1. Introduction
The world today requires information available at your fingertips. Nowadays, mobile apps can
be used to achieve this. Information related to government agencies that are in the official
websites can now be retrieved in Mobile Apps. In Brunei, nearly all public citizens have their
own mobile phones and this can allow the government to easily reach the public especially in
using their e-services.
The need to have a user-friendly official website is also essential for government agencies
nowadays. An attractive layout and fully functional website can make the public citizens
reliant to visit the website to seek for information.
1.1 Objective
The Ministry of Foreign Affairs (MFA), through its Information and Communication Technology
(ICT) Department is inviting vendors to quote in terms of their proposed solution, workforce
skillset capability, cost and duration for the development of MFA Mobile Apps, E-register Back-
end Management Module and website enhancements to improve public services delivery, the
existing online e-register form and also enhance the layout found in MFA website.
1.2 Background
1.2.1 Ministry of Foreign Affairs (MFA) main function is to handle Brunei Darussalam's
external affairs with other countries. As of today, there are 43 Missions Abroad
representing Brunei Darussalam.
1.2.2 More Information about MFA can be found in its website where public citizens are
able to find the latest information mostly in the area of diplomatic relations with
other countries.
1.2.3 The MFA website can be accessed using the internet browser on desktop, laptop
and mobile devices using the web address www.mfa.gov.bn.
1.2.4 MFA has one of its e-services in the website called e-Register. The online form
enables NATIONALS and PERMANENT RESIDENTS OF BRUNEI DARUSSALAM who
will be travelling abroad either for study, work or leisure to record information of
their travel itinerary abroad. The information provided will allow MFA to get in
touch with users to ensure that users are safe and, if needed, to extend assistance
in cases of emergencies (for example natural disasters, major disasters, civil
unrests, major illnesses).

1.2.5 The MFA website uses Microsoft SharePoint hosted at EGNC via Central Web
Hosting (http://www.egnc.gov.bn/SitePages/CWH.aspx).
1.2.6 Currently MFA does not have its Mobile Apps for public ease of access to
information and services. It also does not have a back-end management module
for e-Register system for MFA Consular Officers to manage the e-Register
information efficiently.
2. Scope of Requirement
2.1 Technical Proposal for MFA Mobile Apps and e-Register Back End Management Module

4 The MFA Mobile Apps shall have similar function with other countries’ Ministry Of Foreign Affairs mobile apps such as UAE MOFAIC, MOFA Qatar.
5 The MFA Mobile Apps shall have e-Register Module that will replace existing e-Register form in MFA website (http://www.mfa.gov.bn/Pages/e-Register.aspx)
6 The e-Register module in the Mobile Apps shall have its proper back-end database system using SQL Database.
7 The MFA Mobile Apps shall be Android and Apple iOS compatible.
8 The MFA Mobile Apps shall be able to extract the updated contents found in MFA website and proven to be workable.
9 The MFA Mobile Apps shall not have any impact to information retrieval to the Mobile Apps if MFA website is down.

3 Instruction for Responding
3.1 Eligibility Criteria 3.1.1 ICT companies must have an office locally in Brunei Darussalam. 3.1.2 ICT companies are able to commit to Local Business Development (LBD) Quadrant
with size of Business: “Micro, Small or Medium” and Type of Business: “Sole Proprietorship (SP), Partnership (P) or Limited Company (LC)” in the “Specialised” Quadrant as define in LBD Policy Framework for ICT Industry.
3.1.3 ICT companies shall have/acquire Microsoft Sharepoint, Microsoft SQL and Mobile Apps Development certified staff and required to submit their certificates.
3.1.4 ICT companies must have experienced in Sharepoint website and mobile apps
development projects.
3.2 Terms and Conditions
3.2.1 This quotation validity period is minimum 3 months.
3.2.2 The awarded company shall be responsible for liaising and resolving with the E-
Government National Centre (EGNC) especially Central Web Hosting (CWH) team and
all the stakeholders for on related matters for the development of the Mobile Apps
and website enhancements as intended.
3.2.3 The awarded company shall be responsible for all system integration activities; these
include integrating all hardware and software necessary for the System (even if they
are not purchased through the Contractor).
3.2.4 The awarded company shall transfer the technical knowledge to the stakeholders with
the customizations and features of the solution given including developers
documentations and user manuals.
3.2.5 The awarded company shall use all reasonable endeavours to achieve the
Implementation period as stated in their proposal.
3.2.6 If the awarded company fails to finish the development by the stipulated
implementation period, then the awarded vendor shall pay liquidated damages to the
Government for the delay during the period beginning on the purported
implementation date and ending on the date on which the implementation is actually
performed. Liquidated damages of a sum equal to one percent (1 %) of the total cost
of the development shall be payable for each day of delay up to a maximum of ten
percent (10%). The payment of liquidated damages shall be in full satisfaction of the
awarded vendor’s liability for such period of delay but such payments shall not relieve
the awarded vendor from its obligation to do the developent or from any other
liability or obligation under this Quotation.

3.3 Information Day
3.3.1 In order to provide consistent advice and clarification to all parties at the same time,
an “Information Day” session may be held for all potential vendors. The venue, date
and time of the session will be confirmed by the Government.
3.3.2 Those potential vendors wishing to attend the session must nominate their
representatives (which shall not exceed three (3)). All nominations must be emailed
to [email protected] not later than 48 hours before the session and shall specify
therein the names and positions/roles of the nominated representatives together
with the contact phone and e-mail addresses of each representative.
3.3.3 At the Information Day session, the Government will endeavour to answer any
questions from vendors in relation to this Quotation. If the Government is unable to
provide an answer to a question at the Information Session, it will endeavour to
provide the answer as soon as possible after the Information Session.
3.4 Submission of Quotation
3.4.1 The Quotation shall be written in English.
3.4.2 One (1) hard copy and one (1) electronic copy (CD) clearly marked “QUOTATION FOR
THE DEVELOPMENT ON MFA MOBILE APPS, E-REGISTER BACK-END MANAGEMENT
MODULE & WEBSITE ENHANCEMENTS (KHELN/ICT/2020/2KQ17)” sealed in an
envelope should be submitted not later than 2:00pm local time on Tuesday, 1st
December 2020 addressed to the following:

3.4.3 A participating company seeking clarification of any of the requirements of this
Quotation prior to the Quotation Closing Date may only do so in writing in by email to
[email protected] latest by Saturday, 28th November 2020.
3.4.4 The Government will endeavour to provide any clarification as soon as possible. Each
and every request for clarification (without any details as to whom they are from),
together with the relevant clarification, shall be distributed to all participating
companies.

3.5 Submission Format Respondents shall submit the Quotation in the following format:

ANNEX 1
IMPLEMENTATION AND RELATED SERVICES:
1. Implementation and related services refer to the services provided by the Contractor from the
commencement of the implementation of the project, until successful completion of the
project.
2. The project location is located at MFA Subok, Bandar Seri Begawan BD2710, Brunei
Darussalam.
3. The details of the project location will be briefed during the Information Day (Date and venue
to be determined later). Please contact Mohd Hailmizan Jafar (Project Manager), MFA ICT

4. The Conceptual Proposed Architecture Diagram for the System Development as shown in
Diagram 1.
5. The Contractor shall complete the implementation and rollout of the whole project within
proposed duration after award.
6. The configuration and testing of all system development modules of the project.
7. Project Management
7.1 A Project Manager shall be assigned for the Implementation Team, and shall work full time
for this project.
7.2 Ensure that all bundled deliverables for the project are accountable prior to Government
acceptance of delivery.
7.3 Provide day-to-day liaison between other suppliers/sub-contractors and the project teams.
7.4 Keep the Government informed of all matters related to the project within the knowledge of
the Contractor and shall answer all reasonable enquiries received from the Government
representative.
7.5 Exercise all reasonable skill, care and diligence in its conduct of the Implementation and
Related Services, including the following: -
7.5.1 All ordinances or regulations enforced in Brunei shall be followed;
7.5.2 Appropriate measures shall be taken to protect the installation location and the
existing facilities from damage caused by installation works; and
7.5.3 All necessary measures shall be taken to prevent interruption to the Government’s
operations.
7.6 The Contractor shall manage effectively its’ sub-contractors working on the project. All
matters that require interface between the sub-contractor shall be coordinated by the
Contractor to ensure harmony in the relationship among all parties concerned and to establish
a common understanding of the Government’s requirements.
7.7 The Government of Brunei Darussalam representative shall be notified of any proposed
changes to and replacements of the key Contractor staff on the Project Team during the
project. The Contractor shall seek the Government of Brunei Darussalam representative’s
approval before effecting the changes and replacements.
7.8 Multi-Contractor Co-ordination: -
7.8.1 Where more than one contractor is appointed by the Government, the Contractor
and the other contractors shall, if necessary hold meetings with the Government on
a regular basis to discuss operational issues and other problems that may be

encountered in the provision of the services. The relevant technical officers involved
in the provision of the services shall attend the meetings;
7.8.2 The Contractor shall cooperate with the other contractors to ensure that the service
levels and requirements of the project are met and shall if necessary, refine their
operations management procedures to accommodate each other’s products or
systems.
8 Project Phases
8.1 Planning: -
8.1.1 The Contractor shall develop detailed project management plan.
8.1.2 The Contractor shall plan in advance on activities involved for each project phase
8.2 Requirement Study: -
8.2.1 The Contractor shall study and assess the existing system;
8.2.2 The Contractor shall install the system based on the location agreed by the
Government.
8.3 Installation and Configuration: -
8.3.1 The Contractor shall do any Software Configuration for users.
8.4 Acceptance Testing: -
8.4.1 User Acceptance Tests: -
8.4.1.1 The Contractor shall propose “Acceptance Tests” and the testing approaches to
test and ensure all the finished product are according to user requirements;
8.4.1.2 The user acceptance test approach must be approved by the Government
representative, at least one (1) week prior to the carrying out of the acceptance
tests. If in the reasonable opinion of the Government representative such
specification does not provide sufficient details to test all the functions and
modules, the Contractor shall make the amendments as requested by the
Government representative;
8.4.1.3 The Contractor shall complete successful acceptance tests. The tests must be
conducted in the presence of Government representative. If the acceptance tests
are not successfully completed, the Government representative may call for a
retest, which shall be at the expense of the Contractor;
8.4.1.4 The Contractor shall provide all labour, materials, transportation and
documentation to complete all acceptance tests.
8.5 Warranty: -
8.5.1 The Contractor shall provide 1 Year warranty for all items including parts and labour
8.5.2 Entertaining new user requirements during warranty period shall apply where any of
the functions covered is found to be: -
8.5.2.1 Having bugs or not working properly; or
8.5.2.2 Not in accordance with the requirements; or
8.5.2.3 Having been installed, operated, stored and maintained in accordance with the
written instructions of the Contractor, fails to function properly or fails to meet
any requirements.
