    Good afternoon FLOs,

    This issue of the FLO Weekly will cover the period from March 5, 2012 to

    March 20, 2012.

    In the Intake Highlights and Analysis section, three incidents are

    highlighted. The incidents reflect potential indicators of activity that could be

    part of a plan with a nexus to terrorism.

    The SynopsisCIKR Sectors section includes an article from the Tacoma

    News Tribune on the Dams sector, as well as a piece from the Seattle Times on

    the Banking and Finance sector.

    For Training Opportunities, seats still remain for the Explosive AwarenessTraining to be held in North Bend and Ephrata. Registration for the training

    continues on a First Come First Serve basis.

    Intake Highlights and Analysis

    (U//FOUO) [Region 6] On 28 February 2012 at approximately 1610 hours, a known subject boarded

    the light rail train at the Westlake station of the Downtown Seattle Transit Tunnel. He was informed

    the train was going out of service but refused to exit the train. The train moved to the Pioneer Squarestation were it was met by King County Sheriffs Office deputies. When the subject was contacted by

    deputies he refused to answer questions. He remained seated with his hands folded in his lap staring

    straight ahead. He was eventually removed from the train by deputies. The subject had several

    hundred dollars in cash and an Ethiopian passport with a tourist visa for the U.S. It appeared the visa

    had expired in 2008. The subject stated he was going to the airport to buy a one way ticket to Dubai

    and was not intending to return to the U.S. The subject was released at the scene.

    At Sea-Tac Airport the same subject was observed displaying suspicious behavior at a checkpoint

    and was subsequently interviewed by Behavior Detection Officers. The interview with the subject

    reached a point where Port of Seattle Police intervened. Subject was referred to Customs and BorderPatrol and eventually escorted off of airport property.

    (U//FOUO) [Region 6] On 14 March 2012 at approximately 0130 hours, Seattle Police officers

    observed a subject running around the blocks containing the U.S. Courthouse, and the Seattle Police

    Department West Precinct, taking photos of the buildings. When stopped, the subject stated he was in

    Seattle attending a conference and was a citizen of the Slovak Republic. The subject claimed to be

    staying at a hotel approximately seven blocks from the buildings he was photographing, and could

    give no explanation as to why he was taking photos of the buildings.

    (U//FOUO) [Region 5] On 3 March 2012 at 0143 hours, an unauthorized vehicle was observed inside

    a secured area at Port Terminals at the Port of Tacoma. When the vehicle was approached, the driver

    sped off and eventually breached three other security areas in an apparent attempt to leave. Tacoma

    Police apprehended the driver who appeared inebriated.

    Synopsis - CIKR Sectors

    March 5, Tacoma News Tribune(Washington) A new report, the Pierce County plan, says many river

    levees and other flood control structures in Pierce County, Washington, are inadequate and

    recommends more than $316 million in projects over the next 20 years, the Tacoma News Tribune

    reported March 5. The report, which took nearly three years to complete, examines flood risks and

    recommends solutions along the Puyallup, Nisqually, White, and Carbon rivers. The draft report,

    called the Rivers Flood Hazard Management Plan, says "The aging system of flood management

    facilities, many of which were built in the 1960s or earlier, were built to a lower level of protectionthan what is now required to protect transportation, commercial and residential structures. The time

    frame for making improvements will depend on the amount of local and other funds available, said the

    county's project manager. The document comes at the same time the county council is preparing to

    approve a controversial flood-control zone district that would levy new taxes. The flood-management

    plan, which identifies the flood-control district as a financial option, says current funds are inadequate

    to protect the area's growing population. It also points out risks to three wastewater treatment plants

    for Tacoma, Puyallup, and Sumner along the Puyallup River. Proposed improvements include new

    and rebuilt levees, new setbacks, and new flood walls. The most costly of the 33 recommended

    projects is $104 million to set back the levee along North Levee Road from Interstate 5 to the

    Highway 161-North Meridian bridge in Puyallup.

    March 9, Seattle Times(Washington; International) Kirkland man pleads guilty in ATM 'skimming'

    scheme. The leader of an ATM "skimming" ring with ties to a Romanian organized crime ring pleaded

    guilty March 9 in federal court in Seattle to bank fraud, conspiracy, access device fraud, and

    aggravated identity theft. The man oversaw a ring of fellow Romanians- some in the country

    llegallythat stole hundreds of thousands of dollars by using high-tech devices to skim credit card

    nformation and secretly capture bank customers' personal identification numbers, according to the

    U.S. attorney's office. Much of that money went overseas to Romania, prosecutors said. The U.S.

    attorney's office said a Secret Service investigation showed the man had been involved in credit-card

    skimming in the Seattle area since 2007. He has agreed to pay $357,256 in restitution, surrender

    $10,000 in cash seized when he was arrested, and forfeit three vehicles, computer equipment, and

    hree firearms.

    Training Opportunities** The training opportunities and flyers included in this publication are provided to our FLOs as

    professional development opportunities. The training discussed is not part of any requirement for theFLO program and the varying venues are not endorsed by the WSFC, or DHS, unless specifically

    stated. **

    For the WSFC sponsored Explosive Awareness Training, seats are still available in both locations.

    As of 20 March 2012, North Bend (24 Apr class) has 25 confirmed registrations, and Ephrata

    (26 Apr class) has five confirmed registrations. See attached flyer for further details on registering

    for the training.

    As articulated in the last issue of the FLO Weekly, the next iteration of the FLO Basic class will beheld 10-12 July 2012. The training will be held in Spokane, Burlington, and Burien. We will be

    sending the Training Announcement out later this week. Additionally, we are continuing to plan for

    the first Intermediate FLO class, which is being targeted for the September/October 2012 timeframe.
