This letter transmits-the latest revision (14) of the. Quality Assurance-Program Description (QAPD) for the Duane Arnold -

Energy Center-in accordance with the requirements of 10 CFR -

Sections 50.54(c)(3) and 50.71(a).,

This submittal includes changes in responsibilities ands

authoritiea; changes to the table identifying the safetyclessification of structures, systems-and components contained inUpdated Final Safety Analysis Report (UFSAR) Section.3.2; changesregarding independent review committee review of design cha..ges;

i clarification'of'the corrective action process for audits;incorporation of an~ASME Section-XI relief request as it applies-to the recertification of_ Level-IIILpersonnel on a five year t

cyclefas opposed to a three year cycle; editorial changes ,

NRC approval is requested in connection with reducing thenumber of-audits required to certify personnel as Lead Auditors;a revision to the program for biennial reviews of procedures; achange in the classification of the recirculation pump motors;elimination of the requirements for quality assurance review ofprocurement documents; and changes regarding the requirementsfor pre-audit conferences.

This submittal also incorporates information submitted byReference 1 regarding changes in UFSAR Section 3.2 and Section6.3 of UFSAR 17.2 Appendix A.

Attachment 1 to this submittal is the QAPD, UFSAR Section17.2 and Appendix A thereto (Revision 14).

-Attachment 2 to this r,ubmittal discusses the changes in theQAPD which are identified by revision bars in the right handmargin in UFSAR 17.2 (Revision 14). Attachment 2 also explainsthe reasons for the changes and states the bases for concludingthat the Program continues to satisfy the criteria of 10 CFR Part50, Appendix B.

Attachment 3 to this submittal is a mark-up of the currentDAEC Safety Related List from UFSAR Section 3.2, Table 3.2-1which will be included in the next 10 CFR 50.71(e) submit 141which is scheduled for submittal in March of 1994. This pen andink mark-ap is provided to aid in your review.
