Flávio A. Branco is a Degree Graduate

in Architecture and Urban Planning since 2003, by the

Architecture Faculty of the Technical University of

Lisbon. He took part of an academic exchange, under

the Erasmus Programme in 2002 for the duration of

a semester at the École d' Architecture et Paysage de

Bordeaux.

In 2003 he started his professional practice as an

intern at Sítios&Formas in Coimbra, where remained for

four years participating mainly in the development of

Land use planning and Urbanism programmes for the

central and northern regions of Portugal.

In 2007 he returned to Lisbon to work at

Entreplanos Architecture Urbanism and

Design, coordinating and developing two Detailed

Urban Plans for the Council of Mafra

and also participating in design projects of Schools.

The design proposal seeks to create the conditions to

endow the historical centre with a set of features that can

stimulate and boost the area.

This is an urban area of great heritage value for its

aesthetic originality (traditionally referred to as "Cubist"

architecture).

The intervention in existing buildings is of particular

relevance, given the seriousness of problems and

pathologies encountered (bad state of conservation,

poor sanitation and inadequate infrastructures).

The morphological characteristics of the urban grid

(originally designed for a smaller scale use by pedestrians)

require undertaking special measures to control

accessibility, including a new transport policy and mobility.

The design proposal for the rehabilitation and urban re-

qualification of Vasco da Gama Avenue, seeks to have

an influence in the experience and comprehension of

the city in general. It produces the answer to a problem,

resulting of its natural constraints and its

development, for an area that is currently disconnected

from the urban grid, wasting part of its enormous

potential.

With a privileged natural setting and features it is

imperative to make this area a part of the city and of its

inhabitants, giving it new uses, new urban readings

and promoting strong relationships with the urban

centre. And also by qualifying it ecologically and

granting it with attributes that will enable it to adapt to

different urban experiences (festivals, fairs, sports etc.).

The connection of the intervention area with its urban

surroundings is one of the key points of design

proposal. It reinforces and reinterprets existing

connections and focuses on developing new

routes with full access for the use of disabled people.

The Urban Detailed Plan of Faro Beach is part in

a strategic plan of broader action. The Coastline

Development Plan of Vilamoura - Vila Real

de Santo António seeks to establish strategies for a

sustainable development of this territory.

The design presented seeks to promote the

improvement of urban life, tourism offer and all

activities related to leisure, by improving

infrastructures and establishing a focal point that, for

its innovation and quality, allows boosting progress in

all economic activities connected to the “Ria Formosa”.

It aims for the preservation of the intrinsic local

characteristics such as the fishing activities and the

social system involved.

With the need to rehabilitate the exhibition grounds,

this project aims to have an influence on the city itself.

The design proposal seeks to have an influence in the

city, seeking to integrate an urban area, which as

a result of its development and constraints, is currently

detached of the urban fabric, wasting the

huge potential it possesses.

Clearly urban, this area contains a set of buildings

which is structuring for the population's every day

life, such as the Market, the Court, the Bullring and the

City Park.

However, its physical and visual relationship with the

agricultural and natural landscape gives a distinctive

appearance. In this way, both objective and

motivational aspects of the proposal can be defined.

Firstly its urban features and the necessity of

integration in the urban fabric and on the other

hand its relationship with the surrounding landscape, a

necessary element increasingly valued for the human

condition.

The natural expansion area of the Town of Mafra,

whose nearest surroundings, reveals strong signals

of urban dynamics and of strong and carefully thought

trough urban design.

Despite being a low density occupation area, it appears

that the urban design environment is a determinant

factor for the tracing for the expansion of the built

area on the north side of the plateau zone.

The proposal is of continuity of the radial-concentric

structure existing within the boundaries of the Plan,

which is basically an extension of certain lanes in arch.

Current situation: In public inquiry


The urban pressure which is confirmed in site, mainly

associated to well planed accessibility of the area,

produced negative practical outcomes, resulting

in fragmented urban fabric and obvious shortcomings.

It is important to seize the dynamics installed

establishing an effective urban control, which can

lead to a prudent manner of changing the landscape, in

expressive ways of life resulting from such expansion.

The site has an amount of significant expansion area to

the rear of the occupation zone which occurred allong

the main roads.

It is proposed a merger of the various fragments of

this territorial unit, based on a central unifying element:

A linear green space that accompanies the existing

waterline.

This revision updates the model of spatial structure of

the territorial municipal area. Due to the

construction of new roads, Fornos de Algodres has

been drawing close to becoming like the main cities of

Portugal and Spain.

It has, therefore, become viable and necessary to

enhance its natural resources and cultural heritage as

important factors of development. It is also necessary

to reinforce the inter-territorial relations within tourism

and other economic activities.

The diverse clusters will be equipped according to the

demographic and socio-economic needs of residents,

adding it value, focusing on revitalizing the economy of

the rural areas on a reciprocal basis, through the

establishment of urban-rural partnerships which

envisage the strengthening of territorial cohesion.

The relocation of the Robinson factory for the Industrial

Area of Portalegre releases grounds located in an

important area of the city. The site is mostly composed

of hangars, warehouses and workshops in addition to

the main building, which define the Square Jardim

Operário (garden) main elevation.

This design proposal is a response to the initiative of

the launching of a rehabilitation programme of the

former factory premises. It intends

to recover its historical connection to the city and to

redefine the roles of

the different buildings which constituted their premises,

using the existing buildings for housing

The Safeguard Plan is developed under the form of a

detailed plan with the intent to increase the

effectiveness of the dispositions regarding the

conservation and enhancement of architectural

heritage (structure, materials, composition, decorative

elements, and colours) and other urban

elements of interest:

a) The urban configuration, the model of

the traditional quarter and the reticular road network;

b) The relationship of proportion and scale between the

public space, the buildings and their backyards;

c) The connections between the river and its banks;

The urban model offered aims at reducing the use of

the car, promoting pedestrian movement and

focusing on public transport. This model is based on the

concept of proximity between the different centres of

attraction of public interest, having as a

backdrop the presence of trade and services,

predominantly in the Historic Centre of Chaves.

With 30 acres, this plan consists of the programming of

the new expansion area of Lousã.

As goals, we seek to enhance the entry into the urban

cluster, to create a multifunctional area and to provide

infrastructural support.

As the grounds are plane, the proposed design follows

a reticulated model which fully integrates the existing

road structure. And also presents a new Avenue as a

primary urban support and a privileged planned grid.

The drafting of Oliveira de Azeméis „s Master Plan had

as key issues the importance of networks, of public

space and of public facilities as functional elements

and symbolic languages which identify a given period of

the life of the city with its needs and the response to

such needs.

With 695 hectares of intervention area, this plan aims

to consolidate the city as a central driving force of

unity in the district.

It is translated into ratios, an idealized volumetric

scenario of the city. It consists of a decrease in the

density of the built environment as one travels from the

city centre to the periphery.

To this end, the boundaries of several of several

areas, of predominantly residential use, of the city

(neighbourhoods) were grouped according to some of

their common features, with reference to the work of

Kevin Lynch.

The concept which led to the building's design was

based on the principle of distributing the functional

areas of more public and social character and the

school management areas on the ground floor and the

positioning the classrooms on the upper floor.

To this premise was associated the condition of which it

was mandatory to keep Block C (an existing

building) in the new functional structure of the School.

The new design proposal for the school is based on the

construction of two new volumes of different in shapes

and plan configuration. This mimetism will be claimed

and highlighted in terms of treatment of the facade.

De acordo com o caderno de encargos e atendendo ao

mau estado de conservação dos edifícios existentes, a

sua demolição é condição na elaboração da proposta

apresentada.

O conceito que orientou a concepção da Escola,

prende-se com a necessidade de criar, atendendo a

diversidade da faixa etária dos alunos e o vasto e

ambicioso programa preliminar definido para a escola,

zonas perfeitamente diferenciadas ao nível dos grupos

funcionais da escola, recreios cobertos e descobertos e

parque desportivo.

Assim, assume-se claramente a sectorização espacial

dos níveis de ensino do pré-escolar, 1º ciclo,

relativamente aos do 2º,3º Ciclos e Secundário.

Optou-se por construir o edifício parcialmente com três

pisos (cércea permitida pelo PDM de Velas), libertando

desta forma área de recreio suficiente para albergar o

programa preliminar para ocupação de espaços

exteriores.

We propose to build two-bedroom row houses on

two levels, with private garden and swimming pool.

We seek a certain indefinition of limits between the lots

and the golf course green, allowing unrestricted views

overlooking waterfront.

The organic shaped block volume varies between 1 and

2 levels, allowing views of the surrounding landscape

and its inner courtyard. This space is intended to be the

"meeting point" of the neighbourhood.

We propose to create a semi-private "buffer zone" in

front of all ground floors (which have their living rooms

facing the courtyard), made of green areas, decks and

swimming pool.

We sought to diversify the housing typologies ranging

from flats with private patios to duplex apartments.

The EBS of Vila Franca do Campo, is located on

a land of 22000 m².

The school configures a rectangular enclosure with grea

ter development in the north-south direction and

showing a slight incline towards the south.

This is a fragmented composition, with canopies and ou

tdoor spaces which seek to qualify the new school in its

functional and plastic aspects.

The placement of the various buildings as well as the

landscaping take into account the need to phase the

construction works, maintaining the operation, although

it may be conditioning to the school activities.

The project fits with the broad objective set by Polis

Programme for the Detailed Plan prepared for the site -

the urban regeneration of the waterfront of the

Mondego River - and, more specifically, with the aim of

expanding of the network of public buildings.

The shape designed consists of two bodies, based

on a square, joined by a gallery.

It meets the maximum area of placement envisaged in

the Plan of Detail (2 x 470m2), the maximum height

(6m) and floor height (21m).

The polygon is oriented according to elements of the

urban structure, outlined by the surroundings.
