A strategystrategy is a plan of action designed to achieve a particular goal. The word strategy has military connotations, because it derives from the Greek word for army.[1]Strategy is different from tactics. In military terms, tactics is concerned with the conduct of an engagement while strategy is concerned with how different engagements are linked. In other words, how a battle is fought is a matter of tactics: whether it should be fought at all is a matter of strategy.

“There are several variations in open access publishing:"Gold OA": A fully open access journal hosted by the publisher with no barriers to online access.[citations needed] Hybrid open access journals provide open access only for some articles, those for which payment is made on behalf of the author. “Another area requiring attention and leadership is the development of innovative and effective business models for sustaining digital resources. Business planning plays a critical role in this environment and provides one of the most interesting areas for experimentation. Business planning in this field requires having a grasp of real costs. Models for covering those costs include subscription-based revenue streams, open open access funded by university budgetsaccess funded by university budgets, or grant funding for individual projects or collective infrastructure/staffing.
