Rolled out of Cameri’s FACO in March and first flown on September 7, 2015, one month ahe- ad of schedule, the first Italian F-35A Lightning II, known as AL-1 and desned for the Italian air force, was delivered to Italian MoD by the US Defence Contract Management Agen- cy (DCMA) in the presence of the Italian Air Force Chief of Staff General Pasquale Prezio- sa, Naonal Air Armaments and Airworthiness Director General Francesco Langella, and F-35 Joint Program Execuve Officer General Chris Bogdan, in addion to military and industrial representaves from different naons, inclu- ding US, UK, Netherlands, Canada, Turkey, Australia, Norway and Denmark. The AL-1 will remain at Cameri in order to allow Italian pilots to familiarize themselves with the new aircraſt unl February 2016, when it will be flown with Italian Air Force KC-767A tanker support to the US, Luke Air Force Base, in Arizo- na, where Cameri-built F-35As will be delivered in 2016 to support pilot training. The first flight of the second Italian F-35A, known as AL-2, was delayed due to foggy weather unl December, but it is ready to fly if not already flown at Cameri air base. The AL-2 aircraſt delivery is planned within the first quarter of 2016. Three more aircraſt (AL- 3, -4 and -5) will follow in US while the AL-6 will be the first convenonal take-off and lan- ding aircraſt to reach the first Italian air force’s operaonal unit on Amendola base. The Italian MoD and Air Force, Alenia Aermac- chi and Lockheed Marn are working to reach this milestone before the end of 2016. Work is being car- ried at Amendola air base. Lockheed Martin was recently awarded a €9.6 million contract modificaon in support of the F-35 Lightning II Low Rate Inial Producon (LRIP) Lot VI for the Italian Government. This modificaon provides for the F-35 Italian Naonal Databa- se, including a Database Generaon System to support delivery of the first Italian full mission simulator. The first F-35A delivery marked a milestone not only for Italy’s naonal defence and aerospace industry but also for F-35 programme. In five years since the FACO contract award, the Itali- an F-35 programme has registered the passage from a green field to a facility which has deli- vered the first 5 th generaon aircraſt. In addion to the Italian Air Force’s F-35As and Navy’s F-35Bs, Cameri FACO has been chosen under a ‘implemenng agreement’ signed bet - ween the Italian and Dutch MoDs in April 2015, to assemble the remaining (out of Fort Worth producon) F-35As for the Dutch Air Force as part of LRIP-11 and follow-on producon lots. Italy is so far planning to buy 90 F-35s, inclu- ding 60 F-35A and 15 F-35Bs for the Air Force and 15 F-35Bs for the Navy. the Italian Go- vernment has so far ordered eight F-35As. Ac- cording to the latest Defence White Paper pu- blished in April 2015, Italy’s MoD will buy 38 F-35s before 2020, aſter which date, a ‘remo- dulaon of planning’ for the enre program- me in order to generate, by 2026, a ‘further opmizaon of expenditures’ will be intro- duced. Spain and Belgium take over Baltic Air Policing mission

Danish fighter programme

(df) On December 22, 2015, the Danish Defence Minister Peter Christensen wrote to the Defence Committee in the DanishParliament and - once again - delayed the down selection process of a new fighteraircraft. According to the Defence Minis-ter the Danish Government will present a recommendation in the spring of 2016.TheDefenceMinister told the committeethat the recommendation needed to be

consolidated, giving no more specific reason forthe delay; but experts believe the reasons are financing of the new aircraft.The economic evaluation of the DanishMinistry of Defence focusses on a com-parative assessment of the candidates’life cycle costs, including costs associated withtheacquisition.Theindustrialevalua-tion focuses on how the candidates cansupport major Danish security intereststhrough industrial relationships with theDanish defence and aerospace industry. Also the military evaluation focusses onthecandidates’abilitytoprovideoperatio-nal power and to keep the aircraft upda-ted through its 30- or 40-year long servi-

ce life and the risks associated with each candidate. Therefore the process will not be easy and solutions will not be found quickly.Thenewtimeline,withadecisioninspring2016, is quite demanding. Framework contract to General Dynamics European Land Systems

Another order of Carl-Gustaf

(df) Saab has signed a contract for the pro-ductionanddeliveryofammunitionfortheCarl-Gustaf man-portable weapon system, but due to circumstances concerning the productandcustomer,furtherinformationabout the customer will not be announced, the company stated.Total order value is approximately €151 million. Deliveries will take place during 2016-2019. The contract comprises pro-duction and delivery of three differenttypes of ammunition for the Carl-Gustaf

system. The contract also includes possibi-litiesforadditionalorders.The Carl-Gustaf has been constantly mo-dernisedandenhancedtomeetusers’ch-anging needs. The latest version, the Carl-Gustaf M4, reduces the weight from 10 kg to 7 kg. Northrop Grumman wins DARPA TERN programme

(wb) Northrop Grumman will demonstrate thatanMQ-9Reaper-sizedunmannedairvehicle(UAV)canoperateatseafromshipssmallerthananaircraftcarrier,undera$93million contract awarded on December 24.The Defense Advanced Research ProjectsAgency (DARPA) eliminated AeroViron-ment last September as Northrop’s onlyremainingcompetitorfortheTacticallyEx-ploitedReconnaissanceNode (TERN)pro-gramme.Northrop revealed a model of the compa-ny’s secretivedesign toahandfulof jour-nalists touring thecompany’sEl Segundo,California, research and manufacturing facilities.ThemodelshowedNorthrophadselectedaflying-wingtailsitterdesignwithanose-mountedcounter-rotatingpropellersystem.

The12.2m(40ft)-spanvehicleappearedre-miniscentofthetail-sittingLockheedXFV-1and Convair XFY-1 Pogo fighters researchprojectsofthe1950s.ButNorthrop’sTERNdiffered in design with the absence of afuselage and a much larger set of coun-ter-rotating propellers that measured asmuch as one-third of the wingspan.The model also showed that Northrop envisioned mounting weapons and otherstores externally on hard points under the wing.DARPAlaunchedtheTERNprogram-me to solve a capability problem for the US

Navy. The service regularly operates small, tacticalunmannedairsystems,suchastheBoeing/Insitu Integrator from frigate-class ships,usingacatapulttolaunchtheaircraftand a crane to recover it. EW systems for Israeli fighters

EW system for the US C-130J fleet

(df) BAE Systems has been selected by the U.S. Special Operations Command (US-SOCOM) to develop a new electronic war-faresystemforthefleetofC-130Jaircraft.The contract, worth more than €18.5 million, is the first phase of a multi-pha-se programme to upgrade aircraft systemsurvivability and the capability to detect, identify,locate,deny,degrade,disruptanddefeatthreatsystemsinoperationalsigni-ficantenvironments.Thelifecyclevalueofthecontractisexpectedtoexceed€369.9million.

The chosen Radio Frequency Counter-measure (RFCM) system offers fully in-tegrated,precisiongeo-location,andradiofrequency countermeasure capabilities.The advanced system will enhance the electronic threat protection capability oftheC-130J, increasingtheaircraft’sabilityto detect and defeat both surface and air-borne threats in signal-dense and highly contested environments.Designed to be integrated into both the MC-130J Commando II and the AC-130J Ghostrider aircraft, the RFCM systemwillsupport the varied and critical missions

Launch of the new US littoral combat ships

(df) GE Marine reports that the United Sta-tes Navy has commissioned and launched two Littoral Combat Ships (LCS) of the INDEPENDENCE-variant. Both ships, the USS Jackson and the USS Omaha, are po-wered by two GE LM2500 marine gas tur-bines.

GE will provide 20 LM2500 gas turbines for the Austal USA LCS programme in total. This is part of a contract for up to ten ships to be built by Austal USA over a five-year period. The LM2500s are ar-ranged in a combined diesel and gas turbine configuration with two diesel engines.www.ge.com/marine

ESD Spotlight: Speaking about network security, what do you think are the main challenges for the future?

Dolisy: Cybersecurity will continue to re-main a top priority for government and military agencies, and as both internal and externalthreatscontinuetobecomemoresophisticated,andmorecommon,protec-tingcriticaldataandnetworkswillonlybe-comeincreasinglymoredifficult.Given today’s current political landscapethat surrounds acts of terrorism and go-vernmenthacks,includingthisyear’sBun-destag hack which saw sensitive govern-ment material compromised, malicious external threats will continue to remaintop cybersecurity threat sources.However, we are seeing more and more fe-deral IT professionals report that careless and untrained insiders are their greatest source of cybersecurity threats.SolarWinds research revealed that nearly two-thirds (64%)believemalicious insiderthreats to be as damaging as or more da-maging than malicious external threats. Furthermore, nearly half of respondents said government data is most at risk of breach from employee’s computers. Ci-ting the top causes of accidental insider

breaches as phishing attacks, data copiedto insecure devices, accidental deletionormodificationofcriticaldataanduseofprohibited personal devices.

ESD Spotlight: Will there be any solutions to these challenges or will there always be trade-offs?

Dolisy: Government agencies need to be able to defend against known threats, re-spond to new threats immediately, and quickly recover from cyber incidents,whether they are the result of an external or internal threat. IT professionals can mo-nitorconnectionsanddevicesonthenet-work and maintain logs and data of user activitybyusingavarietyoftoolssuchas:• Solutions thatmonitor network perfor-mance for anomalies, track devices offernetwork configuration and changemana-gement, and monitor IP addresses keeping militaryagenciesawareoftheobjectsandtrafficontheirnetworks.•Userdevicetrackingsoftware,IPaddressmanagement, security information andevent management (SIEM), and log and eventmanagement software canpoint towho and what are responsible for certain activity on the network and acceleratethe identification and termination of su-spiciousactivity.

(df) Indra won contracts worth a total of some €200 million under programmes al-located during December by the Spanish Ministry of Defence, with the backing of the Ministry of Industry and Tourism, as part of a drive to modernise the Spanish armed forces.As part of a joint venturewithNavantia,Indra is involved in technology program-mes to develop combat systems for the future F-110 frigate, having been awarded contractsworth€94millionthatrununtil2020. Under the F110 programme, Indra will be responsible for developing radar

systems, electronic defence systems and infrared systems. Successful development will pave the way to these systems being installed on future Spanish Navy frigates.
