Welcome to the fourth CTO Clinic produced by CoSN (Consortium for School Networking) and the CoSN Council of Florida. We are pleased to provide you with a focused event designed for Florida’s K-12 technology decision-makers. During the CTO Clinic, you will engage in enlightening discussions with industry experts, K-12 practitioners, FLDOE personnel, and District administrators on the most important issues surrounding the role technology plays in the teaching and learning process. Clinic participants will hear an intriguing and enlightening keynote from Dr. Mark Edwards, Superintendent of Mooresville (N.C.) An early innovator, Forsyth County Schools began developing practices for online learning in 2001; now, it provides every teacher with a course in the learning management system and has over 53,000 learning objects in a learning object repository. Learn how they fostered second-order change for both learning and teaching. IT and Curriculum personnel must develop common visions and collaboratively design technical ecosystems. Design and delivery of a sustained, immersive learning context in which students can master and collaboratively apply skills to solve complex problems is arduous. IT and Curriculum must jointly identify sustainability strategies for systems that will deliver and automate the more labor-intensive teaching, administrative, and technical tasks associated with this sophisticated instructional environment if a high fidelity CCSS implementation is to be realized. Session 1: Why Enterprise Networking is Critical Today (Gaines, 5th Floor) This presentation discusses why enterprise networking is critical for today’s educational environment and how educational networking changed from 1985. Today, consistent Internet access is crucial to support educational curricula. The presentation provides an overview of the problems encountered when using best-effort infrastructures. Details on security, monitoring, logging, support, and network design are provided to illustrate tools and managed support offered in enterprise network infrastructures. Session attendees will be provided with detailed information allowing them to assess the advantages of enterprise networks. In the early 90s the DOE undertook the implementation of the Florida Information Resource Network (FIRN) to support the submission of student, staff, and financial information. Since then, FIRN has also provided Internet access for districts and schools as part of an enterprise infrastructure. Over the past decade many of FIRN’s clients opted for a best-effort infrastructure to save money, giving up the benefits provided by an enterprise network utility. This presentation highlights the design of enterprise infrastructures where districts continue building their district area networks, but Internet access is served using a design providing monitoring, logging, and security. Presenters: Paul McGinnis & Nicholas Platt, Florida Department of Management Services Session 2: E-Rate 2.0: Reforming E-Rate for a New Digital Era (Pensacola, 5th Floor) There are big changes on the horizon for the federal E-Rate program! Last week, July 19, 2013, the FCC released a Notice of Proposed Rulemaking (NPRM) wherein it requested public comment on substantial changes to the E-Rate program. This action follows President Obama’s announcement of “ConnectEd,” an initiative that calls on federal agencies and the private sector to upgrade connectivity, train teachers, and make investments in devices, software, and content. For the first time since the E-Rate’s start in January 1998, the potential exists for an unparalleled overhaul. Come hear about the FCC’s proposed changes and other activities aimed at ushering in a new era of education technology and digital learning. This session also will solicit your input on changes to the E-Rate program most needed to accommodate your future technology plans, which may be used to frame a DMS response to the FCC NPRM. Session 1: The Florida DOE Cloud Initiative (Gaines, 5th Floor) As we change the learning environments in our schools and involve more technology in our classrooms, we will need to make wise and thoughtful decisions on the technical architecture for the solutions being implemented. However, all too often we are challenged with implementing technology solutions without having the time to plan and design the architecture. In this session, we will discuss the Florida Education Cloud solution and the options available to districts. We will discuss the pros and cons of using cloud-based solutions and focus on cloud security. The presentation will be short, allowing substantial time for session participants to share their thoughts and ideas on the future direction the state should take to provide the most benefit to districts. Presenter: David Stokes & Ron Nieto, Florida Department of Education Session 2: Getting There From Here Pensacola (5th Floor) The Nation's curriculum and Florida's Plan for Digital Instruction demand that each student be able to access and interact with rich digital content and experiences that are both rigorous and relevant. Universal, uninterrupted access to technology is essential and providing for that will require robust infrastructures and systems of support. Getting there from here, however, will only be possible with a clear sense of purpose and by changing the belief system of the constituency and community being served.
