SECTION 1: ORGANISATION

1. Scope and Applicationa) These Regulations are made under clause 3 of the Football NSW (FNSW) By-Laws and came into

operation for the 2015 football Season

b) Football Federation Australia (FFA) has granted FNSW a mandate to be responsible for the organisation, promotion and regulation of football in the State

c) WheretheseRegulationsaresilentonanyparticularaspect,thenallClubs,affiliatedbodiesandorganisationsshallfirsthaveregardtotheFootballNSWConstitution,By-Laws,CompetitionRegulations, FFA rules and regulations and where applicable rules and regulations of the Asian Football Confederation (AFC) and FIFA

d) IfanypartoftheseRegulationsisvoidthatpartshallbeseverableandwillnotaffecttheenforceabilityofthe remaining sections of these Regulations

e) FNSW will interpret and apply all articles of these Regulations and any such interpretation or application willbefinalandbindingonallparties

f) These Regulations apply to Participants in the following competitions (the Competitions) unless stated otherwise:

5. Outstanding Debtsa) Treatment of outstanding debts will be as per the FNSW By-laws

c) This article applies to all Competition and cup Matches conducted by FNSW

6. Alterationa) TheExecutivewillhavethepowerfromtimetotimetomake,alterorrescindtheRegulations.

7. Special Considerationa) TheExecutivewillhavethepowertoconsiderindividualcircumstancesoutsidetheprescribedlimitsof

the regulations should it be clear those special considerations are in the interests of the game

b) ThedecisionbytheExecutivetoreviewandconsiderindividualcircumstancesunderthissectionisnotsubjecttoappealorreview

8. Disciplinary Sanctions and Proceedingsa) AllClubs,Players,TeamOfficials,MatchOfficials,spectatorsoranypersonparticipatinginanymanner

ataFNSWFixture,MatchoreventwillsubmitexclusivelytothejurisdictionoftheGrievanceandDisciplinary Regulations

b) TheDisciplinaryCommitteewillbeconvenedbytheHeadofCompetitionsinaccordancewiththeFootballNSWGrievanceandDisciplinaryRegulations

9. Unforeseeable Circumstancea) NothingintheseRegulationswillpreventtheBoardfromapprovingacourseofactiontomeet

unforeseeablecircumstancesnotcoveredbytheRegulationsincludingbutnotlimitedtopromotion,relegation,numberofdivisionsandcompositionofTeamsineachdivision.

SECTION 2: TECHNICAL REGULATIONS

1. Matches Played in Accordance with the Laws of the Game a) AllFixtureswillbeplayedincompliancewiththeRegulationsinforceatthetimeandinaccordancewith

FFAandFNSWBy-Laws,regulations,codesanddirectives,andundertheFIFAlawsofthegame

b) TheExecutivewilldecidefromtimetotimethedurationofgamesandmayvaryCompetitionregulationsforanyspecialdomesticcompetitionprovidingduenoticeofthevariationsisgiventoallcompetingteams

2. Competition Formata) ThecompetitionformatisknockoutfromRoundOne(1)playedevery2ndSundaywherepossible,

withwashoutsorrescheduledgamesonthevacantSundaysorweeknightsas&whennecessary.ThecompetitionformatfortheAAMBillCullinanCupandtheAAWmaydifferfromtheotheragegroupsinthatmatchesmaybescheduledmid-weekinconsultationwiththerelevantAssociation.

b) Nominations are to be submitted by Close of Business Friday 30th March 2018.

c) ItistheAssociationsresponsibilitytoensurethatallteamshaveacopyofthelatestregulations

3. Teama) Ateamshallconsistofaminimumofsevenplayersinstrip,oneofwhichmustbethegoalkeeper

b) Ateamshallbeallowedtoplaylateplayers,butonlytobringtheteamtofullplayingstrength,providingall registration requirements are met

b) ForallMatchesconsistingtwo(2)periodsof45minutestherewillbeanintervaloffifteen15minutesbetweenthewhistleendingthefirstperiodtothewhistlestartingthesecondperiod.

c) ForallMatchesconsistingoftwo(2)periodsof30,35&40minutestherewillbeanintervaloften(10)minutesbetweenthewhistleendingthefirstperiodtothewhistlestartingthesecondperiod.

d) ForallMatchesconsistingoftwo(2)periodsof25minutestherewillbeanintervalof7.5minutesbetweenthewhistleendingthefirstperiodtothewhistlestartingthesecondperiod.

6. Added Time a) Shouldadelaybeexperienced(otherthanthatcoveredbyarticle13(PostponedMatchorFixtures),the

RefereewillcontinuetokeeptheofficialtimeoftheMatchandblowfulltimewhentheMatchdurationhasexpired.AtthispointtheresultoftheMatchwillstand.

b) InjuryoraddedtimewillonlybeapplicableintheFinal.

7. Extra Time a) If a game is drawn at completion of normal playing time and a win/loss result is required, “SUDDEN

DEATHGOAL”willapplyinextratime.

b) Thefollowingtablecommunicatestheextratimeapplicableperagegrade;

c) Forallgrades,therewillbeanintervaloffive(5)minutesattheendofnormalplayingtimeandthecommencementofthefirstperiodofextratime,butnotbetweenthetwo(2)periodsofextratime.

d) Forclarity,onceagoalisscoredtheMatchisconcludedandextratimeceases.

8. Penalty Kicksa) IftheresultofaMatchisstilladrawafterextratime,alternatekicksfromthepenaltymarkwillbetaken

to determine the winner, in accordance with the procedures described in the FIFA laws of the game.

b) SubstitutesandOfficialsarenotallowedontothefielduntilaresulthasbeenachieved.FortheU12agegrade,aCoachorManagermaycomeontothefieldtothecentrecircletoorganisehis/herteam’spenalty kicks.

5. Duration of Matcha) Followingisthematchdurationperagegroup;

c) If the taking of kicks from the penalty mark cannot be completed because of weather conditions or for other reasons beyond control and not the direct result of actions by either Team, the result will be decided by the drawing of lots by the Referee in the presence of the two (2) Team captains.

d) If, through the fault of a Team / Club, the taking of kicks from the penalty mark cannot be completed, the Match will be deemed a forfeit by the Team / Club responsible.

9. Corner Kicksa) ThetakingsofcornerkicksismodifiedintheU12agegradeandaretobetakenonthegoalline7.5

metres from the edge of the penalty area towards the Corner Flag

10. Coloursa) Where, in the opinion of the Referee, there is a clash of playing strip, the home Team must change its

playing strip.

b) ThehomeTeamisfirstTeamindicatedinadrawunlessotherwiseadvisedbyFNSW.

c) All Teams must wear numbered playing strip with no duplication of numbers.

d) AllTeamsmusthavewiththemateachMatchacompleteofficialandreserveplayingstrip.

e) Playerswillnotbepermittedtoparticipateunlesstheyarewearingapprovedshinpads.

11. Groundsa) AllMatchesaretobeplayedonsuitablyroped-offorenclosedgrounds.

b) ItshallbetheresponsibilityofeachClubtocontroltheirownspectators.Forthispurpose,twoOfficials(fromeachClub)mustbepresentatalloftheirClub’sMatchesandmusteasilyrecognisablebywearingofficial’svests.TheCoachandManagerofaTeamplayingwillnotberegardedasOfficialsforthispurpose.

c) TheRefereehastheauthoritytoremoveeitheraPlayerorOfficialfromtheplayingfield.

d) It is not permitted to charge an entry fee for spectators to any Match in the Competitions.

e) By nominating teams, Associations accept responsibility to ensure amenities and an operating canteen areprovidedatallgroundswhereMatchesareplayedalongwithanofficialreceiptbookforpaymentoffeestoMatchOfficials.

12. Wet Weather Cancellationsa) Should a ground be considered unplayable for any reason, the home/host Association will immediately

contact the Competition Coordinator and a decision will then be made whether the Match is deferred or movedtoanothervenueand/ortime.TheCompetitionCoordinatorwillthentakethenecessarystepstoadvisebothAssociationsinvolvedandtheappointedReferees.

13. Postponed Matches & Fixturea) AfterthecommencementoftheMatch,shouldplaybepostponedduetoseriousinjurythatrequiresa

Playertoberemovedfromthevenuebyambulance,poorweather,failedlighting,thestateofthepitchor any other reason as determined by the Referee (in his/her absolute discretion), and the Match cannot becompletedinfull,andFNSWhasapprovedthereschedulingoftheMatch,itwillrecommenceatthe

minute at which play was interrupted rather than being replayed in full. The following principles will apply to the rescheduled Match:

i. TheMatchwillrecommencewiththesamePlayersonthepitchandsubstitutesavailableaswhentheMatchwasinitiallypostponedunlessaPlayerhasreceivedasuspensioninMatchesconductedbetweenthepostponedMatchandtherescheduledMatch;

ii. IfaPlayerhasreceivedaSuspensioninaMatchconductedbetweenthepostponedMatchandtherescheduled Match:

a. ThatPlayerwillnotbeeligibletoparticipateintherescheduledMatch;

b. ThatPlayerwillnotbeabletocounttherescheduledMatchtowardstheservingofanyFixtureSuspension;

c. ThePlayer’sTeamwillnotbepermittedtoreplacethePlayerontheteamsheet;

d. IfthePlayerwasonthefieldofplayatthetimeofthepostponement,thePlayermaybereplacedbyasubstitutelistedontheteamsheetprovidedtheTeamhasavailablesubstitutionsaspertheRegulations;

e. IfthePlayerwasasubstituteinthepostponedMatch,thenumberofavailablesubstitutionswilldecreaseasthatPlayercannotbereplaced;

iii. NoadditionalsubstitutesmaybeaddedtothelistofPlayersontheteamsheet;

iv. TheTeamcanmakeonlythenumberofsubstitutionstowhichitwasstillentitledwhentheMatchwaspostponed;

v. PlayerssentoffduringthepostponedMatchcannotbereplacedintherescheduledMatch;

vi. FNSWwillendeavortoappointthesameMatchOfficialstotherescheduledMatch,however,FNSWmayappointotherMatchOfficialsshouldanyoralloftheMatchOfficialsbeunavailable;

vii.TheRefereeisthesolearbiterofelapsedtimeandnoprotestmaybelodgedagainsttheelapsedtimeasrecordedbytheReferee;

viii.ShouldaMatchbeabandonedduetothefaultofone(1)Team/Club,orshoulditbedeterminedbyFNSW, in its absolute discretion, that one (1) Team / Club is responsible for the delay to the Match, the remaining minutes will not be rescheduled for completion, and the Match will be determined as a forfeit against the Team / Club that is deemed guilty of the abandonment or responsible for the delay;

ix. WhereaFixtureisincorrectlyreportedasabandonedbytheRefereewherethecircumstancesshowclearly that the Match was actually postponed, FNSW will treat the Match as postponed.

14. Interchangea) An unlimited interchange of Players is permissible at any time during a Match in all age grades. The

maximumnumberofPlayerstobeusedforinterchangeisfive(5)PlayersperMatch.Thismaximumapplies to all age grades.

b) Following is the procedure and rules applicable to the unlimited interchange of Players:

i. The“InterchangeZone”willbeanareaone(1)metreeithersideofthehalf-wayline,asdefinedintheStadium Technical Requirements for the 2018 Competitions.

ii. An interchange is one which is made when the ball is out of play and for which the following conditionswillbeobserved:

a. ThePlayerleavingthefieldwilldosofromthetouchline,crossingoveratthesectorcalledthe

InterchangeZone;

b. ThePlayerenteringthefieldwillalsodosofromtheInterchangeZone,butnotuntilthePlayerleavingthefieldhaspassedcompletelyoverthetouchline;

c. APlayernominatedforinterchangeissubjecttotheauthorityandjurisdictionoftheRefereewhethercalledupontoplayornot;

d. TheinterchangeiscompletedwhenthePlayerwhowasoffthefield,entersthefield;

iii. The number of interchanges made during a Match is unlimited. A Player who has been substituted mayreturntothefieldforanotherPlayer.

iv. If,duringaninterchange,aninterchangePlayerentersthefieldbeforethereplacedPlayerhascompletelyleftit,theRefereewillensurethereplacedPlayerleavesthefield,thencautiontheinterchange Player and then restart the Match.

v. If,duringaninterchange,aninterchangePlayerentersthefieldorareplacedPlayerleavesitfromaplaceotherthantheInterchangeZone,theRefereewillcautiontheoffendingPlayer.

vi. TheinterchangingofPlayerswillceaseatthecompletionofnormalandextratime.If,atthistime,penaltykicksarerequiredtoobtainaresult,thentheeleven(11)PlayersonthefieldattheendofextratimearetheonlyPlayerspermittedtoparticipateinthepenaltykicks.NointerchangingofPlayers is permissible at this time.

vii.Note:IfduringthetakingofthepenaltykickstheGoalkeeperisinjured,he/shemaybereplacedwithanotherGoalkeeperprovidingthereplacementwaslistedontheteamsheet.

c) Substitutes and interchange players cannot be used to replace any Player who has been dismissed from the Match by the Referee.

15. Forfeitsa) Should a Match not commence within 10 (ten) minutes of its start time as per the match schedule (as

amendedbyFNSW),theMatchwillbeforfeitedbytheTeamthat,inFNSW’sopinion,causedthedelaytothe start of the Match.

b) If a team forfeits the team will be ineligible for the 2018 Champion of Champions tournament.

c) ForfeitspriortotheweekendoftheMatchwillresultinafineof$500perforfeitedMatch.

d) ForfeitsontheweekendoftheMatchorwithoutnoticewillresultinafineof$500perforfeitedmatchplusrelevantMatchOfficials’fees.

16. Withdrawals from Competitiona) IncircumstanceswhereaTeamwithdrawsfromtheCompetitionsafterhavingcompletedaFixture,and

havinggivennoticetoFNSWofitswithdrawal,FNSWwill,iftimepermits,extendaninvitationtothatTeam’simmediatepastopponenttobesubstitutedintheFixturelisttoreplacetheTeamwhichhaswithdrawn.

b) WithdrawalofaTeamafterenteringtheCompetitionswillresultinafineof$500perTeamwithdrawal.

17. Technical Area a) OnlycurrentlyregisteredandeligiblePlayers,CoachesandTeamOfficialsareallowedintheTechnical

Area during Matches.

b) AllTeamOfficialsintheTechnicalAreamustweartheireligibilitycardatalltimes.

c) All Players in the Technical Area, must wear a training bib.

d) AllTeamOfficialsintheTechnicalAreaareaskedtowearclothingthatcontrastswiththekitofthePlayersandtheMatchOfficials.Shouldtheirclothingclash,theyarerequiredtowearabibthatdoesnotclashwiththecoloursofthePlayersandMatchOfficials.

e) ThehomeTeamwilloccupythelefthandsidebenchasviewedfromtheTeambenchtowardsthefieldof play.

f) AllsubstitutesintheTechnicalAreamustremainseatedunlessmovingtoandfromwarm-up.

g) Onlyone(1)personatatimeisauthorisedtoconveytacticalinstructionsfromtheTechnicalArea.

h) Amaximumofnine(9)peoplearepermittedintheTechnicalArea.Thesenine(9)peoplearetobemadeupoffive(5)substitutePlayersandfour(4)registeredTeamOfficials.

i. SeatingwillbesuppliedandplacedinpositionbythehomeTeaminsufficientquantitytoseatnine(9) people from each Team.

18. Match Schedulea) FNSW will release a match schedule for the Competitions.

b) Whereable,FNSWwillschedule1stand3rdroundMatchesatvenuesincountryregions.

c) The Competitions are played using Association nominated grounds. Associations should check scheduleddatesforeachround.Ifthereappearstobeaconflictwithanyofthescheduleddates,Associations / Clubs / Teams must raise the matter as soon as possible with the Competitions Coordinator and by no later than at the time they submit their nomination forms. Matches forming part oftheCompetitionswilltakepriorityoveranyothertournamentsorlocalcompetitionmatches.NOTE:AssociationsthathavespecialrequestsforanyvariationsmustensuretheycontacttheCompetitionsCoordinator fourteen (14) days prior to the match. When compiling nomination forms, Associations mustlistthegrounds(andtheiraddresses)andindicateforwhichroundstheyareavailable.

19. Protestsa) Protestsmustbelodgedviaelectronicmail([email protected]) by an Association on behalf of the

competingClubandmustbereceivedbyFNSWnolaterthantwo(2)daysaftertheMatchwasplayed.

b) ProtestswillonlybeconsideredforobviousbreachesofthelawsofthegamethatclearlyhadamaterialeffectontheoutcomeoftheMatch.

c) No protests as to the result of a Match will be considered in relation to disciplinary decisions of the MatchOfficialsordecisionoffactsrelatingtoplay.

d) Protestsmustbeaccompaniedbya$150administrationfeeinordertobeconsidered.Theadministration fee is to be paid by way of electronic transfer of funds and proof of payment must be providedtogetherwiththewrittenprotest.

SECTION 3: ELIGIBILITY & REGISTRATION

1. Age Eligibility a) Following are the birth dates applicable to the age grades of the Competitions. Players must be within

theserangesinordertobeeligibleforregistration;

U12 For players born on or after 1 January 2006

U13 For players born on or after 1 January 2005

U14 For players born on or after 1 January 2004

U15 For players born on or after 1 January 2003

U16 For players born on or after 1 January 2002

U17 For players born on or after 1 January 2001

U18 For players born on or after 1 January 2000

U21 For players born on or after 1 January 1997

Over35 Forplayersthathaveturned35before1stJanuary2018.Forexampleplayersmustbeborn in 1982 or earlier.

2. Team Eligibilitya) Associations may nominate club teams to participate in any chosen age category of the Competitions.

EachnominatedClubTeamshallconsistofPlayerswhohaveparticipatedinthatTeamduringthecurrentlocalAssociationdomesticseason,apartfromtheexemptionsspecifiedintheseRegulations.

b) For Associations to be eligible to enter Teams into the Competitions, all Clubs within the Association musthaveall2018OutdoorSeasonplayersregisteredinMyFootballClub.

c) TheAssociationRepresentativeisrequiredtoapprovethenominationformandtheteamregistrationreport(fromMyFootballClub)verifyingthateachTeamandthelistedPlayersforthatTeamareeligiblein accordance with these Regulations. It is the obligation and responsibility of each Association to undertake proper due diligence before submitting the nomination form and team registration report for the Competitions. Nomination forms and team registration reports are to be submitted to Football NSW bythespecifieddate.Shouldalateplayerbeaddedtotheteamatanytimeanewregistrationreportmust be submitted to Football NSW.

d) Teams must nominate to participate in the same age grade that their Team competed in during the current local Association domestic season.

e) Where Football NSW does not conduct a State Cup competition for a particular age category (eg 13, 15, 17girls)aClubmaynominateateamforthenextappropriateagegroup(egU13’swouldnominateforU14’s).

f) Where an Association does not conduct competitions for a particular age category (eg 18, 21, O45, O35) a Club may nominate a team for that age grade so long as that team has been playing as an age eligible team in the local competition and has played in that grade as a team without any ineligible aged players. (I.EO45’steamplayinginanO35’sCompetitionoranU18’steamplayinginanU21’sCompetition).TeamsnominatedinthisfashionmustbeadvisedinwritingtotheFootballNSWHeadofCompetitionsat the time the Association submits the nomination form for the State Cup Competitions.

g) NominationformandteamregistrationreportsaretobesubmittedtoFNSWbythespecifieddate(seeSection 2 (Technical regulations, 2(c). Late submissions will not be considered.

h) APlayerfromalowerdivisionoragecategoryinthesameclubwhohaveplayedwiththenominatedteaminatleasttwo(2)competitiongamesduringtheseasonmayplay.Playersmusthaveplayedinatleast one round of the Competitions to be eligible to play in the Final.

i) Country Associations (only) may, in cases where it is deemed that due to the locality and/or remoteness oftheassociationthatinsufficientnumbersexisttofieldcompetitiveclubteams,applyforpermissiontonominate“composite”teamsconsistingofageeligibleplayersfromclubsaffiliatedwiththatassociation.Inallcases,thesenominationsmustbeapprovedbytheFootballNSWHeadofCompetitions

j) Anominatedteammayhaveamaximumof3DualregisteredplayersasapprovedbyFootballNSW.DualRegistrationneedstohavebeenapprovedpriortothecommencementoftheteams’regularcompetition.

3. PlayerIdentificationCardsa) Playeridentificationcards/sheetsaretobemadeavailabletotheopposingTeamManagerforperusal

prior to the commencement of the Match.

b) PlayersforanyTeamthatarenotincludedontheplayeridentificationcards/sheetsarenotpermittedtotakethefield.

c) Noprotestswillbeacceptedinrelationtoplayereligibilityifplayeridentificationcards/sheetshavenotbeen checked.

d) IntheeventaTeamfailstoproducetheirplayeridentificationcards/sheetspriortothekickoff,theTeamManager is to contact the FNSW Competitions Coordinator. Unless authorised by the Competitions Coordinator,aperiodoften(10)minuteswillbeallowedfromthescheduledkickofftimetoproduceidentificationcards/sheetsandiftheyarestillnotproducedbythen,theMatchwillbeawardedtothenon-offendingTeamwitharesultof3-0.TheRefereeistomarktheTeamSheetaccordingly.TeamManagersareremindedthatifaforfeitisclaimed,thereTeamisnottotakethefield.

e) OpposingTeamManagersareresponsibleforsightingthePlayeridentificationcards/sheetspriortotheMatch.ShouldaTeamsuspecttheoppositionofreplacinganyPlayerbetweentheinitialidentificationcard/sheetcheckandthecommencementofeitherthefirstorsecondhalfoftheMatch,thefollowingprocedure must be followed:

i. The Team Manager of the Team suspecting a breach must inform the Team Manager of the opposing Teamthathe/shewishestochecktheidentityofthespecificPlayer/s;

ii. The Team Managers of both Teams, along with the Referee must check the identity of the Player/s inquestionagainsttheplayeridentificationcard/sheetandtheTeamSheetonthefieldbeforethePlayer/sleavesthefieldateitherthehalftimeintervalorattheconclusionoftheMatch(asthecasemaybe);

iii. ShoulditbedeterminedthataTeamhasfieldedanineligiblePlayer,theCompetitionCoordinatoris to be contacted immediately for further guidance to determine if the Match is to continue or if it willbeimmediatelyforfeitedinfavourofthenon-offendingTeam.IftheCompetitionCoordinatorisunabletobecontacted,theMatchshouldproceedandtheMatchOfficialsaretosubmitincidentreportspost-matchthroughtheincidentreportprocedure;

iv. ShoulditbedeterminedthatbothTeamsfieldedanineligiblePlayer/s,FNSWwilldeterminewhethertheMatchistobereplayedorwhetheritistobedeclaredvoidandifanysanctionshouldbeimposedontheClubs/Teams,ClubOfficials/TeamOfficialsand/orPlayersinvolved;

v. ShouldanyClubOfficial,TeamOfficialorPlayerrefusetofollowtheaboveprocedure,theMatchwillimmediately be forfeited to the opposing Team

vi. InallcasestheRefereewillreporttheincidenttoFNSW.

4. Eligibility and Ineligibility of Players Generala) Eligible Players:

i. An eligible Player is one that meets all registration requirements within these Regulations and is not ineligible according to any article of these Regulations

b) IneligiblePlayers:IneligiblePlayersinclude;

i. Unregistered Players

ii. Suspended Players

iii. A Player who participates in the Match but is not listed on the team sheet

iv. APlayerwhoisrequiredtostanddownforreceivingtherequirednumberofcautions

v. APlayerthathasbeenexpelledfromaMatchontheday/spriortoaMatchbutaftertheregularDisciplinary Committee hearing date

vi. APlayerthathasbeenexpelledfromaMatchonthesamedayastheMatchbutplayedearlyintheday

vii.APlayerthatisdeemedineligibleduetoanyarticleoftheseRegulationsorpursuanttotheFNSWGrievanceandDisciplinaryRegulations

viii. APlayerthathasbeenregisteredtoparticipateintwodifferentteamswithinthetournament

c) AnyTeamthatfieldsanineligiblePlayerwillautomaticallylosethatMatchonforfeitandbefined$500

d) Additionally,theClub,TeamOfficial/sand/orPlayermaybefurthersanctionedinaccordancewiththeFNSWGrievanceandDisciplinaryRegulations

e) Forclarity,itistheClubsabsoluteresponsibilitytoensurethatitfieldseligibleplayersinanyMatch

5. Private Academy Relationshipa) Teams may not be permitted to enter the Competitions if:

i. TheClubofthenominatedTeamengagesaprivateacademyorotherexternalprovidertodeliverthe match day and/or training of any team at the Club which falls within any of the age grades listed at Section 1 (Organisation), paragraph (f) of these Regulations (Competition Age Grade) where that engagement results in increased fees to players, or

ii. TheClubofthenominatedTeamengagesaprivateacademyorotherexternalproviderinamodelthatpromotesparticipationintheprivateacademytoensureselectioninanyCompetitionAgeGradeteam of the Club, or

iii. TheClubofthenominatedTeamendorsesorrecommendsaprivateacademyorotherexternalproviderthatpromotesoroffersplayersarealorperceived“pathway”toaprofessionalfootballclub,either domestic or international, or

iv. ThereisanyotherformalorinformalactivitythatFNSWmaydetermine,initsabsolutediscretion,asconstitutingarelationshipbetweentheClubofthenominatedTeamandaprivateacademyorotherexternalprovider,or

v. Thesameappliesforitemsi.throughiv.shouldtheTeamengageaprivateacademyorotherexternalproviderindependentlyofitsClub’sdirection.

b) Should a team be accepted into the Competitions and subsequently be found to breach the eligibility conditionrelatingtoprivateacademies,thatteammayberemovedfromthecompetition.

6. MiniRoos non-Compliancea) Teamsmaynotbepermittedtoenterthecompetitionif;

i. TheFootballAssociationinwhichtheyparticipateisnon-complianttotheMiniRoosdeliveryprinciples.

ii. These principles are outlined in on the MiniRoos website www.miniroos.com.au

b) ShouldaTeambeacceptedintotheCompetitionsandsubsequentlytheirAssociationisfoundtohavebreachedtheeligibilityconditionrelatingtoMiniRooscompliance,thatTeamwillberemovedfromtheCompetitions.

7. Registrationsa) All Teams must be registered online for their normal Association competitions using the National Online

Registration system, MyFootballClub.

b) PlayerswillneedtobeallocatedtoStateCupspecificteamsinMyFootballClub,asprovidedforinthecirculated guidelines, for Players to be deemed as registered to the Competitions and therefore eligible to participate.

c) AssociationsmustgeneratearegistrationreportonMyFootballClubnolaterthanseven(7)dayspriorto the commencement of the Competitions and forward a copy of this report to the Competition Coordinator ([email protected]).

NOTE. When submitting the registration report, the responsibility is with the Association Secretary / Administrator to ensure the registered teams comply with these Regulations.

d) EachTeamiseligibletoregisteramaximumofeighteen(18)Playersandmayonlyuseamaximumofsixteen(16)Playerspermatch.ThiswillapplytoallentriesforbothcityandcountryClubs/Teams.

e) Players may only be registered to one Team throughout the duration of the Competitions. For clarity, a Player whose Team has been defeated will not be eligible to register in any other Team during the Competitions, regardless of the dates each age grade play. Fines and forfeits will apply.

f) Thede-registrationofPlayerswillnotbepermitted.PlayerscannotberemovedfromaTeaminMyFootballClub once allocated.

g) LateregistrationsmustbeenteredintoMyFootballClubpriortothePlayerstakingthefieldinthePlayer’sfirstgame.Alllateregistrationsmustbeenteredby10.00pmtheThursdaypriortotheMatch.Shouldalate Player be added to the Team at any time, a new registration report must be submitted to FNSW by the 10.00pm deadline. Failure to comply with this requirement will result in a forfeit and points awarded tothenon-offendingteamwitharecordedresultof3-0.

h) Once a competition age grade has commenced, no Players can be deregistered.

i) Amateur Players only will be permitted to participate in the Competitions.

8. Disciplinarya) It is the responsibility of the Club and Association to record all Red and Yellow Cards and to ensure that

anyresultingSuspensionsareactionedandserved.

b) Refertosections14(ServingofSuspensions)and16(On-fieldMisconduct)oftheFNSWGrievanceandDisciplinary Regulations for Yellow Card requirements.

c) TheFNSWGrievanceandDisciplinaryRegulationsarelocatedontheFNSW website.

SECTION 4: TEAM SHEETS, RESULTS & MATCH OFFICIALS

1. Team Sheetsa) OfficialFNSWTeamSheetsmustbeused.TeamSheetsmustbecompletedbybothTeamsandhanded

totheRefereepriortocommencementofaMatch.ItistheresponsibilityofthefirstTeammentionedinthe draw to supply the Team Sheet.

b) EachPlayer’snameandFFANumberistobeprintedontheTeamSheetcorrespondingwiththenumberon their playing strip. Players are not required to sign the Team Sheet.

c) At the completion of the Match, it is the responsibility of the winning Team to obtain the completed TeamSheetfromtheReferee.AllTeam,Sheets,signedbytherespectiveTeamOfficials,mustbe emailed by the winning Team to its Association and FNSW. Team Sheets are to be sent to: [email protected]:00pmontheWednesdayfollowingtheweekend’sMatch,or48hoursfollowingamid-weekMatch.IfFNSWdoesnotreceiveaTeamSheetsbythedeadlinesetoutabove,thewinningTeamwillbefinedforfailingtosubmittheirTeamSheetontime($70perTeamSheet)andthatTeamwillbedeemedtohaveforfeitedtheMatch.

d) Failuretocomplywithanypartofthissub-sectionoftheseRegulationswillresultinafineof$70perbreach.

2. Resultsa) Unless otherwise instructed by the Competition Coordinator, all results are to be reported to the

AssociationSecretary/Administrator.ThisrepresentativemustinputtheAssociation’sresultsintotheFoxSportsPulsewebsitebetween4.00pmand6.00pmonthenightofeachMatch.

b) FurtherinformationrelatingtoaccessandresultsentrycanbelocatedintheFoxSportsGuidelines.

c) Failuretocomplywithanysub-sectionoftheseRegulationswillresultinafineof$70perbreach.

3. Referee’s Feesa) Referees fees are to be paid by each Team to the host Club prior to a Match.

b) AfterconfirmingwiththehostClubthenumberofMatchOfficials(Referees/AssistantReferees)inattendance for the Match, each Team must pay 50% of the total amount to the host Club and obtain a receipt prior to the commencement of the Match.

c) ThereceiptmustshowtheMatchdetailsandmustbesignedbyarepresentativeofthehostClub.

d) HostClubsarerequiredtohaveareceiptbookstrictlyforthispurpose.

e) AnOfficialfromeachTeamshouldshowtheirreceipttotheRefereebeforetakingthefield.

f) UndernocircumstancesareTeamOfficialstopayMatchOfficialsdirectly.Allpaymentsmustbemadethrough the host Club and a receipt obtained.

g) IfappointedMatchOfficialsfailtoattendaMatch,thenthehomeTeamwillberequiredtoappointMatchOfficials.
