REGIONAhead of the maize sowingseason this year in the State,the Tamil Nadu Agri cultur alUniversit y (TN AU) has con-stitut ed a task forc e to con-tain the damage the Fa ll Ar-my Wo rm had caused to thecrop in 2018.La st year, the Fa ll Arm yWorm that entered the coun-try from the U. S. thr oughAfri ca had destroye d maizeon 40 to 50% of the total cul-tivated area of 3.50 lakh ha.Or, the pest had broughtdown the maize produc tionin the State from near ly 21lakh metri c tonnes toaround 10 lakh metri ctonne s, K. S. Subramanian,Dir ector of Re search, TNAUtold The Hindu .The worst a ected dis-

tri cts were 17 and that in-cluded Perambal ur, Ar iya-lur , Thooth ukudi, Dindigul,Vi llupur am, Cuddalor e, Vi -rudh unagar , Tirup pur andNamak kal.Thi s year to prevent the

pest from having a free run,the TNAU had set up the taskforce under the leadership ofK. Pr abaka r, Director, Centrefor Plant Pr otection Studie s,and compr ising exper ts N.Muthu Kr ishnan and N.Sathaiah .The task force had net-

work ed with entomolo gistsin the 17distri cts and the lat-ter monit ored ground situ a-tion on a daily basis.Such a task forc e was ne-cessar y because Fa ll Arm yWo rm was a very notor iouspest that could easil y travel100 km a day, case its eggs so

that pestic ides had no im-pac t and fed on leaf, shoot,cob and almost any par t ofthe plant.Bes ides, the pest laid 200

eggs in a clust er and multi-plied every 15days.The task forc e's recom-menda tion, Mr. Subrama-nian said, was that the farm-ers should plough the eldbefore sowing maize so thatthe Fa ll Arm y Wo rm pupaewould be exposed to the sunand also turn a feed for thebirds.Next , the farmers should

apply neem cake at 250 kg aha, use only biological agent-coated seeds and spray aneem-based pesticide on theseedlings. A few weeks the-reafter, the when maize wasknee -high, the farmersshould repeat spraying the

pesticides.Additionall y, the farmers

could also place pher omonetraps to attract and kill thepest and leave a row vacantfor every three row s sown toenable late spraying of pesti-cides, if required.Demo nst ra tion plotsMr. Subramanian said theTNAU recommended theaforementioned approachonly after demonstrat ing thee ectiveness of the ap-proach. Chennai: Asserting thatKarnataka’s Mekedatu damplan is a violation of courtorder, chief minister Edap-padi K Palaniswami onWednesday urged Unionminister for environment,forests and climate change,Prakash Javadekar to issuedirections to the expert ap-praisal committee of theministry to withdraw thesubject of Mekedatu from itsagenda for the next meetingslated for July 19.

In a separate letter, thechief minister also urgedJal Shakti minister Gajen-dra Singh Shekhawat not toaccord any clearance to Me-kedatu project as well as any

other project in the Cauverybasin contemplated by Kar-nataka without obtainingthe concurrence of TamilNadu and other co-basinstates. “The committee mayalso be directed to desistfrom entertaining the pro-posal in future and the pre-sent proposal may be reject-ed and returned to Karnata-ka,” the CM said in a letter toJavadekar, a copy of whichwas released to the media.

Palaniswami had urgedPrime Minister NarendraModi on June 24 to deny per-mission to Karnataka’s pro-posal, amid reports of thatstate reaching out to theUnion ministry for clear-ance. The expert appraisalcommittee for river valleyand hydro-electric projects,functioning under the min-istry, included the dam planfor grant o�resh Terms ofReference in its 25th meet-ing that is scheduled to takeplace on July 19.

The chief minister al-leged that the action of thecommittee to include theproposal of Karnataka fordiscussion in the meetingwas a violation of the noti-�ed �nal order of the Cauv-ery water disputes tribunaland the judgment of the Su-preme Court. Tamil Naduhas been conveying its“strong objections” and urg-ing the Centre to reject out-right Karnataka’s proposal.

“Cauvery basin is de�cit.Construction of Mekedatudam or any project in anyplace by the upper riparianstate will drastically a�ectthe lower riparian state’sshare of water,” the CM said,pointing to the interlocutoryapplication �led by the Ta-mil Nadu government in theSupreme Court against Me-kedatu dam plan, besidespendency of a contempt pet-ition against all concernedin the Karnataka govern-ment and at the Centre.

The Karnataka govern-ment has already submitteda detailed project report tothe Central Water Commis-sion in January, within twomonths of getting clearancefrom the central agency.

After Tamil Nadu cameup with strong protests, theCauvery Water Manage-ment Authority deferred theagenda for discussion in itstwo meetings held in Mayand June. The Tamil Nadugovernment’s contention isthat the proposed structure,just ahead of the inter-stateborder, was not in conform-ity with the �nal order of thetribunal, since the projectwas not a designated reser-voir for the release of waterfrom Karnataka to TamilNadu.

Eighty-year-old AppuRathinam, another memberof a group of 42 people, in-

cluding children from 13 fam-ilies, rescued from bonded la-bour on Wednesday, told TOIhe had been con�ned to acamp of bonded labourersfor the last four years. Theywere rescued thanks to a co-ordinated rescue operationby revenue o�cials of Vel-lore and Kancheepuram dis-

Chennai: The state government onWednesday announced that it wouldsupply forti�ed rice, enriched withnine nutrients, to all noon meal andanganwadi centres across �ve dis-tricts. The project will be imple-mented on a pilot basis in Dharma-puri, Madurai, Thanjavur, Tutico-rin and Nilgiris. A fund of `̀ 5.29crore has been allotted for the pro-ject, read the policy note issued bythe department of social welfareand nutritious meal programmeduring the assemble session.

During a debate on demands forgrants for social welfare and the wel-fare of disabled persons, DMK’s Se-kar Babu criticised the authoritiesfor overlooking e�ective implemen-tation of various policies.

Babu said disability welfareboards were practically “non-func-tional”. “Since 2017, both the stateand district boards have not beenworking. Unless you get the mem-bers on the �eld, how will you knowwhat are the issues and grievancesfaced by the people with disabili-ties?” When minister for social wel-fare V Saroja said the meeting wasdelayed as the model code of conductwas in place, Babu replied, “Youmean to say that the model code ofconduct has been in place on all dayssince the last two years?”

A recent government study re-vealed that as on May, there are 13.25lakh people with disabilities in thestate carrying identity cards, dis-ability certi�cates and passbooks.

The MLA further said that therewere a lot of pending applicationsunder the state’s �agship marriageassistance scheme. Babu said thatevery year about 1.8 lakh applica-tions are received in the state’s por-tal, out of which at least 3 lakh arestill pending. To this the minister re-plied that all applications get proc-essed on a priority basis. Babu alsopointed to the rising number of beg-gars in the city, and highlighted theneed to rehabilitate them.

“There are no beggars. We can-not call them beggars unless the po-lice �le cases against them,” said theminister.

A member of the commission, Jagad-ish Hiremani, said he was dissatis�edover the performances of civic bodies ineradicating manual scavenging and en-suring welfare of sanitary workers.

“With 144 deaths of manual scavengerssince 1993, Tamil Nadu has topped thecountry. But when questions are raised,most of time we are told that no manualscavengers get recruited by the local bod-ies, and only private parties do so. But it isduty of every local body to ensure the era-dication of manual scavengers,” he said.

On the wages given to migrant sanita-ry workers, Tirupur corporation o�cialssaid they were paid `̀ 400 per day, excludingremuneration allocated to the EmployeeState Insurance and Employee ProvidentFund. Hiremani said, “As per Tamil Nadugovernment’s noti�cation, at least `̀ 500should have been �xed for migrant work-ers, if the corporation hires them. In caseof municipalities and town panchayats,`̀ 450 and `̀ 400 must be �xed as daily wagesrespectively.”
