of thousands of voters in Florida.

And Merrill Paul Roland, with good in-

tentions, did that in 2008 —but this year,

he’s changed his mind.

In Florida, if all the candidates in a

race belong to one party, the primary

opens up to all voters, so members of

the opposing party and independents are

able to vote.And in 2008, all the candidates in the

St. Johns County District 1 race were

Republican, except Roland, who ran with

no party affiliation and kept the Republi-

can primary closed to Republican voters

only.After winning the closed primary,

Cyndi Stevenson won the general elec-

tion with almost 80 percent of the vote

—which was no surprise in a district

where Republicans outnumber Demo-

crats by almost 3 to 1.

This year, Roland was going to pay a

$2,509 qualifying fee and run again, but

after talking to voters, he had a change

of heart.“Democrats and Independents were

upset,” Roland said. “Because I was in

the race, they were disfranchised.”

In District 2, 15,139 voters, or 56 per-

cent of St. Johns County’s registered vot-

ers, would have had to decide between

the Republican nominee and Roland,

who admitted he had little chance of

winning.But now they’ll be able to choose

between the four Republican candidates

running.Anette Capella, chairwoman of the St.

Johns County Democratic Election Com-

mittee, said she was delighted that the

primary won’t be closed.

She said she hopes Democrats and

independent voters can elect a moderate

commissioner.The Democrats won’t officially endorse

any of the Republicans, but Capella said

they could support a candidate who

shares their values on the environment,

economy and community services.

Ben Adams, a Republican candidate

running for the seat, said he is glad that

more people will be able to vote in the

primary.Adams said he is a conservative Re-

publican, but as county administrator for

nine years, he worked with Republicans

and Democrats.“I don’t think you should shut anyone

out of the race,” he said. “Letting more

people vote is the American way.”
