    he corporate oces o the WangsBeach Apparel chain, located inMyrtle Beach, SC, announced last

    week that they would be breaking groundor a new building on Folly Beach bymid-summer. Te date or this momentousoccasion is yet to be selected, due largelyin part to the eorts o a growing localresistance group.

    "We gured the middle o summer

    would be the best time to open, saidspokesman Jim rinket. Te masses opeople walking about and slow, heavytrac are ideal knick-knack marketconditions, and we decided that weneeded to make our move this summer, orlose Folly Beach orever. However, we aretrying everything in our power to ease themass hysteria o the local tribesmen whohave been uncooperative, at best.

    Te land was initially inquired aboutin the summer o 2009, which was anotoriously conusing time or FollyBeach. Te inamous Fourth o Julytrashing o the beach had just taken placeand the economy plummeting.

    O all the beaches in the area, Follyseemed to be the best suit, says rinket.From Kiawah to Isle o Palms, everywhereelse was too expensive, even i there was anopen lot or building to lease. Furthermore,the success o a similar beach goods storeon Folly Road helped prove Follys abilityto support a market or snow globes,alligator heads, and keychains.

    Te Wangs Beach apparel store, orBest at the Beach, has nearly teenlocations in the State o South Carolina.Tey boast 30 stores nationally, withone oce located on Broadway in NewYork City where public beaches access isextremely limited. Te company is wellversed in dealing with unruly locals, but

    they werent quite sure what they hadgotten themselves into when they choseFolly.

    On their initial scouting trip to theisland, the Wangs contingent arrived in a

    golden 1966 Bentley S3 Continental FlyingSpur, one o 87 ound on the planet, fyinga white fag rom the antenna. On seeingthe strange car, a congregation o year-round Folly residents, led by AmbassadorJoel Flores, arrived at the Folly River Parkto greet the strange visitors. Te Wangsexpedition crew was amazed at how wellthey were received. Tey were given primeocean ront rooms at the then Holiday Inn,ree dinners at Planet Follywood, and allo the aloha shirts and cheap cigars they

    would ever need.Te Wangs crew, however, elt thatthere was something a little o aboutthis over-and-above welcoming.

    As it turned out, it was a case o

    mistaken identity. On seeing the arrival othe gold Bentley, the group had assumedthat the head o the Wangs representatives,Greg Shellinjar, was the reincarnation othe islands long lost deity, Gershwin.Gershwin was also a visitor to Folly Beachin the late 1930s. However, during thesummer o 1939, Gershwin vanishedwithout a trace. Shellinjar had the samebuild and mannerisms as Gershwin, whohad a habit o riding a gold bicycle aroundthe island (a luxury still to this day). On

    discovering their mistake, the nativesdecided that it was time to lead their nowunwanted visitors out o town peaceully.

    Despite their removal rom the island,Wangs decided to go ahead with their

    original plan. According to the originalblueprints, the store was initially plannedin a lot adjacent to the recently 'preserved'clam arm near Bowen's Island. However,ater careul consideration, Wangs decidedthat the old Folly Beach Inn locationwould t them well or its proximity toCenter Street's restaurants. Te store willsell everything rom t-shirts to childrenswater diapers, fippers to fimsy masks, andother things o that nature. One item theywill have some trouble selling, however, is

    the soul o Folly Beach. Having alreadyburned the locals once, tricking them intobelieving Shellinjar was Gershwin, they

    Citizens Comments nd personlaerncesAndy Pracht, owner o Sun and Ski

    Beach Services at Te ides, asked or arenewed variance allowing him to operatehis jet ski rental operation adjacent tothe pier, as he has in previous summers.Councilmember Paul Hume questionedhim about a boy who appeared as youngas 12 driving an AV through a crowdedbeach last summer. Pracht acknowledged

    that it was a riends son, aged 15, whohas proved to be a good employee. MayorGoodwin asked i Prachts insurancecovered the boy, who was underage todrive last summer. I should look intothat, said Pracht. His request was thenunanimously approved.

    Jamie Wilson o 714 East Erierequested a temporary sign variance orher kids activity booth next to theBlack Magic Coee Shop on West Erie.Her sign will read Fun Stu or Kids,oering crats and other activities. Imglad to see that weve got more things orkids, said councilmember Hume. Herrequest was unanimously approved.

    Marcus Rankin o Charleston

    announced that he would be removinghis experimental wind turbine rom thebeach due to rapid erosion in his testarea. He explained that hed learneda lot in the ew weeks hed had it onthe beach, and that hes excited aboutthe blade technology hes developingthat allows the windmill to turn morepowerully and aster in low winds. He

    thanked the mayor, council, and parksor allowing him to keep his equipmenton the beach on a trailer during hisexperiment.

    Susan Breslin o 1115 E. Arctic askedcouncil to look closely at the PILO(Payment in Lieu o axes) surchargethat collects an additional 15 percent on

    water and sewer ees, asserting that someo this money was going toward employeesalaries. With water and sewer ees likelyto soon increase, Breslin pointed out thatthe surcharge would increase, as well.She suggested that cutting the rate wouldmitigate some o the pain o the comingwater and sewer increases, urging councilto look into it and accept responsibilityor it.

    Nancy Smith o 1207 abby Drivethanked council or reinstating the BeachManagement Patrol, emphasizing itsvalue to Folly Beach.

    Elton Culpepper o 1208 East Arcticspoke about the trac problems theprevious weekend, when temperatures

    in the 80s prompted the rst majorbeach weekend o the year. He askedabout manipulation o the stoplight, atactic that has helped in the past. MayorGoodwin said that had been done, buta three-car pileup on Saturday morningentering the island resulted in congestionall day long.

    Culpepper asked that the new policechie continue the policy o removingsmall accidents rom the right o way asquickly as possible. All that advertisingwe did in January and Februaryworked, because they were all here, saidCulpepper.

    and routine interior and exteriorcleaning" to be exempt rom permitrequirements when conducted by thehomeowners themselves.

    Councilman Pennell Clamp expressedconcern about over regulation. I I wantto replace the boards on my deck, andI get a retired carpenter to come therewith a load o boards rom Lowes, and hesets up his saw to replace those boards,then I have to rst go to City Hall andget a permit? asked Clamp. Goodwinexplained that yes, he did, but i it wasa buddy helping him or a ew beers itwouldnt cost anything or the permit. Ihave a problem with that, said Clamp.

    Goodwin cited an example o a

    neighbor who built a staircase without apermit, and then had to go back and x itbecause the spacing didnt meet code andwas a potential danger to children.

    Clamp asked i hed need a permitto change out an A/C unit that wasbroken. Goodwin said yes. What we aretalking about is a bunch o governmentintervention, said Clamp.

    Were talking about trying to keep thebeach up to code, said Goodwin.

    Tere is a point where you get to overregulating a thing, said Clamp.

    Councilmember Laura Beck askedabout replacing a rotten board. Buildingocial Eric Lutz said that would be acase by case determination, explaining

    On a recent visit to Folly Beachto celebrate my mother-in-laws 80thbirthday, I was welcomed on the islandby one o your police ocers who stopped

    me at 9:30 on a Sunday night and gaveme a ticket or $150 or having my highbeams on. Now, as you who live thereknow, Ashley Road is not a well-lit roadand I was navigating to Summer Placeat the end o the road. Not having beenthere beore, I was driving slowly; therewas little to no oncoming trac. Teocer who pulled me over was rude,detained me or 30 minutes, and sentme on my way, inorming me he wasdoing his job to keep Folly Beach saeand asking i he had been helpul! Hissarcasm was not appreciated by thisvisitor.

    I am sure you have your share o

    hooligans on the island who do posea threat to saety. I do not think a60-year-old retired school administratordriving at the speed limit is a threat,and I do not think a ticket o $150 isa just consequence or high beams on adimly lit road.

    I hope that this ocer will bereprimanded or his rude behaviorand that the town o Folly Beach willconsider other sources o revenue romtourists. Unwarranted trac ticketsdo not make visitors to the island eelwelcome and certainly deter rom ourability to contribute to the economy oFolly Beach in a more positive manner.

    Beginning July 1, yard debris cannotbe placed in plastic bags due to a directiverom Charleston County. CharlestonCounty is prohibiting the use due toCounty personnel having to remove

    the plastic manually rom compostedyard waste, and the process is very laborintensive. Te City is looking at severaloptions and when we nd an option thatis best or our community, I will let youknow.

    Our new Director o Public Saetys rstday is uesday, March 29. We are excitedabout his acceptance and are lookingorward to the Chie joining our team.As I stated in my prior letter, the city willhave a Meet and Greet or the public tomeet the new Chie. Be on the lookout orthe date and time, we will make sure thenotice is put in several places so you wontmiss it.

    I also talked about Ordinance No.06-11 in my last letter, which causedquite a bit o consternation or ownerso rental property. Te prior ordinanceread that owners o rental propertiescould not pull a permit or perorm workon said properties; it had to be done byResidential Specialty Contractors, evenwork o a non-structural nature. However,there is light at the end o the tunnel.Our Building Ocial, Eric Lutz, had ateleconerence which lasted over an hourwith one o the ocials rom the SouthCarolina Department o Labor, Licensingand Regulations (LLR). Ater going overthe ordinance and telling the gentlemanrom LLR what issues he had encounteredwith members o the public, the BuildingOcial was advised he could have somediscretion administering this section othe code. With that being said, OrdinanceNo. 06-11 has now been amended toallow owners o rental properties to pullpermits and conduct the ollowing workas an exception to itle 40, Chapter 59,Section 40-59-260 o the Code o Lawso South Carolina: 1)Floor Covering, 2)Painting/Caulking & Wall Papering, 3)Drywall Repairs, 4)Replacing Screens/Screen Doors, 5)Pressure Washing and 6)Routine Interior and Exterior Cleaning.I you have any questions, call Eric Lutzat 513-1838 or contact him via email at

    Hume encouraged everyone to remember the positive changes made the previoussummer, making sure that the day trippers treated our beach like they would theirgrandmothers back yard. It was because we were all nice and kind and polite andcarried extra garbage bags. Charlie McCarty said it was 8:15 and getting late.

    Finally, Mayor Goodwin acknowledged that when blue recycling bins are let outover the weekend, they would be picked up by the trash. Surrider volunteers sort thegarbage, but its important to watch what is put in the recycling.Hopeully people put in the right stu instead o dirty baby diapers and chickenboxes, said Goodwin. He then urged people to stay tuned about a new policy a terthe county stops accepting yard waste in plastic bags on July 1.

    Still bitterOn March 14, an ocer responded

    to the Charleston County Park onW. Ashley regarding an abandonedvehicle. Te reporting ocer thenound a blue BMW BGW 700 withthe ront windshield smashed out. Tecomplainant arrived on the scene shortlyater the ocer began inspecting thedamage. Te complainant explained tothe ocer that he had attended a partyin the park on Saturday night, reportingthat the vehicle was ne when he let it.Te suspect apparently used a 4x4 postlocated in a nearby storage shed, smashedout the windshield, and then reachedinto the glove compartment. Nothingwas taken rom the vehicle, and theapproximate damage was $300.

    damage. A sta member and bar patronthen chased the subject to a white Hondaautomobile on E. Cooper where hefed the scene. Tey took down the SC

    license plate, which came back as anothervehicle.

    Out of my cold, dead handsEarlier in the day on March 18, twoocers responded to West MarinersCay in reerence to a dispute betweentwo neighbors. One o the neighborsallegedly threatened violence with theuse o a rearm. When ocers spokewith the complainants, they stated thatthey were working outside when anenraged neighbor told them to stop usingtheir saw. He then allegedly threatenedto stop them with a gun. Te subjectinormed ocers that he orgot what hehad said, but that he wasnt happy with

    his neighbors. Te subjects were unsurei they wanted to press charges, butthe option is still on the table. StupidFlanders.

    Once aain.On March 20, a victimreported that she had dinneron the outside patio at Ritasaround 8 p.m. the previous night.While there, she had slung her shoulderbag over one o the chair arms and wentshe went to leave around 10 p.m., she

    realized she had let her bag. When shereturned to the restaurant, the bag wasgone. Te value o the purse itsel was$350, and it contained several credit

    cards, two pairs o prescription eyeglasses(total value o $650), a camera (valuedat $300), $300 in cash, and variousmiscellaneous small personal items. Nounusual activity was reported on hercards, so no urther action was taken.

    Folly Beach surng back on the map.Over the past year, the two have beenhard at work lming and editing ootagetaken during last years hurricane seasonswell on Folly. Te end product is acompletely local sur lm and includesthe several key spots that make FollyBeach unique to other Southeasternbeach breaks.

    It all started ater Bryant wasuploading these viral videos on theInternet. He is one o our team riders,and it was getting to the point that hewas uploading them everyday, with

    us ollowing, says Eichelman. Tisincluded the viral video May Day,which piqued owner im McKevlinsinterest in Tomas videos.

    With the purchase o a new camera,their project was soon underway.McKevlins was a key element in thislms creation, but support was givenby local business Sur Bar, and mediaoutlets Eastern Sur Magazine and theCity Paper. Nationally, sur companiesAnalog and ONeill have alreadyendorsed Waves in Our Pocket.

    For the past ew years, a battle hasbeen waging on Folly over the issueo dealing with the large amounts

    o trash constantly let on the beach.How do we as a community win the war

    against all o the litterbugs? At the mostrecent City Council meeting, our electedocials nally come to a decision. Nomore drinking on the beach.

    Its important to understand theevents that led City Council to maketheir decision. Ater the 2009 Fourtho July asco, Folly Beach and MorrisIsland were deemed a litter-pocalypseby a ew local publications. Accordingto clean up volunteers, a large majorityo the trash - some say in excess o 99% -was alcohol related and included bottles,cans, boxes, cups, Styrooam coolers,liquor and mixer bottles. Ater thisparticular holiday, literally tons o trashwas removed rom the beach, as well as

    multiple boatloads rom Morris Island.Because o this debacle, a drinking

    ban was proposed on Folly or therst time. Original ly, there was talko banning alcohol only on the majordrinking holidays when Folly is otenfooded with upwards o 40,000 visitorswho are not instilled with a this is myhome sense o pride. Tis idea ell tothe wayside or a while, and council

    instead instituted the plastic cup rule.In many peoples minds this was astep in the wrong direction since itessentially orced people tocreate extra trash. Not

    to mention, rom adrinkers point oview, it was veryinconvenient.Beer getswarm muchaster in aplastic cup,and the widetop makesit is nearlyimpossible tokeep sand romdestroying thelast ew swallows.

    Residents o FollyBeach were outraged and

    even disgusted about the waytheir island was treated and abandoned,ragged and disheveled, like a promdate the next morning. Tey ralliedtogether and many even got out on thesand to help with the clean up. Tisin turn led to the creation o the BeachManagement Patrol, a group o guys whoworked ull time roving the beach ortrash, handing out trash bags, emptying

    trash cans, and educating beach goerson the importance o keeping the island

    clean. It was their job to insure thatFolly always looked its best.

    When the 2010Fourth o July came

    around, there wasa line o people

    in tracstretchingrom FollyPhosphateand pastthe light atCamp andFolly roads

    to enjoy ourlittle slice o

    heaven. Wemanaged to do a

    bit better at keepingthe island clean, although

    environmentally speaking thetons o trash let on the island could stillbe considered a travesty.

    Now, here we are kicking o thesummer o 2011 and it seems that manyon the island have said, Enough isenough. From now on, i you wantto enjoy a cocktail while peering atthe ocean, you will have to do it romone o a handul o decks attached to

    restaurants on the island that oer sucha view.

    Its the end o an era on Folly, and atleast or this writer, its a bit sad. Follyhas been the cool beach or decades,and it kills me to think that one o theother islands in the Lowcountry mayclaim that title. Secondly, I hate tothink that reminding a tourist to cleanup ater themselves, or even picking upthe trash ourselves, was too much to askor. Now, like children, we have lost theprivilege entirely.

    Most tragically, my beach picniccoolers had approached the level o anart orm and had become legendaryamong my riends as they always had allo the ood and drink groups representedand packed up thoughtully.

    In the 14 months that the BeachManagement Patrol worked the sands,

    they removed just over 20 tons o trash.Maybe the answer to the pollutionproblem was not restricting one o thebiggest draws to the island, but insteadnding the money necessary to undthe program that could help solve theproblem. But alas, we have made ourmessy bed and now I suppose we have nochoice but to lie in it sober.

    Garrick later approached Kate,begging her not to come orward with

    the inormation. He oered her a cashreward o $47.26 to keep quiet. Aterseven years o mascarading as a Ginger onFolly Beach, it looks like Garricks gottensloppy. His recent shaving o his beardleads me to speculate that he did it to easethe strain o his tedious dying processes.

    Area surers rejoiced upon learning that a large wave pool will bebuilt on ront beach, north o the Folly pier. Te technologicalmarvel, coming in at a cost o $5.8 million, will provide beautiul

    our-oot waves rom 9 a.m. until 9 p.m. 250 days a year. Each wavewill be identical will oer riders the chance to ride to the let or right.Under current management plans, up to ninety customers per day will beallowed to ride or up to one hour each at a cost o $18 per hour.

    Several citizen groups expressed outrage over the construction projectsprice tag, but Councilman Randy Boggs said, Te City o Folly Beachwill build this wave pool entirely with unds supplied by the Federalstimulus. A controversy still exists as several outspoken citizens eel that$5.8 million should not be spent in such a manner. Many had questionedormer Governor Mark Sanords reluctant acceptance o Federal aid orthe project, but when it came to a wave pool, the Governor simply couldnot say no. Te man might be a fscal conservative , but his surfng rootsrun deeper.

    Advocacy groups have also voiced concerns over the location andsize o the project. Te wave park, which will be known as the Folly

    Beach Municipal Sur Park, wil l cover approximately our acres o rontbeach. It will be built between the Folly Pier and a proposed Wings beachstore. Residents have also voiced concerns about increased demands orparking on the island. Council has responded with a proposal that wouldincrease residential right o way parking rom ten to twenty eet a long anystate maintained roadway within City limits. Tis will allow visitors topark perpendicular to the roadway, accommodating over twice as manyvisitors.

    Councilman Boggs said, Tis wave pool has become the single mostimportant thing that Folly Beach can or will ever be able to do or theLowcountry. I our residents have to give up yard space, or in some casesdemolish part o their homes, so be it. Progress is a locomotive runningdown a line called truth and I will not stand in its way.

    Many Folly Beach residents will be pleased to learn that they may voicetheir concerns at the frst council meeting in April.

    Vince Blood Chopper Harland o theBrockton, Massachusetts, metal band TrampStamp says, I sat in with the band Sex Bruise?at Te Drop In Deli andBar and was astoundedby the amount opeople demanding it.I politely let the barpatrons know that Ididnt know how toplay the song. Tisonly seemed to angerthe patrons and a riot

    was narrowly avoided.Tey were very nearlywild animals.

    Linda Radclie o Slippery Nacho had asimilar experience when she played at theCrab Shack Raw Bar. Fortunately, I wasable to fgure out the chords beore there wasan uprising. It was like they were on a drugand that drug was called Wagon Wheel,says Linda.

    Fan or not, Wagon Wheel and OldCrow Medicine Show are here to stay. Inact, Wagon Wheel will probably continueto grow in popularity; just hope that the nexttime you catch this bar band in concert thatthey arent drunkenly berated into playing ittwice.

    Dating Follies

    A

    ew weeks ago, I attended the bachelorette partyo a very good riend o mine. Getting all the girlsback together or an evening o eating, drinking,

    and strippers can only lead to all kinds o misbehaviorand some o the unniest stories I have heard in a while.As someone who has been writing a column about theinteractions between men and women, I quickly decidedthat my next glass would be water, and I got a pen andpaper rom my back pocket to insure that no particularlyhilarious tidbits got lost in the champagne bubbles anddollar bills fying around the beach house.

    Te next morning, as I went through the randomphrases I had scribbled onto a Jameson-soaked napkin,seven letters caught my eye. I began laughing all overagain at one o the stories told by a girlriend the nightbeore:

    She is on her way home rom work, coming overthe Cooper River Bridge, when she spots a little redconvertible bobbing and weaving through rush hourtrac. She is already giggling at the act that this car

    seems to be going nowhere ast in a hurry when nallyshe gets close enough or the bigger picture to come intoocus. Inside, there is a middle-aged man jamming outto some Billboard top-40 hit. In an attempt to protectthis guys anonymity, we will say he had a license platethat read P*SYPHD. (I will let you guess the vowel).Upon hearing this, the girls were instantly cackling and

    trying to peg just what kind o guy this person could be.

    We came up with a ew theories. Maybe he was thecreepiest, dirtiest OB/GYN in town. Te thought o this

    was too gross or us to elaborate on, so we told ourselvesit wasnt true and moved on. Maybe he was just a sad,attention seeking, slightly pathetic although still creepyman going through mid-lie crisis with no couth. Or,then again, maybe he thought he was the Situationrom Jersey Shore.

    Either way, it got me thinking. Men and women reallydo seem to be rom dierent planets. Tere is only a brietime where the dierence between being male and emaleis a minute one and that has to do with being dressed ineither pink or blue. Ten comes that magical day whenlittle boys discover their extra bits, and little girls lookdown to nd that they have no extra parts to fick, twirl,or tug upon. From this moment, nothing is ever the sameagain. In grade school, little girls will draw hearts on theirnotebooks and little boys will throw dirt at them and pulltheir hair. Adolescence is its own mess with its very own

    set o problems, and adulthood isnt that much better.Men and women spend years trying to decipher eachother and once they reach middle age, they seem to makea break or it and run in completely opposite directions.Women get the delight o experiencing the change,and men start to wash the gray out o their hair, buylittle red convertibles, and begin to chase ater 20-year-

    olds while they reer tothemselves as things likethe P*SYPHD.

    So I ask you, are men rom Mars, and women romVenus? I suppose it is a very viable explanation. I thinkwhats more likely is that men have come to us rom someplanet in a galaxy ar, ar away where things like reason,sports, ast cars, video games, and sex are the determiningactors or big decisions. Women, in contrast, hail roma land that survives within a giant, pink, plushy bubblewhere reality and rationale take a backseat to things like

    eelings, airytale s, sparkles, and PMS. So how, then, dowe co-exist on this third planet rom the sun? I supposewe stick to the basics. Men, continue to nod your headswhile saying things like, yes, dear, and that looks greaton you, and women, continue to bat your eyelashes, lickyour lips, and wear short skirts. And or Gods sake, eveni you do ancy yoursel Dr. Vag, wait until you get ushome to prove it instead o proclaiming it to the world viayour license plate.
