The Ramon Magsaysay Technological University (RMTU) through the Disposal Committee

(DC) hereby invites all interested bidders to submit bids in the lot/s indicated below:

sealed bids will be on December 12, 2017 at 9:00 AM at Property and Supply Management

Office, Iba Campus (at the back of Medical Clinic). Bid bond per lot amounting to the

following shall be placed inside the sealed bid envelop, viz:

Unsigned proposals, proposals below the floor price and without the corresponding bid bond

shall be disqualified.

Opening of bids will be held on the same day, December 12, 2017 at 9:30 AM at Property

and Supply Management Office, Iba Campus (at the back of Medical Clinic).

The RMTU – DC reserves the right to reject any or all bids with or without cause, to waive

any defect/formality therein and to award the bidder whose offer is the most advantageous to

the government.

DISPOSAL COMMITTEE

INSTRUCTIONS TO BIDDERS

DISPOSAL OF UNSERVICEABLE PROPERTIES THROUGH PUBLIC BIDDING

A. Inspection of Unserviceable Properties Unserviceable properties consisting of assorted scrap metals and plastics for sale are available for viewing until December 12, 2017 in San Marcelino Campus and Iba Campus.

B. Schedule of Public Bidding The public bidding shall be conducted on an “as is, where is” on a per lot basis by the Ramon Magsaysay Technological University’s disposal Committee (RMTU-DC) at the Property and Supply management Office, Iba Campus (at the back of Medical Clinic).

C. Qualification of Bidders Individuals, partnerships and/or corporations are qualified to participate in the bidding, subject to the submission of qualification documents, as may be required by the RMTU Disposal Committee. Duly authorized representative/s, if any, shall submit a certification issued by the President/General Manager/ Governing Board/Owner of the firm, as may be applicable, authorizing him/her to speak for and submit bids in behalf of the latter.

D. Floor price The floor price of the units for disposal per lot has been set in accordance with accounting and auditing rules and regulations for a grand total of Php 42,000.00.

E. Submission of Bids and Bid Bonds 1. The bid must be submitted using the company’s/firm’s or personal

letterhead (see attached Annex A) to the RMTU-DC Secretariat, in a sealed envelope and shall be labelled with the RMTU-DC-ITBid No., the bidder’s name, address and contact number;

2. A bid bond amounting to 10% of the floor price in the form of cash, must be submitted and placed inside then sealed bid envelope. Bids submitted

below the floor price and/or without the corresponding Bid Bond shall be disqualified.

3. A Tender Box shall be made available where bidders should place their bids; and

4. Deadline of submission of bids is at 9:00 am, December 12, 2017. Bids submitted beyond said deadline shall not be accepted.

F. Opening of Bids 1. Opening of bids will immediately follow at 9:30 am, December 12, 2017 in

the presence of at least 1 RMTU-DC member and the bidders who choose to attend;

2. A bid submitted cannot be changed or withdrawn after the deadline of submission of bids.

3. An Abstract of Bids shall be prepared by the RMTU-DC Secretariat for reference.

G. Awarding of Bids 1. Award shall be made to the highest bidder, 2. In case of a tie, the RMTU-DC will resort to non-discretionary criteria (toss

coin or draw lots) to determine the winning bidder; and 3. If the winning bidder refuses to accept the award, said bidder will be

blacklisted and shall not be allowed to participate in the future biddings. The next highest bidder shall be awarded the bid, so forth and so on.

H. Payment 1. One-time payment in cash shall be made within three (3) calendar days

from issuance of the Notice of Award; 2. An Official Receipt shall be issued by the RMTU covering the payment

made by the winning bidder; and 3. In case the winning bidder fails to make the payment within the prescribed

period, said bidder will be blacklisted and shall not be allowed to participate in future biddings. The next highest bidder shall be awarded the bid, so forth and so on.

4. The bid bond shall be considered as partial payment of the winning bidder. The remaining amount shall be paid in full as specified in Section H.1.

5. In addition to purchase price, any taxes, custom duties or charges in connection with the sale shall be borne by the winning bidder.

I. Pick-up/Hauling of the property by Winning Bidder

1. The winning bidder shall be given fifteen (15) calendar days upon full payment, to pick-up and haul the property;

2. Expenses incidental to the pick-up/hauling of the property shall be borne by the winning bidder; and in case the winning bidder fails to complete the pick-up/hauling of the property within the prescribed period, the award shall be revoked/cancelled. The next highest bidder shall be awarded the bid, so forth and so on.

J. Forfeiture/Return of the Bid Bond 1. The Bid Bond shall be forfeited in favour of RMTU in the following

instances: a. If the winning bidder refuses to accept the award; b. In case the winning bidder fails to make the payment within the

prescribed period; and c. If the winning bidder fails to complete the pick-up/hauling of the

property within the prescribed period.

2. The Bid Bond shall be returned to the concerned bidder/s immediately upon determining the winning bidder.

K. Failure of Bidding

Failure of bidding shall be declared in the following instances: If prospective bidders are declared ineligible, no bids are received, all bids fail to comply with the bid requirements, all bids are below the floor price, and subject to the conditions in Section G.3 and H.3, the winning bidder refuses to accept the award or the winning bidder fails to make the payment on time.
