GLOSSARY Annual Exceedance Probability (AEP). The chance of a flood of a given or larger size

occurring in any one year, usually expressed as a percentage. For example, if a peak flood level (height) has an AEP of 5%, there is a 5% chance (that is, a one-in-20 chance) of such a level or higher occurring in any one year (see also Average Recurrence Interval).

Assistance Animal. A guide dog, a hearing assistance dog or any other animal trained to assist a person to alleviate the effect of a disability (Refer to Section 9 of the Disability Discrimination Act 1992).

Australian Height Datum (AHD). A common national surface level datum approximately corresponding to mean sea level.

Average Recurrence Interval (ARI). The long-term average number of years between the occurrence of a flood as big as, or larger than, the selected event. For example, floods reaching a height as great as, or greater than, the 20 year ARI flood event will occur on average once every 20 years.

Catchment (river basin). The land area draining through the main stream, as well as tributary streams, to a particular site. It always relates to an area above a specific location.

Coastal Erosion. The loss of land along the shoreline predominantly by the offshore movement of sand during storms.

Dambreak Study. A Dambreak Study is undertaken to determine the likely downstream inundation areas in case of a dam failure. Modelling is undertaken for a range of dam breach possibilities and design floods. The dambreak study includes information such as the extent of flooding, flood travel times and flood water velocities. The study can assist dam owners, regulators, and emergency agencies in the preparations of evacuation plans, dam break and other flood warning systems, and hazard classification of affected areas.

Dam Failure. The uncontrolled release of a water storage. The failure may consist of the collapse of the dam or some part of it, or excessive seepage or discharges. The most likely causes of dam failure are:

• Flood Induced Dam Failure: Dam failure caused by flood, either due to overtopping erosion or by subsequent structural failure.

• Sunny Day Dam Failure: Dam Failure as a result of factors other than flood ie other than flood flow into the reservoir. Causes of "Sunny Day" dam failure can include internal erosion, landslide, piping, earthquake or sabotage.

Dam Safety Emergency Plan (DSEP). A DSEP outlines the required actions of owners and their personnel at dams in response to a range of possible emergency situations. The NSW Dam Safety Committee requires a quality controlled DSEP, with associated dambreak warning procedures to be prepared for prescribed dams where persons may be at risk downstream, if the dam failed.

Design flood (or flood standard). A flood of specified magnitude that is adopted for planning purposes. Selections should be based on an understanding of flood behaviour and the associated flood risk, and take account of social, economic and environmental considerations. There may be several design floods for an individual area.

Emergency Alert. A national telephony based alerting system available for use by emergency service agencies to send SMS and voice messages to landlines and/or mobile telephones (by billing address) in times of emergency.

EMPLAN (Emergency Management Plan). The object of a EMPLAN is to ensure the coordinated response by all agencies having responsibilities and functions in emergencies.

Essential services. Those services, often provided by local government authorities, that are considered essential to the life of organised communities. Such services include power, lighting, water, gas, sewerage and sanitation clearance.

Evacuation. The temporary movement of people from a dangerous or potentially dangerous place to a safe location, and their eventual return. It is a safety strategy which uses distance to separate people from the danger created by the hazard.

Evacuation Order. Notification to the community, authorised by the NSW SES, when the intent of an Incident Controller is to instruct a community to immediately evacuate in response to an imminent threat.

Evacuation Warning. Notification to the community, authorised by the NSW SES, when the intent of an Incident Controller is to warn a community of the need to prepare for a possible evacuation

Flash flooding. Flooding which is sudden and often unexpected because it is caused by sudden local or nearby heavy rainfall. It is sometimes defined as flooding which occurs within six hours of the rain that causes it.

Flood. Relatively high water level which overtops the natural or artificial banks in any part of a stream, river, estuary, lake or dam, and/or local overland flooding associated with drainage before entering a watercourse, and/or coastal inundation resulting from super-elevated sea levels and/or waves overtopping coastline defences, including Tsunami.

Flood classifications. Locally defined flood levels used in flood warnings to give an indication of the severity of flooding (minor, moderate or major) expected. These levels are used by the State Emergency Service and the Australian Government Bureau of Meteorology in flood bulletins and flood warnings.

Flood intelligence. The product of collecting, collating, analysing and interpreting flood-related data to produce meaningful information (intelligence) to allow for the timely preparation, planning and warning for and response to a flood.

Flood fringe. The remaining area of flood prone land after floodway and flood storage have been defined

Flood liable land (also referred to as flood prone land). Land susceptible to flooding by the Probable Maximum Flood. (PMF) event. This term also describes the maximum extent of a floodplain which is an area of a river valley, adjacent to the river channel, which is subject to inundation in floods up to this event.

Flood of record. Maximum observed historical flood.

Floodplain Management Plan. A plan developed in accordance with the principles and guidelines in the New South Wales Floodplain Development Manual. Such a plan usually includes both written and diagrammatic information describing how particular areas of flood prone land can be used and managed to achieve defined objectives.

Flood Plan. A response strategy plan that deals specifically with flooding and is a sub-plan of a Emergency Management Plan. Flood plans describe agreed roles, responsibilities, functions, strategies and management arrangements for the conduct of flood operations and for preparing for them. A flood plan contains information and arrangements for all floods whereas an IAP is for a specific flood/event.

Flood Rescue. The rescue or retrieval of persons trapped by floodwaters.

Flood storage areas. Those parts of the floodplain that are important for the temporary storage of floodwaters during the passage of a flood. The extent and behaviour of flood storage areas may change with flood severity, and loss of flood storage can increase the severity of flood impacts by reducing natural flood attenuation.

Floodway. An area where a significant volume of water flows during floods. Such areas are often aligned with obvious naturally-defined channels and are areas that, if partially blocked, would cause a significant redistribution of flood flow which may in turn adversely affect other areas. They are often, but not necessarily, the areas of deeper flow or the areas where higher velocities occur.

Flood Watch. A Flood Watch is a notification of the potential for a flood to occur as a result of a developing weather situation and consists of short generalised statements about the developing weather including forecast rainfall totals, description of catchment conditions and indicates streams at risk. The Bureau will also attempt to estimate the magnitude of likely flooding in terms of the adopted flood classifications. Flood Watches are normally issued 24 to 36 hours in advance of likely flooding. Flood watches are issued on a catchment wide basis.

Flood Warning. A Flood Warning is a gauge specific forecast of actual or imminent flooding. Flood Warnings specify the river valley, the locations expected to be flooded, the likely severity of flooding and when it will occur.

Functional Area. A category of services involved in the preparations for an emergency, including the following:

• Agriculture and Animal Services;

• Energy and Utility Services;

• Engineering Services;

• Environmental Services;

• Health Services;

• Public Information Services;

• Telecommunication Services;

• Transport Services; and

• Welfare Services.

Geographic Information System (GIS). A geographic information system (GIS) integrates hardware, software, and data for capturing, managing, analysing, and displaying all forms of geographically referenced information.

Incident Action Plan (IAP). An action plan for managing a specific event. Information from the Local Flood Plan is used to develop the flood IAP.

Indirect Effect. Indirect effects are generally a consequence of infrastructure damage or interruption of services and can affect communities distant from the actual flood

footprint i.e. floodplain. Indirect effects can also refer to indirect losses due to disruption of economic activity, both in areas which are inundated or isolated. Indirect effects are one of the three primary sources of risk in the context of flooding (the other two are inundation and isolation).

Inundation. See definition for Flood.

Isolation. Properties and/or communities where flooding cuts access to essential services or means of supply. Isolation is one of the three primary sources of risk in the context of flooding (the other two are inundation and indirect effects).

Local overland flooding. Inundation by local runoff rather than overbank discharge from a stream, river, estuary, lake or dam.

Major flooding. Flooding which causes inundation of extensive rural areas, with properties, villages and towns isolated and/or appreciable urban areas flooded.

Minor flooding. Flooding which causes inconvenience such as closing of minor roads and the submergence of low-level bridges. The lower limit of this class of flooding, on the reference gauge, is the initial flood level at which landholders and/or townspeople begin to be affected in a significant manner that necessitates the issuing of a public flood warning by the Australian Government Bureau of Meteorology.

Moderate flooding. Flooding which inundates low-lying areas, requiring removal of stock and/or evacuation of some houses. Main traffic routes may be covered.

Peak height. The highest level reached, at a nominated gauging station, during a particular flood event.

Prescribed Dam. "Prescribed" dams are those listed in Schedule 1 of the Dams Safety Act 1978. The NSW Dam Safety Committee will prescribe those dams with the potential for a failure which could have a significant adverse effect on community interests.

Probable Maximum Flood (PMF). The largest flood that could conceivably be expected to occur at a particular location, usually estimated from probable maximum precipitation. The PMF defines the maximum extent of flood prone land, that is, the floodplain. It is difficult to define a meaningful Annual Exceedance Probability for the PMF, but it is commonly assumed to be of the order of 104 to 107 (once in 10,000 to 10,000,000 years).

Runoff. The amount of rainfall which ends up as stream flow, also known as ‘rainfall excess’ since it is the amount remaining after accounting for other processes such as evaporation and infiltration.

Stage height. A level reached, at a nominated gauging station, during the development of a particular flood event.

Stream gauging station. A place on a river or stream at which the stage height is routinely measured, either daily or continuously, and where the discharge is measured from time to time so as to develop a relationship between stage and discharge or rating curve.

PART 1 - INTRODUCTION 1.1 PURPOSE

1.1.1 This plan covers preparedness measures, the conduct of response operations and the coordination of immediate recovery measures from flooding within the Forbes Shire Council LGA. It covers operations for all levels of flooding within the LGA.

1.2 AUTHORITY

1.2.1 This plan is issued under the authority of the State Emergency and Rescue Management Act 1989 (NSW) and the State Emergency Service Act 1989 (NSW). It has been approved by the NSW SES Forbes Local Controller and the NSW SES Lachlan Region Controller as a NSW SES plan and endorsed by the Forbes Shire Council Local Emergency Management Committee as a sub plan of the Local EMPLAN.

1.3 AREA COVERED BY THE PLAN

1.3.1 The area covered by the plan is the Forbes Shire Council LGA which includes: the township of Forbes and the communities of Bedgerebong, Ootha, Wirrinya, Warroo, Jemalong, Garema, Corinella and many rural properties. The LGA covers:

a. The Lachlan River from Nanami, approximately 40km upstream of Forbes to Mulgutherie, 60km downstream of Forbes.

b. The Goobang Creek which enters the area east of the Corradgery Range.

c. The Ooma Creek which enters the area at Ooma.

1.3.2 The LGA and its principal rivers and creeks are shown in Attachment 3.

1.3.3 The LGA is in the NSW SES Lachlan Region and for emergency management purposes is part of the Central West Emergency Management Region.

1.4 DESCRIPTION OF FLOODING AND ITS EFFECTS

1.4.1 The NSW SES maintains information on the nature of flooding and effects of flooding on the community in the Forbes Shire Council LGA.

1.5 RESPONSIBILITIES

1.5.1 The general responsibilities of emergency service organisations and supporting services (functional areas) are listed in the Local and State Emergency Management Plans (EMPLAN). Some specific responsibilities are expanded upon in the following paragraphs. The extent of their implementation will depend on the severity of the flooding.

1.5.2 NSW SES Forbes Local Controller. The NSW SES Forbes Local Controller is responsible for dealing with floods as detailed in the State Flood Plan, and will:

Preparedness

a. Maintain a Local Headquarters at School Road, Forbes in accordance with the NSW SES Controllers’ Guide and the NSW SES Operations Manual.

b. Ensure that NSW SES members are trained to undertake operations in accordance with current policy as laid down in the NSW SES Controllers’ Guide and the NSW SES Operations Manual.

c. Coordinate the development and operation of a flood warning service for the community.

d. Participate in floodplain risk management initiatives organised by the Forbes Shire Council.

e. Coordinate a public education program.

f. Identify and monitor people and/or communities at risk of flooding

g. Ensure that the currency of this plan is maintained.

Response

h. Appoint an appropriate Local Incident Controller to undertake response roles. The Incident Controller will:

i. Control flood and storm response operations. This includes:

• Directing the activities of the NSW SES units operating within the LGA.

• Coordinating the activities of supporting agencies and organisations and ensuring that liaison is established with them.

• Contribute to preparation of Region IAP.

j. Provide an information service in relation to:

• Flood heights and flood behaviour.

• Advice on methods of limiting property damage.

• Confirmation of evacuation warnings and evacuation orders.

k. Direct the conduct of flood rescue operations.

n. Coordinate the provision of emergency food and medical supplies to isolated people and/or communities.

o. Coordinate operations to protect property, for example by:

• Arranging resources for sandbagging operations.

• Lifting or moving household furniture.

• Lifting or moving commercial stock and equipment.

p. Arrange for support (for example, accommodation and meals) for emergency service organisation members and volunteers assisting them.

q. Ensure that the managers of caravan parks are advised of flood warnings and the details of any evacuation order.

r. If NSW SES resources are available, assist with emergency fodder supply operations conducted by Agriculture and Animal Services.

s. If NSW SES resources are available, assist the NSW Police Force, RMS and Council with road closure and traffic control operations.

t. Exercise financial delegations relating to the use of emergency orders as laid down in the NSW SES Controllers’ Guide.

u. Coordinate the collection of flood information for development of intelligence.

v. Submit Situation Reports to the NSW SES Lachlan Region Headquarters and agencies assisting within the LGA. These will contain information on:

• Road conditions and closures.

• Current flood behaviour.

• Current operational activities.

• Likely future flood behaviour.

• Likely future operational activities.

• Probable resource needs.

w. Keep the Local Emergency Operations Controller advised of the flood situation and the operational response.

x. Issue the ‘All Clear’ when flood operations have been completed.

Recovery

y. Ensure that appropriate After Action Reviews are held after floods.

z. Provide appropriate representation to the recovery committee for the duration of the response phase of an event and as agreed during the recovery phase.

1.5.3 NSW SES Forbes Unit Members:

a. Carry out flood response tasks. These may include:

• The management of the NSW SES Forbes Local Headquarters Operations Centres.

• Assist in the collection of flood information for the development of intelligence.

• Flood rescue.

• Evacuation.

• Providing immediate welfare for evacuated people.

• Delivery of warnings and information.

• Resupply.

• Sandbagging.

• Lifting and/or moving household furniture and commercial stock.

• Animal rescue.

• Assisting with road closure and traffic control operations.

• Assisting with emergency fodder supply operations.

b. Assist with preparedness activities.

c. Undertake training in flood and storm response operations.

1.5.4 Agriculture and Animal Services Functional Area:

a. When requested by NSW SES:

• Activate the Agriculture and Animal Services Supporting Plan as required and coordinate the provision of required services which may include:

Supply and delivery of emergency fodder. Coordinate the management of livestock and farm animals. Advice on dealing with dead and injured farm animals. Financial, welfare and damage assessment assistance to flood

affected farmers. Operation of animal shelter compound facilities for the

domestic pets and companion animals of evacuees.

b. Forests NSW

• Close and evacuate at risk camping grounds in Forests NSW managed areas.

1.5.5 The Ambulance Service of NSW:

a. Assist with the evacuation of at risk communities (in particular elderly and/or infirm people).

b. Deploy ambulance resources to appropriate locations if access is expected to be lost.

c. Assist the NSW SES with flood rescue operations.

1.5.6 Australian Government Bureau of Meteorology (The Bureau):

a. Provide Flood Watches for the Lachlan River Basin.

b. Provide Flood Warnings, incorporating height-time predictions, for Forbes Iron Bridge (AWRC Nᵒ 412901) , Cotton’s Weir (AWRC Nᵒ 412004) and Jemalong Weir (AWRC Nᵒ 412036) gauges.

c. Provide severe weather warnings when flash flooding is likely to occur.

1.5.7 Caravan Park Proprietor(s):

a. Prepare a Flood Management Plan for the Caravan Park.

b. Install flood depth indicators and road alignment markers within their caravan parks.

c. Ensure that owners and occupiers of caravans are aware that the caravan park is flood liable by:

• Handing a printed notice to occupiers taking up residence. The notice will indicate that the caravan park is liable to flooding and outline the evacuation and van relocation arrangements.

• Displaying this notice prominently in each van.

d. Ensure that owners and occupiers of caravans are aware that if they are expecting to be absent from their vans for extended periods, they must:

• Provide the manager with a key; in a sealed envelope; to the van.

• Provide a contact address and telephone number.

• Inform the manager if a vehicle will be required to relocate the van during flood time.

• Leave any mobile van in a condition allowing it to be towed in an emergency (ie: tyres inflated, jacks wound up, personal effects secured and annexes and lines for water, sewer, electricity and gas readily detachable).

e. Ensure that occupiers are informed of Flood Warnings and Flood Watches. At this time, occupiers should be advised to:

• Ensure that they have spare batteries for their radios.

• Listen to a local radio station for updated flood information.

f. Ensure that owners and occupiers of caravans are aware of what they must do to facilitate evacuation and van relocation when flooding occurs. Owners of Vans which are incapable of being relocated, should ensure they are securely anchored to their site to avoid being swept away.

g. Coordinate the evacuation of people and the relocation of moveable vans when floods are rising and their return when flood waters have subsided. Vans will be towed back to the caravan park(s) by van owners or by vehicles and drivers arranged by the park managers.

h. Inform the NSW SES of the progress of evacuation and/or van relocation operations and of any need for assistance in the conduct of these tasks.

1.5.8 Child Care Centres and Preschools:

a. Childcare Centres are to be contacted by the NSW SES in the event of possible flooding or isolation.

b. When notified the child care centres and preschools should:

• Liaise with the NSW SES and arrange for the early release of children whose travel arrangements are likely to be disrupted by flooding and/or road closures.

• Assist with coordinating the evacuation of preschools and child care centres.

1.5.9 Telecommunication Services Functional Area:

a. When requested by NSW SES:

• Coordinate the restoration of telephone facilities damaged by flooding.

• Coordinate additional telecommunications support for the NSW SES Headquarters as required.

• Assist the NSW SES to identify infrastructure at risk of flooding for incorporation into planning and intelligence.

1.5.10 Energy and Utility Services Functional Area:

a. When requested by NSW SES:

• Implement the Energy and Utilities Services Functional Area Supporting Plan.

• Where required, coordinate energy and utility services emergency management planning, preparation, response and recovery, including the restoration of services following a flood event.

• Coordinate advice to the NSW SES of any need to disconnect electricity, gas, water or wastewater services.

• Assist the NSW SES to identify infrastructure at risk of flooding for incorporation into planning and intelligence.

• Identify interdependencies between flooding and utility services due to secondary impacts of flooding and advise the NSW SES.

• Assist the NSW SES with advisory notices relating to hazards from utility services during flooding.

• Coordinate with utilities on restoration of services, including advisory notices relating to estimated time for restoration and mandatory safety checks prior to reconnection. Advise the NSW SES and the relevant recovery committee and coordinator of the timetable for restoration.

b. Local Providers (electricity, gas, water, waste water):

• Provide advice to the NSW SES Forbes Local Controller of any need to disconnect power/gas/water/waste water supplies or of any timetable for reconnection.

• Advise the NSW SES of any hazards from utility services during flooding

• Advise the public with regard to electrical hazards during flooding and to the availability or otherwise of the electricity supply.

• Clear or make safe any hazard caused by power lines or electrical reticulation equipment.

• Inspect, test and reconnect customers’ electrical/ gas/ water/waste water installations as conditions allow.

• Assist the NSW SES to identify infrastructure at risk of flooding for incorporation into planning and intelligence.

1.5.11 Engineering Services Functional Area:

a. When requested by NSW SES:

• Provide engineering advice regarding the integrity of damaged structures.

• Assist the NSW SES with damage assessment.

• Acquire and/or provide specialist technical engineering expertise.

• Assist the NSW SES and councils with the assessment and operation of flood protection levees when requested.

• Assist with property protection, including the construction or repair of levees.

• Coordinate the restoration of critical public facilities.

• Establish recovery centre facilities.

1.5.12 Environmental Services Functional Area:

a. When requested by NSW SES:

• Implement the Environmental Services Functional Area (Enviroplan) Supporting Plan if required.

• Activate the Hazmat/CBR Emergency Sub Plan if required.

1.5.13 Fire and Rescue NSW, Forbes:

a. Assist the NSW SES with the delivery of evacuation warnings and evacuation orders.

b. Assist the NSW SES with the conduct of evacuations.

c. Provide equipment for pumping flood water out of buildings and from low-lying areas.

d. Assist with clean-up operations, including the hosing out of flood affected properties.

e. Deploy fire resources to appropriate locations if access is expected to be lost.

1.5.14 Health Services Functional Area:

a. When requested by NSW SES:

• Activate Healthplan if required.

• Ensure that appropriate business continuity plans are developed for essential health infrastructure and are activated during floods.

• Provide medical support to the NSW SES.

• Establish health surveillance in affected areas.

• Assess potential public health risks that either acutely endanger the health of human populations or are thought to have longer term consequences.

• Provide environmental health advice.

• Provide public health warnings and advice to affected communities.

• Assist the NSW SES with the warning and evacuation of hospitals.

1.5.15 NSW Office of Water:

a. Collect and maintain flood data including data relating to flood heights, velocities and discharges.

b. Provide the Bureau of Meteorology and NSW SES real-time or near real-time access to river height gauges and height data for the development of official flood warnings.

c. Provide flow rating charts for river height gauges.

d. Manage (with technical support from OEH) the approval process under the Water Act 1912 and Water Management Act 2000 for flood control works (earthworks, embankments and levees which can affect the distribution of floodwaters) including:

• Assessment and approval of flood control works (including flood mitigation works) in rural areas designated under the Acts.

• Use of floodplain management plans prepared by OEH in rural areas designated under the Acts to assess flood control work approvals.

• Giving the NSW SES access to relevant studies regarding flooding and studies supporting floodplain management plans prepared by OEH including flood studies, floodplain risk management studies and flood behaviour investigations.

1.5.16 NSW Police Force, Lachlan Local Area Command (LAC):

a. Assist the NSW SES with the delivery of evacuation warnings and evacuation orders.

b. Assist the NSW SES with the conduct of evacuation operations.

c. Conduct road and traffic control operations in conjunction with council and/or RMS.

d. Coordinate the registration of evacuees.

e. Secure evacuated areas.

1.5.17 NSW Rural Fire Service (RFS Mid Lachlan Valley):

a. Provide personnel in rural areas and villages to:

• inform the NSW SES Forbes Local Controller about flood conditions and response needs in their own communities, and

• disseminate flood information.

b. Provide personnel and high-clearance vehicles for flood related activities.

c. Assist the NSW SES with the delivery of evacuation warnings and evacuation orders.

d. Assist the NSW SES with the conduct of evacuations.

e. Provide equipment for pumping flood water out of buildings and from low-lying areas.

f. Assist with the removal of caravans.

g. Provide back-up radio communications.

h. Assist with clean-up operations, including the hosing of flood affected properties.

i. Deploy fire resources to appropriate locations if access is expected to be lost.

1.5.18 Office of Environment and Heritage:

a. Provide specialist policy, engineering and scientific advice to councils and the NSW SES on flood related matters including assistance with:

• The identification of flood problems.

• The preparation of Floodplain Risk Management Plans and associated studies.

• The implementation of floodplain risk management plans. This involves floodplain management projects which include flood mitigation works, flood warning, strategic land use planning and upgrade of evacuation routes.

• The exercising of Local Flood Plans.

b. Provide specialist advice flood related matters as follows:

• Provide the NSW SES with access to relevant studies regarding flooding, including Flood Studies and Floodplain Risk Management Studies.

• Coordinate the collection of post event flood data, in consultation with the NSW SES.

• Provide data to the Bureau of Meteorology and NSW SES real-time or near real-time access to river height gauges and height data for the development of official flood warnings (through a contract with MHL as described in the Response section of this plan).

c. National Parks and Wildlife Service

• Close and evacuate at risk camping grounds in National Parks managed areas.

1.5.19 Public Information Services Functional Area:

a. When requested by NSW SES:

• Assist the NSW SES in the establishment and operation of a Joint Media Information Centre.

1.5.20 Rail Corporation New South Wales and the Australian Rail Track Corporation will close and reopen railway lines affected by flood waters and advise the NSW SES.

1.5.21 Roads and Maritime Services will:

a. Close and reopen roads affected by flood waters and advise the NSW SES of their status.

b. Facilitate the safe reliable access of emergency resources on RMS managed roads.

e. Assist the NSW SES with the communication of warnings and information provision to the public through variable message signs.

1.5.22 School Administration Offices (including Catholic Education Office Wilcannia Forbes Diocese), Department of Education & Communities (Western Region, Dubbo) and Private Schools):

a. Liaise with the NSW SES and arrange for the early release of students whose travel arrangements are likely to be disrupted by flooding and/or road closures (or where required, for students to be moved to a suitable location until normal school closing time).

b. Pass information to school bus drivers/companies and/or other schools on expected or actual impacts of flooding.

c. Assist with coordinating the evacuation of schools when flooding or isolation is expected to occur.

d. Provide space in schools for evacuation centres where necessary.

1.5.23 Transport Services Functional Area:

a. When requested by NSW SES:

• Assist with the coordination of transport for evacuation purposes.

• Assist with the resupply of isolated communities and/or properties.

1.5.24 Welfare Services Functional Area:

a. When requested by NSW SES:

• Establish and manage evacuation centres, and provide disaster welfare services from recovery centres.

• Administer the Personal Hardship and Distress component of the NSW Disaster Relief Scheme established to provide financial assistance to people affected by emergencies.

1.5.25 Forbes Shire Council Local Emergency Operations Controller (LEOCON):

a. Monitor flood operations.

b. Coordinate support to the NSW SES Forbes Local Controller if requested to do so.

1.5.26 Forbes Shire Council Local Emergency Management Officer:

a. Provide executive support to the LEMC and LEOCON in accordance with the Forbes Shire Council Local Emergency Management Plan.

b. At the request of the NSW SES Forbes Local Controller, advise appropriate agencies and officers of the start of response operations.

1.5.27 Forbes Shire Council:

Preparedness

a. Establish and maintain floodplain risk management committees and ensure that key agencies are represented on such committees.

b. Provide levee studies, flood studies, floodplain management studies to the NSW SES.

c. Maintain a plant and equipment resource list for the LGA.

d. Contribute to the development and implementation of a public education program.

Response

e. At the request of the NSW SES Local Controller, deploy personnel and resources for flood related activities.

f. Close and reopen council roads (and other roads nominated by agreement with the RMS) and advise the NSW SES Forbes Local Controller and the NSW Police Force.

g. Provide information on the status of roads.

h. Provide filled sandbags to urban and village areas in which flooding is expected.

i. Assist with the removal of caravans from caravan parks.

j. Provide back-up radio communications.

k. In the event of evacuations, assist with making facilities available for the domestic pets and companion animals of evacuees.

Recovery

l. Provide for the management of health hazards associated with flooding. This includes removing debris and waste.

m. Ensure premises are fit and safe for reoccupation and assess any need for demolition.

1.5.28 Owners of Prescribed Dams within or upstream of Forbes:

a. Maintain and operate the Dam Failure Warning System for their Dam(s).

b. Contribute to the development and implementation of a public education program on flooding within the LGA.

c. Consult with NSW SES on the determination of dam failure alert levels and notification arrangements when developing Dam Safety Emergency Plans.

d. Maintain a Dam Safety Emergency Plan and provide copies to the NSW SES.

e. Provide information on the consequences of dam failure to the NSW SES for incorporation into planning and flood intelligence.

f. Close and evacuate at risk camping grounds/recreational areas within their managed areas.

1.5.29 Lachlan Region Aboriginal Reference Group:

b. Act as the point of contact between the NSW SES and the Indigenous community of Forbes.

c. Disseminate flood information, including flood and evacuation warnings, to the Indigenous community of Forbes.

1.5.30 Jemalong Irrigation Limited (Irrigation Landholders):

a. Provide flood information to the NSW SES Forbes Local Controller.

b. Distribute flood warnings and flood information provided by the NSW SES Forbes Local Controller.

PART 2 - PREPAREDNESS 2.1 MAINTENANCE OF THIS PLAN

2.1.1 The NSW SES Forbes Local Controller will maintain the currency of this plan by:

a. Ensuring that all agencies, organisations and officers mentioned in it are aware of their roles and responsibilities.

b. Conducting exercises to test arrangements.

c. Reviewing the contents of the plan:

• After each flood operation.

• When significant changes in land-use or community characteristics occur.

• When new information from flood studies become available.

• When flood control or mitigation works are implemented or altered.

• When there are changes that alter agreed plan arrangements.

2.1.2 The plan is to be reviewed no less frequently than every five years.

2.2 FLOODPLAIN RISK MANAGEMENT

2.2.1 The NSW SES Forbes Local Controller will ensure that:

a. NSW SES participates in local floodplain risk management committee activities when those committees are formed, in accordance with the protocols outlined in the NSW SES Controllers’ Guide.

b. The NSW SES Lachlan Region Headquarters is informed of involvement in floodplain risk management activities.

2.3 DEVELOPMENT OF FLOOD INTELLIGENCE

2.3.1 Flood intelligence describes flood behaviour and its effects on the community.

2.3.2 The NSW SES maintains a centralised flood intelligence system.

2.4 DEVELOPMENT OF WARNING SYSTEMS

2.4.1 The NSW SES may establish a total flood warning system for areas affected by flooding. This requires:

a. An identification of the potential clients of flood warning information at different levels of flooding (ie. who would be affected in floods of differing severities).

c. Identification of required actions and the amounts of time needed to carry them out.

d. Appropriate means of disseminating warnings to different clients and at different flood levels .

2.5 PUBLIC EDUCATION

a. The NSW SES Forbes Local Controller, with the assistance of the Forbes Shire Council, the NSW SES Lachlan Region Headquarters and NSW SES State Headquarters, is responsible for ensuring that the residents of the LGA are aware of the flood threat in their vicinity and how to protect themselves from it.

2.5.2 Specific strategies to be employed include:

a. Dissemination of flood-related brochures and booklets in flood liable areas.

b. Talks and displays orientated to community organisations, businesses and schools.

c. Publicity given to this plan and to flood-orientated NSW SES activities through local media outlets, including articles in local newspapers about the flood threat and appropriate responses.

2.6 TRAINING

2.6.1 Throughout this document there are references to functions that must be carried out by the members of the NSW SES Forbes Unit. The NSW SES Forbes Local Controller is responsible for ensuring that the members are:

a. Familiar with the contents of this plan.

b. Trained in the skills necessary to carry out the tasks allocated to the NSW SES.

2.7 RESOURCES

2.7.1 The NSW SES Forbes Local Controller is responsible for maintaining the condition and state of readiness of NSW SES equipment and the NSW SES Forbes Local Headquarters.

PART 3 - RESPONSE

CONTROL

3.1 CONTROL ARRANGEMENTS

3.1.1 The NSW SES is the legislated Combat Agency for floods and is responsible for the control of flood operations. This includes the coordination of other agencies and organisations for flood management tasks.

3.1.2 The Local EMPLAN will operate to provide support as requested by the NSW SES Local Incident Controller.

3.2 OPERATIONAL MANAGEMENT

3.2.1 NSW SES utilises the Australasian Inter-service Incident Management System (AIIMS), which is based on three principles:

a. functional management;

b. management by objectives; and

c. span of control.

3.2.2 AIIMS provides for different incident levels based on the complexity of management.

3.2.3 The Local Government Area may be divided into sectors and divisions to manage the flood event (divisions are usually a group of sectors).

3.2.4 Sectors and divisions may be based on floodplain classifications, geographical, physical or functional boundaries. A town, city or suburb may be one sector or split into several sectors and divisions.

3.3 START OF RESPONSE OPERATIONS

3.3.1 This plan is always active to ensure that preparedness actions detailed in this plan are completed.

3.3.2 Response operations will begin:

a. On receipt of a Bureau of Meteorology Preliminary Flood Warning, Flood Warning, Flood Watch, Severe Thunderstorm Warning or a Severe Weather Warning for flash flooding.

b. On receipt of a dam failure alert.

c. When other evidence leads to an expectation of flooding within the LGA.

3.3.3 Contact with the Bureau of Meteorology to discuss the development of flood warnings will normally be through the NSW SES Lachlan Region Headquarters and/or NSW SES State Headquarters.

3.3.4 The following persons and organisations will be advised of the start of response operations regardless of the location and severity of the flooding anticipated:

a. NSW SES Lachlan Region Headquarters.

b. NSW SES Forbes Unit.

c. Forbes Shire Council Local Emergency Operations Controller (for transmission to the NSW Police Force Local Area Command Headquarters).

d. Forbes Shire Council Local Emergency Management Officer (for transmission to appropriate council officers and departments).

e. Forbes Shire Council Mayor.

f. Other agencies listed in this plan will be advised by the Local Emergency Management Officer on the request of the NSW SES Forbes Local Incident Controller and as appropriate to the location and nature of the threat.

3.4 RESPONSE STRATEGIES

3.4.1 The main response strategies for NSW SES flood operations include:

a. Information Provision and Warning

• Provision of warnings, information and advice to communities.

• Inform the community regarding the potential impacts of a flood and what actions to undertake in preparation for flooding.

• Provide timely and accurate information to the community.

b. Property protection

• Protect the property of residents and businesses at risk of flood damage.

• Assistance with property protection by way of sandbagging and the lifting or transporting of furniture, personal effects, commercial stock and caravans.

• Assistance with the protection of essential infrastructure.

c. Evacuation

• The temporary movement of people from a dangerous or potentially dangerous place to a safe location, and their eventual return. It is a safety strategy which uses distance to separate people from the danger created by the hazard.

d. Rescue

• The rescue or retrieval of persons trapped by floodwaters.

e. Resupply

• Minimise disruption upon the community by resupplying towns and villages which have become isolated as a consequence of flooding.

• Ensure supplies are maintained to property owners by coordinating the resupply of properties which have become isolated as a consequence of flooding.

3.4.2 The NSW SES Local Incident Controller will select the appropriate response strategy to deal with the expected impact of the flood in each sector and/or community. The impact may vary so a number of different strategies may to be selected and implemented across the whole operational area. The available strategies for each sector and/or community are maintained by the NSW SES.

3.4.3 Supporting strategies may include:

a. Protect the community from incidents involving fire and hazardous materials.

b. Maintain the welfare of communities and individuals affected by the impact of a flood.

c. Minimise disruption to the community by ensuring supply of essential energy and utility services.

d. Ensure coordinated health services are available to and accessible by the flood affected communities.

e. Maintain the welfare of animals affected by the impact of a flood.

3.5 OPERATIONS CENTRES

3.5.1 The NSW SES Forbes Operations Centre is located at School Road, Forbes Supporting EOCs are located at:

a. The Forbes Shire Council Emergency Operations Centre is located at the Council Chambers, Harold Street, Forbes.

3.6 LIAISON

3.6.1 Any agency with responsibilities identified in this plan may be requested by the NSW SES to provide liaison (including a liaison officer where necessary) to the NSW SES Forbes Operations Centre.

3.6.2 Liaison officers are to:

a. have the authority to deploy the resources of their parent organisations at the request of the NSW SES Forbes Local Incident Controller,

b. advise the NSW SES Forbes Local Incident Controller on resource availability for their service, and

3.7 END OF RESPONSE OPERATIONS

3.7.1 When the immediate danger to life and property has passed the NSW SES Region Incident Controller or the NSW SES Local Incident Controller will issue an 'All Clear' message signifying that response operations have been completed. The message will be distributed through the same media outlets as earlier evacuation messages. The relevant Controller will also advise details of recovery coordination arrangements, arrangements made for clean-up operations prior to evacuees being allowed to return to their homes, and stand-down instructions for agencies not required for recovery operations.

PLANNING

3.8 COLLATING SITUATIONAL INFORMATION

Strategy

3.8.1 The NSW SES maintains and records situational awareness of current impacts and response activities.

Actions

3.8.2 The NSW SES Forbes Local Headquarters collates information on the current situation in the Forbes Shire Council LGA and incorporates in Situation Reports.

3.8.3 The NSW SES Lachlan Region Headquarters collates Region-wide information for inclusion in Region NSW SES Situation Reports.

3.8.4 Sources of situational information during times of flooding are:

a. Agency Situation Reports. Agencies and functional areas provide regular situation reports (SITREPs) to the NSW SES.

b. Active Reconnaissance. The NSW SES Forbes Local Incident Controller is responsible for coordinating the reconnaissance of impact areas, recording and communicating observations. Reconnaissance can be performed on the ground and using remote sensing (more commonly aerial). The NSW SES monitors the following problem areas:

• The Forbes – Gooloogong Road (MR56) at Dukes Crossing.

• The Forbes – Wirrinya Road at the Dog and Duck Crossing.

• The Forbes – Grenfell Road (Henry Lawson Way/MR 236) at Muddy Lagoon.

• The New Grenfell Road south of the Gordon Duff Bridge.

• The Lachlan River adjacent to the railway bridge in Bathurst Street.

• College Road, Forbes.

• The Forbes-Marsden Road (Newell Highway/HW 17) six kilometres from Forbes at the South Condobolin Road turn off.

• The Forbes - Parkes Railway line.

• The Forbes – Parkes Road (Newell Highway/HW 17) in the vicinity of Billabong Creek

c. The Bureau of Meteorology’s Flood Warning Centre provides river height and rainfall information, data is available on the website http://www.bom.gov.au/nsw/flood/

d. NSW Office of Water Office. This office advises flow rates and rates of rise for the Lachlan River. Daily river reports containing information on gauge heights and river flows are available from the website: http://waterinfo.nsw.gov.au/

e. NSW SES Lachlan Region Headquarters. The Region Headquarters provides information on flooding and its consequences, including those in nearby LGAs (this information is documented in Bulletins and Situation Reports).

f. Forbes Shire Council. The Forbes Shire Council provides information on the Forbes Shire road closures and conditions and other flood related information through regular updates via SMS, email and on their website.

3.8.5 During flood operations sources of information on roads closed by flooding include:

a. Forbes Shire Council (website and/or telephone service)

b. Lachlan Police Local Area Command.

c. Roads and Maritime Services (website and/or telephone service).

d. NSW SES Lachlan Region Headquarters.

e. NSW SES Forbes Local Headquarters.

3.8.6 Situational information relating to consequences of flooding should be used to verify and validate NSW SES Flood Intelligence records.

3.9 PROVISION OF FLOOD INFORMATION AND WARNINGS

Strategy

3.9.1 The NSW SES Forbes Local Headquarters provides advice to the NSW SES Lachlan Region Headquarters on current and expected impacts of flooding in the Forbes Shire Council LGA.

3.9.2 The NSW SES Lachlan Region Headquarters issues NSW SES Flood Bulletins, NSW SES Livestock and Equipment Warnings, Evacuation Warnings and Evacuation Orders to media outlets and agencies on behalf of all NSW SES units in the Region.

Actions

3.9.3 The NSW SES Forbes Local Incident Controller will ensure that the NSW SES Lachlan Region Incident Controller is regularly briefed on the progress of operations.

3.9.4 NSW SES Forbes Local Headquarters operations staff will be briefed regularly so that they can provide information in response to inquiries received in person or by other means such as phone or fax.

3.9.5 Bureau of Meteorology Severe Thunderstorm Warning. These are issued direct to the media by the Bureau when severe thunderstorms are expected to produce dangerous or damaging conditions, including flash flooding. Severe thunderstorms are usually smaller in scale than events covered by Flood Watches and Severe Weather Warnings.

3.9.6 Bureau of Meteorology Severe Weather Warnings for Flash Flooding. These are issued direct to the media by the Bureau and provide a warning of the possibility for flash flooding as a result of intense rainfall. These warnings are issued when severe weather is expected to affect land based communities with 6 to 24 hours. Severe Weather Warnings may also include other conditions such as Damaging Winds.

3.9.7 Bureau of Meteorology Flood Watches. Flood Watches are issued by the Bureau to advise people of the potential for flooding in a catchment area based on predicted or actual rainfall. Flood Watches will be included in NSW SES Flood Bulletins issued by the NSW SES Lachlan Region Headquarters.

3.9.8 Bureau of Meteorology Flood Warnings. The NSW SES Lachlan Region Headquarters will send a copy of Bureau Flood Warnings to the NSW SES Forbes Unit. On receipt the NSW SES Local Incident Controller will provide the NSW SES Lachlan Region Headquarters with information on the estimated impacts of flooding at the predicted heights for inclusion in NSW SES Region Flood Bulletins.

3.9.9 NSW SES Livestock and Equipment Warnings. Following heavy rain or when there are indications of significant creek or river rises (even to levels below Minor Flood heights), the NSW SES Forbes Local Incident Controller will advise the NSW SES Lachlan Region Headquarters which will issue NSW SES Livestock and Equipment Warnings.

3.9.10 NSW SES Local Flood Advices. The NSW SES Local Incident Controller may issue Local Flood Advices for locations not covered by Bureau Flood Warnings. They may be provided verbally in response to phone inquiries but will normally be incorporated into NSW SES Region Flood Bulletins.

3.9.11 NSW SES Flood Bulletins. The NSW SES Lachlan Region Headquarters will regularly issue NSW SES Flood Bulletins which describe information on the estimated impacts of flooding at the predicted heights (using information from Bureau Flood Warnings and NSW SES Local Flood Advices) to NSW SES units, media outlets and agencies on behalf of all NSW SES units in the Region.

3.9.12 NSW SES Evacuation Warnings and Evacuation Orders. These are usually issued to the media by the NSW SES Region Incident Controller on behalf of the NSW SES Local Incident Controller.

3.9.13 Dam Failure Alerts. Dam failure alerts are issued to NSW SES by the dam owner, in accordance with arrangements in the Dam Safety Emergency Plan (DSEP), the system involves the Dam Owner notifying NSW SES State Headquarters Operations Communications Centre, who in turn distribute the warning to the NSW SES Region Headquarters and NSW SES Unit Headquarters.

3.9.14 A flow chart illustrating the notification arrangements for potential dam failure is shown in Attachment 2.

3.9.15 Dam failure alert levels are set in consultation with the NSW SES and are used to trigger appropriate response actions. The conditions that define each of the alert levels are listed in the relevant DSEP. Responses escalate as the alert level migrates from white to amber to red. Table 1 briefly outlines example defining conditions and appropriate NSW SES responses associated with each alert.

Note: Some DSEPs will have alert levels that proceed directly from White to Red. This is the case if adequate time does not exist between the three alert levels to evacuate the downstream population at risk. The decision to omit the Amber Alert level, and the general setting of Alert levels should be undertaken in consultation with the NSW SES.

3.9.16 The NSW SES / Dam Owner will disseminate warnings to the population at risk of dam failure (these arrangements are specific to each dam, are negotiated between the Dam Owner and NSW SES, and are documented in the DSEP).

3.9.17 Standard Emergency Warning Signal (SEWS). This signal may be played over radio and television stations to alert communities to Evacuation Warnings, Evacuation Orders, Special Warnings or Dam-Failure Warnings. Approval to use the signal is associated with who approves the warning/order message.

3.9.18 The Public Information and Inquiry Centre (PIIC) (operated by the NSW Police Force) will answer calls from the public regarding registered evacuees.

3.9.19 The Disaster Welfare Assistance line is a central support and contact point for disaster affected people inquiring about welfare services advice and assistance.

3.9.20 The RMS Transport Information Line will provide advice to callers on the status of roads. The RMS website also lists road closure information.

3.9.21 Forbes Shire Council will provide information on the status of roads.

3.9.22 Collation and dissemination of road information is actioned as follows:

a. As part of Situation Reports, the NSW SES Forbes Local Incident Controller provides road status reports for main roads in the LGA to the NSW SES Lachlan Region Headquarters.

OPERATIONS

3.10 AIRCRAFT MANAGEMENT

3.10.1 Aircraft can be used for a variety of purposes during flood operations including evacuation, rescue, resupply, reconnaissance and emergency travel.

3.10.2 Air support operations will be conducted under the control of the NSW SES Region Headquarters, which may allocate aircraft to units if applicable.

3.10.3 NSW SES maintains the following information for the Forbes Shire Council LGA:

a. Locations of suitable helicopter landing points.

b. Locations of suitable airports and records detailing aircraft size and type that can land at airports.

c. Intelligence on when access to these locations is expected to be lost.

3.11 ASSISTANCE FOR ANIMALS

3.11.1 Matters relating to the welfare of livestock, companion animals and wildlife are to be referred to Agriculture and Animal Services.

3.11.2 Requests for emergency supply and/or delivery of fodder to stranded livestock, or for livestock rescue, are to be referred to Agriculture and Animal Services.

3.11.3 Requests for animal rescue should be referred to the NSW SES.

3.12 COMMUNICATION SYSTEMS

3.12.1 The primary means of communications between fixed locations is by telephone, email and facsimile.

3.12.2 The primary means of communication to and between deployed NSW SES resources is by GRN

3.12.3 All liaison officers will provide their own communication links back to their parent agencies.

3.12.4 All other organisations will provide communications as necessary to their deployed field teams.

3.12.5 Back-up communications are provided as follows:

a. The Forbes Shire Council operates a UHF CB and a VHF radio network which provides communications with all council vehicles and the majority of rural properties.

b. The Rural Fire Service (RFS) operates a dedicated UHF network.

3.13 PRELIMINARY DEPLOYMENTS

3.13.1 When flooding is expected to be severe enough to cut road access to towns, within towns and/or rural communities, the NSW SES Forbes Local Incident Controller will ensure that resources are in place for the distribution of foodstuffs and medical supplies to the areas that could become isolated.

3.13.2 When access between locations is expected to be cut, the NSW SES Forbes Local Incident Controller will advise appropriate agencies so that resources (including sandbags, fire fighting appliances, ambulances, etc.) are deployed to ensure that operational capability is maintained.

3.14 ROAD AND TRAFFIC CONTROL.

3.14.1 A number of roads within the LGA are affected by flooding. NSW SES maintains details of these roads.

3.14.2 The council closes and re-opens its own roads and other roads in its capacity as a agent of RMS.

3.14.3 The NSW Police Force has the authority to close and re-open roads but will normally only do so (if the Council or the RMS have not already acted) if public safety requires such action.

3.14.4 When resources permit, the NSW SES assists Council, RMS or the NSW Police Force by erecting road closure signs and barriers.

3.14.5 In flood events, the NSW SES Forbes Local Incident Controller may direct the imposition of traffic control measures. The entry into flood affected areas will be controlled in accordance with the provisions of the State Emergency Service Act, 1989 (Part 5, Sections 19, 20, 21 and 22) and the State Emergency Rescue Management Act, 1989 (Part 4, Sections 60KA, 60L and 61).

3.14.6 NSW Police Force, RMS or Council officers closing or re-opening roads or bridges affected by flooding are to advise the NSW SES Forbes Local Headquarters, which will then provide a road information service to local emergency services and the NSW SES Lachlan Region Headquarters. All such information will also be passed to the NSW Police Force, RMS and the Council.

3.14.7 The State EMPLAN designates the Transport Services Functional Area the responsibility to maintain and operate a road conditions/closure advisory service to Combat Agencies, Functional Areas and member of the public.

3.15 STRANDED TRAVELLERS

3.15.1 Flood waters can strand travellers. Travellers seeking assistance will be referred to the Welfare Services Functional Area for the arrangement of emergency accommodation.

3.16 MANAGING PROPERTY PROTECTION OPERATIONS

Strategy

3.16.1 Protect the property of residents and businesses at risk of flood damage.

Actions

3.16.2 The NSW SES is the responsible agency for the coordination of operations to protect property.

3.16.3 Property may be protected from floods by:

a. Lifting or moving of household furniture.

b. Lifting or moving commercial stock and equipment.

c. Sandbagging to minimise entry of water into buildings.

3.16.4 The NSW SES maintains stocks of sandbags.

3.16.5 Property protection options are however very limited in the Forbes Shire Council LGA due to the large number of properties that can be affected and the depth of floodwaters arising from severe flooding on the Lachlan River.

3.17 MANAGING FLOOD RESCUE OPERATIONS

Strategy

3.17.1 Rescue of people from floods.

Actions

3.17.2 The NSW SES Forbes Local Incident Controller controls flood rescue in Forbes Shire Council LGA.

3.17.3 Flood rescues, may be carried out by accredited units in accordance with appropriate standards.

3.17.4 Additional flood boats and crews can be requested through the NSW SES Lachlan Region Headquarters.

3.17.5 There may be some residual population which did not evacuate during the early stages of flooding and which require rescue.

3.18 MANAGING EVACUATION OPERATIONS

Strategy

3.18.1 When there is a risk to public safety, evacuation is the primary strategy. Circumstances may include:

a. Evacuation of people when their homes or businesses are likely to flood.

b. Evacuation of people who are unsuited to living in isolated circumstances, due to flood water closing access.

c. Evacuation of people where essential energy and utility services are likely to fail, have failed or where buildings have been made uninhabitable.

3.18.2 The evacuation operation will have the following stages:

a. Decision to evacuate.

b. Mobilisation (mobilisation may begin prior to the decision to evacuate).

c. Evacuation Warning delivery.

d. Evacuation Order delivery.

e. Withdrawal.

f. Shelter.

g. Return.

3.18.3 During floods evacuations will be controlled by the NSW SES. Small-scale evacuations will be controlled by the NSW SES Forbes Local Incident Controller. Should the scale of evacuation operations be beyond the capabilities of local resources control may be escalated to the NSW SES Lachlan Region Incident Controller.

Decision to evacuate 3.18.4 In most cases the decision to evacuate rests with the NSW SES Forbes Local

Incident Controller who exercises his/her authority in accordance with Section 22(1) of The State Emergency Service Act 1989. However, the decision to evacuate will usually be made after consultation with the NSW SES Lachlan Region Incident Controller and the Local Emergency Operations Controller.

3.18.5 In events that require large scale evacuations, the decision to evacuate may be escalated to the Region or the State Incident Controller.

3.18.6 Some people will make their own decision to evacuate earlier and move to alternate accommodation, using their own transport. This is referred to as self-motivated evacuation.

Mobilisation 3.18.7 The NSW SES Local Incident Controller will mobilise the following to provide

personnel for doorknock teams for designated Sectors/locations:

a. NSW SES Forbes Unit members.

b. RFS Mid Lachlan Valley Region members via the RFS Fire Control Officer.

c. Local Police Force officers.

3.18.8 The NSW SES Lachlan Region Incident Controller will mobilise any additional personnel required to assist with doorknock teams using:

c. RFS personnel arranged via the RFS Liaison Officer located at NSW SES Lachlan Region Headquarters.

3.18.9 The NSW SES Local Incident Controller will request the Chairperson of the LEMC to provide Council personnel to assist with traffic coordination within Sector(s)/Community.

3.18.10 The NSW SES Local Incident Controller will arrange liaison officers for Sector Command Centres.

3.18.11 The NSW SES Lachlan Region Operations Controller will mobilise the required number of buses for Sectors via the Transport Services Functional Area Coordination Centre if deemed necessary.

Delivery of Evacuation Warnings and Evacuation Orders 3.18.12 The NSW SES will advise the community of the requirements to evacuate. The

NSW SES will issue an Evacuation Warning when the intent of an NSW SES Incident Controller is to warn the community of the need to prepare for a possible evacuation.

3.18.13 The NSW SES will issue an Evacuation Order when the intent of the NSW SES Incident Controller is to instruct a community to immediately evacuate in response to an imminent threat.

3.18.14 The NSW SES Local Incident Controller will distribute Evacuation Warnings and Evacuation Orders to:

a. Sector/Division Command Centres (where established).

b. Forbes Shire Council Local Emergency Operations Centre.

c. Forbes Shire Council.

d. Lachlan Police Local Area Command.

e. Mid Lachlan Valley Rural Fire Service Control Centre.

f. Radio Stations.

g. Other local agencies and specified individuals.

3.18.15 The NSW SES Lachlan Region Incident Controller will distribute Evacuation Warnings and Evacuation Orders to:

a. The NSW SES State Operations Centre.

b. The NSW SES Forbes Local Incident Controller.

c. Affected communities via dial-out warning systems where installed or applicable.

d. Relevant media outlets and agencies.

3.18.16 Evacuation Warnings and Evacuation Orders may be delivered through:

a. Radio and television stations.

b. Doorknocking by emergency service personnel.

c. Public address systems (fixed or mobile).

d. Telephony-based systems (including Emergency Alert).

e. Two-way Radio.

f. Direct access to Radio Station 2PK/ROK 95.5FM, 2LVR and ABC Central West

3.18.17 The Standard Emergency Warning Signal (SEWS) may be used to precede all Evacuation Orders broadcast on Radio Stations.

3.18.18 Sector Command Centres, where established, will distribute Evacuation Orders via Emergency Service personnel in doorknock teams to areas under threat of inundation.

3.18.19 Doorknock teams will work at the direction of:

a. The Sector Commander if a Sector Command Centre is established.

b. The relevant Division Commander where a Sector Command Centre has not been established.

c. The Local Incident Controller.

3.18.20 Field teams conducting doorknocks will record and report back the following information to their Sector Commander/Division Commander/Local Incident Controller:

a. Addresses and locations of houses doorknocked and/or evacuated.

b. The number of occupants.

c. Details of support required (such as transport, medical evacuation, assistance to secure house and/or property and raise or move belongings).

d. Details of residents who refuse to comply with the Evacuation Order.

3.18.21 Refusal to evacuate. Field teams cannot afford to waste time dealing with people who are reluctant or refuse to comply with any Evacuation Order. These cases are to be referred to the NSW Police Force.

Withdrawal 3.18.22 Evacuations will generally be carried out in stages starting from the lowest

areas, low flood islands and low trapped perimeters; and progressively from higher areas.

3.18.23 The most desirable method of evacuation is via road using private transport. This may be supplemented by buses for people without appropriate methods of transport. However, other means of evacuation may also be used if available and as necessary (eg by foot, air).

3.18.24 Evacuees who require emergency accommodation or disaster welfare assistance will be directed to designated evacuation centres. Evacuees who have made their own accommodation arrangements will not be directed to evacuation centres. It is not possible to determine in advance how many will fall into this category.

3.18.25 Evacuees will:

a. Move under local traffic arrangements from the relevant Sectors/Community (via managed evacuation routes);

b. Continue along the road network to allocated Evacuation Centres.

3.18.26 Health Services. The Health Services Functional Area will coordinate the evacuation of hospitals, health centres and aged care facilities (including nursing homes).

3.18.27 Schools. School administration offices (Department of Education and Communities, Catholic Education Office and Private Schools) will coordinate the evacuation of schools if not already closed.

3.18.28 If there is sufficient time between the start of response operations and the evacuation of communities, the NSW SES Lachlan Region Incident Controller will discuss the temporary closure of appropriate schools with the Regional Director, Department of Education and Communities. This will enable pupils to stay at home or be returned home so they can be evacuated (if required) with their families.

3.18.29 Note that in the Forbes Shire Council LGA, school principals may close some schools affected by flooding in the early stages of flooding.

3.18.30 Caravan parks. When an evacuation order is given occupiers of non-movable vans should:

a. Secure their vans by tying them down to prevent flotation.

b. Isolate power to their vans.

c. Collect personal papers, medicines, a change of clothing, toiletries and bedclothes.

d. Lift the other contents of their vans as high as possible within the van.

e. Move to a designated evacuation centre if they have their own transport, or move to the caravan office to await transport.

3.18.31 Where possible, vans that can be moved will be relocated by their owners. Park managers will arrange for the relocation of mobile vans whose owners do not have a vehicle. Council and NSW SES personnel will assist if required and may be able to provide additional vehicles.

3.18.32 Caravan park managers will ensure that their caravan park is capable of being evacuated within the allocated time.

a. Apex Riverside Caravan Park - evacuation to be completed within 12 hours of order being issued.

3.18.33 Advise the NSW SES Forbes Local Controller of:

a. The number of people requiring transport.

b. Details of any medical evacuations required.

c. Whether additional assistance is required to effect the evacuation.

3.18.34 Check that no people remain in non-removable vans that are likely to be inundated.

3.18.35 Inform the NSW SES Forbes Local Controller when the evacuation of the caravan park has been completed.

3.18.36 Provide the NSW SES Forbes Local Controller with a register of people that have been evacuated.

3.18.37 Assistance Animals, Pets and Companion Animals of Evacuees: Assistance animals (guide dogs, hearing assistance animals, etc) will remain in the care of their owners throughout the evacuation. This includes transport and access into evacuation centres etc. Due to safety restrictions, it may not be possible to allow companion animals to accompany their owners when being transported via aircraft or flood rescue boats. Agriculture and Animal Services will make separate arrangements for the evacuation and care of companion animals.

3.18.38 Transport and storage: Transport and storage of furniture from flood threatened properties will be arranged as time and resources permit.

3.18.39 Security: The NSW Police Force will provide security for evacuated areas.

3.18.40 The NSW SES Local Incident Controller is to provide the following reports to the NSW SES Lachlan Region Headquarters:

a. Advice of commencement of the evacuation of each Sector;

b. Progress reports (by Sectors) during evacuations;

c. Advice of completion of the evacuation of each Sector.

Shelter 3.18.41 Evacuation centres / assembly areas. The usual purpose of evacuation

centres or assembly areas is to meet the immediate needs of disaster affected people following evacuation from an emergency situation, not to provide them with accommodation. Evacuees will be advised to go to or be taken to the nearest accessible evacuation centre, which may initially be established at the direction of the NSW SES Forbes Local Incident Controller, but managed as soon as possible by Welfare Services.

3.18.42 The following locations are suitable for use as flood evacuation centres:

a. Forbes High School, Wyndham Avenue, Forbes.

b. Bedgerebong Community Hall, Bedgerebong.

3.18.43 Registration: The NSW Police Force will ensure that evacuees are registered on arrival at the designated evacuation centres.

3.18.44 Animal shelter compounds: Animal shelter compounds will be set up for the domestic pets and companion animals of evacuees if required. Facilities will be managed by Agriculture and Animal Services.

Return 3.18.45 The NSW SES Local Incident Controller will advise when return to evacuated

areas is safe after flood waters have receded and reliable access is available.

3.18.46 The NSW SES Local Incident Controller will determine when it is safe for evacuees to return to their homes in consultation with:

a. the Recovery Coordinating Committee (if established),

b. Welfare Services Functional Area Coordinator (welfare of evacuees),

c. Engineering Services Functional Area Co-coordinator (electrical safety of buildings, structural integrity of levees/dams),

d. Health Service Functional Area Coordinator (public health),

e. Transport Services Functional Areas Coordinator (arrangement of transport),

f. the Forbes Shire Council LEOCON,

g. the Forbes Shire Council,

h. NSW SES Region Incident Controller,

i. Other appropriate agencies/functional areas as required (mitigation and advice regarding identified risks resulting from the flood event).

3.18.47 Once it is considered safe to do so, the NSW SES Incident Controller will authorise the return of evacuees.

3.18.48 The return will be controlled by the NSW SES Local Incident Controller and may be conducted, at their request, by the Recovery Coordinator.

3.19 MANAGING RESUPPLY OPERATIONS

3.19.1 The NSW SES is responsible for the coordination of the resupply of isolated communities and properties.

3.19.2 If isolation is expected to occur, residents should be encouraged to consider their needs and suitability for an unknown period of isolation.

3.19.3 If properties/communities are going to remain in locations expected to become isolated, households/retailers should be encouraged to stock up on essential supplies.

3.19.4 Where practicable, once supplies are delivered to the NSW SES designated loading point, the NSW SES Local Incident Controller will arrange for the delivery of essential foodstuffs, fuels or urgent medical supplies required by an isolated property or community.

3.19.5 All reasonable effects will be made to deliver supplies, however where necessary the NSW SES will prioritise the delivery of items.

Resupply of Isolated Towns and Villages Strategy

3.19.6 Minimise disruption upon the community by resupplying towns and villages which have become isolated as a consequence of flooding.

Actions

3.19.7 The NSW SES is responsible for the coordination of the resupply of isolated communities.

3.19.8 If flood predictions indicate that areas are likely to become isolated, the NSW SES Local Incident Controller should advise retailers that they should stock up.

3.19.9 When isolation occurs, retailers will be expected to place orders with suppliers where they have a line of credit and to instruct those suppliers to package their goods and deliver them to loading points designated by the NSW SES.

3.19.10 The NSW SES is prepared to deliver mail to isolated communities but may not be able to do so according to normal Australia Post timetables.

3.19.11 The NSW SES will assist hospitals with resupply of linen and other consumables where able.

Resupply of Isolated Properties Strategy

3.19.12 Ensure supplies are maintained to properties by coordinating the resupply of properties which have become isolated as a consequence of flooding.

Actions

3.19.13 The resupply of isolated properties is a common requirement during floods and coordination can be difficult because requests can emanate from a variety of sources. Isolated properties may call their suppliers direct, place their orders through their own social networks or contact the NSW SES.

3.19.14 The principles to be applied when planning for the resupply of isolated properties are:

a. The NSW SES will coordinate resupply and establish a schedule.

b. Some isolated households will not have the ability to purchase essential grocery items due to financial hardship. If an isolated household seeks resupply from the NSW SES and claims to be, or is considered to be, in dire circumstances, he/she is to be referred to Welfare Services for assessment of eligibility. Where financial eligibility criteria are met, Welfare Services will assist with the purchase of essential grocery items. Welfare Services will deliver the essential grocery items to the NSW SES designated loading point for transport.

c. Local suppliers will liaise with the NSW SES regarding delivery of resupply items to the designated loading point.

d. Local suppliers are responsible for packaging resupply items for delivery.

3.19.15 A flowchart illustrating the Resupply process is shown in Attachment 1. Please note that the flowchart outlines the resupply process but does not encompass all potential situations and/or outcomes.

PART 4 - RECOVERY 4.1 RECOVERY COORDINATION AT THE LOCAL LEVEL

4.1.1 The NSW SES Forbes Local Controller will ensure that planning for long-term recovery operations begins at the earliest opportunity, initially through briefing the Local Emergency Management Committee (LEMC). As soon as possible the LEMC will meet to discuss recovery implications including the need for a Local Recovery Committee. The LEMC will consider any impact assessment in determining the need for recovery arrangements. This is conveyed in the first instance to the State Emergency Operations Controller (SEOCON) for confirmation with the State Emergency Recovery Controller (SERCON).

4.1.2 Once the need for recovery has been identified, the SERCON, in consultation with the SEOCON, may recommend the appointment of a Local Recovery Coordinator and nominate an appropriate candidate to the Minister for Police and Emergency Services.

4.1.3 The SERCON may send a representative to the LEMC and subsequent recovery meetings to provide expert recovery advice and guidance.

4.1.4 The NSW SES Forbes Local Controller and Local Emergency Operations Controller (LEOCON) attend recovery meetings to provide an overview of the emergency response operation.

4.1.5 The NSW SES Region Incident Controller, the Regional Emergency Management Officer and appropriate Regional Functional Area Coordinators will be invited to the initial local meeting and to subsequent meetings as required.

4.1.6 The recovery committee will:

a. develop and maintain a Recovery Action Plan with an agreed exit strategy.

b. monitor and coordinate the activities of agencies with responsibility for the delivery of services during recovery.

c. ensure that relevant stakeholders, especially the communities affected, are involved in the development and implementation of recovery objectives and strategies and are informed of progress made.

d. provide the SERCON with an end of recovery report.

e. ensure the recovery is in line with the National Principles of Disaster Recovery and the NSW tenets.

4.2 RECOVERY COORDINATION AT THE REGION AND STATE LEVEL

4.2.1 In the event that an emergency affects several local areas, a Region Emergency Management Committee (REMC) will meet to discuss recovery implications including the need for a Region Recovery Committee. This is conveyed in the first instance to the SEOCON for confirmation with the SERCON.

4.2.2 In the event of an emergency which affects multiple Regions, or is of state or national consequence, or where complex, long term recovery and reconstruction is required, it may be necessary to establish a State Recovery Committee and the appointment of a State Recovery Coordinator.

4.3 ARRANGEMENTS FOR DEBRIEFS / AFTER ACTION REVIEWS

4.3.1 As soon as possible after flooding has abated, the NSW SES Forbes Local Controller will advise participating organisations of details of response operation after action review arrangements.

4.3.2 The NSW SES Forbes Local Controller will ensure that adequate arrangements are in place to record details of the after action review and each item requiring further action is delegated to an organisation or individual to implement.

4.3.3 Follow-up to ensure the satisfactory completion of these actions will be undertaken by the Forbes Shire Council Local Emergency Management Committee.

1 THE FLOOD THREAT

LANDFORMS AND RIVER SYSTEMS 1.1

1.1.1 The Lachlan River Valley covers an area of 84,700 square kilometres and stretches westward from the Great Dividing Range for 560 kilometres as a long narrow basin. The river passes from a relatively high rainfall area near its headwaters in the east (which has an average annual rainfall of 760 to 900 millimetres) to low rainfall areas in the west (with average annual rainfall of about 300 millimetres). As a consequence, the Lachlan River and its upper tributaries produce most of the source of floodwaters in the Forbes Local Government Area (LGA). These tributaries include (1):

a. The Abercrombie River, which flows into Wyangala Dam (as does the Lachlan River).

b. The Booroowa River which enters the Lachlan River approximately 15 kilometres below the dam.

c. The Belubula River which joins the Lachlan River approximately 15 kilometres north of Gooloogong.

d. The Mandagery Creek which enters the Lachlan River between Gooloogong and Forbes.

e. Yarrabandai Creek which rises north east of Trundle.

f. Ooma Creek and its tributary Pinnacle Creek, which rise in the Piney range upstream of Garema.

1.1.2 Upstream of Forbes, the Lachlan River travels in a south westerly direction before swinging to the south, just east of Forbes. The course of the river then diverts to the west before swinging north again downstream of Forbes, effectively surrounding the town on three sides (1), as shown in Map 2.

1.1.3 Lake Forbes forms an anabranch of the Lachlan River that runs through the town Forbes. The local watercourse feeding the lake has a catchment area of approximately 260 square kilometres (1). Lake Forbes eventually flows into the recreation area in the south west of Forbes before re-joining the Lachlan River downstream of the town (2).

1.1.4 Lake Cowal is located south west of Jemalong Gap. It is a large natural basin fed by a number of northward flowing creeks, including the Caragubel (Barbingal), Bland (Yeo Yeo) and Barmedman (Back) creeks, which drain a large area of the floodplain south of the Lachlan River. Lake Cowal has an area of approximately 14,600 hectares and once full, the lake has been known to retain water for periods of up to 10 years (1).

1.1.5 Downstream of Forbes, 24 kilometres downstream (west) of Forbes, the Jemalong and Corradgery Mountain Ranges form a natural barrier to flood flows (2). Goobang Creek rises in the Harvey ranges north east of Parkes and

flows into Forbes Shire on its northern boundary, just east of the Corradgery Range, then through Coglans Gap into the Gunning Gap area (1).

1.1.6 There is a significant proportion (87%) of the LGA used for crops and livestock within the Council area (3).

STORAGE DAMS 1.2

1.2.1 Dam locations are shown on MAP 1 - Lachlan Riverbasin.

Wyangala Dam

1.2.2 The Wyangala Dam is located on the Lachlan River, approximately 48 kilometres upstream of Cowra, near the junction of the Lachlan and Abercrombie Rivers. This dam is regulated by State Water as an irrigation resource for the Lachlan Valley (4).

1.2.3 Wyangala Dam does not mitigate the largest floods and is not considered a flood mitigation measure (2), especially due to the effects of inflows to the Lachlan River from downstream tributaries (2).

1.2.4 Although the Wyangala Dam is currently in good condition, it is recognised that an unsafe emergency condition could occur at any time due to extreme natural or man-made events. It is considered that the travel time of the spill from Wyangala Dam to the Forbes Iron Bridge gauge is approximately 76 hours as shown in Table 1 below (4).

1.3.1 The majority of the rainfall in the Forbes Shire occurs in the winter and early spring, and this is when flooding is most likely. Three-quarters of the flood peaks above the major flood level (10.55 metres), recorded at the Forbes Iron

Bridge gauge since 1916 have occurred between July and October as shown in Figure 1 below (2).

1.3.2 Approximately 75% of the major flood peaks recorded at the Cottons Weir and Jemalong Weir (downstream) gauges have also occurred at the same time of year (1).

1.3.3 Flooding in the Forbes Shire usually results from one of the following three weather mechanisms (1):

a. Well-developed low-pressure troughs. The most usual set of meteorological conditions causing flooding is a series of well-developed inland troughs associated with southern depressions crossing the council area from west to east. Sequences of such troughs can produce high rainfall totals over a period of weeks, usually in the winter months.

b. East coast low-pressure systems. These systems develop off the NSW coast, usually during the cooler months. They direct moist winds onto the coast and across the Great Dividing Range, often producing very heavy rain.

c. Sequences of cold fronts. Fronts crossing the state from west to east can produce flooding in the Lachlan River catchment during the winter months. The individual fronts are not usually associated with very heavy falls, but the cumulative effect of a series of them over a period of a few weeks may result in flooding.

1.3.4 The moderate level flooding which occurred during October 1996 is believed to have been caused by an ex-tropical cyclone which travelled across from Western Australia (1).

CHARACTERISTICS OF FLOODING 1.4

1.4.1 Upstream of Cowra, flooding is generally confined to the stream channels and small pockets of adjacent floodplain and flood peaks travel relatively rapidly along this section of the river. In the vicinity of Cowra, the river flows out of the ‘slopes’ and into the ‘plains’ (1).

1.4.2 Below Cowra, inundation of low-lying areas is more extensive but flood waters tend to subside reasonably quickly and inundation periods do not generally exceed a week (1).

1.4.3 By the time the river reaches Gooloogong, a progressive reduction in main channel capacity has started. As a consequence, significant overbank spillage occurs between Gooloogong and Forbes, and flood waters begin to spread over wide areas of the floodplain. Much of this water finds its way into natural depressions and billabongs that interconnect and form active flood runners. The floodplain at Forbes is approximately 10 kilometres wide and floods in this reach of the river tend to have a flat peak, often extending for several days. Flooding can be made significantly worse here by inflow from the Belubula River, much of which moves across its own floodplain even during moderate flood flows (1).

1.4.4 History has shown that any of the tributaries can cause minor floods in their own right and have been jointly responsible for major floods when combined with the main river, especially in the reach below the Wyangala Dam (2).

1.4.5 Flood conditions on the floodplain in the Forbes LGA are very complex and conditions from one flood to another may be markedly different for the same flood level on the Forbes Iron Bridge gauge. It depends largely on the volume of flow carried by the flood channels which leave the river upstream of the town (2).

1.4.6 Depths of floding are generally in the order of one metre, with the main water flow capacity being provided by Bundaburrah Creek to the south, the Lachlan River itself, and Lake Forbes and Battye Street floodways which pass through Forbes the town itself (1).

1.4.7 The flow is also dependant on vegetation, and therefore travel times vary. On average, flow commences in Battye Street floodway when the Iron Bridge gauge reaches 10.5 metres. However, this occurred at 10 metres in 2010. If the levee along the river breaches, the flood pattern would change particularly for the regions outside the residential areas (2).

Flooding in Forbes

1.4.8 Lake Forbes has an important role during times of flood and is estimated to have carried approximately 26% of the total peak flow in both the June 1952 and September 1974 floods. A similar situation would have occurred in the March 2012 flood which was slightly lower than in the September 1974 event (10.62 metres, compared to 10.55 metres at the Forbes Iron Bridge gauge) (2).

1.4.9 Local minor flooding can occur as a result of high intensity storms (6). During riverine flooding, the lake is fed by two separate Lachlan River breakouts from around 8.4 metres at Forbes Iron Bridge. The first originates from the area to the north east of Forbes, and the second occurs at the southern end of Forbes as described below. There is also a breakout that occurs upstream of Forbes (to the east) that feeds into Bundaburrah Creek (2):

a. The ‘Southern Cross breakout’. Water breaks out from the north bank of the Lachlan River in the vicinity of the locality known as the ‘Southern Cross’, approximately 16 kilometres upstream of Forbes. As flows from this breakout increase, flood waters flow north from the river, crossing the Forbes-Eugowra Road (MR 377E) to the ‘Southern Cross flood runner’. Further breakouts along the northern bank of the Lachlan River may occur at various points between the Southern Cross and Forbes to combine with the major flow from the Southern Cross flood runner. The main flood runner then flows in a south-easterly direction, parallel to the main channel, before feeding into the northern end of Lake Forbes through the railway viaduct.

b. The Bathurst Street breakout. In Forbes, the river overtops its bank adjacent to the railway bridge at Bathurst Street and flows north west along the railway line entering Lake Forbes through two viaducts. The larger viaduct spans across Lake Forbes itself and the smaller is adjacent to Herbert Street. Flow from the smaller viaduct crosses Hill Street and enters Lake Forbes just upstream of the Camp Street Bridge. Flood waters from the Bathurst Street breakout may also enter the southern end of town and inundate the lower portions of Ooma, Oxford and Bandon Streets. Further breakouts from this section of the river also flow south to the Wongajong area and west through the old Botanical Gardens to lower Wambat Street.

c. The Dukes Crossing breakout leaves the southern bank of the Lachlan River about 5 km upstream of Forbes. It flows across Wandary Lane via a culvert towards Dukes Crossing, and then into Bundaburrah Creek, which has its headwaters to the south of Forbes. This creek flows west and eventually returns floodwater to the Lachlan River immediately to the east of Jemalong Gap through Bundaburrah Cowal and Jemalong Creek (6).

1.4.10 As the amount of water flowing into Lake Forbes from the Southern Cross and Bathurst Street breakouts increases, flood waters eventually begin to flow out of Lake Forbes and cross into Dowling Street, via the town drainage system. Past events have shown that this does not usually occur until major prolonged flows are experienced across the Forbes-Eugowra Road (MR 377E) in the vicinity of the Southern Cross breakout (2).

1.4.11 The overflow in Dowling Street then enters the Battye Street floodway which flows past the swimming pool and through the Memorial Park before re-joining the Lake near the showground. The Battye Street floodway plays an important part in relieving flood flows in Lake Forbes and is estimated to have

carried approximately 7% of the total flood passing Forbes in the September 1974 event (2).

1.4.12 Once the Battye Street floodway is active, flood levels in Forbes have usually reached the major flood level (10.55 metres or greater on the Forbes Iron Bridge gauge). Shortly after this height is reached, the town is then divided into the following three areas by flood waters, as occurred in the August 1990 event (2):

a. The northern and north western parts of town.

b. The Central Business District (CBD) which becomes an island as the road north is cut at Dowling Street where the Battye Street flood runner overtops the road.

c. The southern residential area (Camp Hill) which also becomes an island.

1.4.13 The separation of the town into three sections for several days can cause a great amount of social and economic disruption (1).

1.4.14 With further increases in flows, the water in the Battye Street floodway and Lake Forbes tends to rise faster than the river itself. For example, the 1952 flood was only 0.16 metres higher than the 1990 flood, however the difference in flood levels in the Lake Forbes and Battye Street areas between these two floods was about one metre. In that area, this difference in flood heights would make a major difference to the severity of the flood (1). At higher floods, the water level again rises at the iron bridge and floodwater spreads out from the river and floodways link up and cover the whole floodplain (2).

1.4.15 Flood peaks in the Lachlan River and Lake Forbes do not occur at the same time, the peak in Lake Forbes usually lagging behind Lachlan River peaks by 24-48 hours. If the peak of the flood stays high for many days, as occurred in August 1990, then flooding can be more serious than a short duration peak. Flood waters may also back up in the vicinity of the Lachlan River/Lake Forbes confluence leading to higher flood levels in Forbes (6).

Caragetel Swamp

1.4.16 A number of breakouts from the south bank of the Lachlan River upstream of Forbes, in the vicinity of the Cumbijowa Forest (near ‘Kindimindi’) and Wandary, carry flood waters into Muddy Lagoon and then to Bundahburrah Creek. This water bypasses Forbes flooding a large area to the south of the town and flowing south west towards the Caragetel Swamp. Water from Ooma Creek, which rises in the Weddin ranges and flows north into Forbes Shire in the vicinity of Ooma North, then west through Garema, also flows into the swamp. Water from this flood storage area eventually flows back into the river via Jemalong Creek upstream of Jemalong Weir. Anywhere from 15 to 80 percent of flows measured at the Nanami Gauge at Gooloogong can bypass Forbes and travel by these routes (2).

The Lachlan River downstream of Forbes

1.4.17 Flood waters from a wide expanse of area upstream of the Jemalong and Corradgery Mountain Ranges (the floodplain is approximately 10 kilometres wide here) are concentrated to pass through Jemalong Gap, which is only one kilometre wide. Consequently, the flood peak downstream of the Gap is often markedly reduced whilst flood levels upstream are increased and drainage of inundated areas, particularly adjacent to Jemalong Creek, is delayed (2).

1.4.18 To the west of Jemalong Gap, flood waters can also spread over a wide area through numerous flood runners which often carry far greater flows than the main channel during major floods. Some of these channels return to the river downstream, but the tendency is for the floodwaters to follow a north-westerly path away from the river (6).

1.4.19 In the larger floods, backup water from Jemalong Gap may flow north along the Corradgery Range and pass through a second break in the range, known as Gunning Gap (or Gulgans Gap). This water then joins the Goobang Creek system before flowing back into the Lachlan River near Condobolin. The area between the Goobang Creek and the river is riddled by depressions, billabongs and anabranches which fill during floods and channel water towards Goobang Creek (1).

1.4.20 From here, the water generally flows west and north west. In major flooding, Goobang creek also spreads to the north to join the Gunningbland Creek. These flood waters eventually join the Lachlan River at Condobolin. These two creeks can also cause flooding independently of any Lachlan River overflow (1).

Lake Cowal

1.4.21 In minor floods, flood waters may not reach the lake and remain ponded on the floodplain for long periods (1).

1.4.22 In addition, flood waters move south west, along relatively defined routes towards Lake Cowal, from two large breakouts on the Lachlan River west of Jemalong Gap. These are commonly known as the ‘17 mile’ and the ‘21 mile’ breakouts (1).

1.4.23 Large quantities of water are temporarily stored on the floodplain in this way and slowly drain from the northern end of the lake via Manna Creek and then through Bogandillion Swamp and Willamundry and Wallaroi creeks to join the Lachlan River upstream of Condobolin (near Kiacatoo) (1).

1.4.24 Peak travel times between gauging stations can vary significantly from event to event for a number of reasons. In particular, in periods of very severe flooding, it should be noted that flow times might be shorter than shown in the table below. Also, when large volumes of water suddenly enter a river with low flows, faster flows will tend to occur than in situations where the build-up of water is gradual. Flood travel times along the Lachlan River between Wyangala Dam and Forbes can also vary depending on the flows in

the Belubula and Booroowa Rivers. The times listed in the following table need to be regarded, therefore, as approximations only (1).

FLOOD HISTORY 1.5

The Lachlan River at Forbes

1.5.1 Approximately 19 flood events exceeding the current ‘major’ flood level of 10.55 metres have been recorded at the Iron Bridge gauge in the town of Forbes since 1887 (Figure 2), roughly equivalent to a major flood every seven years (2).

1.5.2 The flood of record was 10.80 metres and occurred in June 1952. This flood is estimated to be approximately a once in 170 year flood event (2). The flood resulted in extensive damage to Stockingbal-Parkes railway line and Australia’s first mass helicopter rescue of 27 people (2).

1.5.3 The second highest discharge was of the flood of October 1950, which peaked at 10.64m (the 6th highest flood level).

1.5.4 The second highest recorded flood of 10.65 metres occurred in August 1990 after two preceding events, in April and July of the same year, which also exceeded the major flood level. This is estimated to have an AEP of 4%. However, local markers indicate that the 1990 flood was only the fourth highest flood through Forbes and in some sections of the town, the water was not as high as the September 1974 flood (which reached 10.62 metres on the Forbes Iron Bridge gauge and an estimated AEP of 2.5%) but had similar impacts on the town (1).

1.5.5 The December 2010 flood peaked 240 millimetres below and the March 2012 flood 150 millimetres above the Major flood level (of 10.55 metres on the Iron Bridge gauge (421901)) at 10.16 and 10.55 metres respectively. These floods had respective AEP of 25% and 3%. The December 2010 flood resulted in minor flooding; however the March 2012 event caused widespread flooding in

rural and urban areas of Forbes, with at least 16 residences reported to have experienced above floor flooding (2).

1.5.6 Access was cut to central Forbes in the 2012 event, when floodwater from the Lachlan River backed up along the old stock route and inundated properties along the eastern side of Ferry Street. In this event, the Southern Cross, Bathurst Street and Dukes Crossing breakouts were active and backwater flooding of the stormwater resulted in shallow inundation of the eastern Lower Rankin Street, Bathurst and Ferry Street intersection and Flint Street south of Bathurst Street. Floodwater flowed west through Jemalong Gap (2).

1.5.7 The frequency of major flooding at Forbes has been very variable (Figure 2). There have been extended periods where major floods have been rare or non-existent, for example, between 1916 and 1950 and between 1978 and 1990. At the other extreme, there have been periods where major flooding has occurred several times in the space of a few months – for example, 1952, 1974 and 1990, with three major floods occurring in each of these years (1).

1.5.8 In the August 1990 flood, reaching 10.65 metres, it is estimated that between 233 and 265 houses were affected (inundated or surrounded) by flood waters (1).

1.5.9 The June 1952 flood was approximately a 1% AEP (10.8 metres) and it is estimated that approximately 500 homes in Forbes would be flooded if a similar level of flooding were to occur today (1).

The Lachlan River at Cotton’s Weir

1.5.10 Accurate records of the heights achieved at the Cotton’s Weir gauging station have only been kept since 1950. Since that year there have been 21 occasions that the height has exceeded the major flood classification of 6.60 metres as shown in Figure 3 (2).

1.5.11 The flood of record at the Cotton’s Weir gauge (7.49 metres) was recorded in October 1950 (1).

1.5.12 On this gauge, no major floods were recorded between 1976 and 1990, whilst four separate major peaks occurred in the years 1974 and 1990 and three peaks above the major flood level were recorded in both 1950 and 1952. The next major flood event occurred in March 2012 and was only 270 millimetres below the August 1990 peak (2).

The Lachlan River at Jemalong Weir (Downstream)

1.5.13 As with Cotton’s Weir, accurate records are only available since 1950. There have been 26 occasions that the peak height has exceeded the major flood classification of 7.70 metres since that time, as illustrated in Figure 4. The flood of record (8.89 metres) occurred at this gauge in June 1952. Four major flood peaks were recorded at the Jemalong Weir (downstream) gauge during 1990 and three major peaks were recorded during the years 1950, 1952, 1974 and 1976. In comparison, the period between 1952 and 1964 was relatively flood poor at this gauge. The December 2010 flood reached 7.76 metres (2).

1.5.14 The higher frequency of major flooding recorded at this gauge compared to the Forbes Iron Bridge gauge is due, in part, to the location of the Jemalong Weir (downstream) gauge at Jemalong Gap. The gap acts as a natural dam, impeding the progress of flood water and causing a build-up flows in the more severe events (2).

1.5.15 Another factor that contributes to the higher number of major peaks at the Jemalong Weir (downstream) gauge, is that flood water that left the river before Forbes re-enters the river via Jemalong Creek at this point and contributes to a larger volume of water arriving at this location (2).

FLOOD MITIGATION SYSTEMS AND HUMAN INFLUENCES ON FLOOD 1.6

PATTERNS

1.6.1 Rural levees are mainly constructed to protect cropland and other agricultural pursuits and levee heights along the FMP floodway network are restricted up to the flood level resulting from the adopted 15 year ARI event. High level floodways are included in the FMP so that flood events larger than the design event can be passed with minimum obstruction. In the event of floods larger than the design event, the rural levees will be overtopped and the natural flood pattern restored (7).

1.6.2 Changes in land use, particularly increased irrigation, have the potential to provide wetter ground conditions than might have historically occurred and hence increase flood flows. The intensification of irrigation activities has led to a considerable redistribution of flood flows at some locations (2).

1.6.3 The major impacts of human development on the patterns of flooding in Forbes are (2):

a. Irrigation development, flood levees and crop development on each side of the Lachlan River upstream of Forbes. From Gooloogong to Jemalong Gap and Jemalong Gap to Condobolin, flows are conveyed in an engineered system of levees and floodways which are aimed at protecting agricultural land, while restoring the natural pattern of flow which existed under pre-development conditions.

b. The Stockingbal to Parkes railway line.

c. Wyangala Dam.

EXTREME FLOODING 1.7

1.7.1 The worst floods ever recorded in the Forbes Shire since European settlement should not be considered to be the most serious that will ever occur in the area. The 1952 flood of record at the Forbes Iron Bridge gauge (10.80 metres) is estimated to be approximately only a 1% AEP event (or an event that occurs once in 100 years on average).

1.7.2 When genuinely severe floods occur, they often reach much greater heights than was true of previous recorded floods. Moreover, they are generally both faster to rise and more dangerous, in terms of depth and velocity of flood water, than any previously known events. It must be realised that should a Probable Maximum Flood (PMF) event occur, the extent of the area of inundation and therefore the impact of flooding on the town of Forbes would be much greater than has ever occurred previously (1).

1.7.3 For planning to be capable of being effective in all circumstances, it must take into account the worst floods that could occur. Information about the full range of possible flooding is obtained from studies. The greatest depth of rainfall possible over a given area in a nominated time period (e.g. 24 hours or 72 hours) is called the Probable Maximum Precipitation (PMP). The highest possible flood level is called the probable maximum flood (PMF).

1.7.4 Rainfall heavy enough to support the idea of PMP has been observed in various places around the world including Australia (Wollongong 1984 – 440 millimetres in six hours over a 100 square kilometre area). Flood records from around the world demonstrate that PMF events have occurred.

SPECIFIC RISK AREAS - FLOOD

Lachlan River Valley

2.1.1 Forbes Shire is located on the Lachlan River within the central western slopes and plains of NSW. The Shire has an area of approximately 4,800 square kilometres and a population of approximately 9170 people (8).

2.1.2 The district is a cropping area of wheat and similar crops. The area between Lake Forbes and the Newell Highway is mainly residential.

FORBES 2.2

2.2.1 Forbes is the major urban centre in the Forbes LGA. It is located on the Newell Highway between Parkes and West Wyalong. It has a population of approximately 7500 people (8).

2.2.2 Following the 2010 and 2012 floods, residents identified concern with evacuation of residential homes which had not historically been inundated (2).

Cultural and Linguistic Diversity

2.2.3 Forbes has a significant population of Indigenous persons, of approximately 800 (8).

Schools and childcare centres

2.2.4 The following schools and childcare centres are at risk of flooding and/or isolation, although heights and depths are not known (7).

a. Schools

Red Bend Catholic College – College Road, Forbes (in the southern residential area). The college caters for over 200 boarders as well as day students. This used to become isolated around 10.6m, however a new culvert has been put in place to alleviate this.

North Forbes Primary School – Thompson Street Forbes.

St Lawrences Primary School – 2 Dalton Street Forbes.

Forbes High School – 18 Wyndham Avenue Forbes.

Forbes Public School – Lachlan Street Forbes (CBD).

TAFE NSW, Western Institute Forbes Campus, Cnr Browne and Harold Street, Forbes (CBD).

b. Childcare centres

Forbes Learning Ladder – 155 Farnell Street, Forbes.

Facilities for the aged and/or infirm

2.2.5 The following facilities are at risk of flooding and/or isolation:

a. Mater Aged Care – 1 Prince Street, Forbes.

b. Forbes District Hospital (in the southern residential area).

c. District Hospital Nursing Home (in the southern residential area).

Utilities and Infrastructure

2.2.6 The following utilities and infrastructure are at risk of flooding (7):

a. Forbes aerodrome may remain open for flood relief up to floods in the order of 10.8 metres on the Forbes Iron Bridge gauge (as it was in 1952). It may become inundated in higher floods.

b. During major flooding the Forbes-Parkes railway line may be flooded.

c. A number of sites on the periphery of the town including the racecourse, showground, cemetery, riflerange, golf course, Lachlan Vintage Vi llage, sewerage treatment works and Nature Reserve may also be affected to varying degrees by flood waters (1).

2.2.7 Caravan Parks are listed in Volume 3, Chapter 4 of this Local Flood Plan (SES Caravan Park Arrangements).

2.2.8 There are four caravan parks in the town of Forbes, all of which may be affected to varying degrees by flood waters depending on the peak height and duration of flooding. Inundation of low-lying caravan park residents may occur even in minor events at around 9.3 metres (Apex Caravan Park). The caravan park adjacent to the Lachlan River near the Iron Bridge in Forbes is inundated by floodwaters at heights of 10.20 metres and above on the Forbes Iron Bridge gauge. If flood waters remain on the floodplain in these areas for a number of days (1).

Classification of Floodplain

2.2.9 South Forbes (Camp Hill) historically becomes a High Flood Island around the Hospital, with further inundation possible up to a PMF. This area can become an island when roads to the north linking with the Camp Street Bridge are inundated and a short length of Oxford Street, where it meets the Newell Highway, is also becomes flooded (1). Wongajong becomes a low flood island around 10.8 metres, after becoming isolated around 10.5 metres in some floods.

2.2.10 North Forbes has rising road access to the north west via The Bogan Way.

2.2.11 Historically, to the east of the railway line is an area with trapped perimeter, becoming isolated by road and bound by the railway line. There is the potential for the area to become completely inundated up to a PMF (1).

2.2.12 The CBD becomes a high flood island as the road north is cut at Dowling Street where the Battye Street flood runner overtops the road. Floodwaters are particularly hazardous in this area due to fast flowing flood waters moving from Lake Forbes into the floodway (1). This becomes a low flood island by the time a 1% AEP flood is reached (10.8 metres on the Forbes Iron Bridge gauge).

Inundation

2.2.13 This community utilises the Forbes Iron Bridge Gauge (Error! Reference ource not found.).

2.2.14 A large part of the town of Forbes is flood prone and existing development obstructs floodways to a substantial degree (1).

2.2.15 Low lying areas start becoming inundated in a minor flood (from 9.1 metres on the Forbes Iron Bridge gauge) (1). The northern residential region is predominantly flood free except for the older established sections of the industrial area and the lower portions of a number of residential Streets (1).

2.2.16 During the August 1990 flood (10.64 metres), water crossed the Newell Highway and surrounded businesses on the northern side of the railway line and sections of the golf course. 233 dwellings and a number of businesses on Dowling, Sherriff and Cross Streets (in the CBD) were inundated by floodwaters (1).

2.2.17 With the esception of caravan parks, the initial dwellings start to inundate from 10.35 metres in Rifle Range Road, and progressively in Hill Street, Mole Lane, and Rankin Street (2).

2.2.18 Areas prone to flooding in South West Forbes (Lake Forbes to Newell Hwy) include Elizabeth Street, Farnell Street, Forester Street, Hilda Street, Junction Street, Lachlan Street, Marcia Street, Racecourse Road, Show Street, Thelma Street and Warrul Street which were inundated to various extents in 1990 and 2012 (10.64 and 10.55 metres respectively) (8). In 2012, Elizabeth Street, Hilda Street, Thelma Street, Mona Place and Margret Street did not flood (2).

2.2.19 Areas prone to flooding in North Forbes and the CBD are Battye Street, Bedgerebong Road, Browne Street, Camp Street, Clear Street, Cross Street, Farnell Street, Farrand Street, Grenfell Street, Johnson Street, North Circle Drive, Dowling Street, Parkes Road, Rankin Street, Renfree Street, Sam Street, Sherriff Street, Spring Street and Templar Street which were inundated to various extents in 1990 and 2012 (10.64 and 10.55 metres respectively) (1). In 2012, Farrand Street did not flood (2). The entire CBD is at risk of inundation

in a 1% AEP flood (10.8 metres), although a few commercial properties were not inundated in 1952 around the Court House. This area is already isolated by 10.55 metres (2).

2.2.20 Areas prone to flooding in Eastern residential area are Bandon Street, Barwin Street, Bridge Street, Church Street, Clark Street, Ferry Street, Flint Street, Herbert Street, Hill Street, James Street, Ooma Street, Orange Road, Oxford Street, Rifle Range Road, Sandhills Road, Twogood Lane and Young Street which were inunadated to various extents in 1990 and 2012 (10.64 and 10.55 metres respectively) (1). In 2012, Bandon, Church and Young Street did not flood (2).

2.2.21 Areas prone to flooding in South Forbes (including Wongajong) are Bathurst Street, Blackwood Street, Cargo Lane, Church Street, Claret Street, College Road, Forbes – Cowra Road, Mole Lane, Moselle Street, Muscat Street, Reymond Street, River Road, Stacey Street, Wambat Street, and Wandary Lane which were inunadated to various extents in 1990 and 2012 (10.64 and 10.55 metres respectively) (1). In 2012, Church Street, Stacey Street, Wambat Street and Koala Place did not flood (2).

2.2.22 Flooding in the order of 10.8 metres (similar to the 1952 flood) may inundate approximately 500 properties (1000 people) (1).

2.2.23 The NSW SES Local Controller maintains a list of individual residential and commercial properties affected in a major flood (10.55 metres and above on the Forbes Iron Bridge gauge) (1).

Isolation

2.2.24 In minor floods (approximately 9 metres on the Forbes Iron Bridge gauge) Forbes Gooloogong Road (Lachlan Valley Way), Forbes Wirrinya Road at Dog and Duck Crossing on Bundaburrah Creek (Black Marsden Road), and Forbes Grenfell Road at Muddy Creek on Bundaburrah Creek (Henry Lawson Way) are closed (1).

2.2.25 From 10 metres on the Forbes Iron Bridge gauge, backwater flooding in the local stormwater drainage system may result in shallow flooding of a number of roads including (1):

a. Eastern end of Lower Rankin Street;

b. Intersection of Bathurst Street and Ferry Street; and

c. Flint Street south of Bathurst Street.

2.2.26 Vehicles in the Forbes CBD may still be able to travel south along the Newell Highway as far as the Fitzgeralds Bridge but the road is inundated on the south of the Lachlan River, often even before the minor flood level is reached (1). Once the Newell Highway is cut near the golf course, access from the northern section of Forbes to the Newell Highway and then Parkes may still be available via Wyndham Avenue (1).

2.2.27 During major flooding (from 10.55 metres), water from the Lachlan River breakouts in the vicinity of Bathurst Street may flow south to the Wongajong

area, located just south of Forbes, isolating a number of residential blocks (1). The CBD area and the Camp Hill area also becomes isolated by the time a major flood level is reached (2). Once this occurs, road access between the three sections of town in major floods is not possible and people may be isolated from their places of work and the hospital for up to a week (1). A culvert has now been placed in the causeway at Bryson Rees Drive and it is expected that access (on College Road) to the college should still be available in future (2).

2.2.28 In past events, at heights of 10.45 metres or greater on the Forbes Iron Bridge gauge, Bedgerebong Road has been closed by flood waters and access to the airport has been lost. This road has recently been upgraded however, the airport will still be inaccessible from Forbes in major flooding (10.55 metres and above on the Forbes Iron Bridge gauge) due to road closures within Forbes itself (1).

2.2.29 All roads crossing Bundaburrah Creek downstream of Dukes Crossing breakout were cut in 2010 (10.55 metres). This did not include Wirringya/Wongajong Road at River Bend despite historically becoming flooded around 9.3 metres (2).

2.2.30 From around 10.64 metres on the Forbes Iron Bridge gauge equivalent to 2% AEP, residents on Rifle Range Road may be isolated (1).

2.2.31 During major flooding, the section of the Forbes-Parkes railway line in the vicinity of Daroobalgie (north of Forbes) may be closed. During the flood of record in June 1952 (10.80 metres on the Forbes Iron Bridge gauge), the railway line was closed at the Forbes Railway Station and extensive damage to the railway line was caused when the embankment was overtopped by flood waters (1).

Characteristics of flooding

2.2.32 The river flows in westerly direction. The flow is dependent on vegetation, and therefore travel times vary. On average, flow commences in Battye Street floodway when the Iron Bridge gauge reaches 10.5 metres (2).

2.2.33 Forbes generally experiences relatively shallow flooding and low velocity flood flows, except in the vicinity of Marcia Street and Spooner Oval, and depths may exceed 2.2 metres in Dowling Street (2).

2.2.34 When the level at Forbes Iron Bridge reaches about 8-10, flow commences from the river into flood channels upstream of the town; one is to the northern side of the river (Southern Cross break out) and connects with Lake Forbes. The other is on the southern side and connects with Bundaburrah Creek. As the flood flow increases, waters from Lake Forbes break into the Battye Street floodway, and the town is divided into three areas. With an increase in flow, water levels rise in the floodways but do not increase at Forbes Iron Bridge. At higher floods, the water level again rises at the iron bridge and floodwater spreads out from the river and floodways link up and cover the whole floodplain (2).

2.2.35 In general, the flood problem is most severe in the vicinity of the Battye Street floodway and Lake Forbes. At heights of approximately 10.50 metres and above on the Forbes Iron Bridge gauge the town is cut into three areas by flood waters (1).

2.2.36 Isolation and inundation may be between a few days to 5 weeks as the flood waters take time to recede (1).

2.2.37 During prolonged flooding, the extent of flood damages experienced in the community of Forbes may be greater than in floods of shorter duration. For example, whilst the difference between the peak heights recorded for the three major flood events in 1990 was only five centimetres, the number of properties inundated in each event varied significantly. Approximately 140 properties (residential, commercial and rural) were flooded in the April 1990 event, 50-60 in the July 1990 event and up to 265 in the August 1990 flood. This difference can be attributed, in part, to the duration of flooding from the Southern Cross breakout – approximately five days in August compared to around two days in the two earlier events (3).

Flood Mitigation Systems

2.2.38 Flood levees and crop development on each side of the Lachlan River upstream of Forbes. If the levees breaches, the flood pattern would change particularly for the regions outside the residential areas (2).

Dams

2.2.39 The effects of Wyangala Dam are detailed in Volume 3, Chapter 3. Dam failure has the potential to cut numerous roads and inundate a significant amount of residential and commercial properties in Forbes and surrounding localities (4).

Other Considerations

2.2.40 River Arts Festival, Spring Races and National BBQ championships are held in October, causing a larger influx of tourists.

RURAL COMMUNITIES AND VILLAGES 2.3

2.3.1 Rural areas and villages within the Forbes Shire are affected to varying degrees by flood waters depending on their proximity to the river and floodways. These include (7):

a. Bedgerebong, which is located downstream of Forbes on the Lachlan River and comprised of approximately 20 houses.

b. Garema (population of approximately 290), which is located to the south of Forbes on Ooma Creek.

c. Ootha (population of approximately 90), which is located to the north of Forbes.

d. Warrinya.

e. Corinella.

f. Waroo.

Cultural and Linguistic Diversity

2.3.2 Outside of Forbes, there are few persons of indigenous origin (approximately 50) and limited cultural and linguistsic diversity (8).

Schools and childcare centres

2.3.3 The following schools and childcare centres are at risk of flooding and/or isolation within the rural areas of Forbes (7).

a. Schools

Corinella Public School – 1128 Waroo Road, Corinella

Bedgerabong Public School – 7 Golding Avenue, Bedgerabong

b. Childcare centres

No childcare centres are identified as at risk of flooding and/or isolation.

Facilities for the aged and/or infirm

2.3.4 No facilities for the aged and/or infirm are identified as at known risk of flooding in rural areas within Forbes.

Utilities and Infrastructure

2.3.5 No utilities or infrastructure are identified as at known risk of flooding in the rural areas of the Forbes Local Government Area.

Classification of Floodplain

2.3.7 The rural areas become a series of high flood islands in major floods, with the potential to become low flood islands in extreme floods however information is not currently available to confirm.

Inundation

2.3.8 Historically a number of homesteads outside of town have been inundated towards Tichborne (2).

2.3.9 No further details of rural property inundation is available.

Isolation

2.3.10 The village of Bedgerebong, can become totally isolated at heights of 10.65 metres or greater on the Forbes Iron Bridge gauge. In the August 1990 flood, the village was inaccessible to light vehicles for five weeks. In 2012, there were approximately 50 properties that were isolated in Bedgerabong. These were located on Bedgerabong Road, Browns Road, Copeland Parade, Darcy’s Lane, Grudgery Lane, Hodges Road, Kaloola Lane, Monwonga Road, Noakes Road, North Condobolin Road, Rodgers Street, Roseleigh Lane, Slimbridge Road, Wattlebower Lane, Yarrabandai Road (9).

2.3.11 Garema, Waroo (approximately five houses), Corinella and Jemalong (approximately 16 houses) may also be isolated from Forbes during major flooding (approximately 7.8 metres on the Jemalong Weir gauge or 10.65 metres on the Forbes Iron Bridge gauge) for up to five weeks. These villages required outside assistance for supplies and some services (2).

2.3.12 Warrinya, Grenfell and West Wyalong (outside the Forbes Shire) were cut off from Forbes for up to two weeks during the August 1990 flood (1).

2.3.13 A number of other tributaries in the Forbes Shire can affect rural properties as follows (1):

a. The Goobang Creek can isolate a number of properties and threaten some houses in the Gunning Gap area.

b. In major floods, Ooma Creek may close the Forbes-Grenfell Road near the Forbes Shire boundary, but the major threat from this creek is to the village at Garema where a number of houses between Garema and the Caragetel Swamp may become isolated. Flood waters from Pinnacle Creek, which joins Ooma Creek upstream of Garema, may cut roads and cause additional rural isolations.

c. Gunningbland Creek can isolate some properties south east of Yarrabandai.

d. In major floods, Yarrabandai Creek cuts the Parkes-Condobolin Road and has on previous occasions washed out the Parkes-Condobolin Railway Line east of Ootha. The creek can also isolate some rural properties for short periods of time.

2.3.14 A number of outlying roads around Forbes have also been flooded (for example in 1990 of 10.64 metres) including Dowra, Possums, Tamworth, Warwee and Wilbertroy Lanes and Greens, South Lead and Yarrabandai Roads (1).

Characteristics of flooding

2.3.15 The Lachlan River flows from Forbes in a westerly direction to Condobolin. On this reach the course is characterised by extensive meanders and swampy depressions. South of this section is Lake Cowal which is fed by a catchment of about 9,800 square kilometres which, during wet years, fills and overflows down its escape to the Lachlan River and its tributaries (1).

2.3.16 The flow is dependent on vegetation, and therefore travel times vary, however flows are generally slow moving. If the levee along the river breaches, the flood pattern would change particularly for the regions outside the residential areas (1).

Flood Mitigation Systems

2.3.17 Flood levees and crop development exist on each side of the Lachlan River upstream of Forbes.

2.3.18 The historical Jemalong School levee is overtopped at approximately 7.62 metres on the Jemalong Weir gauge placing the community school, local farms and several farmhouses at risk, for example in the 2012 flood (2).

Dams

ANNEX F - EVACUATION ARRANGEMENTS FOR THE FORBES SHIRE COUNCIL

Situation

1. The Shire of Forbes is located on the Lachlan River in the central western slopes and plains of NSW and has a population of approximately 11,500 people. Almost 75% of the population reside within the town of Forbes itself.

2. In most flood events, relatively few evacuations are necessary from the town of Forbes and surrounding rural areas. However, in floods approaching the August 1990 flood level (10.65 metres on the Forbes Iron Bridge gauge), many residential and commercial streets are inundated and some evacuations would be necessary from low-lying areas in Forbes and the Wongajong area south of Forbes. At this level of flooding, Forbes is cut into three separate areas by flood waters and evacuations must proceed along designated evacuation routes. The streets in Forbes affected by flooding during the August 1990 flood are listed in Table 2 in Annex B and illustrated on Map 3 of this plan.

3. Some evacuations may also be necessary from the localities of Bedgerebong, Warroo, Jemalong and Corinella if isolation periods are prolonged. These communities were isolated from Forbes for up to five weeks during the August 1990 flood. In addition, a number of rural properties across the Shire are also threatened by floodwaters and may require evacuation.

4. It is expected that evacuation of up to 500 homes in Forbes would be required if a 1% AEP, or once in 100 years flood event (approximately 10.80 metres on the Forbes Iron Bridge gauge) were to occur today.

Mission

5. The SES is to arrange and control the evacuation of areas at risk of flooding in order to ensure the safety of residents.

Execution

6. Control. During floods, evacuations will be controlled by the NSW SES. Small-scale evacuations will be controlled by the Forbes SES Local Controller. Should the evacuation operations escalate beyond the capabilities of local resources, control may be handed over to the Lachlan SES Division Controller.

7. Conduct. Evacuations will be controlled by the Forbes SES Local Controller and conducted by field teams comprising personnel from the Forbes SES Unit, the NSW Police, the Rural Fire Service and Forbes Shire Council. Evacuations will be conducted in four phases as follows:

a. Phase 1 - Warning.

b. Phase 2 – Withdrawal.

8. Coordinating Instructions

a. The decision to evacuate. The responsibility for issuing any general evacuation order during flooding rests with the Forbes SES Local Controller who exercises his/her authority in accordance with Section 22(1) of The State Emergency Service Act 1989. However, the decision to evacuate will usually be made after consultation with the LEOCON and the Lachlan SES Division Controller.

b. When evacuation should occur. As far as possible, evacuation will be carried out before inundation occurs and before evacuation routes are closed by flood waters. The Forbes SES Local Controller has detailed intelligence at his/her disposal, including a list of gauge heights at the Forbes Iron Bridge gauge at which specific properties are affected by flooding. The Forbes SES Local Controller will determine the requirement to evacuate such properties on the basis of this intelligence, in addition to the peak height predictions provided by the Commonwealth Bureau of Meteorology (CBM), local conditions and information reconnoitred by the Forbes SES Unit during the event.

c. Self-motivated evacuation. Some people will make their own decision to evacuate earlier and move to alternative accommodation using their own transport. These evacuees will be advised, via the media, to inform the Police or SES of their evacuation and their temporary address.

d. Evacuation triggers. Historical evidence of flooding in Forbes indicates that:

• Generally, the first area requiring evacuation within the Shire would be the caravan park located adjacent to the Lachlan River near the Forbes Iron Bridge. Some vans may need to be moved from low-lying areas in the park to higher ground at gauge heights of 9.30 metres or greater on the Forbes Iron Bridge gauge. Inundation of this caravan park begins at 10.20 metres. If a peak of 10.20 metres or greater is predicted, evacuation of the caravan park must be completed before this height is reached. (Note: Further evacuations may be required from low-lying areas in the three remaining caravan parks within Forbes).

• If peak heights of 10.35 metres or greater are expected, evacuations may be required from a number of properties in Rifle Range Road, Forbes.

• Residents in low-lying properties in Cowra Road, the bottom of Browne Street, Hill Street and Lower Rankin Street may need to

be evacuated if a peak flood height of 10.38 metres or greater is predicted.

• Some evacuations may be required from the Wongajong area, south of Forbes, if a peak of 10.40 metres or greater is predicted. Residents wishing to evacuate from this area to Forbes will need to be complete their movements before the Forbes - Wongajong Road closes at approximately 9.30 metres on the Forbes Iron Bridge gauge.

• Evacuations may also be required from a number of properties in Ferry Street, Clark Street, Mole Lane and other low-lying streets in the town if a peak height of 10.40 metres or above is expected.

• Major inundation of the town usually occurs once flows commence in the Battye Street floodway at heights of approximately 10.50 metres or greater on the Forbes Iron Bridge gauge, requiring evacuation of many businesses in the central business district. Evacuations from this area and the section of Forbes between Lake Forbes and the Newell Highway will need to be completed before water commences to flow across Dowling Street (at gauge heights of above 10.40 metres).

• If peak heights of 10.80 metres or greater are predicted at the Forbes Iron Bridge gauge, the evacuation of up to 500 homes throughout the Shire may be required.

9. Phase 1 – Warning

a. Evacuation warnings. On the receipt of flood warnings predicting peak heights of 9.30 metres and above at the Forbes Iron Bridge gauge; the Forbes SES Local Controller will consult as necessary to determine the level of the threat and the need to consider evacuations (see ‘Evacuation Triggers’ above). As soon as possible after the decision to evacuate is made, the Forbes SES Local Controller will issue evacuation warnings to the ‘at risk’ residents, indicating what people should do before evacuating and when actually doing so. In most events, flood travel times between Wyangala Dam and Forbes average about three days. Consequently, accurate river height predictions at the Iron Bridge gauge can usually be made up to two days in advance.

b. Dissemination of Evacuation Warnings. A template guide to the content of evacuation warning messages is at Annex E. Doorknocking will be the principle means of informing residents of the need to evacuate. The following methods may also be used to disseminate evacuation warning messages, particularly where warning times are short:

• Door-knocks by emergency service personnel.

• Public address systems from emergency service vehicles.

• Telephone.

• Two-way radio.

• Direct access to Radio Station CADYAR 100.7 FM Community Radio.

• SES Flood Bulletins.

c. Establishing Evacuation Centres. When it is likely that evacuations will be required, the Forbes SES Local Controller will advise the relevant Department of Community Services (DoCS) personnel so that evacuation centres and welfare support can be set up in a timely fashion.

10. Phase 2 – Withdrawal

a. Introduction. Withdrawal involves the actual removal of the community/individuals from dangerous or potentially dangerous areas to safer areas.

b. Movement. Evacuees are to be encouraged to move using their own transport where possible. The Forbes SES Local Controller will arrange transport and accommodation for those who are unable to self-evacuate.

c. Evacuation routes. During major flooding (10.40 metres or greater on the Forbes Iron Bridge gauge) the town of Forbes can be divided into three areas by flood waters. Access between these sections of town is usually only possible by flood boat or rotary wing aircraft, although heavy trucks and graders have been used in the past. As a result, evacuations will need to commence early and along defined evacuation routes as outlined below:

• The Newell Highway may be closed in the vicinity of the Golf Course by major flooding. If this occurs, evacuees from the northern and north western parts of Forbes may still have access to the Highway and Parkes via Wyndham Avenue, until the highway is closed by Billabong Creek Water at Tichbourne. Access to the evacuation centre at St Laurence's Primary School, North Forbes is still available for these residents.

• The section of town between Lake Forbes and the Battye Street floodway becomes an island when the road north is cut at Dowling Street. (NOTE: the Newell Highway is usually already closed on the southern side of the Lachlan River at minor flood levels). Evacuations from this area would need to be completed before water commences to flow across Dowling Street (at any

time after the major flood level at the Forbes Iron Bridge gauge is reached).

• Residents in the area between the Newell Highway and Lake Forbes would also need to complete any necessary evacuations before water commences to flow over Dowling Street due to the closure of the Newell Highway to the south.

• The southern residential area (Camp Hill) can also become an island when roads to the north linking with the Camp Street Bridge are inundated. The Forbes – Gooloogong Road closes at Dukes crossing at heights of 9.3 metres or above on the Forbes Iron Bridge gauge and the Orange Road to Eugowra closes at the Southern Cross. In addition, the section of Oxford Road where it intersects with the Newell Highway also becomes untrafficable due to flood waters. Residents from south Forbes wishing to evacuate to areas outside of Forbes will therefore need to complete evacuation early if major flooding is predicted in Forbes. Access to the evacuation centre at the District Hospital Nursing Home should remain available from most areas within south Forbes until closure of some residential streets occurs during major flooding.

• Wongajong residents will need to complete evacuations before access to Forbes is lost when water crosses the Forbes – Wongajong Road at the Dog and Duck crossing at heights of approximately 9.3 metres or above on the Forbes Iron Bridge gauge.

• The roads from Forbes to Grenfell, Condobolin, Marsden and Bogan Gate will also progressively close as flood levels increase.

d. Animals. Evacuees with their own transport will be encouraged to take their companion animals such as cats, dogs and horses with them as they evacuate. In the event of a large-scale evacuation of the town of Forbes, animal shelter compound facilities will be set up by the Forbes Shire Council for companion animals (pets) at the Forbes Shire Pound. These animals cannot be kept at evacuation centres. Due to safety restrictions, it may also not be possible to allow companion animals to accompany their owners when being transported via aircraft or flood rescue boats. In these cases provision will be made for animals to be picked up as the people are evacuated. Arrangements will also be made to pick up animals that are left behind. Assistance animals (guide dogs and hearing assistance animals) will remain in the care of their owners throughout the evacuation. This includes transport and access into evacuation centres.

e. Doorknocking. Field teams conducting doorknocks will record and report the following information to the Operations Centre:

• Addresses and locations of houses doorknocked and/or evacuated.

• The number of occupants.

• Details of support required (such as transport, medical evacuation, assistance to secure house and/or property and raise or move belongings).

• Details of residents who refuse to comply with the evacuation order.

f. Refusal to evacuate. Field teams should not waste time dealing with people who are reluctant or refuse to comply with any evacuation order. These cases should be referred to the Local Emergency Operations Controller (LEOCON) who will arrange for Police to ensure their evacuation.

g. Security. The NSW Police will provide security for evacuated premises.

h. Airport. Once access to the Forbes aerodrome is lost during major flooding (10.40 metres and above on the Forbes Iron Bridge gauge), all fixed wing air traffic will be diverted to the Parkes aerodrome. The Parkes aerodrome is licensed to accommodate RAAF Hercules (C130), Caribous and Fokker Friendship F27 aircraft. Rotary wing aircraft may be used for flights between Parkes aerodrome and designated landing points within the town of Forbes.

i. Helicopter Landing Points. There are four alternative landing sites for rotary wing aircraft located in the town of Forbes suitable for use by all single rotor aircraft. In the first instance, the alternative landing point for rotary wing aircraft is located at the SES Local Headquarters at the old Calarie School, School Road, Calarie (S33� 21.069’; E148�00.518’). In addition, the designated landing point at the Forbes District Hospital in Elgin Street (S33�23.756’; E148�00.798) may be used along with the following temporary landing sites:

• The Town Hall in Harold Street (S33�23.159’; E148�00.481’).

• Near the Community Hall at Bedgerebong.

11. Phase 3 – Shelter

a. Evacuation centres. The usual purpose of evacuation centres is to meet the immediate needs of flood victims, not to provide them with accommodation. Evacuees will be advised to go to or be taken to the nearest accessible evacuation centre, which may initially be established at the direction of the Forbes SES Local Controller but managed as soon as possible by DoCS. Any or all of the following sites may be used as evacuation centres:

• Forbes High School, Wyndham Avenue, Forbes.

• District Hospital Nursing Home, South Forbes.

• St Laurence’s Primary School, North Forbes.

• Bedgerebong Community Hall, Bedgerebong.

b. Action on arrival. On arrival, evacuees will be:

• registered;

• medically checked, if necessary; and

• provided with their immediate welfare needs.

c. Registration. The NSW Police will ensure that all evacuees are registered on arrival at the designated evacuation centres and details of the registrations are to be sent to the Forbes Police Station by the quickest means available.

12. Phase 4 – Return

a. Once it is considered safe to do so, the Forbes SES Local Controller will authorise the return of evacuees to their normal or alternative place of residence. This decision will be made in consultation with appropriate officers in regard to matters such as the electrical safety of buildings.

b. The return will be controlled by the Forbes SES Local Controller and may be conducted, at his/her request, by DoCS.

Administration and Logistics

13. Transport and storage. Transport and storage of furniture from flood threatened properties will be arranged as time and resources permit. If additional resources are required, the Forbes SES Local Controller may source suitable vehicles and volunteers to move and store furniture and belongings by broadcasting a request over local radio stations. The covered area of the Council yards may be used for the storage of furniture during floods.

14. Support provided at evacuation centres. The expected duration of the evacuation will dictate the need for and level of facilities and support at the evacuation centres. If evacuations are expected to be of a short duration, evacuees may be provided with short-term accommodation at the centres. However, if they are expected to last for longer than 24 hours, evacuees will be encouraged to go to alternative accommodation or stay with friends where possible. Alternatively, accommodation will be arranged for them in hotels, motels or by billeting.

ANNEX G - RESUPPLY REQUIREMENTS AND OPERATIONS

Areas Identified that May Require Resupply

1. Flood waters can remain in the Forbes Shire for several weeks in a major flood event (10.40 metres and above on the Forbes Iron Bridge gauge). During major flooding, the villages and localities of Bedgerebong, Warroo, Jemalong and Corinella may be isolated by road for periods of up to five weeks as occurred during the flood of August 1990.

2. Road closures can also cut access between Forbes and the localities of Warrinya, Grenfell, West Wyalong for up to two weeks.

3. Further isolations can occur in the localities of Garema and a number of rural properties across the Shire.

4. The town of Forbes itself may also be divided into three separate sections restricting vehicular access between north Forbes, the central business district and south Forbes. During such periods, there will be a requirement for the resupply of essential supplies.

Resupply of Isolated Towns and Villages

5. The SES is responsible for the coordination of the resupply of isolated communities. If flood predictions indicate that areas are likely to become isolated, the Forbes SES Local Controller should advise businesses (normally through the Forbes Shire Council) that they should stock up.

6. When isolation occurs storekeepers will be expected to place orders with suppliers where they have a line of credit and to instruct those suppliers to package their goods and deliver them to loading points designated by the SES.

7. Where possible, the Forbes SES Local Controller will arrange for the delivery, from normal suppliers, of essential foodstuffs, fuel or medical needs required by an isolated community.

8. Where these supplies are not available within the council area, the Forbes SES Local Controller may request such resupply through the Lachlan SES Division Headquarters or the Department of Community Services (DoCS). The Division or DoCS will normally arrange for these supplies to be delivered to the Forbes SES Local Controller for distribution within the council area.

9. The SES is prepared to deliver mail to isolated communities but may not be able to do so according to normal Australia Post timetables, and will assist hospitals with resupply of linen and other consumables.

Resupply of Isolated Properties

10. The resupply of isolated properties is a common requirement during floods and coordination can be difficult because the requests can emanate from a variety of sources. Property owners may call their suppliers direct or place their orders with the Forbes SES, through DoCS, or through their friends.

11. The principles to be applied when planning for the resupply of isolated properties are:

a. The SES will coordinate resupply operations and establish a schedule.

b. DoCS will liaise with the SES concerning property holders who place orders with them. They will include people in dire circumstances who receive resupply at no cost. DoCS has a well developed system for this situation, including a standard list of approved resupply items.

c. If a property holder seeks resupply from the SES and claims to be, or is considered to be, in dire circumstances, he/she is to be referred to DoCS.

d. Local suppliers will liaise with the SES regarding delivery of resupply items to the designated loading point.

e. Local suppliers are responsible for packaging resupply items for delivery.

Means of Resupply

12. The normal means of resupply to these areas is by high clearance vehicle or flood boat.

13. The Forbes SES Local Controller may, after consultation with the Lachlan SES Division Controller, hire rotary wing aircraft for resupply within the Forbes Shire if other means of transport are not suitable or unavailable. During floods affecting more than one council area, aircraft will normally be tasked centrally by the Lachlan SES Division Controller.

14. The Forbes SES Local Controller will establish a vetting committee to ensure that only essential items are moved whenever aircraft are used for resupply operations, even when property owners have ordered goods through their regular suppliers, as cargo space is limited.

Assistance for Animals

15. Matters relating to the welfare of livestock, companion animals and wildlife (including feeding and rescue) are to be referred to NSW Agriculture.

16. Requests for emergency supply and/or delivery of fodder to stranded livestock, or for livestock rescue, are to be passed to NSW Agriculture.
