ORDJNATION SERVICE

A very impressive ordination service was held in the Pilgrim Holiness Tabernacle in Hutchinson, Kansas, Sunday, August 7th, 1960 at 9:00 am.

The service opened by singing "A Charge to Keep I Have" and "Rock of Ages," led by Rev. B. F. Ireland. Rev. F. M. Eichelberger offered prayer. Appropriate portions of scripture were read from Timothy and Titus by Rev. Howard K. Busby, Rev. Lorren D. Elliott, and Rev. Wayne H. Plummer. Rev. R. G. Flexon, General Superintendent for this area, gave the ordination address and charge to a fine class of candidates consisting of Mrs. Zelma M. Keller, Mrs. Nellie E. Diggs, Edwin Diggs, and Robert Cheney.

Rev. R. G. Flexon based his remarks on 1 Ki. 17:24, "Thou art a man of God." He spoke of: Our Obligation to our Church

Loyalty t0 God and our superiors Our Relation to other Ministers

And to our congregation Our Duty to Ourselves

Be clean Be honest Be patient Be spiritual Be studious Be prayerful

And keep the song-birds singing in your hearts. After the laying on of hands and prayer, Rev. Flexon completed the

charge. The ordained were then congratulated and wished the continued blessings of God upon their lives and ministry.

JOURNAL OF PROCEEDINGS The Forty-Seventh Annual Conference of the Kansas District of the Pil-

grim Holiness Church convened at 8:00 am. Monday, August 8, 1960, at the Camp Meeting Tabernacle at Hutchinson, Kansas.

The Conference opened with Rev. Orvan J. Keller at the piano and Rev. B. F. Ireland leading in singing, "We're Marching to Zion". Rev. Wilbur Eichelberger led in prayer.

Rev. Howard K. Busby, our District Superintendent, introduced Rev. R. G. Flexon, our General Superintendent over this area. Rev. Flexon read 1 Cor. 9:16-27, and spoke on a "Planned Ministry". He spoke of the importance of carefully planning our work. Then he said to preach the doctrines, preach the truth, and preach objectively. That a call of God has a compulsion. That we need a burning compassion for souls, and that we should expect results. In closing Rev. Flexon emphasized that we should get our eyes off of our problems and get them on our possibilities.

The roll was called. It was moved and seconded that all ministers and delegates who have

made a conscientious effort to raise the United Stewardship Fund be seated within the Conference Bar as voting members. Carried.

Two new Churches were presented by the District Superir.tendent—Hill City and Wichita Olivet. Their pastors and delegates were introduced to Rev. Flexen and were received into the Conference.

The report of the Examining Board was read and accepted. The report of our beloved District Superintendent, Rev. Howird K. Busby

was read and received with a rising vote of appreciation. Rev. Ray L. Jellison, our Assistant District Superintendent, who had re-

signed his office at the beginning of the Camp Meeting owing to his illness, gave a verbal report of his busy year in our new work at Eldorado. This report was heartily received.

The report of the Auditing committee was read and accepted. The Treasurer's report was read and accepted. The Sunday School Promotional Secretary gave his report which was

received with a rising vote of thanks. A Certificate of Merit was given to Hill City for the highest percentage

of gain in Sunday School. Fredonia received the Certificate for the highest numerical gain.

An abbreviated report of the Statistical Committee was given and ac-cepted.

A partial report of the Resolution Committee was read and accepted, changing par. 2 in Sec. 2 of the Standing Resolutions to read: Resolved that the District Council appoint an editor for the district publication.

Report of the Ways and Means Committee read and changes made and accepted in no. 3, changing district assessment from $2.00 per member to $2.50, and a few changes in Sunday School apportionments, which see. Motion made and carried to refer no. 8 back to the Ways and Means Committee for redrafting.

Election of officers was made the order of the day. Rev. Howard K. Busby was reelected on the first ballot to begin his

taken some of our time. This year I took only one revival off the District. Three meetings were conducted in our unorganized work and I received no pay from these. I was privileged to labor ii1 a revival in Bird City during the year. I have been paid for 25,139 miles of travel and the churches have given me $386.58 in love offerings. In the past twelve months we have been privileged to return $1,444.50 into the work of the Lord, all through proper channels of the District.

Allow me to again say—more men, as well as good men, are the crying need of this hour. Men with a deep consciousness of His presence, men with a holy purpose to do His will and to win men to Christ. Failure on our part to reap now will mean a lost harvest of souls.

I am grateful to the District Council, our ministers and laymen that have faithfully held up our hands in prayer when the length and burden of the day has wearied us. Allow me to say with Paul, "Be ye kind, tender hearted, for-given one another, even as God for Christ's sake for forgiven you."

1. We recommend that all pastors pay all their Ministerial tithe through their local church treasurer; three-fourths to be applied on District Budget and one-fourth to apply on loan fund for District Church Extension.

2. We recommend that the Evangelists, District Superintendent, Hone Missionary workers, Evangelistic singers and unstationed ministers pay sev-enty-five percent of their ministerial tithe to the District Treasurer, one-fifth of which to apply on District Church Extension Loan Fund, the balance to apply on District Budget. We further recommend that the conference pay-ment for pension plan members be paid from the District Budget.

3. We recommend that our churches be apportioned for the District budget at the rate of $2.50 per member in full standing; and at the rate of $8.00 per member for the United Stewardship Fund, which apportionment equals the following amount for each church:

4. We recommend that the District Superintendent have the privilege of conducting two revival meetings off the district, and that he have a two week vacation each year.

5. We recommend that all the churches send in their remittances to the District Treasurer so as to reach him by the tenth of each month.

6. We recommend that we pay our District Superintendent at the rate of $275.00 per month plus five cents per mile car expense when traveling in his own car and actual expenses when traveling otherwise. We further recom-mend that the district pay his telephone bill and $15.00 per month for utilities.

7. We recommend that each Sunday School be apportioned the following per month for District Home Missions:

We recommend that each church of the District be apportioned $5.00 per member in full standing for the financing of our Zone School, Central Pilgrim College, Bartlesville, Oklahoma, as suggested by the Board of Trustees of the College. We further recommend that all offerings received for this school, with the exceptions of Memorial Pledges, and other Building Fund or Prop-erty Payment, may be applied on this $5.00 apportionment.

9. We recommend that all churches take a 10' e offering for the District Superintendent at time of his regular visits.

10. We recommend that all money raised by the representatives of the General Church and institutional interests be turned over to the local church

treasurer and be used for the purpose for which it was raised. 11. We recommend that our District Secretary be paid $100.00 per year

and that our District Treasurer be paid $200.00 per year. 12. Be it resolved that any minister whose travel is authorized by the

district have his traveling expenses met on the same basis as the District Superintendent.

13. We recommend that a form copy of the budget apportionments for each church be sent to the local church treasurer immediately after the con-ference.

14. We recommend that each church be assessed at the rate of 35c per member per year for General Conference expense.

REPORT OF '11111. FOREIGN MISSIONARY COMMITTEE

1. We recommend that by a rising vote of thanks we express our apprecia-tion to Rev, and Mrs. C. G. Keith for their faithful representation of foreign missions to our camp.

2. We recommend that the first Sunday afternoon of the 1961 camp be devoted to the interest of foreign missions.

3. Because of the cost of our foreign missionary work, we recommend that our churches give as much as possible above the foreign missionary budget.

4. We recommend that our pastors encourage thcse who feel the call of God to special service, and that the church assist them in their preparation as much as possible.

5. We recommend that our local missionary societies be encouraged to send as many packages of used clothing as possible to the needy fields, and that the missionaries be remembered at Christmas and birthdays.

6. We recommend that our pastors endeavor to organize and encourage a Junior Missionary Society in their churches.

SUNDAY SCHOOL COMMITTEE REPORT

The Sunday School Committee of 1959-60 conference year, submits the fol-lowing report.

The promotional secretary traveled to Indianapolis, last September for the Sunday School and Youth Leaders conference. While there we made plans for Rev. Joe Brown of General Sunday Schools, to tour the zones of Kansas.

During the week of April 3-10, the committee with Rev. Brown made this tour, holding afternoon and night services at Topeka, Fredonia, Hutchinson, Johnson and Goodland. At these meetings we stressed the importance of Vaca-tion Bible Schools, Teacher Training, Planning a year calendar, Relationship of the Sunday School to the Church and Lay Evangelism. Rev. Brown gave an inspiring message each evening. The offerings taken during the tour came to $136.64. Total expenses amounded to $70.40, leaving a balance of $66.24 which was given to Rev. Brown for the General School Department. There was a total attendance of 494 in the five zones. Thirty-one churches were represented, 28 pastors, 19 Sunday School Superintendents and 100 teachers and other offi-cers were present.

During the past year 11 issues of the Progress of Kansas Pilgrims were printed. Sixteen of our 39 reported without fail. Argonia, Big Bow, El Dorado, Fall River, Fowler, Fredonia, Gocdland, Hill City, Johnson, Sabetha, St. Fran-cis, Syracuse, Topeka, Wichita Bethel, Wichita Olivet and Winona.

As set forth in our Conference Minutes,- each Sunday School was to strive for a 15% gain. There were two which made 15% or above.

There are four other Sunday Schools which should be given Honorable Mention, with 10% or above. Brewster 14% 3 gain W. Olivet 12% 6 gain Topeka 14% 6 gain Fowler 10% 3 gain

A new work was started at El Dorado, with Rev. Ray Jellison as pastor. The average attendance for the year was 12.

The total average attedance for the District, 1958-59 conference year was 21,608 with an average attendance per church of 47.4.

The total average attendance for the district, 1959-60 conference year was 21,044 with an average attendance per church of 44.9.

Total Sunday School Enrollment for the District 1958-59 conference year was 1,988.

Total Sunday School Enrollment for the District 1959-60 conference year was 2,193. Gain 205.

STANDING RESOLUTIONS

I. Local Church Work 1. We recommend that opportunity for baptism be given liy our churches

at least once each year. 2. Resolved that each pastor may hold two revival meetings each year

off his charge. 3. Resolved that our churches do not open their doors to other churches

organizations, institutions, or individuals for financial appeals. 4. Resolved that no pastor employ an evangelist outside the Pilgrim Holi-

ness Church without first consulting the District Superintendent. 5. Resolved that each pastor leaving his charge, prepare and leave for

his successor a complete calling list with the location of the homes. 6. We recommend that each pastor be granted two weeks vacation each

year with regular salary.

II. District Work 1. Whereas the Conference has approved the Blue Cross-Blue Shield plan,

be it resolved that it be optional with the local churches to pay one-half of the monthly payments.

2. Resolved that the District Council appoint an editor for the district publication.

3. Resolved that any pastor, who is required to be away from his church on district, local, or general business, shall receive his salary as usual.

4. Resolved that we, the Kansas District of the Pilgrim Holiness Church, go on record as opposed to members of the Pilgrim Holiness Church being required to violate their religious ccnvictions and the standards of the Church in physical education classes in the public schools.

5. Resolved that the committees be appointed by the council, and the names of those appointed on said committees be printed in the district Minutes.

6. Resolved that in the event of death of any of our pastors' or evangelists' immediate family, the District Secretary shall be immediately wired, and in turn each pastor shall be notified by wire by the District Secretary.

7. Resolved that no mortgage be placed upon our District Camp Grounds, parsonage, an equipment pertaining thereto, without two-thirds vote of the Annual District Conference.

8. Resolved that each church strive for a 10 percent gain in membership and that each pastor work toward that goal.

9. Resolved that our Kansas District Minutes be sold at 50 each to in-dividuals desiring them. Be it further resolved that each pastor find out how many individuals from his church desire a copy and that he order that amount from the District Secretary not later than September 1st.

10. We recommend that each church help to defray the expense of our District paper by paying five cents per copy for those received.

11. Resolved that each local church assume the payment of the basic tele-phone bill each month. This does not include the toll calls which are not made in the interest and direct benefit of the local church.

LII. Camp and Conference 1. Whereas the Pilgrim Holiness Church Camp Grounds at Hutchinson,

Kansas, has been established and dedicated for the purpose of that fellowship and ministry that will promote and propagate scriptural Holiness, it is ex-pected that those attending shall willingly observe the following:

RULES

(1) Smoking on grounds prohibited. (2) The wearing of immodest dress will not be tolerated. (3) Those sleeping on camp premises are expected to be in and

quiet by 10:30 P.M. (4) Resolved that the council appoint a matron over the girls'

dormitory, and a committee to see that those staying on the camp premises are in on time and that proper order is maintained.

(5) Unmarried young persons shall not be permitted to stay in tents unless chaperoned by their parents.

(6) Loud talking, rowdyism, or behavior unbecoming a Christ-ian will not be tolerated in the dormitories.

(7) It is presumed that those attending the camp have read and are willing to observe the above rules and regulations.

(8) Any one refusing to Comply with the above rules and reg-ulations may expect to be asked to leave the camp prem-ises without any refund of registration fee.

2. We further recommend that the above camp rules and regulations be printed on cards for display on camp premises.

3. Resolved that the three center sections in the tabernacle to the posts and the platform Constitute the Conference Bar.

4. Resolved that the time for the Conference be from 8:00 n.m. to 12:00 noon, and from 1:30 p.m. to 5:30 p.m. with recess from 12:00 to 1:30.

5. We recommend that the first service of camp meeting be conducted on Friday of the first week and that all pastors make a special effort to come on the day previous to assist in making preparations for the camp.

6. We further recommend that all pastors make a special effort to attend all of camp and conference.

7. Resolved that the District Camp have Children's and Young Peoples' services.

8. Resolved that we hold Conference at the close of camp. 9. Resolved that each church furnish the District Secretary with the

names of its delegates at least 24 hours before the Conference convenes. 10. Resolved that each pastor urge his people to bring their musical in-

struments to camp. 11. Resolved that each church take a special offering for camp. 12. Resolved that the first Friday night service and the day services of

the first Saturday be designated as Young People's Services, and that the Youth Conference be held on the first Saturday afternoon of camp.

13. Resolved that those attending the Sunday morning service of the camp meeting be given credit on Sunday School attendance in their home church.

14. Resolved that we have men and women's prayer bands during camp meeting, and that the leaders be appointed by the district council.

15. Resolved that the time of services be as follows: Morning Service 10:15, Supper 5:00, Youth Service 6:45-7:15, Evening Service 7:30. Curfew 10:30.

IV. Educational Work 1. We recommend that at each annual camp meeting, on the last Thurs-

day, Friday, and Saturday, there shall be one daily session of the Educational and Examining Boards for the purpose of the examination of licensed minis-

ters and deaconesses. All ministers knowing themselves due to appear before these boards are urged to be present with their recommendations.

2. We further recommend that the time of each session shall be an-nounced from the platform.

3. We recommend that all ministers working toward ordination consult with the educational board by the close of the district conference.

4. We recommend that one-half year's credit on the study course be granted for each year of seminar work approved. This credit does not apply on the reading course required in the manual.

V. Sunday School and Youth Work The duties of the Sunday School Committee in harmony with the manual

of the Pilgrim Holiness Church shall be as follows: 1. The District Sunday School Committee together with the District Super-

intendent shall arrange for SundaySchool Conventions to be held in the district during the year.

2. To promote and encourage the Sunday School work throughout the district.

3. To present an annual report to the Conference which shall include the following:

(A) A statement of the work accomplished during the year. (B) A statement of the general conditions of the Sunday School

work in the district. 4. We recommend that where possible each local church conduct a Sum-

mer Vacation Bible School, and a report of that work shall be sent to the District Sunday School Committee.

5. We further recommend that each Sunday School Superintendent make an earnest effort to attend and bring as large a delegation as possible of Sun-day School Workers to the Sunday School Convention.

6. Resolved that each church strive for a 15 percent gain in Sunday School attendance, and that they use the plan suggested by the General Church.

7. Resolved that each church of the Kansas District seek to establish children's meetings.

8. Resolved that each church on the Kansas District in which Young People's Societies are not organized, or have no services in their behalf, endeavor to organize a chartered Young People's Society (as suggested by our General Church) and where it is impossible to do so, that they strive toward this goal.

9. We recommend that the District Young People's Committee arrange for Youth Conventions to be held throughout the state.

10. Resolved that the Sunday School Committee be appointed and an-nounced by Thursday of camp.

11. Resolved that a Sunday School promotional service be held during camp.

12. Resolved that each Sunday School cease counting fifteen minutes be-fore the close of the Sunday School session; thereby placing all Sunday School counting on an equalized basis.

13. Resolved that the Sunday School committee be appointed for a three year term; and that one member be appointed each year.

SPECIAL RESOLUTIONS

1. It was moved and carried to give a rising vote of thanks to Rev. R. G. Flexon for the efficient way in which he conducted the Conference.

2. It was moved and carried to give a rising vote of appreciation to Rev. H. K. Busby, our District Superintendent, for his untiring labors of love throughout the year.

3. Motion prevailed to give a vote of thanks to Gilbert Sherman, F. M. Eichelberger, and David Jellison for their work on the Camp ground.

4. It was moved and carried that we show our appreciation to Rev. Robb French, Rev. J. R. Mitchell, and Rev. B. Ivan Williams and family for their work with us during the camp by a rising vote of thanks.

MINUTES OF THE TENTH ANNUAL CONFERENCE OF THE KANSAS PILGRIM YOUTH

JULY 30, 1960

The tenth annual conference of the Kansas Pilgrim Youth convened Sat-urday afternoon, July 30, 1960, in the tabernacle on the Pilgrim Holiness camp ground in Hutchinson, Kansas.

The conference was opened by Rev. James Butler, President. After con-gregational singing and prayer, Rev. Butler introduced Rev. H. K. Busby, District Superintendent, who presided at the conference.

The roll was read and the bar was established. The report of the President was read and accepted. The report of the Treasurer was read and received. Moved and seconded that the Treasurer's report and the minutes of the

conference be included in the conference journal after being read and ap-proved by the Youth President, Vice-President and the District Superintendent. Passed.

The Zone Leader reports of Willis Snyder, Edwin Diggs, L. C. Felsburg, and Gene Whetstone were read and accepted.

The chair appointed tellers and the conference proceeded with the election of officers. The following were elected:

President ........L. C. Felsburg Vice-President .......Willis Snyder Secretary-Treasurer ......Daniel Busby

Moved and seconded that the District Council and Youth President appoint the Zone Leadere. Passed.

Moved and seconded that the Youth Zone Leaders and President survey the zone point system while at camp and make any necessary changes. Passed.

The zone point system was then discussed at length. Rev. N. N. Bonner, President of Central Pilgrim College, was introduced

to the conference and he commented briefly. A youth project for the coming year was discussed. Moved and seconded that the Youth sponsor a new basement entrance

in the district parsonage with a price limit of $200. Passed. Moved and seconded that a committee composed of the Zone Leaders and

officers of the District Youth organization, should study possible future youth projects. Passed.

A rising vote of appreciation was given to the retiring President, Rev. Butler.

The conference was adjourned. Daniel Busby, Secretary
