During 2011 the Foundation continued to embrace the challenge of helping our students succeed in school by removing the barriers which interfere with their ability to achieve academic success. As President I am humbled to be a part of an organization whose efforts are focused solely on what we can do to help our students. As we reflect on the highlights of 2011 and prepare for the challenges of 2012, I want to acknowledge one of the greatest highlights of 2011--the Annual Partners for Kids Luncheon. We were honored to have the late Ron Holmes step in as the guest speaker. After his fame as a UW Husky and former NFL player, he did not forget where he received his educational foundation. MEMBERSHIP Membership for the calendar year 2011, based on identified contributors, totaled more than 307. Organizations are counted as a single member. All donations of $25 or more qualify contributors for membership and to vote to elect Trustees at the annual membership meeting, according to the by-laws. Donations received through the NTPS district payroll, Washington State Employees Combined Fund Drive, and United Way, as well as through other incidental fundraisers, are listed by name when identified. Categories of contributor mem-bers, eligible to vote, are Member $25-99, Support-ing Member $100-249, Sustaining Member $250-499, Principal’s Club $500-999, Superintendent’s Club $1,000-4,999. The Foundation Trustees measure achieve-ment by both the numbers of contributors and revenue generated by the Foundation as well as by the program disbursements that benefit students, staff, and activities in North Thurston Public Schools. The 2011 contributions and fund raising for all funds, including annual, endowment, special designated funds, but ex-cluding investment and interest earnings, to-taled $498,848.This total includes the following:

Foundation programs including scholar-ship awards, student assistance grants to all District schools, McGimpsey Pantries, learn-ing improvement grants for classroom educa-tors and special designated activities totaled $82,645 for the calendar year. Administrative expenditures for insurance, printing, postage, fees, maintenance of data bases and website, supplies and fund raising costs for 2011 were $14,668. In addition, the Foundation received a number of in-kind donations to total more than $1,412 that helped reduce administrative costs. The Foundation has no paid officers or staff and did not use professional fundraisers.

The Grants Committee oversees Foundation grant projects including the Student Assistance Grants and Learning Improvement Grants. Com-mittee members include Bryan Baker, Suzanne Funston, Judy Johnson, and Debby Gaffney. Student Assistance Grants Twenty-one District sites, including one for each school and one for the District-at-large, receive annual student assistance grants to provide for emergency needs of students. The amounts of the grants for the 2010-2011 school year were as follows: $1200 for each elemen-tary school, $1500 for each middle school and South Sound High School and $2000 for the large high schools and District Office site. The school assistance grant funds, excluding food closets, disbursed during the 2011 calendar year totaled $36,232. Students received help with school fees, clothing, rental for music equipment, school supplies and other personal and educational needs. A portion of the allo-cated funds are given at the beginning of each school year and the rest is given later in the year. Special funds are also available in excep-tional circumstances to help reduce obstacles that students face in getting their education. School principals, counselors, secretaries or intervention specialists may be contacted about use of the funds. Funds are managed according to school policies. Student Assistance Grants are funded through the McGimpsey dedicated investment account. McGimpsey Pantries

Implemented in 2007-2008, as an extension of the Student Assistance Grants, the Foundation established the McGimpsey Pantries in middle and high schools. The Pantries provided food and toiletries for homeless students and oth-ers who need this help. Each secondary school receives $500 in the fall and additional funds as needed. Elementary schools are served through another backpack food program. Infor-mation for accessing these items is available in each school. This year, for the second time, the Foundation provided funds to the Lacey Boys and Girls Club for a summer Pantry program. A total of $4,300 was disbursed to stock the Pan-tries in 2011.

Learning Improvement Grants Educators in North Thurston Public Schools are awarded mini-grants for use in schools and classrooms to assist in the improvement of stu-dent learning. In 2011 $5,112 was expended for the grants. The Learning Improvement Grants, given annually since 1996, meet one of the Foundation’s goals and are designed to en-courage innovation and improvement of learn-ing. Grant recipients are required to report to the Foundation Trustees and membership at the Annual meeting and to submit a written re-port of their action research. The reports reflect project activities, benefits to students in evi-dence of their learning, and “lessons learned” as educators. A committee reviews the applica-tions and selects the winners. Committee mem-bers this year included Ana Pedraza, Carletta Garraway, and Debby Gaffney.The Founda-tion selected the following projects for funding in 2011:

SCHOLARSHIP COMMITTEERobyn McLean, ChairThe Scholarship Committee reviewed 51 ap-plications for six different scholarship cat-egories: Corwin Memorial Scholarship, Davies Vocational/Technical Scholarship, Hostetter Ford Memorial Scholarship, Gott Educational Scholarship, Pedersen Memorial Scholarship, and the Foundation Scholarships. In 2011, the Scholarship Committee chose 19 scholarship winners from the four high schools. Most win-ners received $2000; the Corwin Scholarship is for $1500 with the provision for a one-year renewal. FUND DEVELOPMENT COMMITTEE Liz Squires, ChairThe ninth annual Partners for Kids Luncheon was held on October 11, 2011, and keynoted by the late Ron Holmes, Timberline High School alum and former football player at the University of Washington and the NFL’s Tampa Bay. Entertain-ment was provided by the Timberline High School Concert Choir under the direction of Terry Shaw. The event grossed about $29,000 including contri-butions, sponsorships, and pledges, with a net of $17,525 in actual receipts (excluding pledges and unpaid sponsorships). We thank all of the donors for their generous support. Mark your calendars now for next year’s event scheduled for October 9, 2012. Committee members were Liz Squires, Debby Gaffney, Angela Grant, Cindy Coble, and Jerry Farmer.

SCHOOL VISITATION COMMITTEECindy Coble, Chair

The School Visitation Committee continued a schedule of school visits this year, involving Board member teams. Principals at all but three schools in the district responded to the visita-

tion request and provided presentation times for their school sites during 2010-2011. The remain-ing schools will be re-contacted in January 2012 and presentation dates scheduled. The focus of the presentations was to highlight the amounts of the Student Assistance Grants and how to use and access the funds. We also encour-aged district staff to join NTEF as contributing members – we all want to support our students. Thank you to the Board members who volun-teered to do presentations: Sam Hunt, Cindy Coble, Carletta Garraway, Suzanne Funston, Stephen Capps, Liz Squires, Angela Grant, Jon Halvorson, and Angie Ahlf.

EXECUTIVE COMMITTEE Carletta Garraway, President/Chair

The Executive Committee of the Foundation Board serves as the administrative committee. The committee met monthly to plan meetings of the Board of Trustees and to handle business that occurred throughout the year. The Executive Com-mittee made recommendations on these business matters to the full Board.

The Executive Committee prepared three news-letters for the Foundation in 2011 including the 2011 annual report. Kathy Tingvall provided design ser-vices; REV Mailing of Kent, Washington, donated mailing services (NTEF paid only the postage).

The Executive Committee prepared the 2012 budget, which was adopted by the Board in No-vember 2011. Recognizing the extent of student needs, the Board approved the continuation of the 2011 funding level for the grants: $1,200 for elementary schools, $1,500 for middle schools and South Sound High School, and $2,000 for high schools and the district support fund. Funds were also budgeted as a contingency to be used when additional needs are identified.

With assistance from the Executive Committee and other pertinent committees, the Executive Direc-tor compiled the Foundation Policy and Procedures Handbook including new and updated policies and procedures for the review and approval by the Board.

Redesign of the website was not completed in 2011, but the work continues. The host for the website is Digital Forest. Bob Mosebar, who provided website services for the Foun-dation for many years, retired this year, but he continued to assist the NTEF. The Foun-dation now works directly with Digital Forest.

The 2011 Executive Committee included the elected officers and a member-at-large: Car-letta Garraway, president; Liz Squires, vice president resource development; Judy John-son, vice president resource management; Debby Gaffney, vice president awards and disbursements, Phyllis Kaczmarski, member-at-large; Sue Shannon, executive director.

INVESTMENT COMMITTEELee Blankenship, Chair

The Investment Committee met quarterly in 2011 to review the status of the investment accounts. Greg Stapp, Stapp Financial Planning, LLC, served as investment advisor. Mr. Stapp is a Reg-istered Investment Advisor (RIA), Series 65. The Investment Committee made recommendations to the Board of Trustees regarding investments, dis-position of Certificates of Deposit, and other related activities within the parameters of the investment policies of the Foundation. The Investment Com-mittee met jointly with the NTEF Board of Trustees for the April meeting. The meeting gave the Board members and Committee members the oppor-tunity to meet one another and for the Board to hear the quarterly report presented by Greg Stapp.

The Committee drafted and recommended changes to the Investment Policies and Proce-dures to provide more explicit information about the relationship between the investment advisor and the Foundation, to provide explicit written direction to the investment advisor, as well as provide other guidelines. The revised Policy was approved by the NTEF Board in August 2011. In compliance with the revised Policy, the Committee will con-sider proposals from prospective investment advi-sors in 2012. The new Policy requires this process every four years as a matter of prudent practice.

Although the markets continued to be somewhat volatile in 2011, the Foundation year-end balances were favorable. (The year-end report appears later in this report.) Also, because some donors have des-ignated contributions to be used as needed, rather than invested in permanent endowment accounts, the Foundation was able to meet its program goals.

Committee members include: Lee Blanken-ship, Rex Comstock, Ron Busche, Jerry Pospisil, Mike Marohn, with Judy Johnson and Sue Shannon serving as ex officio members.

AUDIT COMMITTEETom MacRobert, Chair In 2011, the Audit committee reviewed the NTEF financial records and accounting practices for 2007 and 2008. Jack Honsowetz again volun-teered his services as an independent auditor. In November, Tom MacRobert presented the audit reports to the Board. In the written reports Mr. Honsowetz stated the financial statements pres-ent fairly, in all material aspects, the financial po-sition of the NTEF for 2007 and 2008 and thepolicies, procedures, and accounting practices used by the Foundation are in conformity with accounting principles generally accepted in the USA. The Committee plans for Mr. Honsowetz to audit 2009 and 2010 during the coming year, at which time the audits will be caught up.
