Person A works inside an organisation - and wants information exposed. A submits a suggested FOI to the exchange

Person B visits the FOI exchange, perhaps to make their own suggestion and sees A’s request. Thinks it’s interesting and makes an FOI request via WDTK
Person B gets ‘points’ for making the FOI, which means his/her request is given a little extra prominence in the exchange
Person C can vote on interesting suggestions or follow FOIs
