Project Description

The Agricultural sector contributesapproximately 15.7% of India's GDP. India isthe world's largest producer across a rangeof commodities due to its favourable agro-climatic conditions and rich natural resourcebase.

The Food Processing sector is a highly

fragmented industry and widely comprises ofthe following sub-segments:

. Fruits and Vegetables,

. Milk and Milk products,

. Beer and Alcoholic beverages,

. Meat and Poultry,

. Marine products,

. Grain processing,

. Packaged or Convenience food and Packaged drinks.

It accounts for more than 70% of the sectors output in terms of volume and 50% in terms of value.Though the organized sector seems comparatively small, it is growing at a much faster pace.

India is the 2nd largest producer of food grains like wheat and rice in the world. About 42% of cultivatedarea in the State of Madhya Pradesh is under food grains Wheat, Sorghum (jowar), Maize and Paddy.

The project proposes to set up roller flour mills by utilizing food grains produced in the State. Roller flourmills in India account for about 12 million tons of wheat to produce Maida, Sooji and Atta.

Due to the locational advantages of grain production in the State and various initiatives by the StateGovernment, the project is proposed to be set up in Madhya Pradesh. The MOFPI has also assistedmany flour mills over the years.

Projects Value Proposition

Due to the large availability of food grains in MP, there exists a good market for different food grainproducts. In fact, Madhya Pradesh has a marketable surplus of several key commodities including Wheat,Maize, Gram, etc.

India is one of the worlds major food producers but accounts for less than 1.5 %of international foodtrade. This indicates vast scope for both investors and exporters.

In order to further boost the growth of the Food Processing industry, the Government of India hasformulated a Vision-2015 action plan under which specific targets have been set. This includes:

. Trebling the size of the food processing industry from around US$ 70 billion to about US$ 210billion. Raising the level of processing of perishables from 6% to 20%. Increasing value addition from 20% to 35%. Enhancing Indias share in global food trade from 1.5% to 3%

This project would help in providing the following advantages to the food processing sector:

. Increase the grain processing capacity of the State so that it becomes self- sufficient. Increased processing capacity will also help curb the wastage of food grains. Once domestic needs are met, food grains can also be used for export purposes

Madhya Pradesh is ideally suited to house this project on account of the following reasons:

Natural resources and abundant raw materials

. Presence of 11 out of 18 Agro Climatic zones of India, 5 crop zones and 4 soil types will suitproduction of almost any crop. Established diversified crops - Field Crops, Fruits, Spices, Vegetables, Medicinal and aromatic

plants. Wider combination of soil type, rainfall, sun light, and temperature to suit new crops. Around 100 agricultural farms with an area of over 20,000 acres which is available on lease toinvestor. Marketable surplus in several key commodities

Madhya Pradesh is known for its Durum wheat (macaroni wheat) and Sharbati wheat whih areextensively used by food processing units. Durum species is the hardest of all w

heat and has high proteinand gluten content, making Durum good for special uses. Sharbati wheat is used by FMCG companiesand Malwa plateau is the sole producer of this high-protein variety in India.

. All the food parks have excellent rail and road connectivity

. Another 16 food parks have already been planned across the State

. A Centre for Perishable Cargo is being developed at Indore airport

. A Mega Food Park in Jabalpur is proposed, to be developed as an SEZ

. A Multi Modal Logistics Hub to be developed in Pawarkheda, MP

Policy Initiatives (for developers and food processors)

. 50% of project cost (excluding land cost) upto maximum of Rs. 500 million available from MOFPIunder MFP scheme (subject to MFPS guidelines). State capital subsidy for SSI up to Rs. 0.5 million.
