are warning residents tobeware of an ongoing scam,where residents are receiv-ing automated calls inform-ing them that their Master-Card accounts have beenlocked and personal infor-mation is needed.

Police Chief KyleReogas noted the depart-ment has received about sixcalls over the past 48 hoursfrom persons who havereceived the automatedcalls, informing them notonly that their MasterCardaccount has been locked butto press 1 in order to pro-ceed.

When 1 is pressed, thisautomated system asks theresidence to provide theirMastercard number, “whichif you should do it, then theyhave everything they needto use the card,” Reogassaid.

“I know of some who didnot have a MasterCard, butthey have received thosecalls as well,” he added.

If someone receives thistype of call, the best adviceReogas can give is simply tohang up the phone.

“Don’t ever give yourcard number or any personalinformation to anyone overthe phone, unless you knowwho they are,” Chief Reogaswarned.

At first these bogus orscam calls were targetingcertain bank customers, buthave since spread to otherpersons receiving the calls,according to police.

It does not matter wherea person banks or if the per-son has a MasterCard, theobject of placing such callsis in hopes people will giveout their personal card orbank account numbers overthe phone, police said.

ment the county entered into withthe city of Jasper over a year and ahalf ago is paying off, despite con-tinued concerns from some mem-bers of the public and promises toterminate the program from bothcandidates for sheriff.

The Winston County Jail hasbeen housing inmates arrested onmisdemeanor charges by the city ofJasper since April, 2013, at a cost of$32.50 per day per inmate. In thattime, the county as a whole hasmade $255,000 from the agree-ment, split evenly between thecounty commission and the sheriff’soffice. Commission chairman RogerHayes noted this new stream of rev-enue has been an incredible benefitfor the county.

“This has been a lifesaver forboth the sheriff’s office and thecommission,” Hayes said, addingthat the money has come withoutany extra burden on county taxpay-ers.

ADDISON - Firefightersfrom across the countycapped off a criticallyimportant class they weretaking with an equallyimportant hands-on oppor-tunity to put their skills towork.

Firefighters fromAddison, Helicon, BlackPond and Lynn FireDepartments, as well asmembers of the AddisonRescue Squad, gatheredoutside the Addison FireDepartment Aug. 2, forhands-on training in vehicleextractions. John Wilsonwith Nafeco brought vehicleextraction tools for the fire-fighters to use on an oldvehicle, giving the firefight-ers and rescue squad mem-bers invaluable practicewhen it comes to respond-ing to accidents. Those inattendance also wentthrough mock scenarios ofaccident scenes to give thema little more experience sothey will be ready if and/orwhen they respond to a realaccident.

The exercises came at theend of the Emergency CareProvider class the firefight-ers and rescue squad per-sonnel have been taking.Helicon firefighter GregAckley, who is also a full-time firefighter withVestavia Hills FireDepartment, saw a true needfor the course in the county,having been an adjunctinstructor for Alabama FireCollege for 18 years.

“This class will giveeveryone the confidence torun medical calls,” Ackleysaid, adding that roughly 80percent of calls received byvolunteer firefighters can beclassified as medical calls.Ackley noted that many ofthe firefighters taking the

course had never had anytraining on medical calls,making the need for thecourse critically importantto the county.

The Emergency CareProvider course replaces the24 First Responder coursewithin the Alabama FireCollege, and covers theroles, responsibilities andfunctions of a first respon-der, human anatomy, basiclife support, including CPRand artificial ventilation,shock, fracture splinting,injuries to the head andspine, chest injuries, heartattack and stroke, burns,childbirth and pediatricemergencies.

Ackley hopes membersof the communities servedby firefighters who took thecourse will be happy to seehow their paid fire dues areput into action.

“We are working hard totake care of our communi-ties,” Ackley said.

WINSTON COUNTY -Plans are full speed ahead fora major event unveiling abust of Winston County’sfirst sheriff at the historicalHouston log jail, after arecent large donation byModern Woodmen ofAmerica.

The bust of Willis Farriswill be dedicated at theHouston jail in October, andplans to raise funds towardthe project reached a fever-pitch recently, when TonySouthern of ModernWoodmen was special guestat a Farris family reunion atthe Galley Restaurant, whereModern Woodmen ofAmerica matched fundsraised up to $2,500.

Projects honoringWinston County’s first sher-iff have actually been dividedinto three segments, the firstof which was placing a gravemarker donated by Sons ofConfederate Veterans at thesite of Farris’ grave at PisgahCemetery.

The second phase is con-struction of a bust of Farris,and the third phase is a his-torical sign to be placed atthe Pisgah Cemeteryentrance noting that thecounty’s first sheriff is buriedthere.

Farris was actually sheriffof Hancock County, whichlater became known asWinston in 1858, named after

Governor John AnthonyWinston.

A bust of Willis Farris isscheduled to be locatedbeside two other busts ofmen who have much histori-cal significance in the coun-ty--Uncle Dick Payne, whocoined the phrase “Free Stateof Winston” (dedicated in2013), and GovernorWinston (dedicated in 2007).

Recently, Gerry Farris, a6th generation descendant ofthe Willis Farris’ family, hada special lunch meeting at the

Galley Restaurant where hemet with sculptor BrankoMedenica, who molded theshape of the busts of Payneand Winston.

The meeting solidified theagreement for Medenica tosculpt the bust of Farris forthe dedication later this year.

“For the younger genera-tion, I think it’s great to dosomething to restore andkeep alive the history ofWinston County,” saidMelissa Farris.

“I’m very honored to beable to further the history ofWinston County,” addedMedencia.

Willis Farris was appoint-ed the first sheriff ofHancock County, serving athree year term from Aug. 31,1850, to September, 1853.On Jan. 2, 1858, the county’sname was changed toWinston, at which time Farrisserved another term as sherifffrom 1859 until 1865.

He was against secessionfrom the Union during the

Civil War, noting that theseparation of states wouldweaken the country. ManyWinston County residentswere in agreement.

In supporting electedState Representative ChrisSheats, Farris vowed to voteagainst secession, accompa-nying him to the state meet-ing of the legislature, whereSheats refused to sign thesecession ordinance and wasthrown into prison.

Farris was elected to rep-resent Winston County in the

House of Representativesfrom 1874-1875, duringwhich time he passed manybills, one of which was tolimit ex officio fees of thejudge of probate and clerk ofWinston County, to fees andsalaries.

He owned the StageCoach Inn located at theintersection of Highway 1 (toLynn) and Highway 13(Byler Road) and operated astagecoach line on BylerRoad between Tuscumbiaand Tuscaloosa.

road while texting. Whentraveling at 55mph, that'senough time to cover thelength of a football field.

Texting while drivinglaws prohibit the use of elec-tronic devices to write, sendor read messages while driv-ing. In addition to text mes-sages sent by mobile phones,these laws typically prohibitwriting, sending or readingsimilar types of messages --such as emails, instant mes-sages or other internet basedmessages -- while driving. Itdoes not include dialing anumber on the phone or talk-ing on the phone.

The bill includes a fine of

$25 for a first offense, $50for a second offense and $75for a third or subsequentoffense. Each offense is atwo-point violation on a per-son's driving record.

“Texting while driving isbecoming more prevalent.Now we have Snapchat,Instagram, Facebook, etc. Isee pictures on Facebook allthe time of kids sitting in theback seat and somebody onthe driver’s side is taking apicture of the kid in thecarseat and there is a blurrybackground. That meansthey are moving down theroad and they are taking apicture of their kid.

According to the definitionof texting while driving, thatis not considered texting. Wecan’t keep up technology.”

Reaching for a phone,dialing, texting and otheruses of portable devicesincrease the risk of gettinginto a crash by three times.

“Even if you are at a stopsign and you read a text, thatis still technically textingand driving. If you areparked on the side of theroad, that is not texting anddriving. If your tires are onthe highway, that is techni-cally texting and driving.”

He noted that if you pusha button and ask Siri a ques-tion on your phone, that isnot considered texting anddriving. However, if you putthe coordinates in your GPSon your phone while you aredriving, that is texting while

driving. It has to be pre-pro-grammed not to be consid-ered a violation.

Harper talked about themany things that are a dis-traction to drivers, includingeating while driving, mess-ing with the radio or CDplayer and even talking onthe cell phone.

“I had a lady one time flipher vehicle. She was in aditch and her child was in acarseat, hanging upsidedown,” Harper explained.“She said she was reachingback to give her child afrench fry. It takes just a sim-ple distraction like that tocause an accident. Those arejust as important and terrify-ing as texting while driving.

Looking at the ladies inattendance, he asked, “Doyou put your makeup onwhile driving? I have seen

that before.”The number of people

killed in distraction-affectedcrashes decreased slightlyfrom 3,360 in 2011 to 3,328in 2012. An estimated421,000 people were injuredin motor vehicle crashesinvolving a distracted driver,and this was a nine percentincrease from the estimated387,000 people injured in2011, according to AAAFoundation. According tothe Centers for DiseaseControl 15 people are killedeach day in the United Statesin car crashes linked to dis-tracted driving. Additionally,1,200 people are injuredeach day in crashes involv-ing a distracted driver.

“We pick on teenagers,but adults are just as guiltywhen it comes to textingwhile driving,” TrooperHarper noted.

A club member said aHamilton lady died as aresult of an accident and tex-ting was definitely deter-mined to have been thecause of the accident.

Trooper Harper gave stat-stics from 2010 that said thatany given daylight moment,660,000 are using cell-phones or electronic deviceswhile driving. “That isalarming in itself. I think itwould be pushing 1,000,000today,” he said.

In a blind study, it takes1.3 seconds to realize thatsomeone in front of you hasstopped and to react. “If youare going 70 to 80 miles perhour, how much ground didyou cover in that amount oftime?,” Harper asked.

“Best thing we can do isto educate, educate, edu-cate,” he concluded.

ment receives is not beingused to make the jail a mon-eymaker, but to keep it main-tained and up to current fed-eral mandates and guide-lines.

“We are not in the profitbusiness. We aren’t designedto have profits, but we dohave to cover our expenses.The jail is a very substantialfinancial burden on anycounty. There is alwayssomething that needs to bedone. It is no different than abusiness, always somethingbeing broken or tearing up.

“If we didn’t have thismoney, we would have to cutsomething somewhere elsein the budget or get themoney from something out-side of our budget. We oper-ate on a bare minimum, sowhen an important piece ofequipment breaks, you haveto have it repaired, or youwill have issues,” Harrissaid.

Money used for upgrades

For the commission’spart, the money they havereceived through the agree-ment with the city of Jasperhas been used solely to helpwith the jail.

“We paid over $60,000on pumps behind the court-house,” Hayes said, referringto the new sewage pump andgrinder installed, along withthe two-inch sewage linesbeing expanded to four-inch,which has corrected a majorsewage backflow problem atthe jail.

Currently, there is$67,000 in a separate bankaccount the commission setup exclusively for the moneythe commission has receivedfrom the housing of Jasperinmates. Hayes noted that anestimated $22,000 in out-standing bills will come outof that money as the billscome in, leaving a total of$45,000.

“I believe the commis-sion and the sheriff’s depart-ment owe it to the people tolet them know where ourmoney has been going. It hasbeen used on the jail only,"Hayes said.

The Sheriff's Office hasused the money not only tomake necessary upgradeswithin the jail that are savingtime and money, but also togive corrections employeesan incentive to stay on thejob and further their careers.Some of the things themoney has been used forinclude:

• Updated and improvedexternal fencing.

• Necessary hardware andsoftware upgrades. “Wemade a jump in a facilityfrom an upstairs barred jailto a modern center. To get towhere it needs to be, we hadto update equipment,” Harrissaid.

• Back-up radio systemfor the Sheriff's Office locat-ed within the central pod ofthe jail, which can be used incase of an emergency thatmakes it impossible to dis-patch from the current loca-tion.

• Upgraded and improvedkitchen equipment, includ-ing new pots, potholders, anew mixer, new hairnets andnew clothing.

• Pay incentives foremployees. Correctionalpersonnel have averaged 10-20 percent pay increases. Aspecific rank structure hasalso been created.

• Training for correctionsstaff, either on-site or at dif-ferent locations.

• Three part-time jobs,with many of those whobegan in these positionsmoving into full-time posi-tions as they become avail-able.

Harris noted that the sher-iff's office staff has also beenvery innovative, allowinghis office and the county to

save significantly. Oneexample is the digital CADsystem created by ChiefDeputy Jimmy Madison,with the Sheriff's Office,which keeps the county fromhaving to use written logs.

“All of these items werenot included in the initialcontract for the security ofthe building, and that hasbeen paid for from thesefunds. The things we neededwere not luxuries,” Harrissaid.

“When we had the oldjail, there were a lot of feder-al guidelines in place wewere exempt from. Now thatwe have a new, modernbuilding, we are under muchstricter guidelines, and wehave to meet them. Just likewhen we built the jail, wehad to meet federal guide-lines. We had to have a con-struction manager. We are ina new era. This is a newday,” Hayes said. “Citizensdon’t stop to think whatcrime really costs, especiallywhen you have federaljudges demanding that youdo something but they giveyou no way to fund it.”

Why the county does nottake federal prisoners

“We had a lot of peoplewanting the county commis-sion and sheriff’s office totake federal prisoners,"Hayes said. “The sherifflooked into it, I looked intoit. We figured the start-upcost to take federal prisonerswould have been $125,000-$150,000. To take the Jasperinmates, we hired three part-time jailers. That was ourstart-up cost.”

Harris said when it cameto accepting federal prison-ers, the costs far outweighedthe benefits, which wouldnot have been guaranteed.

“We would have had toincrease personnel. Wewould have had to purchasethree diesel engine trans-portation vans, not countingthe federal scrutiny wewould have been under.Capital improvements would

have had to been made,which would have eliminat-ed any possible profit,”Harris said.

Winston County's dis-tance from north Alabama'sfederal courts would havealso been problematic.

“We are outside the trans-portation triangle. There arefederal courts inBirmingham, Tuscaloosa,Huntsville and the Annistonarea. The federal govern-ment tends to put theseinmates where they are closeto interstates because theyhave to come visit them,their attorneys have to visitthem, and they charge perdiem for visiting, so theysave money by having themnear an interstate. We wouldhave been a back-up if thoseplaces became full. Wewould not have been a pri-mary drop-off point. Wewere just geographicallyout-of-the-loop to do it.

“We would have done allthis work, and not had themoney. Doing a municipalcontract with Jasper, therewere more consistent num-bers we could count on with-out the upfront expendi-tures,” Harris said.

Taking Jasper inmates hasalso been a liability-freearrangement for the county.

“We are not liable formedical care or transporta-tion to court,” Hayes said.

County Jail’s arrangement with

county municipalities

The Winston County Jailaccepts inmates from all ofthe county’s municipalities -Haleyville, Double Springs,Addison, Arley and Lynn.The county does not makecontracts with the munici-palities, according to Hayes,which is common in thestate.

“We do not have con-tracts with our cities. Half ofthe counties in the state do,the other half do not,” Hayessaid.

Each municipality in thecounty is charged $25 perday per inmate, according toHarris, which covers insur-

ance, food and healthcare.“Arley, Addison and

Lynn incarcerate very fewpeople. If they do, generallyit is on felony charges, notmisdemeanors. Haleyvillehas the largest numbers.

“What we do for all ourmunicipalities, we save thema lot of revenue by workingwith them and allowing theinmates to come. Our jail is acounty jail - it’s theirs, too.They are saving on person-nel and a facility and all thecosts that go with a jail. Wetake on that responsibility.

“The rates we chargethem are much cheaper thanwhat we charge Jasper. Ourfeelings are our people arealready putting money intothis system. They shouldn’tpay as much as someonefrom outside does,” Harrissaid.

Winston County inmatesnot being turned away

A continuing criticism bythose who have beenopposed to the agreementwith the city of Jasper is thatpersons in Winston Countywho need to be incarceratedare not being picked up or letout early to make room forJasper inmates, somethingHayes and Harris both say isjust not true.

“We are not letting any-body out of jail, despite allthe rumors. No one is gettingout of jail to put Jasperinmates in there,” Hayessaid. “We are not going toput somebody on the streetwho needs to be in jail tohouse an inmate from Jasper.We are going to take care ofour Winston County citizensfirst.”

“We have turned no oneaway from our jail. We havemade no one leave early tomake room for anyone else,”Harris said.

With both candidates forsheriff - Ed Townsend andHobby Walker - publiclystating they would end theagreement with the city ofJasper to house theirinmates, both Hayes andHarris, who chose not to run

for re-election, believe theyshould look the situationover very thoughtfully first.

“I don’t think they realizewhat kind of revenue it isbringing in. I would encour-age each of them to look atit, see what it’s really aboutand know what it’s about,"Hayes said.

“My wish would be theylook into the particulars ofthe program to find out thebenefits of it before theystart to make a decision. Thejail one of them is about toinherit is not the jail they leftbehind,” Harris said, refer-ring to how Townsend andWalker have both served assheriff in the past. “It’s a dif-ferent world now. We’vegone from old ways of doingthings to modern ways, anddoing that is very expensive.We’ve gone in less than twodecades from a dispatchershutting the door at 5 p.m. towhat we have now.”

Open house planned

In an effort to show thecommunity the improve-ments that have been madeat the county jail thanks tothe money brought in byhousing Jasper inmates, anopen house is planned forSunday, Sept. 21, from 2-4p.m. at the jail. Tours will begiven to visitors, givingthem the opportunity to seehow the modern jail facilityis run.

“ I believe the peopleneed to know where thismoney comes from and thereason we did this,” Hayessaid. “I like to make thingsclear and try to answer anyquestions anyone has.”

Harris echoed those senti-ments, adding that he is alsoproud of his staff, who willbe on-hand for the openhouse, for all the hard workthey do to make the jail runso well.

“I want to commend theemployees I have. They arethe ones who make this pos-sible. Those are the men andwomen who make it workeveryday,” Harris said.

The USDA ForestService is seeking candi-dates to serve on a newAlabama Resource AdvisoryCommittee. The purpose ofthe committee is to improvecollaborative relationshipsamong those interested inAlabama’s national forestsand to provide advice andrecommendations to theForest Service on projectfunded under Title II of theSecure Rural Schools Act.

The Secure RuralSchools Act provides pay-ments to counties based onthe amount of national forestland in the county, amongother factors.

In Alabama, 17 countiescontain national forest land ,including Winston County,and are eligible for funds.Counties may designate aportion of funds to projectsthat will be reviewed byRAC.

The RAC is chartered bythe U.S. Department ofAgriculture and will becomprised of 15 membersrepresenting a wide array ofinterests. Committee mem-

bers must be residents ofAlabama, but do not have toreside in the counties con-taining national forests.

The Secure RuralSchools Act encouragescounties to collaborate withthe Forest Service on proj-ects to benefit public landsand local communities.

Example projects includemaintaining existing recre-ational developments,enhancing wildlife habitat,and improving roads to ben-efit water quality and useraccess.

“We’re looking for peo-ple interested in workingwith a diverse array of inter-ests toward the goal ofenhancing the benefits ournational forests provide tosurrounding communities,”said Tim Mersmann, actingforest supervisor ofAlabama’s four nationalforests.

HALEYVILLE - If Icould tell you a story abouta tragedy, strong willpow-er, love and patience, then Iwould tell you about Baileyand her family.

Bailey came to see melate one evening on emer-gency service. The poorgirl, a 4-year-old femaleBlue Pit-bull, had just suf-fered a very traumatic fall –about 10 feet onto thecement floor. She was inshock and terrified whenshe arrived at my veteri-nary hospital. Her owners,Tiffany and DanielDonaldson with son Brody,were extremely concernedabout her well being, so Ispeedily ran off to takesome x-rays and set upintravenous fluids.

There was a compressedarea within her neck thatwas making Bailey not ableto move her legs, sit up, or

even roll up on her chest.She was just laying thereon her side, with her eyesstaring into me, telling meshe wanted to get better,she just needed lots of help.

I reviewed the x-rayswith the Donaldsons, andwe needed to decide whatthe next step was. Do wesee if time will help healher, or do we give her everyopportunity to heal andsend her for referral toMississippi State Univer-sity for an MRI? This wasthe time for patience,prayer and devotion. Withmany questions that neededto be answered, Daniel andTiffany decided their fourfooted fur child deservedevery chance she could toget better. I found out laterthe very important reasonshe needed to get better isthat her two-legged brotherdoes not like storms afterthe tornadoes in 2011, andthe only way he will sleep

is if she is there. Bailey went immediate-

ly to Mississippi StateCollege of VeterinaryMedicine for an MRI.They diagnosed her with anexploded disc in her neck.With that diagnosis camemore difficult decisions.The surgeon sounded hope-ful that surgery could helpher to walk again but, thenagain, it might not.However, the Donaldsonswere not ready to give upon Bailey, and neither wasI.

Surgery was performedby the team at MSU about15 weeks ago. Theyopened up Bailey’s spinalcord in her neck to decom-press the lesion. MSU kepther for about 10 days aftersurgery – you see, she

could not urinate on herown, and defecation wasdifficult, too. The basicthings we have to completeafter surgery in the humanworld are much the same inthe veterinary world.

They also started herphysical therapy, re-teach-ing her how to flex her legsand how to think aboutwalking again. They hadher in a cart to put weighton her feet and to try andpush off the floor. (Thissounds like someone we allknow going through sur-gery, doesn’t it?) Ms.Bailey continued to try andtry. She was very deter-mined – she still had a jobto do at home.

When Bailey was dis-charged from the ReferralCenter, she was still unableto walk. She could barely

sit up on her chest by her-self. I knew her therapywas going to be hard, but Iknew I had complete dedi-cation for therapy withDaniel and Tiffany. I usedacupuncture, flexing andstretching exercises, alongwith assistance from Dr.Cindy Grant, a certifiedphysical rehab veterinari-an. Dr. Grant helpedBailey speed through thera-py and healing with herchiropractic care and lasertherapy.

Weeks of flexing andextending and rubbingmuscles and carrying her toget outside went by. Everyday she improved. Everyday her eyes shone brighterand brighter, and her zestfor life radiates from her.Every day she was gettingback to the Bailey beforethe accident.

It has been 15 weekssince her surgery. I stillcannot believe my eyes.

She is up and runningaround. She is a bit unco-ordinated yet, but herstrength and her spiritoozes from her. We can’thelp but be excited aboutBailey. We are still doingtherapy on Bailey weekly.She continues to get betterevery day.

Daniel and Tiffany areworking to help Baileyimprove so she can helpothers. They are aiming tohave Bailey bond with sol-diers of the WoundedWarrior Project. Bailey hasa story to share, patience tobond and love andwillpower to give.

ADDISON - TheAddison Lady Bulldogs areready to get back on thecourt after claiming the 2013Class 1A state championshiplast season. Head CoachPam Wilkins has six statechampionship rings and islooking to add more to hercollection this season.

Wilkins has eight playersreturning to the team withvaluable time on the court,seven of the eight are sen-

iors. “We’re an older teamthis season. This is the firsttime that I’ve had seven sen-iors and I’m hoping goodthings come from it,”Wilkins said. “Our biggeststrength is our athletic abili-ty. We have a lot of ability,and that takes care of a lot.”

The Lady Bulldogsrecently were bumped up toClass 2A. “Our schedule isdefinitely beefed up this sea-son. We’re going to spendmost of our time playing bigschools,” Wilkins said. “ Wehave a phenomenal group of

girls that know the gamevery well, and they knowwhat it takes to win biggames.”

Addison is coming off ofa 55-6 season where theycame away with the statechampionship.

A big play maker for theLady Bulldogs is also return-ing to the team this season.Jessy Taylor is a middle whoqualified and played in theNorth vs. South All-Stargame. “Jessy is a great play-er for us. She plays well, isvery athletic and has a nicevertical,” Wilkins said.Taylor is a senior for theLady Bulldogs.

Addison will start offtheir season on the roadagainst Hartselle HighSchool Aug. 28.
