If this settlement is correct, I do not have knowledge of it, nor did I make any such claim in my complaints or filings with your office. The Florida Commission on Ethics announced an alleged settlement of my home mortgagedispute in seven orders entered January 29, 2014, paragraph 3:

The complaint apparently alleges that the Respondent misused her public position byconspiring with others in her office to deprive the Complainant of his legal rights...related to an attorney's representation which resulted in a settlement of the Complainant'shome mortgage dispute.

----- Original Message ----- From: Doss, Virlindia To: 'Neil Gillespie' Sent: Thursday, January 30, 2014 10:42 AM Subject: RE: Status update, response needed, amendment Dear Mr. Gillespie:   Complaints 13-201 through 13-207 were dismissed at the Commission�$B!G�(Bs meeting of January 24.  I have attached copies of the Commission�$B!G�(Bs Final Orders, and hard copies have been mailed to you.   With respect to your correspondence—provided via email—of January 20, which was a corrected version of your earlier correspondence dated January 17:   In your letter you describe a variety of actions by various persons and by the Judicial Qualifications Commission as an body, and inquire regarding whether you should file a complaint based on the information.  Our staff is prohibited from encouraging or discouraging the filing of a complaint, so I cannot make a recommendation in that regard.  I can tell you that pursuant to Article II, Section 8, Florida Constitution, the Commission has no jurisdiction over judges or over public or private entities.  Its jurisdiction only extends to individual public officers and employees.   You also asked for a citation to authority for my statement that officers or employees of The Florida Bar are not subject to the Code of Ethics for Public Officers and Employees, and would not be subject to the Commission�$B!G�(Bs jurisdiction.  That source is In re The Florida Bar, 316 So. 2d 45 (Fla. 1975).  (�$B!H�(BWe recognize that the Florida Bar is an agency of the judicial branch, Dacey v. The Florida Bar, 414 F.2d 195 (5th Cir. 1969). The officers of the Florida Bar are acting in that capacity as �$B!F�(Bofficers of the Court,�$B!F�(B and in accordance with Article V, Section 15, Florida Constitution, this Court has exclusive authority to regulate them.�$B!I�(B)  As to your question whether officers or employees of The Florida Bar are subject to any oversight where you can make a complaint, the referenced quote suggests that they are regulated by the Florida Supreme Court, but you may be better served to inquire of the Bar, the State Court Administrator�$B!G�(Bs Office, or private counsel.   The Commission cannot take any action on matters except upon receipt of a sworn complaint.  If you do decide to file a complaint, it will be helpful if, rather than providing extensive written materials, you simply state in brief, narrative form, what it is you believe the public officer or employee did that violated the Code of Ethics.  If you are alleging a misuse of office, it is helpful if you tell us how the official used their position, what they did that was wrong, how they would have known it was wrong, and how they benefitted from

You have my complaint for Clerk of Court Pat Frank and counsel Dale Bohner. In addition, I inadvertently failed to provide the following information, which was part of my rebuttal October 16, 2012 to The Florida Bar in "Ryan Christopher Rodems; TFB File No. 2013-10,271 (13E)":

"In addition, successor Judge James Arnold did not obey Cook�$B!G�(Bs order. Judge Arnold did not follow the order from the day he assumed the case, November 15, 2010, through June 21, 2011. This made Mr. Rodems very angry, and he filed a motion April 26, 2011, Defendants' Motion to Strike Pro Se Filings by Plaintiff. Rodems sent a cover letter to Judge Arnold that appears to this rebuttal at Exhibit 19. Mr. Rodems wrote this to Judge Arnold:

Dear Judge Arnold:

Enclosed please find a courtesy copy of Defendants' Motion to Strike Pro Se Filings by Plaintiff which was filed on even date in the above-referenced matter. By Order of this Court entered November 15, 2010, Mr. Gillespie is prohibited from filing any documents pro se.
