    1. World Bank (2013 and on-going) - Financial and Operational Management for Citizens

    Damage Compensation Program (CDCP):Scope and responsibilities of the Consultantt o setand ensure smooth running of the financial and operational processes and procedures forPrograms are in line with the relevant rules and procedures of the World Bank and theGovernment of Pakistan. The scope of the assignment will be to advise on designing anddeveloping a comprehensive Financial and Operational Management system for thePrograms and to also their periodic reviews. The consultant will be required to undertakethe following tasks:

    To review the existing instruments and functionality of financial and operationalmanagement mechanisms being used in the Programmes.

    To undertake discussions with the Management of the Programmes and otherrelevant stakeholders to complete the review of various instruments and theirlinkage to the programme.

    To filter out the gaps of the existing mechanism and suggest /recommendalternative mechanism that can support the Programmes objectives and addresscontrol issues.

    To advise CDCP in setting up systems for efficient and effective procurement ofgoods and of consultancy services for the implementation of the program.

    To review documentations and communication received from CDCP regardingprocurement of goods and services.

    To flag potential problems in the procurement process and work with CDCP toresolve them.

    To undertake detailed assessment of the financial risks of CDCP.

    2. DFID (2013 on going) Public Financial Managementr Firm for Benazir ImncomeSupport Program (BISP):The objectives of this assignment are to: To assist DFID in providing technical assistance to BISP while ensuring that a well-

    designed, accountable, transparent and efficient financial and procurement system isin place

    To ensure smooth running of the financial and operational processes/procedures forBISP which are also in line with the relevant rules/procedures of DFID

    Scope of work

    To review the existing instruments and functionality of financial and operationalmanagement mechanisms being used for BISP.

    As mentioned earlier, DFID Pakistans technical assistance funds are designed to

    facilitate the delivery of the overall programme. Therefore there is room under theinnovation window to enhance monitoring and work to strengthen the internalsystems within BISP. The primary deliverables, the detailed responsibilities of thefirm/specialist are as follows:

    To assist BISP in setting up systems for efficient and effective procurement ofgoods and of consultancy services for the implementation of the program.

    Monitor progress against the FRA mitigation action plan and simultaneouslydevelop internal capacity to deliver the agreed risk mitigation measures.

    To provide the necessary support to the SCT team/ the Portfolio risk and assuranceteam during the annual FRA follow up i.e. the annual statement of progress andprocess review of the programme.

    To undertake detailed assessment of the financial risks

    To review documentations and communication received from BISP regardingprocurement of goods and services.

    3. Department of International Development, DIFID (2013 and on going) Performance Audit of Punjab Skill Development Fund (PSDF): We have carriedout the Performance Audit of PSDF. The purpose of the audit is to assess the existingsetup and its capacity to deliver the scale up to the whole of Punjab. The scopeentailed, appraisal of the existing institutional arrangement, management systems andprocess flows of the PSDF. Further, assessing the the extent to which the PSDFoperations has achieved its goals and objectives in an effective, efficient andeconomical manner. The scope of work for the Institutional Assessment enatils:

    a. Conduct a structured to gauge views of the PSDF Board, management and staffon the goals, objectives and future vision for the Fund. The exercise will definethe PSDF vision, goals and objectives to guide existing operations as well as thescale up phase.

    b. Assess the institutional arrangement of PSDF as a Section 42 company andcompliance with legal requirements vis-a-viz institutional structure, codes ofconduct, standard operating procedures, process flows and rules of business.Also review the degree of autonomy exercised and checks and balances in placein the financial, management, implementation, and accountability matters.

    c. Review governance and management structures of PSDF in relation to itsagenda; including the value addition of the private sector representation in theBoard and the management of and delivery by PSDF. This will also cover internalcommunication channels and practices, reporting hierarchies, informationcreation and its role in management decision making, and systems available tothe PSDF Board to perform its oversight and strategic planning role.

    d. Assess the degree of organizational integration and systems harmonization tofacilitate smooth flow of programme activities and the attainment of programme

    objectives. This would cover key functions pertaining to programme planningand strategic development, programme implementation, quality assurance,information management, monitoring and evaluation, procurement, financialmanagement, legal, and human resource.

    e. Analyze the quality and efficacy of PSDF arrangements dedicated to enhancesystems accountability and transparency. This among others would covercontrol and accountability mechanisms, quality assurance, monitoring andevaluation systems, beneficiary tracking and outreach.

    f. Conduct a human resource assessment (including incentive structures) of PSDFin relation to roles and responsibilities of key positions, the broader agenda ofthe PSDF, and scale up plans. Provide the human resource requirementscapacity building framework for PSDF with the objective to efficiently meetexisting and future (including scale-up) needs. PEOP is a GFBP 55 million

Department of International Development, DFID (2013) - Annual Statement ofProgress (ASP) of 2013: We have developed the Annual Statement of Progress (ASP)of 2013 for the Punjab Employment Opportunity Program (PEOP) for the year 2013.PEOP is a GFBP 55 million program jointly funded by DFID and Government of Punjab byproviding GBP 25 each and an additional GBP 5 million as technical assistance by DFID.The purpose of the ASP is to review the annual progress of the project in light of therecommendations given in the Fiduciary Risk Assessment (FRA).

    5. World Bank (2013) - Implementaion of the institiuional developmentframework for Benazir Income Support Program (BISP): We are in the process ofimplementation of the five year instituional development plan agreed with the BISPmanagement for period 2013-2018. In phase one, implementation of the balance scorecard startegy, business process enigineering of the human resource department anddevelopent of the scoping document for the newly proposed human resourcemanangement information system. Phase 2 would enatail the busniess rposocessengineering of the remaining deparmtents and implemenattain of an ERP system.

    6. World Bank (Punjab Social Sector Expenditure Review): We have recently carried out theexpenditure review of the social sector for Punjab. This was a joint exercise of the World BankWashington Head office and the World Banks Pakistan Country Office. The scope of theassignment was the of work entails the institutional assessment review of the Social Protectionprograms of the Government of Punjab.

    7. The World Bank (Financial polices & procedure of BISP) - The project is a PKR 30Billion, cash transfer program for Pakistan. The World Bank is giving a technicalAssistance (TA) of USD 70M to help BISP, operate country wide. As part of the lendingcondition by The World Bank, a comprehensive Financial and Operational ManagementGuidelines document for the BISP needed to be design and develop with a special focuson the procurement rules under the World Banks OP and PPRA rules . The broadscope of work entailed: -

    To review the existing instruments and functionality of financial and

    operational management mechanisms being used for BISP. To filter out the gaps of the existing mechanism and suggest

    /recommend alternative mechanism that can support the programmeobjectives and address control issues.

    To undertake detailed assessment of the financial risks.

    To undertake discussions with BISP Management and other relevantstakeholders to complete the review of various instruments and theirlinkage to the programme.

    To prepare a draft report of the existing issues and problems and theireffects on efficient implementation of BISP.

    To develop a continuum of process oriented Financial Management andOperational guidelines that attempts strengthening the existing system

    to make it accountable, transparent and efficient. To develop BISP organograms specific roles and responsibility matrix.

    To develop operational timelines, turn around time, and minimize lagtime for document flow and more importantly a comprehensive flow ofshared responsibility.USAID (Infrastructure development) The projectwas awarded for the rehabilitation of the damaged residential units inthe FATA area. The project was under the FATA livelihood Programfunded USAID and awarded by the Upper FATA Development Authority.

    8. The World Bank (Capacity Building of Benazir Income Support Program) - Thescope includes monitoring of financial management arrangement of the World Bankfunded programs which are mainly public sector entities and specialized projects. Thescope entails review of the internal and external control mechanisms of the programs,carrying out their gap analysis of the existing system to identify financial management

    risks and guidance on mitigation measures, review of the internal audit reports,develop action plans and advising the management on addressing the weaknesses infinancial management arrangements and facilitate implementation of agreed actions.

    Further, guidance and oversight in developing financial and operational policies andprocedures for the program is an integral part of this engagement.

    9. LEAD International (Advisory) - Advisory on financial, strategic and tactical matters.10. LEAD International (Implementation of Accounting & Financial Management

    System, Time Writing and Payroll). Delivered an ERP strategy and roadmap to seniormanagement, to assist LEAD Pakistan in transforming the companys accounting andfinancial management operations. Managed cross-functional team of core business,operatr5ions and support personnel to evaluate existing technologies and businessprocesses. Analyzed and documented system and business workflows, designedimprovements based on industry best practices and authored ERP Strategy documentpresenting ROI of new process flows. Final presentation highlighted areas in LEADsoperations business where the proposed SAGE based ERP could transform operations.On boards approval the ERP was implemented that included the GL, AP, AR, Payroll andtreasury. In addition a customized application for time writing work flow for onlineauthorization was developed that integrated with the ERP to allocate time cost to thecost centers.

    11. ESRA-USAID (Accounting & Donor Reporting Outsourcing) The projectscope includedsetting up the accounting system from scratch in seven districts offices, closing the trialbalances and consolidating them after verification for onward reporting to the clientand to the Donor. The project also included compiling the invoice and answering to thequeries of the donors internal audit department for clearing the invoice for paymentclearance. The project also entailed payroll processing of the payroll for all the projectstaff and maintenance of the fixed asset register.

    12. Actionaid (Accounting & Donor Reporting Outsourcing) The projectscope includedsetting up the accounting system to accumulate the thematic expenses from 13developments areas spread over all four provinces of Pakistan. The process included online verification and closing the trial balances and consolidating them after verificationfor onward reporting to the client. The reporting also included a quarterly financialMonitoring & Evaluation Report analyzing the grant burn rate during the reporting

    period.13. ESRA-USAID (Grant Management Reporting System) The objective was to implement

    a financial system to manage grant for the USAID funded Education Sector ReliefAssistance (ESRA) for the partner organization. Assumed the project responsibility for afull financial suite (GL, AP, AR and Fixed Assets) and delivered the solution using SAGESoftware solution implemented in two districts connecting seven (7) remote offices.

    14. Actionaid (Grant Management and Reporting System) The client required acomprehensive grant management system for all of their development areas partnerNGOs covering the full length and breadth of the Pakistan. For the same purpose 30full scale site implementations of SAGE were carried out covering GL, AP and ARTreasury.

    15. Rural Support Program Network (Implementation of Provident Fund ManagementSystem) RSPN Largest non-government network of rural development program in the

    country, called Rural Support Program or RSPs. Developed a provident fund accountingsystem for RSPN. The system could handle funds life cycle. In addition to the normalaccounting routines the system was capable of handling member advances, interestaccruals and its allocation to its members.

    16. Rural Support Program Network (Training on Fund Management) Carried out atraining on fund accounting to members RSPs on latest trends in bookkeeping andpresenting data for fund. In addition viable investing opportunities and governmentaland regulatory provisions regarding investing fund monies into financial institutionssecurities and bonds.

    17. Punjab Rural Support Program Network (Microfinance Trainings) As a resourceperson, carried out a three day training on accounting, finaical reporting andinformation systems for Microfinance Institutions.

    18. Thardeep Rural Development Program (TRDP) (Implementation of GrantManagement System) Development of grant management system to manage grantfunds for the donor. The assignment included implementation of SAGE Accounting

Climate Data Knowledge Network (CDKN) PWC UK (Contract Administration) The Climate and Development Knowledge Network (CDKN) is a GBP 40 million globalinitiative to support decision-makers in designing and delivering climate compatibledevelopment by combining research, advisory services and knowledge management insupport of locally owned and managed policy processes. We are part of the deliveryand design team in the capacity of Contract Administrator for Asia region, headed bythe regional director of the Asia region. Contract administration includes compliancewith contractual provisions and vetting and scrutinizing invoices raised against thecontract delivery amounting to more than GBP 2,000,000 annually.

    2002 - 03 UNICEF The study was conducted in more than 10 high risks districts in

    all the four provinces of Pakistan. The study focused on finding

    the impact of Polio Communication Campaign prior to national

    immunization days during 2002.

    National KAP study onSanitation and Hygiene

    2001 UNICEF The study on Knowledge, Attitude and Practice (KAP) onsanitation and hygiene was carried out to analyze hygiene andsanitation habits of the country and to find out more about thecommunication vehicles for promoting better sanitation andhygiene practices. It was a national study covering all the fourprovinces, AJK and Northern areas. The main objective of thestudy was to look into the latrine usage practices, type oflatrine construction and personal hygiene and cleaningpractices in general in the country. The other expectation from

    the study was to find out the impact on the communicationcampaign held in Punjab in late 2000 with respect to sanitationand hygiene.

    Evaluation of NGOSchools in the FourProvinces of Pakistan

    1996 NIP /UNICEF

    This study carried out an evaluation of more than 200 schools

    in selected districts in the four provinces of Pakistan. The study

    analyzed the role of community participation in NGO run

    schools and compared the performance of students in NGO run

    schools with those in government run schools.

    Assessment &Evaluation of SchoolsEnrollment and Drop-out

    1996 CIET /UNICEFandGovernment of Pakistan

    This study was carried out in the Sindh province with

    approximately ten thousand children and their parents. The

    research design included several components including field

    survey, focus groups and analysis of school enrollment data.

    A team of nearly fifty men and women were trained to visit (inteams of 4-5 persons) a village or urban location where theymobilized a group of parents and gathered them in acommunity location for focus group discussion. They alsointerviewed the school administration, members of the localschool committee (where it existed), a selected number ofparents and a designated number of randomly chosen childrenin the locality.

    Third Party Validationand Assessment ofIncreased Enrollmentduring EnrollmentCampaign

    2005 UNICEF This study was conducted to obtain an independent third party

    evaluation of enrollment numbers achieved as a result of the

    campaign to ensure that the reported enrollment figures

    represent the facts on the ground. Changes in enrollment

    figures were examined within the 22 districts and 10 towns of

    Karachi covered by the campaign. Consultants Pakistan

    designed a comprehensive observation and monitoring study

    which included primary observation along with more than 300

    interviews with the District Coordination Officer (DCO),

    Education Department Staff (EDO, AEDO, and Supervisor),

    School Head-Teachers as well as parents of children aged 5 -9.

    Baseline & AssessmentSurvey of EPI (ExtendedProgramme onImmunization) in Sindh

    2004 UNICEF The study was conducted for the assessment of EPI coverage,

    especially the status of DPT3 (Diptheria, Pertusis, Tetnus)

    vaccination. The assessment was carried out on a cluster

    survey of approximately 8000 households in 3 districts of

    Sindh; Larkana, Thatta Khairpur and one town (Kemari) of

    Karachi. Children between age 1 and 2 years were identified

    and their mothers were interviewed.

In the qualitative part, 165 structuredinterviews were carried out to discuss the local governmentssystem in detail while the second part, the quantitative one,comprised of 1535 interviews aimed at judging the perceptionof people about the local Government System. Therespondents included elected and non-elected officials of thelocal government, parliamentarians, opinion leaders,households, SMEs and farmers. The aim was to measure thesuccess on REFORMS of the Local Government Ordinance of2001 at the district level from 2002 onwards

    The survey was conducted for gauging the demand forbusiness loans amongst owners of small and mediumenterprises. Around 400 respondents were approached in

A stratified sampling technique was usedto conduct face-to-face survey with a sample of 659 companiesin 9 districts representing all the four provinces of the country.These companies were distributed in Manufacturing, Services,Trade and other sectors. The sect-oral composition of thesample was representative of the distribution of enterprisesbetween important sectors regarding the relative contributionto GDP.

    to the policy and legal environment lead to more and better

    jobs within the MSE sector. Or is the relationship more tenuous,
