Whenever a church, individual, or missions organization from abroad supports a national

leader in another country (as a pastor or church-planter/missionary), they create a situation

where the national believers find it difficult to obey clear commands of Scripture regarding the

support of their own leaders.

The Simple New Testament Pattern of the Local Church

Missionaries should seek to establish

local churches that follow the simple New Testament pattern: ones

that are spiritual in nature.

Principle #2


missionaries:1. Missionaries must only introduce into mission churches

the simple activities described by the church’s example in the book of Acts.

2. Missionaries must allow the nationals to naturally develop their own styles of ministry and Christian traditions while making sure the local believers know clearly what the Biblical boundaries are.


What this principle means for the local

believers:The local believers must come to the conviction that the Biblical activities described in the early church in Acts are the most important elements. The local leadership must focus on these spiritual activities.

What this principle means for Stateside believers:

Stateside believers must come to the conviction that the Biblical activities described in the early church in Acts are the most important elements. Stateside church leaders must focus church ministries around these foundational spiritual activities.

discourage the local believers to remain focused on the core activities of the local church as given in Acts 2:42?

The Simple New Testament Pattern of Local Leadership

missionaries:Missionaries must understand that their relationship with the local churches that they help establish on the mission field must be only spiritual in nature (as opposed to a spiritual/financial mix).


The local leadership must guard their spiritual relationship and spiritual authority with their people by not becoming a financial patron of the people in their church.

believers:Stateside believers must be careful to chose their spiritual leaders based on spiritual, Biblical qualifications as opposed to those who have financial power in their assembly.


1. Does this particular action emphasize that the

missionary is primarily a spiritual leader in the church setting, or is he seen primarily as a medical doctor or English teacher who just happens to teach the Bible?

2. Are the local believers in a situation where they feel obligated or feel loyalty to follow their spiritual leaders (whether missionary or national pastor) for reasons besides Biblical ones?

believers (particularly the leaders) in establishing Biblically-grounded and culturally appropriate expressions of their faith.


The local believers must understand that there will be things in their culture that are clearly against the Scriptures. In those cases, they will need to obey God over their own culture.



believers:Stateside believers must be willing to give up one’s rights and comforts and become a “slave to all” by actively engaging individuals outside their churches who are socially or culturally different from them for the sake of the Gospel.

from the beginning so that the church can be locally owned.

Principle #5


missionaries:1. Missionaries must strive to only establish church

structures or ministry models in the national church that are REPRODUCIBLE by the local believers given their financial resources and cultural identity.

2. Missionaries must strive to establish church structures or ministry models in the national church in ways that allow the local believers to fulfill all of their Biblical responsibilities FROM THE VERY BEGINNING.


The Significance of “From the very

beginning”:1. The missionary will need to realize that he is

temporary and must act as though this were true from the very beginning. In this way, his long-term role with the national church is different from the typical pastor (in the States, for instance).

2. The missionary will need to realize that he is completely dependent upon the Holy Spirit to work as opposed to dependence upon money and its power.


What this principle means for the local

believers:The local believers must understand early on that the church is their responsibility, not the missionaries’ (or some foreign organization).


Description of “locally owned”:1. The Self-Supporting Principle—The national church

must not depend on foreign resources in order to function.

2. The Self-Governing Principle—The national church must not depend on foreign intervention in order to govern.

3. The Self-Propagating Principle—The national church must not depend on foreign personnel in order to expand.

believers:Stateside believers must realize that they are completely dependent upon the Holy Spirit to work as opposed to dependence upon programs and the power of money. They must place far greater dependence upon the working of God’s Word and God’s Spirit through God’s People.


1. Will this particular action lead the local

believers to think that they cannot operate as a local church or fulfill the Great Commission without financial dependence on foreigners?

2. Will this particular action exemplify for the local believers a real dependence upon the Holy Spirit for spiritual ministry or does it imply a greater faith in the power of money, entertainment, or other forms of manipulation?
