Introduction National advertising, FDAA advertising, and your local advertising all play a critical role in moving consumers toward the purchase of a new Ford vehicle. Through clear, consistent, brand-complementary advertising, we can continue to build a powerful marketing presence that enhances our base of satisfied, loyal customers and drives sales growth.

This co-op program offers you reimbursement for your eligible advertising campaigns and strategies to permit you to enhance the frequency, reach and effectiveness of your new-vehicle advertising. Information on requesting and receiving co-op reimbursement is on page 9.

For assurance that your advertising will comply with the advertising guidelines, a requirement for reimbursement, we encourage you to take advantage of the Ford of Canada Co-op Program Headquarters. Details on how the Program Headquarters operates and the procedures for submitting your advertising for pre-approval by the center’s staff of experts are on page 15.

To facilitate dealers’ ability to track and leverage co-op funds, a Co-op Program Website is available (see page 18). All dealers have convenient access to this website via a link on the Ford Dealer Assets website. Please visit these sites regularly to stay current on your available funds and the assets available to you.

Recalculation of Co-op funding limits for 2018

1. Your 2018 Group level may have been modified based on your 2017 retail/commercial sales volume.

2. Please ensure you carefully read the co-op bulletins sent to you and refer to your available February co-op funds, or contact the Ford of Canada Co-op Program Headquarters, to confirm your new maximum monthly reimbursement level effective from February 1st, 2018 until January 2nd, 2019.

New: Co-op Digital/Traditional Fund Allocation

To encourage dealers to align their advertising with consumer shopping behavior, 2018 monthly allocation levels will be broken into two categories: digital (50%) and traditional (50%). Traditional funds can be transferred to digital. However, digital funds cannot be transferred to support traditional claims in excess of 50%. All D3 retail-approved advertising will continue to be submitted for automatic co-op reimbursement, with no pre-approval required.

Advertising Formats for Desktop, Mobile & TabletsThese general descriptions for ad formats apply across devices and are provided to assist your general understanding of digital ad formats and specific understanding of Ford Co-op reimbursement rules pertaining to these formats.

1. Search (Text) Ads

A text ad is all words and no images, generally used in search engine marketing (SEM) on Google, Bing, Yahoo, etc. Text ads typically include a title that is also a clickable link to a webpage, along with one or two lines of text, and a website address. Here is an example:

Co-op reimbursement is provided for the following forms of advertising only:

Eligibility for Co-op ReimbursementIn addition to complying with the Ford Dealer Advertising Co-op Guidelines, your advertising must promote new Ford vehicles and must adhere to the restrictions on eligible advertising forms to qualify for co-op reimbursement under the Ford Dealer Advertising Co-op Program. Advertising for used vehicles, competitive-make vehicles or parts/service is not eligible for reimbursement.

General Requirements – Apply to All Media

Ads that do not comply with these requirements will not be eligible:• Ads must feature only new and unused Ford vehicles. See Ford Dealer Co-op program guidelines for complete details. • Ads must feature one of the required creative found on the Ford Dealer Toolbox, according to the table on pages 4-5 of the

Program Overview. • No Lincoln vehicles, used vehicles, parts, or service advertising can be included.• Dealers are responsible for ensuring legal compliance of all Dealers’ advertising under this program• Ads which do not comply with the National Advertising Guidelines - see inFord> Sales> Policies and Procedures>

Ford Policies and Procedures> 12 National Advertising Guidelines for details.• Ads which disparage another Ford dealer will not be eligible for co-op• As stated in the Dealer Sales and Service Agreement we would like to reemphasize the following: - The Dealer and the Company will each conduct their respective operations in a manner that will reflect favorably at all times on the reputation of the Dealer, other Company franchised dealers, the Company, Company Products and trademarks and trade names used or claimed by the Company or any affiliated companies. The Dealer and the Company will avoid in every way any deceptive, misleading, confusing or illegal advertising or business practice. For example ads containing words or phrases like: “fire sale” would not be eligible.

3. Social Media

Paid advertising across the social web increases traffic to your site and helps build the right audience for your products. Facebook simplified and improved the effectiveness of its ad products in 2013 and delivered scale and efficiency as a mobile platform.

2. Display Ads

Display ads are graphical ads offered in several ad formats:

• Standard Display Ad – Includes pictures and images, and basic interactivity within a frame that doesn’t expand.

• Rich Media Ad - Contains images or video, and involves some kind of user interaction. The ad can expand, zoom in or out, etc. Rich Media Ads are highly flexible and can include multiple levels of content in one placement: videos, games, tweets from an ad, etc.

Using Your Co-op Funds

Co-op funds become available for your use on a monthly basis based on the allocation attributed to your dealership and communicated to you via email in February. The table below provides important details on how you earn co-op funds and the spending and claiming deadlines that you must follow carefully.

• Agency fees on traditional media claims

• Production costs (e.g., design, artwork)

• Digital production (i.e. producing banners, etc.)

• Fees for inventory placement on third-party websites (e.g., Cars.com, AutoTrader.com)

• Maintaining/Updating dealer and third-party websites, blogs, platforms, channels and social media sites (and hosting costs)

• Search engine optimization charges/ website management

• Barter and trade credits

• Yellow Pages

• Text or phone communications

• Mailing list acquisition fees and purchase of leads

• Additional POS located on dealer owned property

• Advertising on dealer-owned sites (i.e. if a dealer places an ad on their own website, they cannot assess a media cost on that advertising)

• Development and acquisition of ratings and reviews

• Dealer websites and lead generators

• POS materials

• Vehicle wraps

• Social media reputation management and platform management

• Management and Administrative fees (except for digital media management fees of up to 25% of eligible invoice cost)

Requesting Reimbursement

To receive co-op reimbursement for your eligible advertising, simply follow the instructions below.

Instructions for Submitting a Claim for Reimbursement

Complete a claim form. You can complete an online claim form and submit it electronically at the co-op page of the Ford Motor Company of Canada, Limited Co-op Administration website (www.fordcoopca.dealerconnection.com) by clicking on ‘Submit Claim’ on the left-hand navigation bar. Please note that claims submitted online are processed more quickly due to ease of communication.

If, however, you are unable to submit your claim on the website, you can submit a claim by email, standard mail, or fax. Download a form from the website or contact the Ford of Canada Co-op Program Headquarters (see example on page 10).

Note: Each invoice will be given a unique Ad ID. For example, if the same ad runs in two publications (or in two different advertising forms), each medium is considered an individual Ad ID. Multiple Ad IDs can be submitted on the same claim form.

Step 1

Step 2 Review and agree to the rules for co-op reimbursement. Regardless of the submission mode, you will be asked to agree to the rules for co-op reimbursement.

Step 3 Assemble all required documentation. Every claim must be accompanied by the correct supporting documentation for the particular advertising form (see pages 11-13).

Step 4 Submit the completed claim form and documentation. Your claim and documentation must be postmarked or received electronically by the Ford of Canada Co-op Program Headquarters no later than the claiming deadline identified on page 8, for the month in which the advertisement was aired or published, was held or the outdoor/transit advertising was installed. Claims received after the deadline will not be eligible for payment.

If additional documentation is required to process a claim, an email detailing the missing documents will be sent to the contact shown on the Dealer Account Information page on the Co-op website. All missing documentation must be postmarked or received electronically no later than 30 days after the date of the notification letter for the claim to be considered for processing. The progress of this resubmission process will be shown on the Co-op website.

Direct Mail and Circulars: An original mail piece submitted by post, along with an original printer’s invoice reflecting quantity and cost as well as postal receipts (e.g., Canada Post, UPS, FedEx, etc.) reflecting the quantity mailed and mailing cost. Invoices must be itemized to show the printing cost separate from all other related charges including postage. Creative development costs are not eligible for co-op reimbursement.

Email Blasts: An original invoice specifying the list deployment and acquisition fees, along with a creative proof of the email blast.

Outdoor and Transit: A photograph of the installed billboard and/or a shot of each screen for the reader board/ floorboard, plus an original invoice reflecting the location, number of billboards, posting dates and costs. Outdoor elements located on dealer owned property are not eligible.

Rich Media/Banner Ads: An original invoice detail-ing the internet banner costs, and a live screenshot of the internet banner or an affidavit from the sup-plier. Online ads on a dealer-owned website are not eligible.

Facebook: An invoice from the ad agency that in-cludes the run dates and total cost of the ad(s) OR a Facebook Billing Report along with a Facebook Bill-ing Statement. Plus a Facebook Campaign Report showing legible ad creative.

Search Engine Marketing: An invoice from the search engine company reflecting the costs incurred, a full list of the keywords purchased, showing the cost per keyword, in an Excel file, and a screenshot of a successful search using one of the keywords purchased.

Radio and Television: An invoice, a script signed by a station official that shows run dates, invoice number, and cost, and a link or downloadable file of the commercial (TV only).

Outdoor elements located on dealer owned property are not eligible.

Facebook: An invoice from the ad agency that includes the run dates and total cost of the Ford ad(s) and itemizes the agency fees, OR a Facebook Billing Report along with a Billing Statement. Plus a Facebook Campaign Report showing legible ad creative(s) and clarifying the run dates and cost of each ad. If your Campaign Report does not include a legible image of the ad(s), please provide a screenshot of the ad(s) live on Facebook.

YouTube Pre-Roll: A YouTube or ad agency invoice, indicating pre-roll, along with a script with run dates, total cost, invoice number and station official signature and a link or downloadable file of the pre-roll spot. Agency invoices must itemize agency fees to be considered.

Twitter: An invoice from Twitter or the ad agency that includes the run dates and total cost of the Ford ad(s), plus a Twitter Campaign Summary showing the ad creative(s) and clarifying the run dates and cost of each ad and a screenshot of the ad(s) live on Twitter. Determining Co-op ReimbursementThe Ford of Canada Co-op Program Headquarters will verify what qualifies as eligible advertising expenditures. The following guidelines will be strictly adhered to in processing all claims for reimbursement: • Billing. Co-op reimbursement is based on net billing, exclusive of agency fees, taxes and volume

discounts. All billing must call out both gross and net prices and reflect cash payments to the media.

• Funds. Reimbursement cannot exceed available funds at any time. Partial reimbursement will be made if the full amount due exceeds a dealer’s co-op funds account balance.

Receiving ReimbursementFord of Canada Co-op Program Headquarters processes claims no later than five business days after receipt of all required documentation. Ford Motor Company of Canada, Limited will reimburse you for your approved claims via a credit to your Dealer Parts Statement on or about the 22nd of the month. This payment will include both auto-claimed reimbursement from D3 advertising and dealer-submitted advertising outside of the D3 program. We strongly encourage dealers to submit their claims online to speed up processing and enhance your ability to track your claim throughout the reimbursement process.

Tips for Facilitating Co-op ReimbursementHere are some things you can do to facilitate processing of your claims and maximize your co-op funds: • Submit all your advertising to the Ford of Canada Co-op Program Headquarters for pre-approval. Call the Program Headquarters if you have questions about the application of a guideline to an activity. • Ensure that your agency partners and media reps understand the program, the required documentation

and your needs. Ask them to send documentation with invoices, so you can submit your claim quickly. • Refer to page 11 in preparing claims to ensure that all required documentation is submitted.

Appealing a Denied Claim

Complete an appeal form. Download the appeal form from the Ford of Canada Co-op Program website (www.fordcoopca.dealerconnection.com), located in the ‘Advertising Claim Reimbursement’ section of the homepage.

Step 2 Assemble all required documentation. The “declined” notification e-mail to the Dealer Principal from Ford of Canada Co-op Program Headquarters must accompany the appeal form.

Step 3 Submit the completed appeal form and documentation. Your appeal form and documentation must be postmarked or e-mailed no later than 30 days after you receive a “declined” notification e-mail. Late appeals will not be considered.

Co-op Pre-approval /Advertising Consulting Service

Ford Motor Company of Canada, Limited appreciates your commitment to maintaining consistent Ford brand images in your local advertising and is dedicated to helping to ensure that your advertising qualifies for reimbursement under this program. We therefore strongly encourage you to take advantage of the no-cost advertising review services of the Ford of Canada Co-op Program Headquarters.

By consistently submitting your local advertising to the Ford of Canada Co-op Program Headquarters for pre-approval, you will help ensure that it is consistent with the Ford Dealer Advertising Co-op

Guidelines and qualify for reimbursement under this program.

Here is how the pre-approval process works:

Step 1 Submit your in-progress advertisements and marketing materials by e-mail or fax with the dates when the ad will be in market and media type being advertised.

If you submit your in-progress advertisements and marketing materials by e-mail and have included an attachment, you will receive an automated response that your submission has been received by the Ford of Canada Co-op Program Headquarters. If you do not receive a response, please contact the Program Headquarters.

Step 2 The center’s consultants will review your ad submission against the Ford Dealer Advertising Co-op Guidelines within 24 hours of receipt (excluding weekends and holidays).

Step 3 If your ad or activity conforms to the guidelines in all respects, you will receive an e-mail with links to a letter informing you that the advertisement or activity has been approved and to your ad bearing an “approved” stamp (see Example A on page 16). Print this letter and include it with your reimbursement claim.

If your advertising does not conform, you will receive an e-mail with links to a letter detailing the item(s) of non-compliance and to an annotated ad referencing the relevant guidelines by number (see Example B on page 17). Together, the letter and annotated ad will provide the information you need to bring your advertising into conformance with the Ford Dealer Advertising Co-op Guidelines.

Step 4 If your submission is not approved, you may resubmit the item as many times as is needed for final approval.

The nature of the review associated with the Ford Dealer Advertising Co-op Program is limited to conformance with the rules of the program as published from time to time and does not include compliance with any Federal,

Provincial, Municipal, Local or other legal requirements or prohibitions. Dealers are responsible for ensuring that their advertising complies with all relevant legal requirements, regardless of whether such requirements are

outlined in these guidelines. Dealers must also adhere to the Ford Contest and Incentive program rules. Dealers are responsible for ensuring that their ads do not misrepresent Ford’s services offerings or products

(i.e.: fuel economy, 0-to-60 performance, etc.).

Pre-approval of Dealer ads by or on behalf of Ford Motor Company of Canada, Limited does not signify legal approval. Participating Dealers agree that the Dealer is responsible for ensuring that the Dealer’s advertising

conforms to all applicable local, municipal, provincial and federal laws, and that Ford Motor Company of Canada, Limited is not responsible for any actions or proceedings of any kind, claims, damages, liabilities, costs, and/or

expenses arising out of or relating to such advertising under this agreement.

As discussed briefly on page 1, a Co-op Program Website (www.fordcoopca.dealerconnection.com) is available to help dealers manage their co-op funds and access all co-op program information and resources. Individuals with “WSLx” access to the Co-op Program Website have access to co-op accruals, balances and claim activity on the website.

Accessing Logos, Ad Templates and Photography

All dealers and their advertising agencies may retrieve logos, ad templates and photography on the Ford of Canada Toolbox Website.
