Bank economists attribute the stowing to cutbacks In federal spending and the 10 per cent surcharge on per- sonal and corprate income taxes. HOWEVER, there are four bright spots in the Cal- ifornia economic picture: HomebuUdtag Bmk of America expects the number of new residential units started during 1080 to reach 180.000. a 20 per cent rise over 1088.
