October Meeting From VFC Tom Thayer Very important meeting! A committee was formed to determine what was needed for us to better meet our missions for the USCG. They, Ron Barrett, Pat Feighery and Neil Hennessey, along with the technical assistance and research of Tom Kegan, determined that if we did the things necessary to enhance our Public Education Program, then all our other missions would also be enhanced. Their program, the Public Education Enhancement Program, nicknamed PEEP, was presented to the staff at its September meeting. It was recognized as a great plan to adopt and that it should be presented to the flotilla. Many thanks go to the committee for PEEP. What is it? It is an action plan, a blueprint or schematic, grand in scope, of how we are going to regain our flotilla viability. Everyone must be committed and totally involved. Important reminder about the year end ceremony, the Change of Watch (COW) that Nancy Godden and her committee are planning for Sunday January 11, 2009. The COW will be held in the same location that was used last year. This promises to be a spectacular Dinner Ceremony. You can reserve your spot at the ceremony by sending your check to the FSO-FN Neil Hennessey. Nancy Godden and her committee are planning an exciting pot luck dinner at the Flotilla 36 Boca Raton Base on Saturday October 18, 2008 at 6:00 PM. Plan to come and meet your fellow members. The Ft. Lauderdale Boat Show is scheduled for Thursday October 30, 2008 through Monday November 3, 2008. Flotilla 36 will cover the Public Affairs Booth on Thursday October 30, 2008. The assignments for October 30, 2008 can be divided into two hour segments starting at 10:00 AM. I expect that booth coverage can be discontinued at 4:00 PM. Uniform for this PA event will be Tropical Blue Long with Garrison Cap. A sign up sheet will be at the back table during the Flotilla meeting. This assignment is an important and exciting Public Affairs event. Hope to see many if you there. On Thursday September 25, 2008 at 1900, a one hour TCT workshop will be conducted at our Base. Members involved in various types of Operations will need an annual one hour TCT workshop. Since the year is almost over, please check your qualification requirements to see what missions

or activities you may have to perform before year end. On uniforms, please refer to your Auxiliary Manual and review the chapter on uniforms. Everything is spelled out from top to bottom. If you need any uniform item see our FSO–MA Ron Barrett. Stay safe. As always, I thank you for your help and support. Terry day is working for FEMA, based out of Lake Charles working down in the southwest corner of La. in a county called Cameron that borders Texas. Big shrimp, LNG, oil industry. District 7 Fall Conference: The USCGAux Fall Training and Business Conference were held at the Crowne Plaza Riverfront Hotel in Jacksonville, September 18 – 21, 2008. Division vice Captain, soon to be Division Commander, Pat Feighery and I attended from Flotilla 3-6. It was my first conference and very enlightening. As we were at the end of a two year cycle, we elected a new District 7 Commodore, the top dog in the District 7 Coast Guard Auxiliary. COMO Allen Brown will be replaced by COMO Don Frasch. You will note from Pat’s title that most of the designations for higher Auxiliary offices will change to match the stripes on the shoulder boards in the same manner as officers in the U.S. Coast Guard or U.S. Navy. I believe that Pat and I are the first in Flotilla 3-6 to complete ICS-210, which is taken in lieu of ICS-300. This will be a requirement for operational folks in the future. It deals with the Incident Command System and the use of ICS form 201 and 204, which are multi-agency forms to deal with any type of emergency or disaster. ICS-210 is not, and will not, be available on line. District 7 of the Auxiliary represents approximately 20% of the entire U.S. Coast Guard Auxiliary with 5,711 active members. They are in 16 Divisions stretching from Puerto Rico and the Virgin Islands to Charleston, S.C. Besides the good times, there was business conducted and numerous classes of interest to Auxiliarists. The conference included all of the Commands in the Seventh District, including all of the Stations and Air Stations. The “Gold” side was well represented.

I would encourage you to consider attending a future conference. It is interesting, you learn a lot, and you meet a lot of good people. Let there be no doubt that the Auxiliary is respected by the regular Coast Guard and that we will be given additional responsibilities to stretch the Coast Guard capabilities. I always say, please invite your boat enthusiastic friends and neighbors to attend a meeting with you. We have fun and we have an ever increasingly important mission. A 1 hour TCT refresher course was held on Sept 25, this satisfies all requirements for this year. We will have a QE audit in Oct/ Nov for those members that need 3 yr. Audit; a list will be posted at meeting On Oct 18 a pot luck supper will be held at the base to foster camaraderie among our members as it the 10 anniversary of our residence in this faculty, come one come all. Boat crew Training class for all new members and new Coxswains On OCT 4 at 1300 ( Saturday) an information and orientation meet will take place on the ins and outs of becoming Boat crew qualified. (Your requirements and our commitment to you) On Wed. Evenings our AUXOP class is in progress, on Oct 15 and 22 we will teach the new telecommunication qualification required for radio watch standing. Member Training, AUXOP We currently are running AUXCOM coupled with for the first time Telecommunications Qualification. This is a very important course that supports all phases of operations from watch standers to boat crew. In our flotilla there are 27 people who are not credited with this course, but, alas only 2 of our newest members showed up. The Telecommunications Qualification is a new standard that I think will be a requirement in operations. This is an easy 7 week class with shorter sessions than recent classes. The schedule follows on the next page

RELIEF FUND IN WAKE OF HELICOPTER TRAGEDY 

Non‐Profit Organization Issues Call for Aid in Time of Crisis 

Stonington, Conn. – The Coast Guard Foundation, a non-profit organization committed to the education, welfare and morale of all Coast Guard members and their families, announced today that it has established an emergency Family Disaster Relief Fund. In response to Thursday’s tragedy off the coast of Honolulu, the Coast Guard Foundation is asking for financial support to assist the families of the lost crew of the Coast Guard HH-65 Dolphin rescue helicopter.

“At this difficult time, our thoughts and prayers go out to the crew, their families and the entire Coast Guard,” said Anne Brengle, president of the Coast Guard Foundation. “This incident serves as a heartbreaking reminder of the dangers

these heroes face every day, and why the Foundation is dedicated to serve and support them and their families. We hope that others will join us in coming to their aid.”

Nor Thunderstorms, Nor Fay stopped the flotilla 36 Vessel Examiners from completing their vessel safety check rounds during August thanks to the participation of the many VE'S. The VSC's at Lake Ida, and Silver Palm were just as successful during September. Our Vessel Examiner Class has four members that will become dedicated vessel examiners October VSC'S will take place Sat .October 4 TH at Lake Ida Park 10 AM to 2 PM, and Sat October 18 TH at Silver Palm Park 9 AM to 2 PM. Hope to see many VE"S there.

I Azzarito FSO-SR Hillsboro Lighthouse tours available On Saturday, 25 October 2008, a tour of the 102 year old historic Hillsboro Inlet Light Station is being offered including a 4 mile boat ride up the Intracoastal Waterway via 49 passenger chartered boat. HLPS volunteers, USCG-ANT and CG Auxiliary members will welcome you at the Station. Start at the north dock of Sands Harbor Hotel on the Intracoastal Waterway at 125 N. Riverside Drive, Pompano Beach, FL 33062, directly across the street from the Pompano Beach City Parking Lot where your car should be parked. The chartered boar 1st shuttle leaves about 8:55 AM and about every 50 minutes there after. The last boat with passengers to the lighthouse is at 2:50 PM and the Station closes at 5:30 PM. The tour is free for HLPS members and there is a transportation fee of $15.00 for non-members. The Barefoot Mailman

SAR 101 Submitted by Richard Tepper

Take a power boat fill it up with 5 people, a case of beer and some fishing tackle and you’re off to sea for a day of fun. Now take that same boat, the same 5 people get rid of the beer and the fishing tackle, put your Patrol Boards on and hoist the Coast Guard Auxiliary Patrol Flag and you’re on the job. Its Sunday September 14th 1400 hours and we’re 3 hours into the Patrol thinking all the time that yesterday’s Patrol was fun. We went to Station Ft. Lauderdale and participated in mock Vessel Boarding’s with guns, mace and handcuffs, and today all we’re doing is checking ATON’s telling kids to keep there feet in the boat and calling in every 30 minutes reporting “everything’s normal”. And than it came over our radio…. “Facility Vessel 261069 this is Coast Guard Station Ft. Lauderdale requesting your assistance in a SAR mission off the beaches of Ft. Lauderdale” … Our Coxswain acknowledged, briefed our Crew and told us that he was “Coming Up”. We reached the Search Area, congested with Ft. Lauderdale Police and Rescue Vessels, US Customs boat, Homeland Security, Sheriff Department’s boat and helicopter, Ft. Lauderdale’s 41 along with USCG Miami helicopter. The 41 spotted us and requested we do a parallel search pattern for 5 miles heading South 200 feet off the beach from our current position, looking for the dead body of a missing swimmer. We did as requested, completing 12 such SAR patterns before requesting permission to halt our search and retire to our home dock. Permission was granted along with their thanks for our participation. Our Coxswain complemented us with a “Job Well Done” and the warning “Coming Up”. Our Crew did not

relax, we continue to Search for the Swimmer when our Coxswain called out “Coming About there’s an overturned boat with survivors cling to the vessel 90 degrees off our starboard”. Our Coxswain called Station Ft. Lauderdale reporting our sighting and requesting permission to activate a SAR mission to rescue the boaters. Permission was granted and we proceeded to perform a text book rescue of two males from there capsized 17 foot power boat. When we secured them on our vessel it was apparent that both were in shock and showing signs of the beginning stage of hyperthermia and convinced that they were going to die had we not spotted them. We administered to their needs and keep them warm. A salvage vessel approached as we were debriefing the survivors and making our report to Station Ft. Lauderdale. We completed our reports and our evaluation of the survivor’s condition. We then obtained permission to allow the survivors, at their request, to transfer to the salvage vessel to continue their trek back to shore. Both Stations Ft. Lauderdale and Miami acknowledged our rescue and thanked us and Flotilla 36 profusely for our accomplishment and professionalism in affecting a rescue while they were committed to the SAR mission miles away from the capsized vessel. We were in 4 to 5 feet seas all the time and our Auxiliary training paid off … our Coxswain directed each Crew member to the task he or she was to perform, there was no panic or second guessing by either our Coxswain or Crew resulting in the saving of two lives. Needless to say we all went home with a good feeling of accomplishment and camaraderie after a hard days work in our floating office. The Coxswain was Marc Brody and the Crew consisted of Gail and Jerry Edelman, Art Makenian and Richard Tepper.

News Release

Coast Guard Announces Award for Design & Construction of Fast Response Cutter "Sentinel" Class Patrol Boat

WASHINGTON DC - The Commandant, Admiral Thad W. Allen, and Coast Guard senior leaders will host a media round table to announce the award for the design and construction of the Fast Response Cutter (FRC)/Sentinel Class patrol boat to Bollinger Shipyards, Inc., an $88 million contract. The event will be held Monday, September 29 at 11:00 a.m. at Coast Guard Headquarters, 2100 2nd St. SW, Room 2610, in Washington DC 20593.

The 153-foot cutter, which will be capable of speeds of over 28 knots, will be built at Bollinger’s shipyard in Lockport, La. This is a firm fixed price contract with an economic price adjustment. The approximate maximum value of this contract, if all options are exercised for a total of 34 patrol boats, is $1.5 billion over a period of between six and eight years.

The winning design is based on the Damen 4708, which has conducted operations similar to those the Sentinel Class patrol boat will perform. Using a proven (or parent craft) design, will ensure that the Coast Guard receives new patrol boats capable of performing the required missions as soon as possible.
