b. The Swedish KSOR. Palmqvist (Mayor of Kuivlinge, KSOPresident of GMF) (15 min)
Chairman, and
KSO started in 1977 and it is the association of Swedishmunicipalities with nuclear facilities. Its members are:Kdivlinge, Nykbping, Varberg, Oskarshamn and 6sthammar.
They co-operate on issues of common interest, e.g. joint viewsand comments to the government regarding nuclear-relatedissues affecting the communities. The organization also aimsto educate members through international study visits for thepoliticians and civil servants from the member communities.This brings an international perspective to their work ondomestic nuclear issues.

The FSC PoW provides an overview of our agreed uponinitiatives. The status of the work is reviewed in documentRWM(2006)I0 of March 2006. Updates are provided at thismeeting.Additionally, since March 2006, the Secretariat hasdocumented: the two media-related topical sessions held in2004 and 2005, respectively; and the topical session onRD&D held in 2006.It is also worth noticing the "White Paper" document that theRWMC has released providing a description on how the workof the NEA/RWMC supports the needs of NEA membercountries and how it differs from, and complements, therelated work of the IAEA and EC.A paper reviewing the FSC activities was presented at theValdor conference (May 2006), and an article on the SpanishFSC workshop has been written for the NEA bulletin of Spring2006. The FSC was mentioned on many occasions, including

the latest review meeting of the International Convention Onthe Safety of Spent Fuel and Radioactive Waste Management.Amongst others we note that W. Hilden, as rapporteur atConvention, mentioned in his Plenary Presentation thegreat job done by the FSC and recommended to consultthe FSC WEB page. In particular, he recommendedreading the documents on the Workshop held in Belgium,as the partnership approach was felt to be a goodpractice in the country group concerned.Finally, attention is called to two international conferencesbeing organised through the NEA/RWMC: on the safety case(January 2007) and on political and technical progress ingeologic disposal (October 2007).

14:40 7. FORMING A SUSTAINABLE RELATIONSHIP TO A LOCALWASTE MANAGEMENT FACILITY: THE VAP (VALUEADDED PROJECT) INITIATIVE OF THE FSCS. Chandler, FSC VAP Group
In radioactive waste management, the greatest challenge maybe to create a local operating facility that can survive over thegenerations-in both a technical sense and a societal sense.One necessary condition is that there should be a continuedwillingness to live with and maintain the facility. Building along-term relationship can be facilitated by designing andimplementing facilities in ways that reflect the values andinterests of local communities. The FSC therefore hasundertaken a study of value added to waste storage orrepository projects. The concept is distinct from that ofeconomic compensation. Work has been ongoing in this areasince the latest session of the group and is proving to be ofgreat interest to local communities, which have beenproviding input into the FSC study.The new updated text of the study will be presented anddiscussed by taking advantage of a panel of distinguishedexperts representing different view points. Plans to bring theproject to fruition will be described

Additionally, the issue has been tackled of how to standardisecountry reports to the FSC. A new table for collecting countryinformation has been generated and tested based on previouscountry reports. The FSC is expected to decide on whetherthis type of table should substitute - or complement - the fillyearly reports delivered by FSC members up to now. Also, it issuggested that the FSC decide to invite all members to reviewthe model table as submitted, in order to collect possiblecomments and suggestions regarding its structure, type andlength of content, for processing and final approval by theCore Group.
