SCOPE• The ECDS provides the framework to

evaluate, prioritize, and select proposed ESMD programs, projects, and activities with respect to “encouraging commercial space capabilities”.

OBJECTIVE• To encourage the development of industries to

provide commercial space capabilities• To accomplish NASA exploration mission goals

for less money• Through “fixed price” acquisition of commercial

goods and services– Not to the exclusion of traditional “cost plus”

contracting methods.

“Buy Government” Decisions• Commercial Representation and

Opportunities In NASA’s Exploration Architectures

APPROACH• Coordinated set of policies, activities that
