Firrhill Partnership CentreIntroduction1.0

The proposed Firrhill Partnership Centre brings together a range of primary care and community services on the site adjacent the existing Firrhill Medical Practice.

The building provides new accommodation for two GP practices - the Craiglockhart Medical Group and the Firrhill Medical Practice, as well as Community Primary Care Services and an administrative office base for these services. The new building will offer patients a wide range of collated services in a modern purpose built facility. The co-location of these services within the one building also enables Edinburgh City Council and NHS Lothian and their staff to develop more integrated and efficient ways of delivering these services.

The existing Firrhill Medical Practice building will be converted to provide a separate daycare centre in the future.

The accommodation includes:

The design has been developed through a series of workshops both with key stakeholders from the different client bodies and with the service providers, staff and patient groups. These meetings have brought an understanding

of the particular needs of the different services and users who will work in the building and have explored how these might be brought together to best advantage.

Representatives of the local community have been involved in the workshops and a number of public consultation events have been held to gain feedback from the community and to keep them informed of the proposals.

The following document sets out the design proposals prepared by Gareth Hoskins Architects and the other consultants on behalf of Hub South East for the design of the new Firhill Partnership Centre.

Location2.1

The site is located on Colinton Mains Drive adjacent the existing Firrhill Medical Practice in south east Edinburgh.

The Firrhill Medical Practice is to transfer to the new building with the existing premises converted to a day-care centre at a later date.

On the eastern edge of the site are school playing fields, with both Oxgangs Primary School and Firrhill High School on the far side of the pitches. To the north of the site is a private access road serving the school car park.

Directly opposite the site on Colinton Mains Drive is a large Tesco store and associated car park. The Redford Barracks sits to the north of the Tesco store.

Colinton Mains Driveoutline of former Oxgangs School

site boundary

Part of site was previously part of the grounds of Oxgangs Primary School and is currently owned by Edinburgh City Council. Ownership of this part of the site is to be transferred to NHS Lothian prior to construction of the new building.

The remainder of the site is occupied by the Firrhill Medical Practice and is under private ownership. This part of the site will be leased to NHS Lothian.

The Firrhill Medical Practice will be accommodated within the new building and the existing building converted to a day-care centre. The conversion of the existing building is not part of this planning application.

Creating successful and sustainable places willdepend on a shift in attitudes, expectations andpractices about the design of cities, towns, villages and the countryside. We need:

Decision makers who understand the role of design in delivering sustainable development (page 9).

Developers, landowners, investors and public bodies who recognise the commercial and economic value of good design (page 18).

Effective collaboration between disciplines, professionals,local communities and others in the planning and urbandesign process (page 27).

Development plans with effective design policies, andurban design frameworks, development briefs and masterplans to provide planning and design guidance (page 34).

Developers submitting design statements with planningapplications that explain the design principles on whichthe development proposal is based (page 41).

A high level of awareness and urban design skills in localauthorities, including planners and councillors who arecommitted to raising design standards and understandthe impact of their decisions (page 47).

Planning Guidance and Local Plan3.1

The site sits adjacent to playing fields associated with Oxgangs Primary School which are designated as ‘Open Space’ on the Edinburgh City Council Local Area Plan. The nearby Redford Barracks and associated land are recognised as part of a Designated Conservation Area.

The site itself does not sit within the Conservation area nor have “open space” designation

The Local Area Plan highlights an area of importance for flood management which overlaps with Oxgangs Primary’s playing fields. The flood risk to the site has been appraised and the building & site levels and drainage have been designed to mitigate the risk.

The proposed site for the Partnership Centre is in close proximity to several schools, the barracks and the supermarket, creating a hub of non-residential buildings providing services for the surrounding communities.

Designing Places & Designing Streets

The principles outlined in Designing Places and Designing Streets have been incorporated into the design proposals. In particular the aim has been to create a welcoming building with strong presence in the community. The hierarchy of movement, giving pedestrians and cyclist priority over cars, has been integral to the design of the site layout.

The private side road to the north cannot be used to access the site so • vehicular ingress and egress is constrained to Colinton Mains Drive.

The pedestrian routes used by school children - including the pedestrian • crossing and the side road footpath, should be preserved .

There is an existing right of access for Scottish Water across the site to • the playing fields which must be maintained.

The habitats present within the proposed development were assessed • as being of low ecological value, dominated by poor semi-improved grassland and bare ground with scattered broad leaved trees.

None of the trees within close proximity to the scheme or within the site • footprint were considered to have bat roost potential.

There are good views to the Pentland Hills to the south.•

Neighbourhood buildings3.4

Significant non residential buildings in the neighbourhood range from the • historic Redford Barracks to the recently completed Oxgangs Primary and Firrhill Secondary Schools

Directly opposite the site the Tesco superstore is typical of those found • across Britain with a steel structure clad in fair-faced block with large areas of glazing defining the entrance

Unlike more urban areas of Edinburgh there are no predominant • materials, nor a strong architectural context

Neighbourhood context3.5

The surrounding urban fabric is a mixture of residential streets • interspersed with larger scaled public buildings.

These larger buildings include schools, supermarkets and the Redford • Barracks and are typically set back from the street frontage within their own grounds.

There are significant areas of open and green space including playing • fields, play grounds, car parking and parkland.

The result is a fairly disjointed urban fabric of a suburban nature. •

The new Partnership Centre sits directly opposite the Tesco superstore • and together the 2 buildings and the adjacent schools will form a small neighbourhood focus between the surrounding residential areas

Also a diversion for some buses curently on the Oxgangs Avenue route Some parking must be designated for patient use only. Importance of ensuring enough disabled spaces.Perhaps some parking could be designated for parent and child. Parking in Tesco’s car park is subject to restrictions and reserved for customer use only. Can more health services be available on a drop in basis? Important to retain links to existing pharmacies as they provide an excellent customer services Traffic congestion still an issue but pleased that schools entrance routes are now segregrated. Efforts need to be made to ensure that Centre users do not impinge on the school car park. The overall design represents a big improvement on the existing surgeries. Need to ensure that the building materials are of good quality and complements the local vicinity. Can patients or staff access the internal courtyard? Craiglockhart patient waiting area looks quite small. Can there be water/vending machines available in the public area? Congestion at roundabout remains an issue, especially at school run times. What services will the Council wish to deliver from the building? Development improves local amenity be upgrading a unmaintained site Can I change my GP and register with one of the Practices based in the new Centre? Extra precautions need to be taken during the construction phase, bearing in mind the number of school children moving to and from the schools campus.

Consultation Summary3.6

Patient and general public consultationThe Consultation events which have been held are outlined on the table opposite, together with a summary of the main comments and feedback.

At events prior to November 2013 the main concern to the community was a new vehicular access to the site which was proposed from the school access road. This would have meant an additional crossing for school children. Vehicular access to the site was subsequently reconfigured with a single access on Colinton Mains Drive in the same location as the access to the existing medical practice.

Staff and User group consultationThroughout the design process consultation workshops with future building users have played an important part in the development of the design. Practical issues such as parking numbers, privacy to treatment rooms, green outlook, views, the location of the staff & service entrance, deliveries and refuse collection have been discussed and resolved as best the site constraints allow. The overall appearance and feel of the building has also been reviewed and developed from feedback at these workshops.

A&DS ReviewAn informal workshop was held with Architecture & Design Scotland Design to review the design against the qualitative design parameters set out in the A&DS Design Statement. This review was generally positive and it was felt the design was heading in the right direction. The design team were asked to look at some issues in more detail- including increasing privacy to the ground floor rooms through the planting & landscaping and maximising views to the courtyard from the circulation routes.

Site Strategy4.1

The new 2-3 storey building sits on the corner of Colinton Mains Drive • and the access road to the primary school car park, defining the corner and maintaining a distance from neighbouring residential properties

The Partnership Centre has a strong street presence with the public • entrance clearly visible on Colinton Mains Drive. As a key community building it is felt the Partnership Centre should be clearly recognisable and offer a positive contribution to the street scape.

The building is 3 stories to the north and 2 to the south, maximising • daylight to the central courtyard. A respectful distance is maintained from the adjacent 1.5 story medical centre to the south and from the 2 storey housing to the north.

There is a clearly defined single entrance for the public and with separate • controlled staff and service entrances to the rear. The recessed entrance offers shelter and creates a small public space in front of the building.

Car parking is located to the side of the building and with access via the • existing car park entrance

The car park area also allows for disabled parking, drop off, deliveries, • refuse collection and cycle parking. The layout allows access and egress to the site for delivery and refuse collection vehicles without the necessity to reverse

The boundary treatment is carefully considered with hedge and tree • planting helping to define the street edge and screen the car park.

There will be no additional traffic on the school access road, and no • additional crossing points for children on routes to or from the schools

The right of way to the school playing fields is maintained•

The new 2-3 storey building is organised around a central landscaped • courtyard which provides a green outlook form the main circulation and waiting spaces

The glazed frontage to the street gives an open and welcoming entrance, • and on entering there are immediately views through to the courtyard

The consulting rooms for the 2 GP practices are all located on the ground • floor, and the other public services are located on the first floor.

The top floor is staff only and provides staff breakout facilities as well as • office accommodation

The entrance foyer opens up to a triple height space connecting all 3 • floors of the building.

The main public stair provides clear and direct access to the public • services on the first floor.

All 3 floors are accessible by a lift located in the entrance foyer.•

Ground Floor Plan4.4

On entering the building the two GP reception desks are clearly visible • with views through to the courtyard either side of the feature stair

All GP consulting rooms are accommodated on the ground floor, with • administration, meeting rooms and storage for the GP practices located on the first floor

The GP waiting areas look out to the courtyard with glazing treatment • carefully considered to maintain patient privacy

Both GP practices can be closed off when their respective reception • desks are not manned.

The public services on the first floor are accessed either by the feature • stair or the lift in the main foyer.

Staff have the option to access the building through discreet entrances to • the rear of the building.

The floor level of the building is raised by approximately 450mm above • the pavement level on Colinton Mains Drive to help give a degree of privacy to ground floor rooms. Level access is provided by a low gradient ramp.

The staff only floor is accessed via a card controlled, private stair or by • the lift (keypad controlled).

Staff facilities - changing and lockers, showers, toilets, kitchen, dining • and meeting room - are central to the plan with open plan offices to either side.

The staff breakout areas have views both to the central courtyard and to • the street. The triple height space above the foyer allows this top floor to maintain a connection with the rest of the building and the services in the floors below.

Plant is located to the rear at the north of the building.•

Materials and FInishes4.7

Externally the building will be clad in facing brick. A light coloured brick is • proposed with the exact specification to be determined at a later date

Precast concrete elements are used as infill panels at window openings • and to define the entrance.

Windows to be a dark coloured aluminium with large fixed lights adjacent • smaller opening lights which are protected by aluminium louvres

Internally materials will be simple an robust, with timber balustrades • softening the interior

Changes to Boundary Treatment, 4.8

1. The high metal fencing to school playing fields on the east side of the site is to remain unaltered. The existing gate giving access to the playing fields is to remain. New hedging to be added as per the landscape architects drawings.

2. The low post and wire fence to the school access road on the north is to be removed and replaced hedging and a row of semi mature tress as per landscape architects drawings.

3. Metal railing fencing to the street edge is to be replaced with a low wall and hedging as per landscape architects drawings. A row of semi mature trees and hedging define the street edge to the west of the car park.

4. Fencing and hedging between the new building and the existing medical centre are to be removed.

5. Fencing to the south of the existing medical centre is to remain unaltered.

Landscape & Ecology4.9

An ecology appraisal was undertaken by Ove Arup & Partners. The habitats present within the proposed development were assessed as being of low ecological value, dominated by species of poor semi-improved grassland and bare ground with scattered broadleaved trees.None of the trees within close proximity to the scheme or within the scheme footprint were considered to have bat roost potential. No signs of any other protected, notable or rare species were observed on site. Breeding bird habitat was limited due to the lack of scrub habitat and tree species present on the proposed site.

The existing poor quality planting is to be removed from the site. The landscape design, including the proposed types of plants and trees, are shown on the landscape architects drawings. Native species have been used extensively as recommended in the ecology report.

The central courtyard is visible from the entrance foyer and the circualation and waiting spaces, aiding orientation and wayfinding and giving a green outlook. Planting in both the courtyard and along the exterior of the building has been designed to give a degree of privacy to the consulting rooms.

Sustainability4.10

The proposals will be designed to comply with current building regulations. The proposed development is to undergo assessment and certification against the BRE Environmental Assessment Method (BREEAM). The target requirement for the project is to achieve a Very Good/Excellent rating.

Accessibility4.11

The entire Health Centre site is to be accessible, with convenient and easy access for eldery patients and wheel chair users.The designing for streets hierarchy has been adopted prioritising pedestrians over vehicles. There is direct access to the building from the pavement for pedestrians, without going through the car park, either up several steps or by means of a low gradient path suitable for motorised wheelchairs/buggies.

• Groundwater: most common in low-lying areas underlain by• Permeable rock (aquifers)• Sewers: combined, foul or surface water sewers.The RMS flood maps show minor pluvial and fluvial flood depth of 0-200mm within the site boundary. This is applicable for the 75, 100 and 1000 year return period. The floor level to the building has been raised to have a 200mm freeboard in any case relative to the existing levels, and levels will be set to falls to direct water away from the building, with positive drainage provided to collect and remove surface water.

The CEH flood data map shows the site not to be at risk of flooding for the 100 year return period.From the assessment, it has been established that the proposed development site is in Zone 1 (low flood risk), as categorised in Policy Document PPS 25.The Site has been assessed as having a less than 1 in 1000 annual probability ofriver or sea flooding in any year (<0.1%).

Contaminated Land4.14

The results of the chemical testing on the soil reported that the hazard risk is low for human end user from heavy metal, asbestos, Petroleum Hydrocarbons and Polyaromatic Hydrocarbons (PAH).

The risk of poison to plant growth is assessed as low from nickel, copper, boron and zinc.

The results of the gas monitoring are reported as placing the site as low risk and as such gas protection measures are not required with respect to carbon dioxide.

There are convenient disabled parking spaces with level access to the main building entrance.

All levels of the building are to be fully accessible with lift access. Reception desks to have a lower level section suitable for wheelchair patients and are to be fitted with induction loops. Accessible toilets are provided on all floors and within maximum travel distances outlined in the building standards.

Drainage4.12

The drainage will comprise a separate system of foul and storm drainage.

Storm water drainage will be collected and channelled into stone filled trenches and attenuation storage units, to provide necessary level of water quality treatment and temporary storage, for storm conditions.

The roads/ car parks will incorporate porous paving and stone filled trenches to provide 2 levels of treatment prior to discharge into the attenuation tank.

A flow restrictor will be placed in the manhole prior to the disconnecting manhole into the public sewer.

The foul drainage will be piped by gravity to the existing foul sewer to the east side of the site.

The drainage strategy, and agreement of flow rates are subject to confirmation from Scottish Water, and water treatment subject to SEPA approval.

Flood Risk4.13

Reference is made to an Envirocheck report carried out as part of the Site Investigation, including a Flood Screening Report.
