• Early Builders represent a substantial opportunity to demonstrate critical FirstNet functionality – starting in 2013.
• The FirstNet Board is negotiating a Spectrum Manager Lease Agreement (SMLA) with each of the seven BTOP grantees and recently authorized negotiations with Texas for the Harris County Project.
• FirstNet will work collaboratively with the Early Builders on “key learning areas” and share information with other projects, FirstNet and the public safety community.
FirstNet RFI Plans Device RFI issued April 15, 2013 Plan to issue RFIs in several areas:
Core Systems Deployment Partners Radio Access Network (RAN) Systems Satellite Network Coverage System Operational Support Systems (OSS) User Operations Systems General Services
Participation – Responses to the RFIs, and subsequent RFPs (under FAR) is completely open.

• Only what’s needed: The data request will be built to be as efficient as possible.
• What is needed: FirstNet requires input and requirements from state, local and tribal entities to prepare network plans for state review. Examples include: • Architecture of an evolved packet core and radio access network • Required coverage areas of the network • Hardening, security, reliability, and resiliency requirements • Assignment of priority users and selection of secondary users • Training needs • Availability of assets that may be utilized

Tim Bryan is the Chief Executive Officer of the National Rural Telecommunications Cooperative (NRTC), an organization focused on providing commercial technology solutions to the nation’s rural electric and telephone cooperatives and companies and making private equity investments in technology companies. Prior to NRTC, Mr. Bryan served as the Chief Executive Officer of ICO Global Communications, a next generation satellite and terrestrial wireless company. Prior to ICO, Mr. Bryan served as the Chief Financial Officer of Craig McCaw’s Eagle River Holdings. Mr. Bryan also served as the President of United Pan Europe Communications (UPC)(now Liberty Global) which was the largest private cable/telecom provider in Europe and as Chief Financial Officer of UnitedGlobalCom, also now Liberty Global. Early in his career, Mr. Bryan was the Vice President/Finance and Treasurer of Jones Financial Group and Jones Intercable, at the time one of the ten largest domestic cable television operators. He also served as Vice President and Manager of the Communications Division at NationsBank Corporation (now Bank of America). A Duke University graduate, Mr. Bryan has served on the Board of Directors of Nextel Communications, Clearwire Communications, OpenTV, Telekabel, ICO, A2000, and UPC. He also served on the Boards of the Samaritan Institute and the Jekyll Island Foundation.
