The charity Barnardos think thatthe Government would save a loto money i more was done tosupport young o enders once theywere released.

In 2009-2010 more than 4,000young o enders were sent toBarnardos a ter leaving custody.Some o the o enders are as youngas 13 and the charity are concernedthat they get caught in a cycle o re-o ending. They believe a lot o money could be saved i the youngo enders had somewhere sa e to goand live a ter being released. Manyyoung o enders end up su ering

rom depression or are sent back to amilies who cannot cope withtheir needs.

The Government has said thatthey will encourage all councils to domore to help.

Isabel Nisbet, the chie executiveo the O ce o Quali cations andExaminations Regulation (O qual)believes that young peopleeducated in a digital world shouldbe tested digitally.

At the moment only a smallnumber o existing exams can betaken on computers with mostexam papers being handwritten. Two exam boardsthink digital exams would be a positive move butlots o head teachers are worried about the lack o resources available to make this change.

Ms Nisbet said: Our school exams run the risk o becoming invalid, as their medium o pen and

ink increasingly di ers rom the way in whichyoungsters learn.

Thats one o the reasons why were making areally big change. Were lettingsuitable organisations whetherthats teachers, a parents groupor charity set up a school.More schools mean more choiceand more children getting theeducation they want and need.

The threats we ace are serious and the Government is doing all

juggling caring responsibilitiewith their schoolwork and a socli e. In return, the Governmentis trying to do all we can to helpcarers, in particular by puttinga lot more unding into healthservices to give them the breaksthey need.

about money or your supportgroup. Although I dont knowthe details o your speci c case,there is no doubt that everyoneis having to make cuts at themoment central governmentand local councils too as we tryto get to grips with the massive

hole we have in the publicnances. But what Ive said tolocal councils is they really shouldcut their bureaucracies andtheir top pay be ore they turn tovoluntary bodies and charities.That is the approach we are

ollowing in central government.Despite these di cult times,weve actually ound new ways tohelp including through a newBig Society Bank and, to makeit easier be ore this new moneystarts to fow, a Transition Fund tohelp voluntary groups grasp newopportunities that open up.

How will the Big Societywork in poorer communitiesin Britain? I live in a villagewhere lots o peoplevolunteer and look out oreach other but I am not surethat this will work in largerand poorer communities.

In act its in precisely thesecommunities that the old approach

o everything being controlledrom the centre has been the

greatest ailure. So one o thereasons Im so passionate aboutthe Big Society is that its in theseareas where a new approachcould make the biggest di erence.

Empowering people to improvethe lives o their communities not only through volunteering,but also by giving them a greatersay over the public services theyreceive and the decisions whichare taken works wherever peoplelive. This is because the peoplewho live in an area are more likelyto know about the area, and aremore likely to care about their area,than o cials living miles away.

Let me give you an example.Balsall Heath in Birmingham wasonce a place ull o crime anddrugs. Now its a great place tolive. And the change happenedbecause local people decided

theyd had enough and took astand to drive out crime and cleanup their neighbourhood, withresidents groups, street stewardsand the like working in partnershipwith the police and council. TheBig Society is about learning thelessons rom this and applyingthem elsewhere too. That doesntmean sitting back and hoping we are actively trying to make ithappen. For example, we are goingto be training 5,000 communityorganisers to help bring aboutsocial action in areas where it is

needed most. And we are settingup a Community First undwhich will support the growth o community groups in areas withsigni cant deprivation.

FIRsT NeWs WeBsITeMeMBeR, 10Do you think we should putup the age limit or smokingand drinking? And how canwe have more protection

or schoolgirls as thereare loads o weird peopleout there?

The age limit or cigarettesalready went up a couple o years ago to 18 and I dont think it should go higher. I do think,however, we should protectchildren rom smoking. One waya lot o teenagers get cigarettesis rom vending machines, so weare banning them rom being soldin these machines later this year.When it comes to alcohol, again, Ithink people are old enough at 18to make their own decisions. Butwe have got to do more to stopunderage drinking. For example,we are doubling the ne or thoseshopkeepers who sell alcohol toyoung teenagers.

Youre right about protectingchildren. One particularlyimportant thing weve seen inrecent months is more help orchildren and young people usingsocial networking sites, like theClickCEOP app or Facebook. Itsvital we spread the word on this,so children and teenagers canreport any suspicious behaviourand get the help, advice andsupport they need.

This was a really tough decision.Believe me I dont like puttingup taxes. But this country ismassively in debt, so we haveto do something about it. Thebiggest part o the answer iscutting spending. But we also needto get more money in, and that,un ortunately, means increasingsome taxes.

However, not everythingchildren need has VAT added to it.For instance, no one pays any VATon childrens clothing or books.

Will university ees decreaseconsidering the numbero protestors you got? I not, what will happen to

people who cant aford theees? Will they not have a

university education?I think theres been a lot o

misunderstanding about our plans.No one will have to pay any eesup ront not a penny. The onlytime people will pay anythingback is when they graduate, havea job and earn over 21,000. Thatis much better than the presentsystem, when people start payingback i they earn just 15,000.Under the new system everyonewill pay less per month than theydo now and the less well-o will pay almost two thirds less permonth than now.

Were also launching a NationalScholarship Programme which,by 2014, will help support around100,000 students rom the poorest

amilies every year.So, no student should be put o

going to university by the thoughtthat they cant a ord the ees. This

is really important. I want morepeople rom a wider variety o backgrounds to get into our bestuniversities, and that will onlyhappen i people understand themeasures we are taking to helpthose on the lowest incomes.

eVeWe had lots o snow thisyear, last year and it isthought that, in the uture,we will have much moresnow around winter. Isthe Government going toprovide solutions to thesnow because the countryseems to collapse (trainsstop running, no grit onthe roads) whenever wehave snow?

I wouldnt say Britain collapseswhen theres snow, but I do agree

we should do all we can to makeour response better. Weve nottraditionally spent as much onsnow protection measures assome countries with much colderwinters, because the measureswouldnt be used as o ten. Youreright, though, to say weve nowhad a couple o years o problemswith snow. In act, this winter wasthe coldest or over a century, andcountries elsewhere in Europehad similar problems. But wevecertainly got to do all we canto be as well prepared as

possible. For instance, we currentlyhave more than a million tonneso salt stored across the country,nearly our times as much as wehad a year ago.

JuLIeN, 16How do you decide howmuch aid to give to peopleliving in desperate need inpoverty around the world,compared to how much youspend on people in the UK?

Its a good question, and one o the great things about our politicsin recent years is that all threemain parties now pretty muchagree on the answer. Weve allmade a promise to achieve thetarget the United Nations set orspending on aid 0.7% o UK grossnational income. Despite these

di cult nancial times, weare going to keep thatpromise. Were one o the countries leadingthe way on this. Ithink that says ahuge amountabout ourcountry andthe values westand or.

O course,its a smallproportion o our budgetcompared towhat we spendhere in the UK,

but well-spentaid can achievemiracles. Theneed is huge:more than abillion peoplearound the worldtry to survive on lessthan a dollar a day.UK taxpayers havealready helped

eradicate small pox and bringpolio to the edge o extinction.Last year alone we brought oodto 13 million people on the brink o amine, vaccinated our mill

children against measles andprovided clean water to 2.5 milliopeople. These are amazing gureand show what a di erence we camake both through voluntarygiving and through taxpayer

unding.

The whale is believed to be across between two types o minkewhale; an Antarctic minke and anorthern minke.

Lakshmi Mittal wants to splash out a massive 30 million to build a ten-bedroomenvironmentally- riendly country estate in Surrey.

The tycoon hopes to build a home that is sel -su cient in energyand uses outdoor temperature diferences to create natural air-conditioning. So, his estate will grow enough wood to eed giantbiomass uel burners which will provide heatingand hot water or the house. Solar panels will turnsunlight into electricity and, in the summer, naturalcool air rom the estates wooded areas will bedrawn into special courtyards by undergroundtubes. A special environmentally- riendlyanaerobic digester plant will also be used tobreak down sewage and waste water and reedbeds will act as a lter in their treatment.

Apart rom being eco- riendly, themansion will also eature indoor andoutdoor swimming pools, tenniscourts and even a special undergroundart gallery.

Where does our energy comefrom today?

Right now, most o our energy comes rom brownenergy sources; ossil uels such as coal, oil and gas. Fossil

uels are taken out o the ground and then burnt in largepower stations to create electricity. But the problem isthat when we burn ossil uels they produce greenhousegases, which is bad or our environment. Traditional ossil

uels are getting harder and harder to nd and will runout eventually. We have to import them rom other ar of countries, relying on them to give us our energy and thismakes the uel very expensive! But what can we do?

Where can energy come fromin the future?

The good news is that there is a cleaner way o producing electricity and we can do this by using naturalresources like the sun, the wind, rivers and the sea. This isrenewable energy. Putting solar panels onto our roo cancapture the power o the sun to make electricity, and solarthermal panels use the suns energy to heat up water. Wecan use the power o the wind to turn turbines that makeelectricity, rom big wind arms with tall turbines tohaving your own small turbine in your back garden, i it swindy enough! It is also possible to use water to generateenergy, when its moving in a river, or rom the power o

the waves and tides in the sea.

100% o our energy in this country can be madeby renewables by 2050. It just needs everyone tothink about how we can make our electricity in adiferent way. More and more people are realisingthat they dont need to rely on big power generatorsand companies to get their power; in act you cangenerate your own. Last year, more people installedtheir own mini renewable generators in the UK thanever be ore, or example putting solar panels onthe roo o their house or even their school. When

its not possible to make your own, lots o peopleare switching their energy supplies away rom big,brown-power companies and have moved tosuppliers that are able to supply 100% renewableenergy now.
