Why the need?

• Reducing population of Master Chiefs due to end strength reductions

• NEC management of assignments is having a negative impact on technical ratings due to EPA assignments that do not match actual selections.

• TIS growing to make Master Chief is growing (21.5 yrs) making the population for multiple tours smaller

• To adequately reflect the work being accomplished through a proper rating assignment vice retaining the technical rating and not filling a billet

• Incentive in title and advancement to encourage submission and grow experience earlier with our very best senior chiefs.

Early Actions Reviewed in WG Identify numbers for growing each level of the pyramid to enable healthy

growth in experience. (Action removed due to no desire to change CMDCM billets.)

Define the difference in the CMDCM and CMDCS commands. (Use current billets and growth within LCS and other platforms)

Identify CMDCS Commands based on definition and determine if this provides for a healthy rating pyramid. (Action removed due to no desire to change CMDCM Billets)

Create a CMDCS rate to enable those selected into the CMDCS Rate to be removed from their source ratings. (Focus of recommendations)

Delete the CMDCM board and conduct only a CMDCS board, taking a transitional approach. (Grew into a new recommendation)

Advance all CMDCM’s from the CMDCS rate or do we still enable Master Chiefs to apply understanding they will be limited in tours? (Provided in recommendation)

EPA BALANCE

• When a rating has personnel selected for 9578 NEC with no EPA assigned to their rating there is a negative impact on the technical rating manning.

• When there is a rating assigned 9578 EPA and no one currently in the 9578 NEC it creates over advancement in the technical rating which has a negative impact in future advancements.

RECOMMENDATIONS

• Submit NEOCS to establish a CMDCS rating and move 57 EPA from various technical ratings to CMDCS rate. (Growth will occur with LCS)

• CMDCS will not include COB 9579

• Do not downgrade any CMDCM billets

• Update CMC Instruction to include new selection and advancement process as defined in next slide.

Benefits

• Enables Command Leadership Growth to the most senior ranks by enabling an earlier entry and establishment of experience in the command leadership ranks.

• Reduces impacts at the E8 level in technical ratings for advancement.

• Draws from both E8 and E9 technical ratings creating increased advancement opportunity in the technical ratings.

• Better prepares flag level support in the senior enlisted position as the experience in command leadership is developed earlier.

Tasker Development• Brief N132 for coordination and include Pers-3 and Pers-8 for establishment of

a CMDCS Rating for current billets identified as 9578 through NEOCs process.

• Pers-3: Remove EPA from technical ratings and establish in the CMD rating

• Pers-8 establish a panel in the E-9 board for selection of CMDCS to CMDCM and enable an administration board to follow for selection of current technical rating senior/master chiefs into the CMD rating.

• Goal date: Feb 2013 for rating establishment, announce way forward in a NAVADMIN

• Goal date: March 2013 update CMC instruction to reflect changes

• Goal date: June 2013 current 9578 sign page 13 indicating permanent rating conversion.
