The paper should be registered unl September 3, 2012. PAPER ACCEPTANCE: The authors will be noed about the acceptance of their papers unl September 21, 2012. Authors of accepted papers will be given instrucons for the preparaon of their manuscripts. FINAL PAPER VERSION: The manuscript should be delivered to the organizer unl October 12, 2012. Forum Languages

The official languages of the Forum are Serbian and English. All oral presentations will be simultaneously translated into both languages. The collection of abstracts will be published in both languages. All papers will be delivered to all Forum participants on a CD.

Ladies and Gentlemen, Dear Friends,

There is global consensus regarding the consequences of inactivity towards mitigation and adjustment to climate changes and tasks which are well known and clear. For the first time, the creation of energy policy is confronted with strict restrictions which require completely different approach towards the whole cycle of policy rendering with a special emphasis on its implementation. Energy efficiency and renewable energy sources are globally the best prepared and quickest way to reduce GHG in the mid term. For the purpose of continuous improvement of energy efficiency and sustainable increase of the use of renewable energy sources, it is necessary to manage energy consumption, i.e., create the framework for preventing unnecessary energy use, reducing energy losses in the system and maximum exploiting renewable energy sources which requires not only knowledge but also adequate measurements and information and communication technologies. It is very important to provide conditions under which energy consumption will become current social process from the technological and economic standpoint. This entails energy price which will reflect actual costs more accurately as they include, among other things, impacts on the environment, health and geopolitics. Also, consumers should be forced to become aware of negative consequences of excess energy use. The main pillars for the growth of energy efficiency and sustainable use of renewable energy sources should also take into count rendering energy policy in which the main drivers for the creation of instruments will be the reduction of energy use and losses and decrease of the use of fossil fuels while monitoring and managing accompanied by adequate abilities and supporting infrastructure will become capacities for the implementation of this policy. All this requires not only better organization and energy management but also changes in consumers’ behavior and most of all changes in the style of living − which is the most difficult part. Therefore, energy efficiency and utilization of renewable energy sources should be considered as permanent process which involves monitoring of energy consumption in order to reach technical minimum. Consequently, it is necessary:

To reduce superfluous and unnecessary energy use by introducing regulations (e.g., the Law on Building Construction) and energy policy stimulating changes of behavior;

To decrease energy losses by implementing the policy of improved energy efficiency and by introducing new technologies (e.g., utilization of waste heat or highly efficient lighting);

To monitor energy consumption in order to get complete insight into energy consumption and consider consequences thereof;

To manage energy consumption by improving the procedure of conducting operations and maintenance;

To increase production and utilization of renewable energy sources and

To develop own technologies in the field of energy efficiency and renewable energy sources.

These are great challenges which call for the participation of many people and relevant institutions and this causes many difficulties and takes a lot of time in order to accomplish the objective. With respect to many indicators, Serbia is still lagging behind in the implementation of its own energy policy which will be capable of ensuring at least the part of results which are presently accomplished in the EU. This statement is also a great challenge which will be in the focus of this year’s Forum. On the first day of the Forum, invited papers will be presented. In direct contact with authors, the Program Committee will select topics which will be in the function of the Forum’s objectives: the creation of environment for the growth of energy efficiency and better use of renewable energy sources. In so doing, the priority will be to look for such solutions which will ultimately provide the reduction of fossil fuels consumption, development of own clean energy technologies and maximum decentralization in the use of renewable energy sources. After presentations, a discussion will be opened with an aim to generate clear message for the wide public about possible development of the energy sector in Serbia until 2030 and the vision until 2050. The second day of the Forum will be devoted to the presentation of not only practical but also implemented solutions from the country and abroad. These experiences should encourage wider application of clean energy technologies in Serbia. June 2012
