First Stage Forecast of Southwest Monsoon Season-2018 Rainfall by IMD
•Quantitatively, the monsoon seasonal rainfall is likely to be 97% of the Long Period Average (LPA) with an error of ± 5%.
•Forecast assessment suggests 42% of probability for near normal monsoon rainfall.
• IMD will issue the update forecasts in early June, 2018 as a part of the second stage long range forecast of monsoon rainfall.

Relief Camps
• 1358 relief camps were setup for 4.2 lakh people
• Cooked meal, medical, toilet facilities
• Providing clothing, utensils, soaps, hair oil, comb, sanitary napkins etc. from Chief
Minister’s Relief Fund
• Payment of Rs. 15000/- for the birth of a girl child and Rs. 10000/- for the birth of a boy
child in case delivery of baby takes place either in the relief camp or in the process of
evacuation of pregnant lady
Community Kitchen
• Operational points – Highways, Railway Stations, MDM & Anganwadi Centres, Schools, Community Centres etc.
• Special attention on hygiene
• Cooked food including Rice, Daal, Vegetables
• Total ban on fried food
• 2569 community kitchen provided food for 492174 people

• Rice-6 kg, Pulse-1 kg, Potato-2 kg / Soya Bean-½ kg, Salt-½ kg,
Turmeric-Small Packet, Halogen tablets & ORS Packets

Gratuitous Relief (GR)
• Govt. provided Rs. 6000/- as GR to all flood affectedfamilies (Rs. 3000/- as Cash Dole + Rs. 3000/- for foodgrains) for all flood affected families
• GR was provided to affected families through RTGS only
• State Govt. disbursed total of Rs. 2290 crore as GR toaffected families
• Upon feedback from field and for better monitoringgovernment decided to provide GR through Direct BenefitTransfer (DBT) from this year onwards.

Flood Preparedness Review at Highest Level
• Hon’ble Chief Minister reviews the flood preparedness with all concernedState Departments and District Magistrate. First flood preparednessreview meeting will be held in the first week of June under hischairmanship.
• Second review meeting by Hon’ble Chief Minister will be held in themonth of July.
• Hon’ble Minister Disaster Management Department also holds the floodpreparedness review meetings. A review meeting under his chairmanshipwill be held in last week of May 2018 with Add. District Magistrate / I/cofficer of disaster management of district.
• A series of review meetings are being held by Principal Secretary-DMDwith District Magistrate / Add. District Magistrate of all the districts.
Strengthening of State & District Emergency Operation Centre -SEOC & DEOC
• For better coordinated and efficient disaster response State is strengthening State Emergency Operation Centre (SEOC) and District Emergency Operation Centres (DEOCs) of the State.
• Expression of Interest (EoI) for SEOC strengthening has been floated
• The new SEOC complex is bestowed with “Earthquake Resistant Base Isolation Technique”
• Based on the advanced Information Communication Technology (ICT), SEOC will also be equipped with various tele-communication channels for redundancy
• Database of Mobile Network Service providers in Bihar being arranged for Mass Messaging of Early Warning and Disaster Alert to reach maximum number of residents of the state.
State Disaster Response Force (SDRF)
• Govt of Bihar in 2010 has given sanction forraising of one Battalion of State DisasterResponse Force (SDRF) on the line of NationalDisaster Response Force (NDRF).
• 12 out of 18 sanctioned teams are currentlyfunctioning
• In 2018, State Government decided to raisestrength of SDRF from 18 teams to 50 teams.
• One team each will be placed in all 38 districtsand rest 12 shall be stationed in Patna asreserve.
• Posts for additional 32 teams have beensanctioned by competent authority of thegovernment.
