club - 2019 Pacific Games in Samoa, the annual International Champs in July, new Club Championship format, extending the Field Course to name a few exciting events to aim for.

Thanks must also go to those who are tirelessly working for the betterment of the club and supporting the newcomers, as well as the huge effort in putting

out the 3D courses and running the comps etc. We are sure it is much apprecited by all the archers.

Tip for the breakThe Christmas break doesn’t mean you have to

stop playing, actually it’s a great time to put in some practice without the pressure of results (score).

Work on your shot sequence, this is very important and as you start looking for those extra one or two points you will realise why. Reinforce it by writing it down. When you see it on paper, you might find you need to change your sequence of steps to get a more efficient shot.

Also when you do practice, focus on every shot. Practice deliberately, paying close attention to every stage of the shot sequence. Smooth draw, solid anchor, precise pin placement, clean release, complete follow-through etc etc.

Practice is quality, not always quantity. Bow fitnerss is important but one perfect shot can be more beneficial than flinging 100 ordinary shots down range. One shot to put a bad habit in, 1,000 to get it out.

Oh - and another hint,Merry Christmas all, hope Santa drops a few bows

under the trees.... I know of a couple.See you next year.

Competition2018 Show Day Bird Colouring Competition was

the Norfolk Island Grey Fantail.During the past few years to Norfolk Island Flora

& Fauna Society have organised an educational competition for the local children to colour in a Norfolk Island bird. This is to encourage the students to learn about the birds, to see if they can find the bird and watch and observe them in their habitat. They will also learn about the colour of their feathers to be about to identify the birds.

Susan Ley are obviously well meaning but misguided and possibly misinformed in their molding of Norfolk as a “foodie destination”.

They have missed the boat long ago. So many regions of Australia and the whole of New Zealand and Tasmania use this strategy. If you’re from Sydney, why pay the extra cost of coming to Norfolk Island for gourmet tourism when you can just drive to the Hunter Valley, Southern Highlands, Jamberoo etc? The same applies to all of the state capitals. There are some culinary delights on Norfolk, but they are insufficient to attract mass tourism.

What is required for Norfolk are the major things such as: tax relief and financial incentives for businesses, dedicated funding for tourist promotion (not ad hoc handouts), real infrastructure investment-similar or equivalent to that provided by State Governments to the communities in Australia that DIRD says we are now equivalent to; the list goes on.

The director of the Organising Committee for next year’s Pacific Games in Samoa has resigned from his position with less than eight months until the start of the event.

As reported by Radio New Zealand (RNZ), Loau Keneti Sio, Samoa’s Sports Minister and chairman of the Organising Committee, claimed a breakdown in the working relationship with Samoa 2019 chief executive Falefata Hele Matatia led to Aveau Niko Palamo’s resignation.

Palamo was appointed director in May 2018 and was tasked to work alongside Matatia to prepare for the Games scheduled to take place from July 7 to 20.

Sio revealed he asked Aveau to reconsider his decision when he informed him of his intention to quit last month.

“He actually came down to the office and said that he was going to walk away,” he was reported as saying by RNZ.

“I was caught by surprise with what he said.“I think with the working relationship with the chief

executive, it seems that it’s not in a comfortable way of working together.

“I just said to him to go and have a break and think about it and come back to me, and I’ll see what I can do.

“Well, actually, he didn’t come back anyway so I thought that he had already made up his mind not to go back to the job.”

Speaking to the Samoa Observer, Aveau said: “I walked out a month ago as I cannot work with those guys.”

Sio claimed that he spoke to Matatia following Aveau’s visit to his office in an attempt to rectify the situation.

“I called up the chief executive to come and clear this out and see what I can do just because I am a bit concerned with the time - that we have a short period of time - and he’s thinking of walking out,” he said.

“But the chief executive came up and he mentioned some... issues they’re having - some key performance indicators that he is not coming up with [in] the right time and complying with.

“It seems that Niko doesn’t really want to cooperate in a way, so it seems that there’s no way for him to respect the idea he [Matatia] is the chief executive.”

RNZ reports that a new director has already been appointed but that his or her identity has not been announced as of yet.

Sio insisted there is no need to panic.

“The exit of Aveau will not have any impact on the preparations; we are still proceeding with our plans in place,” he was reported as saying by the Samoa Observer.

“It is sad the turn of events, however the fact remains we have the Pacific Games to prepare for and that is the main focus of the [Organising] Committee as it stands.”

Samoa was awarded the 2019 Pacific Games in December as a replacement for Tonga.

It followed Tonga’s Government withdrawing from hosting due to financial concerns.

Matatia hopes the Games will build on the legacy of the 2007 edition of the event, which also took place in Samoa.

Papua New Guinea’s capital Port Moresby staged the most recent edition of the Pacific Games in 2015.

Bowls Report by Ballzup.

Bowls on Norfolk Island are going strong if the results of the past week are anything to go by, as well as the standard of bowls played. The final two weeks of competition will see a few finals played with competitions coming to a close for the calendar year. With the Festive season upon us all, the Club is gearing up to celebrate the year with an eye on the future, with a terrific bowls calendar in 2019 for representative bowlers and club social bowlers as well. The bowls calendar for 2019 will be on display by the closing day, which is planned for the 15th December, only next week.

Results of the past week were: Mixed Triples Semi-finals; Matt Bigg, Shae Wilson & Moochie Christian defeated Pete Walkinshaw Gary Bigg & Liz Walkinshaw 20-12; and in the other game Ryan Dixon, Spider Webb & Ellie Dixon defeated Ester Sanchez, Barry Wilson & Vivian Bigg 27-18. The final of this competition will be played this Saturday afternoon. Social games played last Saturday results were: Mick Godfrey, Norm Trickey & Esther Trickey lost to Trev Gow, Ann Snell & Kitha Bailey 12-18; and John Groat, Wes Cooper & Irene Buffett defeated Haydn Evans, Judith & Kevin (visitors) 27-5. In the Open games played this week the results were: Open Triples Final: Tim Sheridan, Shae Wilson & Moochie Christian defeated Ryan Dixon, John Groat & Ellie Dixon 21-11, in what was a fairly even game after 9 ends with Tim leading by 2, and with 4 ends to play the difference was only 4 shots, but Tim’s team were too strong over the next few ends to record a handy win. In the Open Pairs championship 3 games were played with the results being: Matt Bigg & Gary Bigg defeating Neil McWaters & Barry Jones 23-7; Culla Graham & Vivian Biggs defeating Mick Godfrey & Dave Murdoch 17-13; and Petal & Phil Jones defeating Stephen Mathews & Macey Deszecsar 20-16, great to see the Juniors playing in the Club competitions. In the Open Singles Semi-final played between Tim Sheridan & Ryan Dixon, Tim prevailed in straight sets 10-8, 11-3.

Last Wednesday a few games of social were played with the results being: Ester Sanchez, Tess Evans & Kitha Bailey defeated Ann Snell, Brian (visitor) & Esther Trickey 19-17; Mick Godfrey, Stephen Mathews & Irene Buffett defeated Haydn Evans, Kate Smith & Bill C (visitor) 25-7; and Graeme Woolley, Vivian Bigg & Brent Johnstone defeated Petal Jones, Norm Trickey & Pat (visitor) 20-12.

This weekend will be the final of the Mixed Triples on Saturday and maybe a few of the Open games will be played. Social bowls are played each Saturday and Wednesday, with visiting bowlers welcome to play.

DATES to remember: Sunday 9th December will be the Lions Club of

Norfolk Island Christmas party in the Club with all seniors welcome to come along for a terrific lunch.

Saturday 15th December will be the Closing Day for the calendar year for bowls as well as the presentation of trophies to the winners of the Championships played this year. Members are asked to bring along a plate for the Christmas table.

Over the next couple of weeks, the Club will be having a Christmas Hamper raffle with tickets on sale at the bar, as well as Leg Ham Raffles with tickets also available at the bar (only 100 tickets sold per leg).

With Christmas only, a couple of weeks away the Bowls Club Committee asks that Members and visitors to the Club take care on the roads when driving home after sampling the Christmas Egg Nog.

A reminder that the Wora Bowls Bistro is open for both Lunch and Dinner 7 days per week.

The Golf ReportAs predicted a busy but enjoyable weekend down

at the Golf Club last weekend with the “Olive Cafe” Monthly Medal, Medal of Medals for 2018 decided as well as the Lisner Trophy playoff for 2018 plus the the “Olive” Christmas Tournament played over Sat & Sun finishing up Sunday evening with a sumptuous Xmas dinner. A big thanks to the House and Social committee for your work in organising the dinner. It was also “Hamper Day” and we thank the generosity of “Foodland” in sponsoring our major’ Xmas Hamper’ 1st prize won by Mat McCaskie, plus all the members who brought along contributions for the other Hampers won on the night.

Mat McCaskie won the daily stableford with 40 pt’s from Andrew [Umi] Umlauft 38 pt’s and Beau Magri in 3rd on 38 pt’s on a c/b to Jeht Nobbs. Kerry Robertson had the best in the Ladies with a very good 43 pt’s from Honi Wilson 36 pt’s.

Social Golf News:With several players off Island this week and the

weather perfect for fishing reduced the size of our field last week. Tony Scicluna had the best with 17 pt’s. The Veteran’s Xmas party will be held after play on Tuesday the 18th Dec. So if you have played with the Veterans this year you are invited down to enjoy the occasion.

Friday’s Norfolk Island Mechanical Chook Run attracted another good field with first place going to one of our new young-guns Jesse Schmitz. Well done Jesse! Thanks once again to Dave and the team at Norfolk Island Mechanical for their ongoing sponsorship.

A good field of juniors also took to the course in the Junior Choc Run. Congratulations to Michael Shone who took out first place. Congratulations Michael! It’s great to see our juniors sticking with it and eagerly arriving every Friday afternoon for their comp.

Scramble” elimination final with the winner to represent Norfolk Island at next year’s regional final in Queensland. Pasturage Rights Applications In accordance with sub-section 5(a) and (b) of the Pasturage and Enclosure Act 1949 a cattle owner may on the form provided, and during the last 14 days of December in any year apply to the General Manager for a right of pasturage for the year commencing on the next succeeding 1 April. Application forms may be obtained from the Norfolk Island Regional Council’s website www.norfolkisland.gov.nf/council/council-documents/cattle, or from Customer Care, 9 New Cascade Road. Application forms can be lodged in person to Customer Care, or via email [email protected]. To be eligible to be granted pasturage rights, an applicant must be an individual who:

• is at least 18 years of age, and • must be an owner of stock.

There are a limited number of pasturage rights available. The Norfolk Island Regional Council allocates pasturage rights according to its policies and procedures, which are applicable at the time.
