1.0 INTRODUCTION
This report has been prepared for submittal to City of Columbus to evaluate the traffic impact that the
proposed Fort Benning Patriot’s Walk Development will have on the transportation network surrounding
the site. The proposed development is located between South Lumpkin Road and Fort Benning Blvd in
Columbus, Georgia. Figure 1 presents the location map for the development. The proposed development
will consist of 56,000 square feet of retail space, approximately 83,900 square feet of office space, a 125 -
room hotel, 581 apartments, and 18,000 square feet of restaurant. Figure 2 presents the site plan with
these land uses. The development is expected to reach full build-out within 10 years. For the purposes of
this report, 2020 was used as the full build-out year in our analyses. This report summarizes the data
collection, analysis of traffic impacts, proposed access, as well as conclusions and recommendations from
the analysis.
2.0 STUDY AREA DETERMINATION
In order to assess the traffic impact that this project would have on the surrounding roadway network, the
study area includes Fort Benning Road and South Lumpkin Road. With the proposed development, seven
intersections will be created with the site entrance driveways. These driveway intersections will be
analyzed in this report.
3.0 EXISTING TRAFFIC CONDITIONS
In early May 2010, 24 hour vehicle classification counts were conducted for three weekdays at the
following roads in the study area. The existing peak hour traffic is shown in Figure 2 and the raw counts
are included in the appendix.
• Fort Benning Road – Northbound
• Fort Benning Road – Southbound
• South Lumpkin Road
The existing peak hour and ADT traffic is presented in Figures 3 and 4. The classification counts reveal a
truck percentage of 8% on South Lumpkin Road and 4.5 % on Fort Benning Road. South Lumpkin Road
is a two-lane urban minor arterial and Fort Benning Road is a four-lane divided urban principal arterial.
There are no signalized or unsignalized intersections immediately adjacent to the proposed development.

4.0 FUTURE NO-BUILD (BACKGROUND) TRAFFIC CONDITIONS
Future traffic volumes were developed for the 2020 No-Build (background) condition. The No-Build
condition is defined as the traffic on the roadway network in the future year absent the construction and
opening of the proposed project. As per the traffic growth projections, the roadway segments in the study
area experienced -1.2% growth from 2003 to 2008. Table 1 presents the traffic growth projections in the
study area.

However, as per the Base Realignment and Closure (BRAC) program, the Fort Benning base is expected
to grow and will add 28,000 additional population by 2011. This growth includes military service
members (11,831), government civilians (4,851), and contractors (11,406). Considering the anticipated
growth of the base, the existing 2010 peak hour and 24-hour traffic volumes were increased at 1.5% per
year for 10 years to account for background traffic growth. Under No-Build conditions, the truck
percentages are not expected to change significantly. The 2020 No-Build peak hour and Average Daily
Traffic (ADT) is presented in Figures 5 and 6.
5.0 FUTURE BUILD TRAFFIC CONDITIONS
Future Build traffic conditions are defined as the future traffic conditions expected with the additional
traffic generated by the Patriot’s Walk development and the distribution and assignment of this traffic

onto the study roadway network. With this development comprised of residential, office, retail land uses,
it is expected that this site will not generate significant truck volumes.
5.1 Project Access and Site Layout
Access to the proposed development would be provided by two driveways along Fort Benning Road and
three driveways on the South Lumpkin Road.
5.2 Trip Generation
Traffic for the proposed development was calculated using equations contained in the Institute of
Transportation Engineers’ (ITE) Trip Generation Manual, Eighth Edition, and the ITE Trip Generation
Handbook, 2004. Tables 2 through 4 presents the trip generation based on full site build-out for daily and
peak hour conditions.
Since the Patriot’s Walk development is a site with a mix of land uses, there lies the potential for
interaction between these uses within the site. Trips between land uses within the site have no adverse
effect on the external roadway network. Internal capture reductions were applied to trips between the
residential, office and retail portions of the development. The internal capture worksheets are included in
the Appendix.
Tables 3 and 4 present the total of all internal and external trips generated by the development. It then
subtracts out the internally captured trips and presents the net external trips that would be generated by
the proposed development. These trips represent the vehicle trips that would utilize the existing roadway
network to travel to and from the development.
5.3 Trip Distribution and Assignment
In order to accurately predict future traffic conditions, it is important to understand the existing and future
traffic patterns within the study area. Figure 7 presents the distribution of traffic utilizing Fort Benning
Road and South Lumpkin Road. This traffic distribution is determined based on the proximity of the Fort
Benning base, and also the large residential development in the northern part of the study area. This
figure shows the expected trip distribution for project trips traveling to or from the Patriot’s Walk
development in the peak hours.

Once the trip distribution was developed, the project traffic needed to be assigned to the roadway system.
In order to assign the project trips to the development driveways, the trip assignment percentages
presented previously were utilized for multi family and other mixed use development such as Retail,
Office, Restaurant and Apartment land uses.
For the hotel land use, trips are assumed to use Fort Benning Road southbound as the proposed hotel is
nearer to the driveway 1 on the project site. It is also assumed 50% of the trips come from the Fort
Benning Base from the south and 50% from the north. Pass-by trips are predicted to have the site as a
stop on their way to their final destination and they exit the site in the same direction from which they
enter the site. Pass-by trips are calculated for retail, and restaurant land uses and are subtracted from the
new external trips expected to be generated by the proposed development. Pass-by trips are calculated
using the ITE Trip Generation Handbook, 2004
The final step in the distribution and assignment process was to assign the external project trips to the
entire roadway network. This was accomplished using the trip distribution percentages previously
developed. Figures 8, 9, and 10 present the hotel, multi-family, and retail, restaurant, office, and
apartment land uses’ trip distributions. Figure 11 present the 2020 AM and PM and Daily Build
condition traffic volumes. Figure 12 shows the total pass-by trips and Figure 13 shows the 2020 project
trips from the proposed development. Figure 14 shows the 2020 build average daily traffic.

6.0 LEVEL OF SERVICE ANALYSIS
6.1 Existing (2010) Level-of-Service
Level-of-service (LOS) determinations were made for the existing weekday AM and PM peak hours for
the surrounding roadways using HCS + software Multi lane and two-lane analysis modules as there were
no traffic controlled intersections in the study area. Level-of-service (LOS) is used to describe the
operating characteristics of a road segment or intersection in relation to its capacity. LOS is defined as a
qualitative measure that describes operational conditions and motorists perceptions within a traffic
stream. The Highway Capacity Manual defines six levels of service, LOS A through LOS F, with A
being the best and F the worst. Copies of the roadway capacity analyses are included in the Appendix.
Table 5 presents the results of the LOS analysis for the roadways.

As presented in Table 5, under existing conditions, the study area roadways operate at an acceptable level
of service.
6.2 Future (2020) No-Build Level-of-Service
Level-of-service (LOS) determinations were made for the 2020 no-build weekday AM and PM peak
hours for the surrounding roadways using HCS + software Multi lane and two-lane analysis modules as
there were no traffic controlled intersections in the study area. This No-Build scenario assumes that no
changes will be made to the existing roadways or intersections.

The results of the No-Build condition analysis reveal that under the existing roadway configurations,
study area roadways would operating at acceptable levels of service in 2020.
6.3 Future (2020) Build Level-of-Service
Level-of-service (LOS) determinations were made for the future Build AM and PM peak hours at all
study intersections and development entrances using SYNCHRO Professional, Version 6.0 and HCS+
Software. The Build scenario assumes the full build-out of the Patriot’s Walk development. Table 7
presents the results of the LOS analysis. This Build scenario assumes that no changes will be made to the
existing roadways. All intersections were assumed to be unsignalized.

The results of the 2020 Build condition analysis under existing roadway and intersection configurations
reveal that all intersections except the Fort Benning Southbound Road intersections of the project site will
operate at LOS ‘C’ and better without improvements to the existing roadway and intersections. The Fort
Benning Southbound road intersections at the north and south driveways to the project site will operate at
a failing LOS ‘E’.

Table 8 presents the results of the 2020 Build condition with the improvements to the intersections such
as providing turn lanes and signalization of Fort Benning Southbound Road intersections.

This analysis shows that with the proposed improvement as well as the addition of traffic signals at
Driveway 1 and 2 of the Fort Benning Road southbound, all intersections in the 2020 Build condition will
operate at acceptable LOS ‘C’ or better. Fort Benning Southbound Road driveways 1 and 2 would need
to be signalized to operate at acceptable LOS ‘C’ in build year (2020). Figure 15 shows the
recommended laneage and traffic control for the proposed development.

7.0 CONCLUSION/RECOMMENDATIONS
The proposed Patriot’s Walk development will consist of 586 residential units, approximately 56,000
square feet of retail space, approximately 84,000 square feet of office space, and 18,000 square feet of
restaurant space. The proposed development will be built-out by 2020 and will have three entrances
located on South Lumpkin Road and two entrances on Fort Benning Road. South Lumpkin Road is
currently a two-lane roadway and Fort Benning Road is four-lane divided roadway with no signalized
intersections.
Intersection capacity analyses were conducted for existing and future No-Build and Build traffic
conditions at all intersections within the study area. The results of the capacity analyses indicate that the
roadways in the study area operating at LOS ‘C’ and better in the peak periods under existing and 2020
no-build conditions.
The proposed development is expected to add 9,196 weekday vehicle trips to the roadway network. The
traffic volumes generated by the development will require that its driveways on Fort Benning Road
Southbound be signalized by 2020 in order to operate at acceptable LOS ‘C’. The roadway and
intersection improvements recommended for acceptable intersection operation by 2020 are as follows:
