TRC implements engineering and environmental solutions for pond closure, retrofit and reconstruction.

When a major utility needed to develop a new pond system within the space occupied by five low volume wastewater ponds that were managing coal combustion residuals (CCR), it required a solution that accounted for ongoing operational needs, compliance obligations and groundwater monitoring. TRC managed a comprehensive engineering, design, construction and compliance program that included:

• Comprehensive CCR compliance evaluations and recommendations

• Permitting requirements

• Civil, geotechnical, electrical, wastewater and mechanical engineering evaluations and designs

• Dewatering and treatment technology evaluations, including pilot studies

• Comprehensive groundwater evaluation and reporting, including SSI’s and ASD’s

• Retrofit, closure and post-closure plans to close five ponds and retrofit/reconstruct three ponds

• Engineering and on-site construction support during a three-year construction period

TRC evaluates relay protection system and helps resolve issues impacting generator reliability.

To ensure full compliance with NERC Operations and Planning standards at one of its new natural gas generating facilities, a large power company needed expert guidance to compile and review system protection data, photographs, calculations, drawings and documentation. TRC’s engineers accounted for all mandatory items associated with 11 different families of reliability standards and recommended actions to resolve issues or errors where they were found. Our team helped the client

meet detailed power system modeling and analysis requirements by developing a field testing plan and we provided intricate protection and controls calculations, charts and graphs. Our processes and findings were documented in a NERC Compliance Book that the client can use during any future NERC audits. The report includes a complete study of all actions taken to ensure compliance and presents all applicable evidence including completed Reliability Standards Audit Worksheets.

TRC completes successful decommissioning project ahead of schedule despite a host of challenges.

Modernizing the Scattergood Generating Station is a key part of the Los Angeles Department of Water and Power’s (LADWP) transition to a clean energy future. LADWP collaborated with TRC to decommission Generating Unit 3 while ensuring two adjacent natural-gas-powered units remained in service and supplying power to more than 600,000 homes. Working within a tight footprint at the LADWP complex, TRC led a hazardous materials survey, completed the remediation of

asbestos, lead paint, PCBs and radioactive components and safely dismantled the Unit’s 330-foot-tall stack, 480-megawatt generator and control room and boiler. As prime contractor and program manager, our team served as project superintendent and health and safety officer while providing document control, waste specialist and cost and schedule oversight.Over the course of the 443-day project (almost 1 million man-hours worked), there were no OSHA recordable injuries.

TRC’s environmental due diligence facilitates the transfer of five generating stations to new ownership.

When a large electric utility proposed to sell five of its power plants as part of a comprehensive restructuring and rate stabilization agreement, the buyers retained a legal advisor to guide the transaction to success. In support of the legal team, TRC evaluated environmental issues and potential liabilities at each site. By reviewing data room files, participating in facility tours and conducting independent verification via web-based data, we addressed:

• Phase 1 Environmental Site Assessments

• Ground Water Monitoring • Coal Combustion Residuals • National Pollutant Discharge

Elimination Systems • Stormwater Pollution Prevention

Plans • Asset Retirement Obligations • Air, Water and Wastewater

Compliance • Outstanding Fees and Fines • Hazardous Waste, Oil and

Chemical ManagementAs part of the overall legal advice, our due diligence report paved the way for the transaction to proceed.
