Fostering Innovation and Entrepreneurship through university education in India.

Objective of Study: Journey / Contribution of educational institution in fostering innovation and entrepreneurship so far and future road map. Replication of a successful model in every educational institution for promotion of innovation and entrepreneurship.

The total enrollment in all courses and levels in regular stream = 215.01 lakhs

Including 93.06 lakhs women students, constituting 43.28%.

Out of the total enrollment of students (215.0 1 lakhs), 37.94% in the faculty of Arts,18.56% in Science

17.50%, in Commerce74% enrollment in just three faculties.

While the remaining 26.70% enrollment were in professional faculties.

Engineering./Technology 16.05% Medical courses 3.52%Agriculture and allied occupations just 0.48%Veterinary Science 0.14 %

Findings: The ratio of professional to non-professional enrollment has been almost 1:3 and hence there is a need for an appropriate policy change which may rationalize and reduce the disparity and need to focus on vocationalisation of education to promote innovation and entrepreneurship..

Research Degrees:

The number of research degrees (Ph.Ds) awarded by various universities Total 16,093 in 2010-2011

increase of 3.34%.

Faculty of Science had the highest number with 5607 degreesFaculty of Arts with 5642 Ph.D. degrees.

Faculty of Engineering & Technology had topped with as many as 2098 Education faculty with 617 degrees, Medicine faculty with 617Agriculture faculty with 564 degrees

It is observed that there is a slight increasing trend in academic research in terms of number of research degrees awarded by the Universities during 2011-2012 as compared to the figures for the year 2010-2011.

STAND ALONE SCHEMES

To support new ideas and innovations and to start specialized courses in Inter-disciplinary and Emerging Areas, the UGC has been providing cent percent development assistance to the approved departments of universities. Up to 31.03.2013, as many as 87 departments had been identified and approved for support during XI Plan under the Innovative Programme.

A total grant of ` 11.06 crores had been released to the departments of universities during 2011-2012.

Unfortunately there is no scheme talking about support scheme for setting up of EDC / Incubator for promoting innovation and entrepreneurship through university education system.

Patents filed in India

Patent filings have gone up from 28,940 during 2006–07 to 43,674 during 2012–13.

If we look at the patent filing trend from Indian universities, we see that between 2006-12,Amity University had maximum patent applications with 130, followed by IIT-Bombay 109 and IIT Kharagpur 102. In US, one university files over 300 patent applications,"

What are the challenges for other institutions for fostering innovations and entrepreneurship?

1. Lack of vision of upper management2. Lack of knowledge and expertise to the Director / Principal level3. No immediate ROI4. Treatment as department which does not suits to the entrepreneurial organization.5. Non willingness among faculties and staff member to take productive involvement.6. Lack of exposure to the startup Eco system7. Non dedicated effort from the top management.

7 steps Solutions sought to overcome the challenges based on the research findings

● Introduction and promotion of EDP as credit module / specialization subjects in the university syllabus and make it more effective rather treating this adhoc optional.

● Funding support from university to establish incubatorFormation of entrepreneurial students society to create a culture inside campus.

● Faculty development training to prepare them for providing facilitation services and mentoring to students by university on regular basis.

● Conduct of innovative activity based productive program on entrepreneurship through the student society and encourage them to strive by own.

● Establishment of separate organization with sufficient facility to provide incubation support ( NSTEDB and DC-MSME support may be taken)

● Creation of initial SEEDFUND by Host institutions for providing initial fund to the aspiring entrepreneurs.

● Unique Business Model of incubator required to be developed to make the TBI self sustainable within a period of Three Years.

Note: Host institution has to take a firm step to setup incubator for fostering innovation and entrepreneurship.

Good News for Incubator …...................................

Incubators play an important role in mentoring new businesses which start as a small or medium business. The new Companies Bill obliges companies to spend 2 percent of average net profits under Corporate Social Responsibility. I am glad to announce that the Ministry of Corporate Affairs will notify that funds provided to technology incubators located within academic institutions and approved by the Ministry of Science and Technology or Ministry of MSME will qualify as CSR expenditure.
