IntroductionThe 2016–2017 Five Year Highway Improvement Plan maps out government’s approach to repairing and maintaining the province’s 23,000 kilometres of roads and highways and 4,100 bridges. The plan outlines major highway and road projects, repaving, major bridge replacements, capital maintenance and infrastructure work the province plans to pursue year by year, over the next five years.

Sharing the specific plans for road improvement in the Five Year Highway Improvement Plan gives private companies better opportunity to prepare for the more than 150 upcoming highway improvement projects in 2016–2017. It also helps to inform Nova Scotians about the improvements being made in their communities.

The road building industry in Nova Scotia is a large source of jobs, creating an estimated 5,000 direct and 2,500 indirect positions every year. The annual payroll for Nova Scotians employed in road building is approximately $300 million. For instance, a typical $2 million paving contract generates about 60 direct jobs and about $200,000 worth of business for the trucking industry and spin-off benefits for local businesses that provide all of the associated construction materials, technical support and supplies used by contractors.

Over the past 2 years, the province has invested over $455 million dollars in highway infrastructure.

The total highway capital budget for 2016–2017 is $220 million. Additional operational funding for highway maintenance will be made available as part of the 2016–2017 budget.

Capital funding for highway construction and maintenance comes from three sources:

1. Provincial – Highway funding in Nova Scotia includes all revenues collected through provincial gas taxes and registration of motor vehicles, as well as other funding provided by the provincial government.

Every dollar from RMV fees and the gas tax goes back into provincial roads. Over the past 3 years, the province has actually invested $294 million above and beyond what was collected in RMV fees and gas tax. This year, the department forecasts spending $29.9 million more than what was collected.

2. Federal -- Federal money to support highway improvement projects will be provided by the Building Canada Plan.

There were several projects made possible with support from the Federal government through its Build Canada Fund. This program has been replaced by the New Build Canada Fund. The province will continue work with its Federal partners, and their newly formed Cabinet, to take advantage of opportunities for support where possible.

3. Municipal -- Municipalities contribute on cost-shared projects in their areas.

This plan can change, including project descriptions, as there are many steps to maintaining and building roads and bridges and each step affects the next.
