The photo contest is intended to encourage a deeper appreciation for the unique characteristics of Black Mountain and Daisy Mountain – the landmarks at the heart of the Desert Foothills commu-nities. This year, the contest is going entirely digital; photo contest entries will be accepted only by email to [email protected] through 4 p.m. on Nov. 3. At the event, APS Renewable Energy Programs Leader Rex Stepp described the Cave Creek Unified School District as a “great partner” in planning Arizona’s energy future and said that APS is “working with all of our part-ners to make sure Arizona has a sustainable future.” Each class of the elementary school had re-searched an energy fact to re-cite at the ceremony. From the sixth graders to the preschool-ers, students shared what they had learned about solar power and renewable energy.

Sixth graders Tanner Dimond and Bennett Allen gave a joint speech regarding the importance of solar ener-gy, calling it a “great commu-nity offering,” “an effective use of space and generation of sav-ings,” and “safe and simple.” Steve Frost, a repre-sentative of the solar power firm Ameresco, addressed the Horseshoe Trails student body. “You are the future of Arizona, of the United States,” he told the students. He encouraged the students to continue the research and learning they had been do-ing about renewable energy and offered an incentive to the classes. Each class can submit a one-page research paper on why solar energy is important

and how it works. The papers will be graded by grade level, and two classes will win a piz-za and ice cream party. This announcement brought cheers from the student audience. The new solar panels will help power school class-rooms, as well as earn the school quarterly incentives from APS based on the solar energy production of the pan-els. The solar energy program joins Horseshoe Trails’ other green initiatives, including trash reduction and increased recycling and hands-on edu-cation about organic garden-ing, composting, plants, nutri-tion, and food systems. To see more about these programs, visit www.ccusd93.org/Horse-shoeTrailsES.

A parent’s primer on CCUSD’s bond question

EPCOR wastewater districts update

So – What’s the story with school bonds, and school financing in general? Whether we typically vote for, or against, or simply skip voting on bond questions, we could all use more information. We owe it to ourselves, and the students, to be informed. First, a vivid demonstra-tion of the results of our history of rejecting bonds: Remember the heavy rains this past summer? Well, the thirty year old roof over Black Mountain Elementary’s cafeteria gave out. The children’s food in the serving line was contaminated and destroyed and the remaining food in the kitchen had to be served from cafeteria tables in the center of the room. Luckily, no one was injured. The staff did a tremendous job making adjustments. Now a look at the financing: Only a set amount of the money for basics comes from the legislature and any additional is expected to come from within each district. And yes, a judge recently ruled that the legislature needs to distribute a cer-tain amount of money to the state’s school districts, but it is still in the courts and not finally decided. No one knows if and when any dollars will actually be given back to school districts. The State Facilities Board has emergency funds, but, it’s un-derfunded. Currently not enough for even one district to use. So, voter-approved bonds to pay for specific maintenance needs and capital improvements (like roofs) are needed. As demonstrated in the example above, CCUSD has

real needs, and has suffered years of fiscal neglect by the state. Our schools, that is to say, our community’s children, deserve better. We live in the most beautiful desert in the world, and we all do our part to maintain our communi-ty accordingly. Our school district is part of that community and is fall-ing into a state of disrepair. CCUSD needs your atten-tion. There are two bond questions this election: The First is merely a repur-posing of a previously approved bond – there is no tax increase. The Second bond question, if approved, will increase taxes about $12 a year for every $100,000 of as-sessed home value. For a $500,000 home that’s $60 a year, or $5 a month, about the price of a latte. Keep in mind, our district taxes are by far, the lowest around. Bordering districts; Scottsdale, PV, and Deer Valley, are all much high-er. They also have a history of suc-cessful bond campaigns. I point this out because, ul-timately, without the proper fiscal attention, the legislature could one day merge us into an adjacent district. Your taxes would certainly go up, and your vote, if you usually vote no, might become a smaller percentage. Your help is needed more than ever to maintain CCUSD. If you’re in the Northeast Valley, It’s your school district.

The Arizona Corporation Commission has received testimo-nies from EPCOR and interveners from their wastewater districts on how to proceed to provide rate relief to their Agua Fria customers. These include: full consolidation, reversing Anthem and Agua Fria deconsolida-tion, and full deconsolidation. The following is a summary of proposals offered to the Com-mission:

Commission Staff: Staff recommends that in-stead of full statewide rate con-solidation, full deconsolidation of rates, or reconsolidation of An-them/Agua Fria rates at this time: 1. The Company file a full rate case for all its wastewater and water systems no later than July 1, 2015, with a test year ending December 31, 2014. In that filing, the Compa-ny should propose both a fully con-solidated statewide rate design and a fully deconsolidated rate design including the costs and benefits of each. Both rate designs should have a three year phase-in. 2. The third step of the phase in for the Agua Fria and Anthem divisions should not be implement-ed in February 2015. These rates should be designated as interim, which would be subject to true up in the Company’s next rate case. 3. In the event the Commis-sion elects to change rates in this proceeding, the new rates should be established as interim rates, which will be subject to true-up in the Company’s next rate case. Anthem Council:1. In general agreement with

full consolidation of all districts.2. Recommends a full rate case be filed by April 1, 2015 to evaluate con-solidation proposal and other options.3. Recommends an interim two-step phase-in rate relief plan for Agua Fria to be implemented in January 2015 and then January 2016. This gradual change in rates is designed to move towards a single set of consolidated rates.

RUCO:1. Supports full consolidation of all wastewater districts. 2. Believes a full rate case is absolutely necessary.3. Recommends freezing the cur-rent rates in the Agua Fria and Anthem Districts that will increase the Aqua Fria’s rates by $15.70 per month.

Other Interveners:1. As expected, Sun City and Sun City West oppose full consoli-dation, advocating for continuing the “cost of service” rate model.2. The Northeast Agua Fria (a subdistrict of Agua Fria) supports full consolidation, but opposes both the reconsolidation and the further decon-solidation of the Agua Fria district.3. Verrado (a subdistrict of Agua Fria) supports full consolida-tion, opposes further deconsolida-tion of the Agua Fria district, but supports full reconsolidation in the event the Commission rejects full consolidation.4. Russell Ranch (a subdistrict of Agua Fria) supports full consoli-dation, but supports complete de-consolidation of the Agua Fria dis-trict in the event the Commission rejects full consolidation.Bob Golembe

New River from pg. 1

“I love flowing wa-ter, and I find it very healing,” Bonnstetter said when asked about why the river was of im-portance to him. However, he remains “worried about the ero-sional forces” of the river during large floods, such as the one on Aug. 19 of this year. That instance, which “knocked out roads, eroded more of our land, and flooded the lower section where we live,” essentially “just blew away New River” as a commu-nity, said Bonnstetter. At the time, he was filming a trailer on the River for a campaign that he was attempting to fund on Kickstarter – the goal of which was “to make a powerful short documentary which will as-sist in getting all the stakeholders to-gether to do what needs to be done to get the river flowing again.” While the initial cam-paign was unsuccessful, the scenes of flooding that were cap-tured cemented Bonnstetter’s vi-sion of a river with less erosion.

He aims to collaborate with the U.S. Army Corps of Engineers and “the state to work with lessening the erosional forc-es – we have too many straight shots (on the river’s path),” which only serve to speed up a danger-ous flow in heavy rains. Determining the pri-mary watershed, source, and stabilizing the banks all factor into the process, but the final results could be of great value to the area. “We have at least five million people who are within a one hour drive of the New River,” Bonnstetter said, imag-ining the area as a destination for recreation and sustainable showcasing, with “a place for people to hunt, horseback ride, hike – there’s just not enough of that around here.” Scott Vogel, a project manager with the Maricopa County Flood Control, was un-familiar with Bonnstetter’s vi-sion but has knowledge of the area itself. He said that while “it would it would be a beautiful idea,” he remained unsure of the logistical viability as “Moth-

er Nature just doesn’t provide a year round flow.” Potential impacts to the river’s surroundings, if it were to run full-time, “would likely depend on how much water is caused to flow year round, how vegetation is managed, and many other issues,” Vogel said. A local cattle rancher, 53-year-old Tim Peterson, has lived in the area for over 40 years and recalled a steady stream in New River in the past. “When I was about 16 years old, back in 1976 or 1977, I do remember when the river ran year round,” he said, but also noted that “I remember it raining much more when I was younger – heavier monsoons – right through the 1960s and 1970s, and it began to dry up further in the 80s.” Peterson said that he had heard of Bonnstetter’s idea, but was not entirely familiar. “My personal opinion, and I’m no biologist or scientist, is that we need to come out of this drought we’ve been in since the early 1990s” for the project to be truly viable.

Phoenix man hiking Arizona Trail to fundraise for cancer research

PHOENIX – The Cave Creek Unified School District will be holding a Com-munity Bond Forum on Tues-day, Oct. 21, 2014, beginning at 6 p.m. at Sonoran Trails Middle School, 5555 E. Pin-nacle Vista, in Phoenix. Dr. Debbi Burdick, Superintendent, and Dr. Jana Miller, Associate Superinten-dent of Teaching and Learn-ing, will be in attendance to

answer questions from the community regarding the up-coming bond items. CCUSD’s Governing Board has approved two bond items for voters’ consideration this November. Bond Question I is a request to change the list of capital projects and the purposes authorized by prior voter ap-proval to issue bonds. With Bond Question I, there will be no in-crease to the tax rate as this is existing 2005 bond funds depos-

ited with the Maricopa County Treasurer’s office ($10,200,000). Bond Question II is a Special Election for a new bond in the amount of $30,000,000. The tax rate will increase by approxi-mately $12 per $100,000 of as-sessed valuation. For more information on the Community Bond Fo-rum, please contact Dr. Debbi Burdick at (480) 575-2016 or [email protected].

PHOENIX – When Chip Tolleson of Phoenix learned his longtime friend Pete Kuehner, 53, was diagnosed with brain cancer, he wanted to help – but how? The answer came by way of the Arizona Trail. Tolle-son, 56, plans to hike the 800-plus mile trail on foot to honor his friend and raise money for brain cancer research at Barrow Neu-rological Institute. “Having known PK and his family for years, and hav-ing been on numerous trips with him, we always seem to have a great adventure,” said Tolleson. “When PK was diagnosed with cancer, the courage he displayed

inspired me to do something not only for him but for everyone battling cancer.” As a full-time business-man, Tolleson doesn’t have the time to hike the trail nonstop, instead, planning to tackle 8- to 34-mile sections, with the goal of finishing the journey by the end of 2016. He’s already hiked nearly 100 miles. Tolleson is covering his own expenses on this venture but invites others to join him on the bigger quest to support brain cancer research. Donations are accepted at SupportBarrow.org for Barrow Neurological Insti-tute, which is where Kuehner has been receiving treatment since

his diagnosis in July 2013. Tolleson’s progress will be followed on Facebook (Foun-dations of St. Joseph’s), where he’ll also share pictures and stories of his encounters along the trail. “Taking on the Arizona Trail will be an adventure, but more importantly I want to raise money for Barrow to find better brain cancer treatments and – ul-timately – a cure. That’s what I want more than anything for my friend Pete Kuehner and anyone else suffering with this disease,” Tolleson said. To make a donation supporting brain cancer re-search, visit www.SupportBar-row.org or call (602) 406-3041.

Andrea Merican: Sharing the color, line and shape of lifeShea Stanf ield

SCOTTSDALE – The love and passion of a lifetime for drawing and painting began with, “Look mommy, it’s a duck!” as proclaimed by 3-year-old An-drea in 1979. A chalkboard and a box of colored chalks set Phoe-nix born artist Andrea Merican off on a creative journey that has defines a lifelong passion for line and bold color design. Attending Shadow Mountain High School proved to be a turning point in Andrea’s realization of what it meant to “be an artist.” She met her men-tor Tonja Sell, an amazing artist in the local community. Andrea discovered the drawing and painting she had done as a child transformed into the sophisti-cated world of sweeping lines, bold color, and dancing compo-sitions of oil painting and design. Andrea earned a scholarship to Rocky Mountain College of Art & Design and moved to Denver, Colo. after graduation. Not long after com-pleting her studies in Colorado, Andrea returned to Scottsdale to continue her training at the

Scottsdale Artist’s School. It was here, in 2011, while attending a watercolor class by Yvonne Joyner, that Andrea had an “ah-ha” moment.

Andrea remembers, “She taught us to allow wa-tercolor to take on a life of its own…let it flow and transform. At that moment I was hooked! I

didn’t know watercolor could do THAT! I always thought of wa-tercolor as so pale and passive.” Andrea decided, at that point to devote a full year to only painting with watercolor. Using her deter-mination, passion, and natural sense of color and design, An-drea has moved light-years ahead in developing her technique and signature style. Since Andrea’s initial class, she has been fortu-nate enough to study with Kim Johnson, Ted Nuttall, and Jeannie McGuire, each shaping her skills with their individual techniques and skillful guidance. Andrea works from her home studio in the area of Old Town Scottsdale. Here, she shares her space with husband Paul and their dog Sammy. She loves to travel and while doing so makes good use of photography to capture the subjects she wish-es to bring home to paint. Her most-loved subjects are desert botanicals for their complexity, animals for their noble spirits, and people for the essence of their individual styles. According to Andrea, “Each and every subject is a chance to play, express feelings and share the vivid color, line

and shape of life around us.” Her approach is not traditional and that’s what she loves about it…she calls it Loose Realism. Watercolor is a fast, decisive medium, much like Andrea’s personality and goal oriented work ethic. She par-ticipates in a number of shows and events throughout the year. See her work on Oct. 16 in the AZ Watercolor Association Fall Show in Peoria; Nov. 1 at the opening night of the Hidden in the Hills Showcase, Desert Foot-hills Library; and Nov.21-23 and 28-30 during the Hidden In The Hills Studio Tour. Andrea accepts com-missions for portraits locally, na-tionally, and internationally. She enjoys working with her clients to transform a simple snapshot of a beloved person, pet, object, or place into a work of art that captures their memory forever. To see an expanded selection of her watercolors and to contact An-drea Merican, visit her Web site at www.andreamerican.com or face-book.com/andreamericanart. Lungs for Lisafrom pg. 1

Her daily schedule revolves around these treatments since they take hours to do, and throughout her life she has learned the value of time. “I just take it one day at a time, do the things God al-lows me for that day and pray for another shot at it tomor-row,” said Lisa. Even though she has cystic fibrosis, it had not stopped her from doing regular or everyday activities. However, a year ago, Lisa caught a bad case of pneumonia. According to Lisa, this cut her lung func-tions from 60 percent to 30 per-cent, crippling her health and ability to do things. Now, the only treat-ment option is a lung trans-plant. Recently, she went to the University of California, San Diego to meet with a transplant team. She is now on a waiting list for a transplant through the University of Col-orado hospital in Denver.

“This was a huge hur-dle to jump and I feel so much more hopeful knowing I’m in line, so to speak,” said Lisa. As she awaits good news, she continually copes with the stresses and difficul-ties this disease has put not only on her, but her husband and two daughters as well.

Her husband Vinnie has had to take on a full-time caregiver role at home includ-ing cooking; cleaning; taking care of the girls, Gianna and Isabella; giving Lisa her treat-

ments; and handling any other needs the family has. Despite all of his duties he gladly does anything in his power so that he can have a long happy life with his family. “I would do it the same again and again with a smile,” said Vinnie. “I just want to grow old with my wife.” Vinnie is not the only one taking care of the family. Friends, loved ones, and com-plete strangers have been help-ing the Messina family through fundraising in order to help pay for the transplant. The fundraiser, Lungs for Lisa, has already collected over $33,000. In order to donate, go to https://www.giveforward.com/fundraiser/js95/lisa-messina-s-lung-transplant-fun-draiser and follow Lungs for Lisa on Facebook so that she can turn her hopes into reality. “My hopes for the future are to be able to watch my daugh-ters grow up. I want to be front row at their weddings. And God willing, I want to see my grand-children be born,” said Lisa.

SNOWBIRDSWELCOME!

Around the Bluhmin’ Town: White-glove cleaning

Would your house pass the “white-glove test?” Hmm, I didn’t think so. No, Dear Read-ers, I am not suggesting that your house is less than spot-less. But let’s face it, most of us enjoy “casual clutter” and can live with a few particles of dust. Well, that was all well and good until my mother said she might make her reservations to come out for a few months. My duster, vacuum, and mop have been working overtime. The “white-glove” is coming! Women of my moth-er’s generation lived by a differ-ent set of rules. They “house-cleaned” every spring and fall, making sure that no dust, dirt, or grime lurked in any corner, under any rug, behind any refrigerator, or on top of any shelf. Everything was clean, from the garage to the pantry, and messiness was simply not tolerated! My mother, also be-ing very English, has very spe-cific expectations on how tea should be brewed, how dinner should be prepared, and how grandchildren should behave. Help! My mother might be coming! (And I cannot wait). Some psychologist in California claims that fifty percent of all adults resort to “feeling like kids” in the pres-ence of their parents. Many of these adult children can never “stand-up” to their parents and a significant number of them have “nervous, anxiety symptoms” in the company of their parents. Always seeking approval, barely feeling ad-equate, rarely receiving praise, these adult kids are a “psycho-logical wreck.” The good news is that we don’t live in Califor-nia and most of us Arizonans simply don’t conform to Cali-fornia research standards. We are not wrecks! I am not nervous. But if you see me around town with a weird twitch, it might be because I’ve been up on a lad-der making sure that no dust appears on any pot-shelves. Which makes me ponder the bigger issue – why do we all want twelve-foot ceilings with pot-shelves? Clearly, they are not a “thing” that any woman of my mother’s generation would have wanted. A couple who recently bought a custom home in Prescott had all of those “ridiculous dust-catch-ers” (pot shelves) removed as soon as they moved in. Seems like a brilliant idea to me. Have you looked be-hind your refrigerator lately? Now there’s a scary thought. I actually know people who

make a habit of moving just so they don’t have to do the unthinkable. The “Queen of Clean,” who often is a guest on a local radio show, states that people should vacuum the coils of their refrigerator once a month! Are you kid-ding me? She also claims that the combination of the ap-proach of the Holidays, family gatherings, entertaining, plus the added pressure to “show-case our homes,” can “push well-adjusted people over the edge.” Yikes! All this angst be-cause of a little dust and dirt? The worst television commercials (they should be banned for giving us the creeps) claim you could be sleeping with millions (or bil-lions) of dust-mites. To sur-vive, we are supposed to be vacuuming our mattresses constantly and “protecting” them with special “dust-mite control” covers. Magazines even have pictures of these little microscopic beasts that evidently multiply by the min-ute and cause everything from sneezing to asthma attacks. Do you know why your pillow-top mattress and down pillows are so puffy? It’s because they are teaming with dust-mites! No, scratch that terrible thought, let’s put it completely out of our minds or we might never sleep soundly again.

Oh heck, I give up. The “white-glove” test will never pass in my house. Plenty of Arizona dust, lots of lovely pot-shelves, and a few billion dust-mites make the task of keeping the house “spotless” impossible. Besides, my moth-er will probably not pull out the refrigerator to peek behind it. Let’s not let a little thing like a tidy house get us all stressed out. I will put the duster, mop, and broom away and fluff up the dust-mites (oops, I mean the pillows). Well, I am ready…and so is our house. But wait, my mother just called to say that “maybe the time for travel has passed.” She said at age ninety-two she is has taken her last trip. Noooo! When I told her I will be heartbroken if she doesn’t come out this year, she laughed and said, “And I bet your house is spotless.” A fall and winter without my moth-er? An impossible thought. So I will keep cleaning, dusting, and hoping. Oh, are you looking for the perfect winter gift for your Mom? I just bought mine a pair of black leather gloves. And a plane ticket. Pet of the Week: Stormy

Stormy is a beautiful calico-tabby female looking for a forever home. She has a beautiful orange, brown, and black coat, with striking green eyes and a sweet, little pink nose! We think she is about five years old. Her foster mom says she is a people-cat – she likes to hang out on laps where she can be petted and loved on. She is quiet, but does enjoy play time on occasion. She is

scared of dogs, so she wouldn’t do well in a home with dogs, and we don’t know how she is with other cats, so it would be best to have a slow introduc-tion to other cats. She would do best in a quiet household, with older kids, where this lit-tle charmer can be the center of attention! She is litter-box and crate trained, and is fully vaccinated, spayed, and mi-crochipped. If you would like to give this adorable, sweet girl

a loving home, please contact Anthem Pets at (480) 287-3542. Anthem Pets is a non-profit animal rescue organiza-tion serving lost, found, and abandoned animals in the North Valley since 2005. Oper-ating on donations only, it aims to find forever homes for aban-doned animals and return way-ward pets to owners. Visit www.anthempets.org to see all of the animals we have waiting for you!

Diamond Canyon wins McTeacher’s Night Challenge

ANTHEM – Dia-mond Canyon School won the Anthem McDonald’s Septem-ber McTeacher’s Night Chal-lenge, netting a $1,000 prize. The Anthem McDon-ald’s restaurant raised $2,200 for local elementary schools through this challenge.

As part of McTeach-er’s Night, a portion of Mc-Donald’s sales during a two-hour period benefited each school. The school’s principal and teachers “worked” at Mc-Donald’s, greeting custom-ers and working the registers. Families of students and lo-

cal school supporters visited McDonald’s and tipped their teachers to help raise funds. McDonald’s owner Gordon Schrage presented checks to each of the school’s principals at a reception at the Anthem McDonald’s.
