Brevard County passed an impor-tant milestone this year in its emer-gence from the economic shadow cast by the 2011 demise of the space shuttle program A privately funded com-mercial human space flight company Blue Origin owned by Amazoncom founder Jeff Bezos announced that it would locate a multimillion-dollar manufacturing and processing facility in the county Blue Origin will invest more than $200 million and hire more than 300 with an average wage of nearly $90000

The company will launch from the Space Coast more important it will design and build its launch vehicle at Exploration Park just south of the Kennedy Space Center in Titusville mdash the first time all aspects of a com-mercial launch project will take place within the county

The announcement advances Bre-vard at least several notches toward its goal of becoming the national hub of space-related industry mdash from build-ing space vehicles to shooting them into space mdash in the decades to come

It also provides the strongest valida-tion to date of the economic develop-ment strategy that county business leaders adopted as the shuttle program began to phase out

The slow-release loss of the shuttle and its 10000-plus high-wage jobs galvanized the countyrsquos business sector into action however Leaders developed an economic develop-ment strategy focused on diversifying aerospace while retaining as much as possible of the countyrsquos tech-related human capital and building a new entrepreneurial economy around it Two key players Lynda Weatherman president and CEO of the Economic Development Commission of Flori-darsquos Space Coast and Frank DiBello president and CEO of Space Florida an independent special district cre-ated by the state to promote the space industry

Over time former rivalries among the countyrsquos municipalities have largely been replaced by a willingness to cooperate in wielding tax abate-ments and other economic incentives creatively and effectively

Economic life in Brevard ranges from cattle ranching and citrus to tourism aviation and aerospace But the trend is clearly toward high-tech and higher wage jobs and careers With an increasingly robust private space component supporting NASA programs that operate out of Kennedy Space Center and military launches from Cape Canaveral Air Force Station Brevard is averaging nearly two launches per month

Defense Aviation and Aerospace

Virtually every major defense and aerospace firm has operations in Brevard County including Boeing Lockheed Martin DRS Technologies L-3 Communications Raytheon Rockwell Collins GE Northrop Grumman AAR and Harris the Fortune 500 company based in Melbourne Home-grown Harris decided to keep its headquarters in the county after its $45-billion acquisition of Exelis last year

Along with ongoing work by NASA and affiliated government contractors such as United Space Alliance commercial space firms have moved to Brevard in the past few years

The county also approved grant money and tax abatements to be spread over 10 years for Lockheed Martinrsquos planned expansion in Titusville a project

Economic Backbonethat could add 300 jobs locally

The county is still working with the EDC and Space Florida the statersquos public-private aerospace promotional agency to try to offset the loss of as many as 10000 jobs after the space shuttle program ended and NASA contractor United Launch Alliance phased out most of its operations

Tourism The Space Coast attracts

more than 25 million tourists annually lured by 72 miles of beaches and hundreds of square miles of intracoastal boating and fishing Orlando is within an hourrsquos drive of Cocoa Beach and other Brevard locales and thousands of Orlando residents arrive weekly to board the cruise ships docking at Port Canaveral The nationally ranked Brevard Zoo art galleries the KSC Visitor Complex symphonies and a growing collection of antique and boutique shops provide a wide range of options for visitors

The US Specialty Sports Association recently signed a 20-year lease agreement to bring sporting events to Space Coast Stadium in Viera at least 175 days a year The county has pledged to spend up to $10 million in tourist tax revenue to add 10 artificial turf fields and make other improvements to the stadium for events such as youth baseball and softball

Buzz Aldrin Space Institute Launched Mars is New Institutersquos MissionOn Aug 28 2015 Florida Institute of Technology held a signing ceremony formalizing the establishment of the Buzz Aldrin Space Institute at the university Opening this fall and led by legendary Apollo 11 astronaut Buzz Aldrin the Institute will promote the settlement of Mars through research

ldquoFlorida Tech has long been at the forefront of explorationmdashsince the days of our founding in 1958 serving as the lsquonight school for missilemenrsquo when America began the race for space at Cape Canaveralrdquo said Florida Tech President and CEO Anthony J Catanese ldquoHaving Dr Aldrin build this new initiative at Florida Tech is indeed an honor We look forward to meaningful collaboration as humankindrsquos new vision for space unfoldsrdquo

Aldrin joins the university faculty as Florida Tech Research Professor of Aeronautics and will serve as Senior Faculty Advisor for the Institute

The Institute will support commercial and international development of lunar resources to support an eventual Mars settlement Aldrinrsquos concept is called Cycling Pathways to Occupy Mars The proposed architecture establishes pathways of progressive missions to cis-lunar space asteroids Phobos and eventually to the surface of Mars

Since retiring from NASA and the US Air Force Aldrin who earned a Doctorate of Science in Astronautics from MIT before being named an astronaut in 1963 has remained at the forefront of efforts to ensure Americarsquos continued leadership in human space exploration He began to devise a master plan in 1985 for missions to Mars known as the ldquoAldrin Mars Cyclerrdquomdasha spacecraft system with perpetual cycling orbits between Earth and Mars He has refined the concept over the years and continues research on it

As part of this new partnership The Buzz Aldrin Special Collection and Archives will be established at the universityrsquos Evans Library and will document Aldrinrsquos life

Collaboration with Georgia Aquarium Yields New Dolphin DataFlorida Institute of Technology assistant professor Spencer Fire and researchers from lead agency Georgia Aquarium and other conservation partners recently completed a study to better understand the health of Atlantic bottlenose dolphins in the Indian River Lagoon

The data collected from the dolphins is expected to help researchers understand how toxic algal blooms can harm marine wildlife

The research program known as HERA or Health and Environmental Risk Assessment examines how diseases affecting dolphins are related to potential environmental stressors and how they serve as an early warning system of changes that could affect both animal and human health

For over two weeks a team of more than 50 specialists performed health assessments on more than 25 dolphins Fire specifically collected gastric samples because of his focus on how biotoxins make their way into the food web for these animals The biological samples collected from the dolphins will

be analyzed and the data will then be added to the HERA database

Fire who helped veterinarians gather and assess the dolphins had the rare opportunity to take samples from healthy animals

ldquoThe data we have for biotoxins in live marine mammals from the Indian River Lagoon are inconclusive so this was a way to get additional datardquo he said

Fire wants to use the data as a baseline to gauge when toxin levels become fatal during an algal bloom

Under a federal permit HERA program researchers have safely examined and released more than 350 bottlenose dolphins primarily from the Indian River Lagoon since 2003 This yearrsquos assessments were in the northern IRL where there have been three unusual mortality events (UMEs) or unexpected strandings in which significant numbers of dolphins died

The IRL is an ecologically diverse estuary that covers 40 percent of Floridarsquos east coast In recent years land use and pollution have eroded the lagoonrsquos water quality

ldquoDolphins are like the proverbial canaries in a coal minerdquo said Gregory Bossart VMD PhD chief veterinary officer and senior vice president at Georgia Aquarium ldquoUnderstanding their health and determining what impacts them is important because they can serve as indicators of ocean health giving insight into larger environmental issues that may also have implications for human healthrdquo

Fire added ldquoIf animal health is deteriorating over a trend of several years because their environment is deteriorating what does that mean for humans We share the same habitat we eat a lot of the same food we use the same watersrdquo

Lightning Research Deepens Understanding of Sprite Formation Findings link specific atmospheric conditions to exuberant luminous displays above thunderstormsA new study led by Florida Institute of Technology Professor Ningyu Liu has improved our understanding of a curious luminous phenomenon that happens 25 to 50 miles above thunderstorms

These spectacular phenomena called sprites are fireworks-like electrical discharges sometimes preceded by halos of light in Earthrsquos upper atmosphere It has been long thought that atmospheric gravity waves play an important role in the initiation of sprites but no previous studies until this teamrsquos recent findings provided convincing arguments to support that idea

The research published in the June 29 issue of Nature Communications includes comprehensive computer-simulation results from a novel sprite initiation model and dramatic images of a sprite event and provides a clearer understanding of the atmospheric mechanisms that lead to sprite formation

Understanding the conditions of sprite formation is important in part because they can interfere with or disrupt long-range communication signals by changing the electrical properties of the lower ionosphere

Predicted by Nobel laureate C T R Wilson in 1924 but not discovered

until 1989 sprites are triggered by intense cloud-to-ground lightning strokes They typically last a few to tens of milliseconds they are bright enough to be seen with dark-adapted naked eyes at night and only the most powerful lightning strokes can cause them

The study investigated how sprites are initiated According to Liu the agitations in the upper atmosphere created by atmospheric gravity waves can grow in the electric field produced by lightning and eventually lead to sprites

Hamid Rassoul an atmospheric physicist and the dean of Florida Techrsquos College of Science said the findings will be critical to future researchers

ldquoThey will allow scientists to study not only sprites but also the mesospheric perturbations which are difficult if not impossible to observerdquo he said

Liu added ldquoOur findings also suggest that small dim glows in the upper atmosphere may be frequently caused by intense lightning but elude the detection There may be many interesting phenomena waiting for discovery with more sensitive imaging systemsrdquo

FRAMING CYBER DEFENSE

Florida Institute of Technology associate professor Marco Carvalho has been awarded a $730000 two-year contract by the Department of Homeland Security Science and Technology Directorate to design a cyber defense framework that will allow multiple organizations in both civilian and government sectors unprecedented levels of coordination in their efforts to protect the nationrsquos cyber infrastructure

The work will build on some of the prior research on agent-based infrastructures for cyber defense developed at Florida Tech and will leverage Carvalhorsquos and his teamrsquos experience and research in coordinated moving target and dynamic defense techniques for cyber resilience

ldquoWe have been working on agent-based command and control frameworks for the Department of Defense for a few years with very successful resultsrdquo Carvalho said ldquoWe are very excited to bring our research to the next level and honored that DHS would enlist Florida Tech for work of such impact and significancerdquo

THE SCIENCE OF SLOSH

Robots and astronaut power are being used to churn splash and slosh green water in microgravity aboard the International Space Station The science behind the project developed by Florida Institute of Technology scientists NASA engineers and researchers at the Massachusetts Institute of Technology may help NASA engineers build better fuel tanks

ldquoThe experiment worked flawlessly during our checkout session and our preliminary data is looking very goodrdquo said Dan Kirk a Florida Tech faculty leader on the project

Called ldquoSPHERES Sloshrdquo the project utilizes robots called Synchronized Position Hold Engage Reorient Experimental Satellites (SPHERES) to control the motion of a container partially filled with liquid The container undergoes motions that are representative of the actual motions of large rockets and spacecraft during typical space maneuvers

ldquoNASA is pleased with the data so farrdquo said Hector Gutierrez a Florida Tech principal investigator and director of the Aerospace Systems and Propulsion Laboratory ldquoWe completed a fourth science session two weeks ago and we have two more to go NASA-KSC has expressed interest in supporting more science sessions in the future so the hardware will remain aboard ISS for the foreseeable futurerdquo

Farming and ranching have been mainstays of Brevard County since the 1800s Urban development and agricultural diseases such as citrus greening have devastated much of the citrus in recent years but agriculture remains a sizable contributor to

Wuesthoff Health System operates two full-service acute care hospitals In Brevard one in Rockledge with 298 beds and one in Melbourne with another 115 beds Wuesthoff also has a 114-bed skilled nursing facility and an 89-unit assisted living facility as well as physician clinics and other health-related services such as diagnostic centers

In Titusville Parrish Medical Center is a 210-bed acute care non-profit hospital that has served north Brevard for more than 50 years The hospital perennially ranks as a top performer in patient safety ratings and other quality metrics

On the basis of passenger service alone Melbourne International Air-port ranks as a quiet place mdash just eight gates and a ranking of No 282 out of the nationrsquos 817 airports in scheduled arrival flights and 175th in arriving passengers Overshadowed by nearby giant Orlando International the airport was built to handle 2 million passengers a year but serves about 400000 annually In cargo the stats place Melbourne 411th

It came as a shock then when a visitor to the airport earlier this year saw eight 747-400s from a Russian airline parked at the airport ldquoWhat in

the world is thisrdquo thought Bill John-son retired executive director of the Florida Airports Council

The 747s from Russian airline Transaero flew in from Moscow and St Petersburg Russia for mainte-nance repair and overhaul work at a new 83000-sq-ft hangar operated by MidAirUSA The clustering of giant jets is testimony to Melbournersquos focus on building its airport beyond airlines

The hangar mdash the airport is consider-ing building more mdash followed the 2011 opening of Brazil-based Embraerrsquos Phenom 100 and Phenom 300 business jet factory Embraer has since built an engineering and design center and now

possibilities ldquoThis is such an absolutely wonderful place with an opportunity for growth Any-time you have the chance to be a director of this type of facility itrsquos a dream jobrdquo he says

In terms of facilities the air-port has abundant space a for-eign trade zone three runways one of which at 10181-feet is able to handle the worldrsquos largest aircraft including those 747s the militaryrsquos C-5 and the Antonov 225 the largest cargo plane The local talent pool thanks to all the defense and aerospace compa-nies and former NASA workers is deep

The economics of the airline industry work against smaller airports such as Melbourne that lie near large hubs such as OIA Donovan makes the argument for airlines to take a look They havenrsquot recognized the arearsquos growth and consequent growing demand by business travelers
