Status of quake-stricken reactors atFukushima nuclear plants

TOKYO, 16 March— A magnitude-9.0 earthquakeand the ensuing tsunami have stricken Fukushima No 1and No 2 nuclear plants, triggering a regional nuclearcrisis. The following is the latest known status of allaffected reactors, provided by Kyodo news agency onWednesday.

Fukushima No 1 plant— Reactor No 1 — Cooling failure, partial melting

of core, vapor vented, building damaged Saturday byhydrogen explosion, seawater being pumped in.

Fire breaks out again at Fukushima’sNo 4 reactor

TOKYO, 16 March— A fire broke out again early Wednesday at the troubled No4 reactor of the quake-hit Fukushima Dai-Ichi nuclear power plant, Tokyo ElectricPower Co said. Around 5:45 am, new fire was discovered in northeastern corner ofreactor 4 building, where an apparent hydrogen explosion caused a fire Tuesdaymorning following Friday’s 9.0-magnitude quake.

Tokyo Electric Power Co spokesman Hajimi Motujuku said the blaze eruptedin the outer housing of the reactor’s containment vessel. Fire fighters are trying toput out the flames.

At the Fukushima Dai-ichi plant, there have been explosions at two reactorbuildings since Friday’s disasters.

Radiation levels around the Fukushima plant had “risen considerably”, PrimeMinister Naoto Kan said Tuesday, and his chief spokesman announced it had reachedthe point where it endangered human health.

The road surface wasdamaged by increase inrunning of machinery andtrucks starting from 2004-05. The amounts ofdamage to road surfaceare one mile in MandalayRegion and nine miles inShan State (South) total-ling10 miles.

During the 2010-11fiscal year, upgrading ofthree-mile and six-furlonglong road section in ShanState (South) was com-pleted and the remainingsix-mile and two–furlongwill be upgraded in the2011-12 fiscal year. Thisyear, narrow parts of theroad section were widenedand road works will becontinued in the comingfiscal year. Two reinforced

concrete bridges were built.Bridge No (1/7), NwartatBridge, on the road sectionin Mandalay Region wasupgraded. One new bridgewas built and six bridgesupgraded. The above-mentioned constructionand maintenance workswere carried out in the2010-11 fiscal year only.Similar works had alreadybeen carried out inprevious years.

Now, the three-mileand six-furlong roadsection with rough surfacewas upgraded and the up-grading of remaining roadsections is underway.

So the Ministry ofConstruction will carryout road works onpriority yearly andupgrading of Hanmyint-mo-Myogyi-Ywangan-Aungban road isunderway.—MNA

Minister forConstruction U KhinMaung Myint said that theministry has laid downplans and working roadby road, section by sectionand phase by phase to im-prove transportationservice in Kachin State.

With one statesuperintendent engineer’soffice, four districtsuperintendent engineer’soffices, 20 township su-perintendent engineer’soffices, and nine sub-township engineer’s of-fices, road works are car-ried out in Kachin State.Five special road construc-tion groups, and one spe-cial bridge constructiongroups led by deputy su-perintendent engineers areassigned to improved thecondition of roads andbridges in the region.

M y i t k y i n a - S u m -prabum-Putao UnionHighway which is con-nected with Sumprabum-Putao Road is 218 mileslong and since 1991, main-tenance works were car-ried out with one specialroad construction groupand Putao District PublicWorks. In 2005-2006 fis-cal year, constrictiongroups of Public Worksand local entrepreneurscould build the 24-ft widehardcore road.

The road was thenseverely damaged due toheavy rainfall and three-axle trucks. So, the Minis-try of Construction as-signed six special roadconstruction groups andtwo district Public Workswhich were fully equippedwith manpower and ma-

chinery to upgradeMyitkyina-Sumprabum-Putao Road in the 2006-2007 fiscal year. 100 engi-neers, 33 staff, 35technicians, 460 drivers,1600 temporary workers,and 233 units of heavymachines constituted theeight construction groupswhich have so far 41 miles4 furlongs long tarred road,162 miles 4 furlongs longgravel road, and 14 mileslong hardcore road,totaling 218 miles and 726under-50-ft bridges, 26bridges between 50 ft and

100 ft in length, 10 bridgesbetween 100-ft and 180-ft, and 11 above-180-ftbridges, totaling 773.

The ministry has alsoplanned to upgrade 520feet long Mulashidi Sus-pension Bridge whichcurrently can cope withlight vehicles to two-waybroad crest type facility incoming fiscal year.

Myitkyina-Sum-prabum-Putao UnionHighway has been up-graded to tarred one phaseby phase. Now, ChinaPower Investment (CPI)

which is implementinghydropower project inMyitsone has proposed toconstruct a concrete roadfrom Myitkyina toSumprabum and Ministryof Construction will un-dertake Sumprabum andPutao sections.

NAY PYI TAW, 18 March—At today’s session ofAmyotha Hluttaw, U Zon Hlyal Htan of Chin StateConstituency (2) put a question about the length ofstay permit for foreigners who come into Myanmarthrough border gates.

He said that currently, foreigners are only allowedto enter Myanmar with permit of respective committees,which causes restriction on number of visitors toMyanmar. At present in Chin State, foreigners areallowed to enter Myanmar through Reed Gate for a day-period. But, if foreigners are allowed to stay in Myanmarfor two weeks, it would contribute business and jobs inhotel industry, transportation service, and tourismindustry. He asked whether foreigners are allowed toenter Myanmar through border gates and allowed tostay in Myanmar for at least two weeks.

Minister for Immigration and Population U MaungOo replied that although Myanmar and India have notreached an agreement on border-crossing, the twonations have understanding that those residing inborder regions can cross the each other’s borderlegally. Myanmar-India border gates were commis-sioned in Tamu of Sagaing Region, and Falam of ChinState in 1989 and entries and departures are permittedthrough those gates with certain charges for crossingthe border. Five national companies were assigned to upgradeand maintain the road through BOT system beginning4-11-2009. They were Thanti Thitsa Co (42 miles),Hsu Htoo Pan Co (31/1 miles), Hla Myat Taw WinCo (63 miles), Great Wall Co (56/6 miles) and ShweMoe Thun Aung Co (63/6 miles).

He further explained about Katha-Sinkhan Roadand Sinkhan Bridge. The construction of 4630 feetlong and 48 feet wide rail-cum-road Sinkhan Bridgecommenced on 7-5-2009. The facility will be majorbridge to link Mandalay-Tagaung-Bhamo-Myitkyina Road on the east bank of AyeyawadyRiver and Mandalay-Shwebo-Myitkyina Road onthe west bank. On completion, the bridge will

contribute much to swift flow of commodities andregional development. A total of 13 nationalcompanies and Public Works jointly built 65 mileslong Katha-Sinkhan Road.

So far, 65 miles long and 40 feet wide earthworkshas been carried out and 18 miles and five furlongslong gravel section and four miles and four furlongslong asphalt section built. A total of 186 of 245concrete culverts have been completed. Ten RCbridges are under construction.

Public Works of the Ministry of Constructionhas set special plans on upgrading and maintenanceof main roads in regions and states. The localpeople are maintain the road, not to pass over-loaded vehicles on it and road users to abide byprescribed traffic rules for their durability.—MNA

India andMyanmar are still negotiating in detail to reach agree-ment on border-crossing and thus the representative’sproposal would be considered only after the two nationshave reached the agreement.—MNA

Mandalay-Shwebo-Myitkyina Union Highwayister for Construction UKhin Maung Myint saidthat Mandalay-Shwebo-Myitkyina Road is 359miles in length and is theextension of Mandalay-Shwebo Road toMyitkyina from Shwebo.

The road came intoexistence in 1962 asearthen facility, and thenwas upgraded to graveland then finally to 12-ftwide tarred road in De-cember 1996. As soon asthe tarred road was incommission, it has becomethe major road in theregion and was recordedstandard facility.

Although mainte-nance works were carriedout yearly by superintend-ing engineers of Shwebo,Katha, Mohnyin, andMyitkyina districts andtownships under close su-pervision of the superin-tending engineers ofSagaing Region andKachin State, the with-standing power of the roadwas decreased due to weakearth foundation, heavyrain, transport of heavymachinery to Phakant, andover-loaded trucks carry-ing timber logs.

To upgrade Shwebo-Myitkyina Road, Ministryof Construction is workingin partnership with nationalprivate companies underB.O.T (Build, Operate,Transfer) System. Fourpartner companies—Shwetaung Co, SuhtupanCo, Khaingmathaw

Pandaing Co, and LidoHighway Co are under-taking maintenance andupgrading works underB.O.T System. The first oneis undertaking the road sec-tion between mile postsNo. 27/0 and 77/4, thesecond one 140/0 and 168/0, the third one 168/0 and257/0 and the last one 257/0 and 289/0.

Those companies areresponsible formaintaining the original12-ft wide tarred road,widening the road to 24-ftwide one with withstand-ing power of 60-ton loadand constructing retainingwalls, small and largebridges, conduits and boxculverts.

Nine private nationalconstruction companiesand two district-levelconstruction groups ofPublic Works are under-taking the repair of 62 milesand 4 furlongs longMinwuntaung sectionfrom mile post Nos 77/4 to140/0, the worst damagedroad section on Manda-lay-Shwebo-MyitkyinaRoad.

In parallel with roadworks, 428 bridges, largeand small, are being up-graded. ZawchaungBridge was commissionedin January 2011 as 180-ftlong two-way broad cresttype facility.

Nankwing Bridge isalso being upgraded to350-ft long two-way RCtype facility with withstand-

U Khin Maung Winof Lanmadaw Constitu-ency in his discussionsaid that despiteincreases in salaries,pensions of oldpensioners have notincreased, and inconsequence, previouspensions are no longer

additional cash inproportion to theirsalary rates; that in adeveloped country, thegovernment isresponsible for caringfor the aged; and thattherefore, he is in supportof the proposal.

U Kyi Myint of LathaConstituency said that theproposal of U Soe Win isthe same as the questionasked by Dr Sai KyawOhn of NamkhamConstituency on 10March, and the Unionlevel organizationmember concerned hasanswered the question;that what should be doneis to boost spirit ofworkmanship of newgenerations, technologyand capitals; and that ifsalaries and pensions areincreased indiscri-minately, the outcome isnothing but inflation.

U Thein Yi ofHtantabin Constituencysaid that Minister forFinance and Revenueresponded to the similarproposal at the seventh-day session of PyithuHluttaw on 10 March; thataccording to Article 26(b) of the constitution, thenew government isresponsible for such socialaffairs; that according toPyithu Hluttaw Rule 28(j), a case already decidedshall not be submittedagain; and that U Soe

Win’s proposal shouldnot be under furtherdiscussion.

U Tha Sein ofKyauktaw Constituencysaid that today’s pensionsare of two types: old andnew; that some pensionsare as low as 200 to 300kyats, which is notenough for even bus fare;that commodity prices aregoing up and thegovernment is the onlyorganization that canease the suffering of oldpensioners; and that he isin support of theproposal.

U Maung Hla (a) UHla Myint of PalawConstituency said thatthe minister has already

explained the matter; thatit is to take intoconsideration undesirableeffects of salary increase;and that so U Soe Win’sproposal should not besubmitted for discussionyet.

Minister for Financeand Revenue U Hla Tunsaid that from 1948onwards, the governmentincreased salary rates andpension rates inaccordance with theexisting laws in 1972,1989, 2000, 2006 and2010; that the governmentgranted cost of livingallowance and additionalcash assistance topensioners in 1977,increased pensions by 25percent in 1993, anddoubled pensions in2000; that it implies thatwith nationaldevelopment, thegovernment adoptedplans to improve the livingconditions of servicepersonnel; that thegovernment will considerincreasing pension ratesbased on nationaldevelopment, inflationrate, revolving funds,commodity prices andGDP; and that herequested the resourceperson withdraw thisproposal.

The speaker said thatthe proposal is nearlysimilar to the previousone, but he allowed

discussions about it in thehope of broader viewsand comments; that hethanked the resource

person and participants;that the government andthe ministry will reviewand deal with mattersrelated to pensions in linewith the constitution,existing laws andprocedures based onsubjective conditions;and that he asked U SoeWin about his stance.

U Soe Win ofSangyoung Constituencysaid that he is glad to knowthat pension rates will beunder review anddiscussion in future; andreported that he does notwant to carry on hisproposal.

Japan uses such asystem for national foodsecurity fearing that Japanese

would no longer engage inpaddy growing althoughimportation is double cost-effective. But that system isnot suitable for Myanmar.As prescribed in Para-23 ofthe constitution saying ‘TheUnion shall assist peasantsto obtain equitable value oftheir agricultural produce’,the State will employsuitable methods to addressthe issue.

U Saw Thein Aung ofHlingbwe Constituency saidby nature, farmers arecontent with their reason-able profits. They lack com-petitiveness to trade openlyin accord with the marketeconomy system.Speculators can only playmarkets. So, minimumprices for crops are neces-sary and it is required offarmers to keep their cropsto get stable prices. There-fore, it is necessary for peas-ants to keep their crops atState- or private-owned

warehouses legally. Bydoing so, both sides will getbenefits and markets caneasily be sought. Hence, heseconded the proposal of UAung Zin, added U SawThein Aung.

U Ko Gyi ofAungmyethazan Constitu-ency said although the aimof proposal is visionary,there are some points to beconsidered. Myanmar is amulti-crop producer and willget regular export earningswhen exporting its crops. Ifstockpiled, the flow ofexport of those crops willcease. Besides, commodityflow of domestic broker-ages will stop. With thepassage of time, their qual-ity will wane and they willbecome old crops. In theglobal market, prices of oldcrops are far less than thoseof new crops. So, the cost ofwarehouse keeping will in-crease and there will be moreexpenses than profits.

Rather than keepingcrops in the long term, ex-portation of finished prod-ucts with value added ismore effective for peasantsto earn more. Therefore,the proposal of U Aung Zinis not appropriate to beapproved.

Regarding the proposal,Minister for Commerce UTin Naing Thein said thefirst point of the proposal isto draft a bill that canguarantee the insurance ofannual paddy crop. Accord-ing to Myanma Insuranceunder the Ministry ofFinance and Revenue, cropinsurance is not adopted yetin Myanmar. It cannot beaccepted as there are diffi-culties in assessing value,being vulnerable to damageand assessing the level ofdamage. So, the proposal isnot in conformity with theinsurance laws andprocedures.

Regarding the secondpoint of the proposal, inaccord with Para-35 of the2008 constitution, the Statewill practise the marketeconomy system. So, thegovernment will not inter-fere with private assets andbusinesses. Only the privatesector will trade freely inaccordance with the marketeconomy system. At present,regional millers, brokers andpeasants are engaging in

keeping, storing and trad-ing in crops and price-ac-cessing. It is hoped that UAung Zin might have madesuch a proposal in the interestof peasants because in doingso, they will get no worthyprices due to low pricesgiven by brokers, marketmonopolization and mal-practices.

Section 23 of theConstitution of the Re-public of the Union ofMyanmar says that theUnion shall enact neces-sary laws to protect therights of the peasants andassist peasants to obtainequitable value of theiragricultural produce. Theproposal of U Aung Zin issuitable to the rights ofthe peasants prescribed inthe Constitution. But onlyif there is an agreementbetween a giver and areceiver in accord withtheir wish and pledgesshould the matter of keep-ing crops of a peasant atthe government or organi-zation be carried out. Gov-ernment’s intervention inthe matter could lead to mal-practices of government’srice purchasing center andwarehouses, resentment ofpeasants, loss and wastageand crimes we experiencedin the past. Besides, it wouldbe required to appoint manystaff to manage warehousesin order to keep a largeamount of crops withouthaving any loss and wastage.As state-owned warehouseshave been privatized, therewould be difficult for thegovernmental department.Consideration should begiven to the issue of man-agement on arguments,unwanted wastage andmalpractice. As efforts arebeing made to get goodprices for crops which tookfour or five months to growby as value added products

in international,consideration should begiven to the matter of keep-ing crops for a long timebecause it could not get goodprice due to low quality,falling price and loss andwastage. In the market,commodity flow and capitalflow are important foreconomic progress. So themore we facilitatecommodity flow andtrading, the more benefitswe get.

According to theMinistry of Agricultureand Irrigation, it seemsthat selling rice in goodprice after keeping themat the government and or-ganization at reasonableprice contributes to ruraleconomic growth. Butthere would be difficultiessuch as lack of enoughwarehouses, storage spacefor various kinds of cropsand capital, taking timeto earn trust of peasant,uncertainty about cropprice and difficulty inkeeping crops not to meetloss and wastage.

That’s why he discussedthe proposal should not beapproved because, inpractical terms, therewould be many difficulties.

The speaker said allhave understood well as thefour representatives and theminister had made it clear tothe proposal. In holdingdiscussions, the constitutionmust be respected and thepublic interest must also beconsidered. So, the stanceof U Aung Zin is to beknown.

Then, U Aung Zinthanked the participants andthe minister for clarificationand submitted thewithdrawal of the proposal.

The minister saidthat in the past, Universi-ties of Medicine issuedregistrations of doctors(Sa Ma) to those whograduated with set quali-fications only after theyhad performed their medi-cal duties as service per-sonnel for three years.Since 2009, Sa Ma hasbeen conferred on gradu-ated doctors after theyhave been trained at re-fresher courses. Now, atotal of 5498 doctors have

obtained Sa Ma and 898dental surgeons, Tha Khaafter taking refreshercourses. Arrangements arebeing made to issue Sa Masoon to those who gradu-ated after 2010 by con-ducting refresher coursesfor them. So, Sa Ma isbeing issued on a regularbasis to all doctors, includ-ing Chin male doctors, whohave graduated from Uni-versities of Medicines withset qualifications.

At hospitals in ChinState, required specialistsand assistant doctors havebeen appointed depend-ing on the strength ofdoctors and health staffunder the Ministry ofHealth. Doctors with vari-ous branches of medicineare being appointed at twoPeople’s Hospitals (200-bed) and two People’sHospital (100-bed).Measures are also beingtaken to appoint more

doctors at other hospitals.Doctors who want to servein Chin State are sent thereonly for a certain periodand then they are assignedduties in the regions theylike. When it comes topromotion, doctors carry-ing out their duties in ChinState are being promotedas a special right evenbefore a prescribedduration of their service.Plans for overseas studytours and performance ofduties in foreign countriesunder the government-to-government programmeare being prioritized fordoctors who used to servein Chin State.

Moreover, assistanceis being rendered for en-trance exams to take post-graduate courses. Theseplans are being made bythe ministry as a specialmatter to make doctorswilling to go to Chin State.If regional bodies are to

arrange meals, accommo-dation and transportation,health staff will be able toperform their public healthduties more happily. Plansare under way to appoint2014 assistant doctors and185 dental surgeons soonin the whole nation. Whenappointments come, re-quired doctors will be ap-pointed in Chin State.

The midwives cur-rently serving in the vil-lages of Chin State havebeen sent by the ministry.In addition, doctors areassigned duties in their ownregions and states. Thereis no Chin national doctorfrom Chin State who isassigned duties in other

states or regions. Forensuring the willingnessof doctors to be in stationhospitals, they are assignedduties in rotation for threemonths. As theclarification is perfect andcomplete, the proposalshould be withdrawn, re-quested the minister.

U Paul Hlyan Lwinsaid he thanked the minis-ter for his clarification. Yet,station hospitals and ruralhealth centres in Chin Stateare short of doctors andhealth assistants. Due toclimatic and geographicalconditions, doctors fromother regions find it difficultto live in Chin State. So, itis more suitable to appoint

local doctors. Regardingthe proposal, it will takethe decision of theAmyotha Hluttawspeaker.

The speaker thendeclared the withdrawalof the first part of theproposal “to issue Sa Mato graduated Chin maledoctors as soon aspossible” as it has beencompletely clarified bythe minister and approvalof the second part “tosend Chin male doctorsto the regions of ChinState which are in needof doctors” as it is inprogress and it will con-tinued to beimplemented.—MNA

First, U Maung Nyoof Sittway Constituencysubmitted a proposal “to

discussed at the twelfth-day session on 21 March(Monday). MPs wishingto discuss the topic mayregister themselves at thedeputy director-general ofthe Pyithu Hluttaw thisevening.

U Pwint Hsan ofMayangon Constituencytabled a motion “to makenecessary arrangementsfor drawing a new inter-national level Social Se-curity Insurance Law(draft) and to submit it tothe second regular ses-sion of Pyithu Hluttaw”.

U Pwint Hsan referedto the Section 96 of theconstitution of the Repub-lic of the Union ofMyanmar which says“The Pyidaungsu Hluttawshall have the right to en-act laws for the entire orany part of the Union re-lated to matters prescribedin Schedule One of the

Union Legislative List”.He said that sub-paragraph (q) of theParagraph (9) ‘Social Sec-tor’ stated the promulga-tion of a social securityinsurance law.

aged and the disabled”;and the Section 351“Mothers, children andexpectant women shallenjoy equal rights as pre-scribed by law”.

He went on to say thatthe existing Social SecurityAct, 1954, coveredsickness, maternity,employment injury benefitand funeral grant for onlythe insured workers; andthat the financial value ofthe benefit was small whencompared with currentcommodity prices, adding,they were the two possiblereasons behind the failureto win appropriate trust ofthe majority of employersand employees. Of theworker population ofMyanmar only over500,000 were covered bythe Social SecurityScheme, he said, callingfor the promulgation of amore comprehensive law.

Accordingly, the MPsaid that he was in favourof enacting a new SocialSecurity Insurance Lawcovering disability due tosickness, old age pension,lump sum survivor’s ben-efit, unemployment ben-

efit, skill training and em-ployment schemes, healthcare inclusive of both thefee-payer employers andemployees apart from theexisting benefits as in thesocial security projects of150 countries includingsome member states ofthe ASEAN andneighouring countries.

The proposal “tomake necessary ar-rangements for drawinga new international levelSocial Security Insur-ance Law (draft) and tosubmit it to the secondregular session of PyithuHluttaw” was submittedto fulfill the above-mentioned requirements,U Pwint Hsan explained.

The motion wasseconded by U Tin Myintof Taze Constituency.The Hluttaw accepted theproposal.

NAY PYI TAW, 16March—At the today’ssession of AmyothaHluttaw, the HluttawRepresentative requestedto change his originalproposal to be submittedto the Amyotha Hluttawinto the question.

With regard to theproposal “to upgradeRezwa Sub-Township ofChin State to Townshiplevel”, U Paul Hlyan Lwinof Chin StateConstituency-9 said thatRezwa is at the centre ofChin State and it wasdesignated as a sub-township under theborderregion develo-

pment plan in 2002. Thesub-township which is105 miles from Gangaw,45 miles from the Indianborder, 105 miles eachfrom Haka and Thantlangand 66 miles from Matupi.The sub-township islocated on about 9,000acres. The successivegovernments undertook itto be designated as atownship. At present,Rezwa, being a sub-township, is facilitatedwith depart-mental office,basic education highschool and station hospital,and about 2,000 peopleare residing in the urbanareas. So, it would not be

difficult to designate thesub-township as townshiplevel.

As the UnionGovernment and the StateGovernment haveemerged according to theConstitution, the above-mentioned case must besubmitted to the UnionGovernment through theChief minister. Therefore,he requested to change hisproposal to be changed tothe question.

Snake dies after bitingsilicone breast

A huge snake died of silicone poisoning afterit bit the enhanced breast of a model during aphotoshoot.

Israeli Orit Fox was at a photoshoot in Tel Avivin which she alluringly used the boa constrictor.The snake suddenly lunged at her and bit herbreast, the Daily Mail reported Monday.

Fox was initially comfortable with the snakeand wrapped it around her legs, waist and neck.

She then licked the snake, loosening the gripon its neck. The snake then sank its fangs into herleft breast.

The model screamed for help, and an assistantstruggled to pull off the determined snake. After afew seconds, the snake released its grip.

Though Fox needed a tetanus shot in thehospital, it was the snake which came off worse asit died from silicone poisoning.

Twin sisters give birth todaughters 2 hours apart

Twin sisters have given birth tobaby girls only two hours apart - and inthe same Indianapolis hospital.

WTHR-TV in Indianapolis reportsthat 22-year-olds Charron (SHA’-ron)and Chardee (SHAR’-day) Hamptonwelcomed their daughters to the worldon Monday at St Vincent Women’sHospital. Charron Hampton was past herdue date and went to the hospital to beinduced. Shortly after, Chardee Hamptonwent into labour and rushed to the samehospital. WRTV says both babies wereborn in an uncommon face-up positionand measured 21 inches long.
