1. The rationale:

• Move away from fixed academic calendars to more flexible learning environments in countries like India.

• As seen in the following table nearly 50% of the children drop out of the school due to inflexibility. This means out of 340 million who fall in this category of secondary schooling, nearly half of them drop out of the schools.

• This group requires greater support to continue education.

• This is more acute in the case of migrant labour whose children drop out from schools as they migrate to work on road construction, buildings, highways, etc.

• These children are gainfully employed along with parents even with the abolishing of child labour. They contribute to family income and hence education is not compulsory.

Learning Kiosks for Children

• One wonders what will they do after dropping off from schooling.

• The following pictures indicate few vocations they pursue in order to earn and live:

• They become as street vendors, cleaners in restaurants, construction workers or rag pickers.

2. System Functional Features:

• Mobile Learning is what is proposed for these children for encouraging them to pursue education.

• The mobile subscriber base in India exceeds nearly 700 million implying 60% penetration of the population.

• This devise is widely used and accepted as part of life due to cheaper handsets and connectivity.

System Functional Features:

• The learners will have access to academic content at the Kiosks. They can learn, write, upload or download material as necessary.

• Government provides Aakash Tablets to the learners.

• These kiosks will be located either in a village school or panchayat office.

• Web connectivity with online learning portal will be posted on the devise.

Possibilities • Learners will get access to content through

mobiles/tablets. They can logon to the Kiosks which will be available in each village and town close to a government school or in the school. At their convenience they can learn and practice and get their queries answered. It is highly flexible and there will no academic calendars. As and when one or two courses are finished they can take up few more and accumulate the credits so as to earn a grade for that class. The exams can be taken throughout the year.

• The learners could also pursue arts and culture, music, handicrafts, etc as they feel comfortable.

• Since language convertors will be used the students could choose any language they wish.

• These programs will be targeted at school dropouts, children engaged in various jobs etc with flexible options and accumulation of grades.

• The students will enroll for a course at the Learning Kiosk which will be validated at the backend hub. They will be continuously monitored for the progress.

• All the studies will be flexible and not tied to academic calendars presently followed for school education. Age is no bar. The learners complete subjects and courses at their own pace.

• Examinations are conducted any time once the student is ready at a nearby public school.

4.Business and Implementation Model

• The model will be funded by the government support.

• All the content, devises, connectivity charges, server hosting charges, guidance and examinations etc will be supported by the government agencies only.
