PURPOSE The Ontario Fire Code, Section 2.8 requires the implementation of a Fire Safety Plan for this building/ occupancy. The plan is to be kept in the building in an approved location. The implementation of the Fire Safety Plan helps to ensure effective utilization of life safety features in a building to protect people from fire. The required Fire Safety Plan should be designed to suit the resources of each individual building or complex of buildings. It is the responsibility of the owner to ensure that the information contained within the Fire Safety Plan is accurate and complete. The Fire Protection and Prevention Act Part VII, Section 28, states that in the case of an offence for contravention of the fire code, a corporation is liable to a fine of not more than $100,000 and an individual is liable to a fine of not more than $50,000 or imprisonment for a term of not more than one year or both. The purpose of the Fire Safety Plan is to establish minimum requirements that will provide a reasonable degree of life safety from fire and similar emergencies in the University of Windsor buildings and structures. In the occurrence of a crisis, this plan should save lives and reduce personal injuries. Furthermore, it can prevent or minimize property damage, as well as decreasing the time of return to normal activities in the building. This official document is to be kept readily available at all times for use by staff and fire officials in the event of an emergency.

SCOPE

This Fire Safety Plan will include:

location, description, and operation of fire suppression equipment present in the building.

procedures for building occupants during a fire crisis.

duties & responsibilities of key personnel during an emergency evacuation.

regulations for frequency of emergency equipment inspections, as well as fire drills.

DEFINITIONS

B.F.P.M. - Building Fire Plan Manager Exit - refers to that part of a means of egress that leads from the floor area it serves, including any doorway leading directly from a floor area, to an open public concourse or an exterior open space protected from exposure from the building and having access to a public thoroughfare.

Fire Emergency - means a fire situation caused by the forces of nature or an accident or an intentional act or otherwise that constitutes a danger of major proportions to life or property. Fire Safety Plan - is a detailed procedural plan combining the elements of contingency planning and emergency response designed to reduce the effects of an abnormal and unexpected event. MSDS (Material Safety Data Sheet) - is a written document that provides product users and emergency personnel with information and procedures needed for handling and working with chemicals. They generally outline the physical and chemical properties of the product, describe potential hazards associated with the substance (health, storage cautions, flammability, radioactivity, reactivity, etc.), prescribe emergency actions, and often include manufacturer identification, address,

MSDS date, and emergency phone numbers. Person Requiring Assistance - a person who is unable to leave a building unassisted under emergency conditions. This may include persons with temporary or permanent mobility disabilities (e.g. use of crutches, walkers, wheelchairs), with hearing or vision disabilities, as well as persons who may be immobilized due to distress.

OBJECTIVES

The objectives of the fire plan are: Fire Prevention: To prevent the incident of fire by the control of fire hazards in the building and the maintenance of the building facilities provided for the safety of the occupants. Emergency Evacuation: To establish a systematic method of safe and orderly evacuation of an area or building, by and of its occupants, in case of fire or other emergency. Regulatory Requirements: To establish standards which are in compliance with the Ontario Fire Code.

DESCRIPTION OF BUILDING

The Biology Building is comprised of four (4) floors plus a basement. It is immediately west of the “K” Parking Lot. This parking lot is located on the west side of Sunset Avenue between Wyandotte Street and Fanchette Street. It is connected to Chrysler Hall South. The primary function of the Biology Building is classroom/laboratory teaching and research. The first, second, and third levels and the basement primarily consists of classrooms, laboratories, offices, electrical rooms, storage rooms, and maintenance rooms. The fourth level is comprised of mechanical rooms, a growth chamber, and greenhouses. The building is constructed of concrete blocks built around a structural steel frame. It also possesses cast-in place concrete floor slabs clad with precast concrete panels & face brick. The roof is comprised of 4-ply asphalt. The original building opened in 1966. The 4 storey south addition opened in 1978. The Biology Building has a full-time staff of approximately twenty (20) faculty members and nine (9) support staff. There is no official system of signing-in or signing-out of employees for head count purposes. The number of students, employees and visitors within the building can vary depending upon the time of year or the time of day. There is no accounting system in place to know how many students are within the building at any one time. Visitors are not required to sign-in or report to Campus Community Police before entering.

Building Access for Fire Department Fire Department access to the Biology Building is northerly on Patricia Road (closed emergency access only) from Wyandotte Street West (Wyandotte St. W. entrance to the Ambassador Bridge). The Environmental Services division of Facility Services is responsible for maintaining fire access routes.

Communications There is no Public Address (PA) system within the building. Communication under fire emergency conditions is executed by telephone, or through the UWindsor Alert mass notification system as initiated by the University’s Emergency Response Plan.

Elevator YES NO

There is one (1) elevator situated approximately in the centre of the Biology Buildings’ main hallway. This building is not equipped with the Fireman Recall Feature. The elevator is currently serviced by Thyssen Krupp Elevators.

Exit Routes Ground floor

There are 3 exits located in the main hallway. The first is at the south end of the building, the second at the north side, and the third is the main entrance which is located at the midway point of the building on the west side.

Roof

The roof can be accessed through the penthouse using the door on the south side of the mechanical room M-400. It can also be accessed by ladder through M-402.

Signs are posted on each floor of the building to identify the three (3) exit routes. During power failure, exit signs will be illuminated.

Fire Plan Location A hard copy of the Fire Plan is located in Room 119-A as well as in a secure Fire Safety Plan box near the annunciator panel (main entrance on west side of building). An electronic copy of this Fire Plan can be obtained online at: www.uwindsor.ca/safety/fireplans. Please note that online editions of the plan do not include emergency contact numbers.

Keys During off hours: when the alarm becomes activated, Campus Police will meet Windsor Fire & Rescue Services outside the annunciator panel entrance (main entrance on west side of building) and provide appropriate keys for access into the building as well as pertinent rooms. A Lock Box is located on the west building face, south of the main entrance doors.

Operating Hours The Biology Building normal hours of operation are 7:30a.m.-9p.m., Monday through Friday. However, the building is accessible 24 hours a day, 7 days a week through controlled entry.

UTILITIES & MAIN SHUTOFFS

Electricity

All building substation transformers are “dry-type”. The University’s main substation (outdoor) has oil-filled transformers; PCB free. Shut-off

Electrical Isolation 5KV Distribution Loop Feeder: M7M8-M7 Main Sub / M7M8-5 Education During an emergency, Campus Police will contact Facility Services to shut off electricity. Electrical services can be isolated in sections of the University campus. Annually, Health & Safety will forward an updated copy of the Electrical Distribution Building Power Sources to Windsor Fire & Rescue Services and Campus Community Police.

Heating, Ventilation, and Air Conditioning (HVAC)

HVAC systems are located on the 4th floor. The HVAC system in this building stays on during an alarm.

During an emergency, Campus Police will contact Facility Services to shut down HVAC systems through Maintenance Dispatch at ext. 2850 (after hours: ECC control room at ext. 7027).

Animal Quarters

The Animal Quarters area has a separate HVAC system. The HVAC system in Animal Quarters stays on during an alarm.

Natural Gas

The underground natural gas line enters the building at one (1) location on the west side of the building, north of the main entrance. Shut-off

The natural gas shut-off is located on the west side of the building at the northwest corner. During an emergency, Campus Police will contact Facility Services to shut off natural gas.

Water

Shut-off

The water shut-off for the Biology Building is located in the basement level, in the northwest corner of Mechanical Room M-01. During an emergency, Campus Police will contact Facility Services to shut off water.

Steam

Shut-off / Isolation

Steam Isolation: If required in an emergency, steam line isolation can be arranged by contacting Facility Services at ext. 2850, or Campus Community Police after hours at ext. 9-1-1.

Compressed Air Lines: Shut-off / Isolation

If required in an emergency, compressed air isolation can be arranged by contacting Facility Services at ext. 2850, or Campus Community Police after hours at ext. 9-1-1.

Air Compressors

There are air compressors in the following locations:

M-400 (north penthouse). This unit is oil-free.

M-01 (basement)

FIRE EMERGENCY EQUIPMENT

Emergency Lighting During power failure, emergency lighting will be activated.

Emergency Power

YES NO

The Biology Building has 2 natural gas emergency/backup generators. The generators are located on the 4th floor level in mechanical room M-401. The Kohler 125 kW and Kohler 80 kW generators provide backup electrical power to various systems in the building (lab equipment etc.).

Fire Alarm

YES NO

This building is equipped with a single stage Edward’s 1550 Drop Flag Fire Alarm System. This fire alarm is connected to A.P.I. by the University’s Central Monitoring System located in Chrysler Hall. Windsor Fire & Rescue Services will be notified by A.P.I. Activation of fire alarm can be triggered by pull-stations, heat detectors, smoke detectors, smoke duct detectors and also from flow switches which monitor the water supply of the standpipe system. Animal Quarters

The animal quarter’s area (located in the basement) has security controlled access which will unlock upon activation of the fire alarm.

Fire Alarm Pull Stations Please refer to the Floor Plans tab in this Fire Plan binder for the locations of the fire alarm pull stations.

Fire Blankets Two (2) fire blankets can be found in the main hallway on each floor; from the basement to the third level.

Fire Department Connections The Fire Department connection is located on the eastern side of the building, south of Stair S2-B approximately 80’ north of the SE corner of the building.

Fire Extinguishing Equipment Please refer to the Fire Extinguisher tab in this Fire Plan binder for a complete list of fire extinguishers and locations. See Appendix III for information on the use of fire extinguishers.

Fire Hydrants (Private) Fire Hydrant #1 (#25187) is located approximately 70’ west of the NW corner of the building, Hydrant #2 (#25147) is located approximately 250’ SE of the Fire Department Connection. Hydrant #3 is located in the vicinity of the main entrance to Essex Hall.

Heat Detectors Heat detectors are located in labs, classrooms, offices, and north & south stairwells. Two types are used: (1) Fixed, and (2) Fixed/Rate of Rise.

(1) Fixed detectors trigger the fire alarm when a specific temperature is reached (57°C or 92°C).

(2) Fixed/Rate of Rise detectors will activate the fire alarm upon the occurrence of two (2) factors. First, the ambient air temperature has to rise at a rate of 9.4°C per minute or the temperature reaching 57°C or 92°C.

Fire Hose Cabinets (FHC) The Biology Building is equipped with FHC on all floor levels. The basement, 1st floor, 2nd, floor, and 3rd floor levels each have 3 FHC(s). They are located in the main north south corridor at the north end (1.5” valve), mid-point (1.5” valve) area by the elevator, and the south end (1.5” & 2.5” valves). The sub-basement level has 1 FHC located by Stair S2-B, and the 4th floor level has 1 FHC (1.5” valve) located north of the elevator.

Fire Pump YES NO

The Biology Building standpipe system has a Fire pump located in the mechanical room (M-01), in the sub-basement level. This pump maintains the pressure in the system (60psiwater supply, 110psi static pressure system) Remote Annunciator Panel The fire alarm system indicates the specific zone of the alarm at the Fire Alarm Remote Annunciator Panel (EST 3) located in the main entrance vestibule on the west building face. Smoke Detection Equipment Smoke Detectors are located in the stairwells at the top floor level. They are also located in the main electrical room, elevator room, and in the air handling ducts (smoke Duct Detector).

Sprinkler System

YES NO

Currently there is no sprinkler system installed in the building. However, there is a CO2 sprinkler system in the Stockroom vault found on the 3rd floor in Room # 316 C.

Standpipe System YES NO

The standpipe system in the northerly half of the building (1966) has 1.5” valves in the FHC(s), and the southerly half of the building (1978) has FHC(s) with a 2.5” and a 1.5” valve. This system is supplied water from the 4” main in the sub-basement level (room M-01) and has a 2.5” riser, and a Fire pump. The water supply valve is not electronically supervised, it is chained and locked in the open position.

FIRE HAZARDS Common Hazards:

a) Combustible waste shall not be allowed to accumulate in quantities or locations that will constitute a fire hazard.

b) All means of egress (corridors, stairways, fire escapes… etc.) shall be kept free of combustible materials and obstructions

c) Fire doors and smoke barriers shall not be wedged or blocked open. d) Fire separations** shall be inspected regularly to ensure that the integrity of the fire separation is

maintained. e) For staff who work normal business hours, at the end of the day check all electrical equipment,

i.e. coffee machines, heaters, computers, etc. to ensure they are turned off. f) All fire hazards or conditions that pose a threat to the occupants are to be reported to the Facility

Services in writing so they can be rectified. g) Identified fire routes shall be kept clear of parked vehicles and when found will be moved or

towed. h) Snow and ice shall not be allowed to accumulate in such quantities that would obstruct exit doors,

evacuation routes, fire routes, fire department Siamese connections and natural gas meters. Facility Services

Special Hazards

a) Flammable liquids will not be used for cleaning purposes. b) Flammable and combustible liquids will be stored in the original manufacturers’ containers of

containers that are listed and labeled for such use. c) Approved containers used to store flammable liquids shall be stored in approved cabinets and

labeled “Flammable”. d) All greasy or oily rags or materials subject to spontaneous heating will be deposited in listed and

labeled approved metal receptacle. e) Open flames shall be securely supported in non-combustible holders or protected to prevent

accidental contact with combustible materials.

Electrical Hazards:

All electrical equipment must be CSA or ULC approved (Canadian Standards Association, Underwriters Laboratories of Canada) Extension cords must be for temporary use only (2.4.6.1. OFC) **Fire Separation means a construction assembly that acts as a barrier against the spread of fire and may or may not have a fire-resistance rating or a fire-protection rating.

HAZARDOUS MATERIALS A detailed inventory of hazardous materials ordered through the Chemical Control Centre is available by contacting the Chemical Control Centre (ext. 3523 / 3524), the Manager of Environmental Health and Safety (ext. 2055), or Campus Community Police (ext. 9-1-1 for emergencies). Hazardous materials NOT obtained through Chemical Control are as follows:

Smaller files of MSDS’s are stored in binders in each Biology Lab for all hazardous materials that are used.

Asbestos

YES NO

Asbestos within building infrastructure: *Please refer to the online asbestos inventory for current asbestos inventory.

RADIOACTIVE MATERIALS A detailed inventory, including locations of radioactive materials can be obtained by contacting the Chemical Control Centre (ext. 3523 / 3524), or the Manager of Environmental Health and Safety (ext. 2055). Annually, Health & Safety will forward an inventory of radioactive materials to Windsor Fire & Rescue Services.

CAMPUS COMMUNITY POLICE

During a fire emergency, Campus Community Police will meet the Chief Fire Official (and Building Fire Plan Manager during business hours) outside the annunciator panel entrance of the Biology Building (main entrance on the west side of the building). Campus Community Police carry the necessary keys to access the building, as well as any pertinent rooms the fire department requires to enter.

FIRE EVACUATION DRILLS

The conducting of fire evacuation drills is arranged and supervised by Health & Safety in co-operation with the B.F.P.M., the Facility Services maintenance department, and the Fire Prevention Division of Windsor Fire & Rescue Services. All occupants in the building are expected to participate in the fire drills. Facility Services is responsible for notifying the fire alarm company before and after the drill. Health & Safety shall forward a completed copy of the “Evacuation Drill Report” (OHS-4.7.1a, see

Appendix I) to the Building Fire Plan Manager after the completion of each drill or incident. Records of a fire drill shall be kept for twelve (12) months after the fire drill.

The fire evacuation drill for the Biology Building shall be held bi-annually, and shall not exceed

intervals of six months.

FIRE DRILL PROCEDURES

General The purpose of the fire drill is to ensure that the staff and building occupants are fully familiar with emergency evacuation procedures as detailed in the Fire Safety Plan. This will result in an orderly evacuation with efficient use of exit facilities in the event of a fire emergency. Conducting effective Fire Drills will help the owner, on site property manager and designated supervisory staff as well as any other personnel that have responsibilities for fire safety in the building to:

Assess the effectiveness of the emergency procedures under various fire scenario conditions

Determine if supervisory personnel can respond and carry out their duties as outlined in the Fire Safety Plan

Determine if Supervisory personnel respond in a timely manner

Comply with the Fire Code requirements for conducting Fire Drills Fire drills are to be held once every twelve (12) months, and at intervals not greater than six (6) months for buildings with laboratories as required under the Ontario Fire Code (2.8.3).

Fire Drill Planning Fire drills for the Biology Building located at 450 Patricia Road should include the Owner/Manager, supervisory staff, and their alternates and any other personnel that may be required. Building tenant(s) may not be required to participate, however they must be familiar with the Fire Safety Plan evacuation procedures. Fire Drills will be scheduled and announced in advance of the date and time to all tenants. The Fire Department and monitoring agency will be notified prior to a Comprehensive Fire Drill.

Types of Fire Drills Fire Drills that comply with the Code Requirements may be Comprehensive, Silent or table Talk drills.

Comprehensive Fire Drill:

Contact the Fire Department (Windsor Fire Dispatch 519-255-6478, Emergency 9-1-1) and the monitoring agency if applicable and notify them of the date and time of the Drill.

Activate the Fire Alarm System ( ie: pull manual pull station) if applicable

Verify that emergency systems operate as required (ie: voice communication system, elevators, smoke control etc.)

Manager and supervisory staff carry out their assigned duties (ie: evacuating endangered/mobility impaired personnel, call 911 etc.)

Document outcomes, concerns and corrective measures

Determine degree of participation of the building occupants. Silent Drills:

Fire Alarm System is not activated (simulation only) if applicable

Manager and supervisory staff monitor individual response in the floor area of the Fire scenario

Staff/occupants in the floor area respond as per their evacuation procedures

Personnel in the area of the exercise will be notified prior to the Drill in order to avoid accidental activation of the Fire Alarm System if applicable

Document outcomes, identified concerns and corrective measures to be implemented

Table Talk Drills:

Table Talk Drills do not involve physical demonstration/simulation of the emergency response

Discussion on the Fire scenario and actions to be taken

Manager and supervisory staff and alternates facilitate discussion and monitor response of participating individuals to emergency Fire scenario(s)

Participants must describe their proposed response, these responses are assessed for adequacy and where necessary, use the opportunity to reinforce correct response expectations of Supervisory Staff

Note: Fire Incidents and Accidental Fire Alarm System activation may be considered as a Fire Drill if permitted by the Authority Having Jurisdiction provided that a thorough analysis of the event occurs and that the responses by Supervisory Staff are assessed, outcomes are documented and corrective measures are implemented.

Fire Drill Record Fire drills will be held at least once every twelve (12) months, and at intervals not greater than six (6) months for buildings with laboratories to ensure efficient execution of the Fire Safety Plan. Fire drill records are to be retained for a period of one year. The documentation should identify the date and time of the drill, persons participating, type of drill, fire drill scenario and a summary analysis of the outcome of the drill.

FIRE ALARM IMPAIRMENT When the fire alarm system is shut off, precautions must be taken to protect all occupants in the

building.

Notifications along with instructions must be posted throughout the building so individuals are aware of procedures to follow in the event of a fire. During testing, the fire alarm signals will sound intermittently. In case of a fire emergency, the fire alarm signals will sound continuously. Fire alarm impairment records are maintained electronically by Facility Services.

Fire Watch Procedure If the fire alarm system is placed out of service, Facility Services will contact the appropriate agencies, as well as Campus Community Police. A member of the Fire Evacuation Committee (or designate) will be responsible for performing a fire watch by patrolling all floors of the building. The fire watch procedure is as follows:

patrol the entire building hourly (at a minimum), on all floors

during the patrol, look for fire, smoke, and other possible fire hazards (i.e. blocked fire doors, means of egress, or extinguishers)

log the time of each patrol and sign the Fire Watch Log (OHS-4.7.1e)

SHOULD YOU DISCOVER SMOKE OR FIRE, EVACUATE THE BUILDING, NOTIFYING OCCUPANTS BY SHOUTING “FIRE, FIRE, FIRE” AND CALL CAMPUS COMMUNITY POLICE AT EXT. 9-1-1 FROM A SAFE LOCATION.

send completed Fire Watch Log sheets to the Building Fire Plan Manager for filing in the Fire Plan binder.

Fire Watch during regular operating hours (8:30 am – 4:30 pm)

The B.F.P.M. or designate(s) shall perform Fire Watch duties. Fire Watch Procedure (after hours)

Campus Community Police or designate(s) shall perform Fire Watch duties.

FIRE EMERGENCY PROCEDURES

Upon Discovering a Fire:

1. Vacate the fire area, closing doors and windows on the way out (if safe to do so).

2. Shout “FIRE, FIRE, FIRE” and activate the fire alarm pull station box, located at all building exits.

3. EXTINGUISHING THE FIRE - FIRE FIGHTING IS A VOLUNTARY ACT

In the event that the fire you discover cannot be extinguished with the use of a fire extinguisher, or smoke presents a hazard to the operator, close the door to the area to confine or contain the fire and leave the fire area per the Evacuation Process below. DO NOT attempt to extinguish fires that cannot be easily handled. Firefighting is the responsibility of the Fire Department. If safe to do so, extinguish the fire following instructions on the proper use of fire extinguishers (see Appendix III). Remember the acronym “PASS” to help you extinguish the fire:

P pull the pin

A aim low at base of flame

S squeeze the lever

S sweep from side to side

If you put out a fire with a fire extinguisher, never walk on the area that you extinguished in case the fire reignites. Once the fire is extinguished, evacuate the fire area, closing doors behind you if safe to do so, and then evacuate the building per the Evacuation Process below. Ensure that information regarding the fire, no matter how small, is reported to the fire department and/or Campus Community Police at ext. 911.

If the fire is too large to use a fire extinguisher, DO NOT fight the fire! Leave the fire area immediately, and follow steps below.

Upon Hearing the Fire Alarm – Evacuation Process:

1. Stop all work and remain calm. If safe, turn off any equipment you are using if you have

authority to do so.

2. The Instructor, Supervisor, or Event Organizer will take charge of the classroom / space and ensure everyone evacuates safely from their respective area.

3. Close doors and windows behind you if safe to do so. Follow directions from the Fire Wardens (wearing orange vests), as they will assume a lead role in building evacuation.

4. Evacuate the building via the nearest exit. DO NOT use elevators to evacuate the building. If you encounter smoke in a stairwell or corridor, use an alternate route. Only authorized persons (Windsor Fire & Rescue Services) shall be permitted to use the elevators during fire emergencies.

5. Move to a safe area away from the building. Wait for further instruction from Windsor Fire, Campus Community Police, and/or the Building Fire Plan Manager.

6. DO NOT re-enter the building until Windsor Fire has given the all-clear to Campus Community Police and/or the Building Fire Plan Manager.

7. The designated shelter area in the event of an extended and/or after-hours evacuation is the CAW Student Centre, which is open 24 hours.

8. Persons requiring assistance in evacuation shall implement their Personal Exit Plan. Please reference the Emergency Procedures for Persons Requiring Assistance in Evacuation at www.uwindsor.ca/safety/firesafety.

9. If you are unable to evacuate the building, move to a safe area if possible. This can include stairwells and Areas of Refuge per the building’s fire safety plan. Contact Campus Community Police to report your location and circumstance at extension 911, or extension 4444 from a mobile phone. Keep doors and windows closed, and attempt to seal vents and cracks with available materials to keep smoke out. If smoke enters the room, stay low as heat and gas tend to rise.

After-Hours Evacuation – Critical Reminders:

1. Fire wardens may not be present in the building after-hours. Therefore, when using the building after-hours it is important that building occupants are able to self-evacuate, and have access to a phone. Reference the Persons Requiring Assistance in Evacuation section below.

2. Working Alone-When working alone on campus after-hours, members of the campus community are encouraged to use the Work Alone Service offered by Campus Community Police. In the event of an emergency, Campus Community Police will be able to contact you and advise you of appropriate procedures to follow. UWindsor Alert Emergency Notification System The University’s campus emergency notification system, called UWindsorAlert, enables fast and efficient distribution of critical information to members of the University community during a major emergency. Persons Requiring Assistance in Evacuation

Person(s) Requiring Assistance is defined as:

A person who is unable to leave a building unassisted under emergency conditions. This may include persons with temporary or permanent mobility disabilities (e.g. use of crutches, walkers, wheelchairs), with hearing or vision disabilities, as well as persons who may be immobilized due to distress. University students and staff who require assistance to evacuate a building shall discuss a Personal Exit Plan with their Supervisor or Instructor. Monitors may be assigned to assist with evacuation (see Monitors responsibilities section below). University guests who may require assistance in evacuation are responsible to check-in with appropriate building staff. For more information, please reference the Emergency Procedures for Persons Requiring Assistance in Evacuation page at www.uwindsor.ca/safety/firesafety.

Emergency Procedures for Persons Requiring Assistance in Evacuation When a Fire Alarm Sounds:

Ground Level:

Evacuate the building and move to a safe area away from the building to await further instruction from emergency responders.

Above or Below Ground Floor:

Evacuate as per the Personal Exit Plan, or seek a safe area. This can include stairwells and Areas of Refuge. Reference the building’s Fire Safety Plan for information on the building’s safe areas.

During business hours:

The building’s Fire Wardens perform sweeps of each floor and stairwell upon evacuation. If they are not able to assist you to evacuate, they will note your location, floor and stairwell and will notify emergency responders of your need for assistance.

After-hours:

Fire Wardens may not be present in the building after-hours. Therefore, when using the building after-hours it is important that you are able to self-evacuate and have access to a phone.

If you are not able to self-evacuate:

1. Contact Campus Community Police (ext. 911 from a University phone, or 519-253-3000 ext.

4444 from a mobile phone) Dialing 911 from a mobile phone will connect to the external 911

service.

2. Notify dispatcher of your building location, circumstance and intentions. Provide the

dispatcher with your phone number to receive updates.

3. Campus Community Police have radio contact with emergency responders at the scene and

will provide you with updates on the situation where possible. In the event your safety could

be compromised, firefighters will assist in your safe evacuation.

DUTIES & RESPONSIBILITIES University of Windsor Duties & Responsibilities

In the event of a fire emergency or a hazardous chemical release / spill, the University of Windsor shall activate the University of Windsor’s Emergency Response Plan.

To prevent fires, the University of Windsor shall conduct the following general duties:

a) Ensure the Fire Safety Plans are kept current, including annual updates.

b) Ensure that the members of the Fire Evacuation Committee are knowledgeable in the conducting of their duties as detailed in the University’s Fire Safety Plans.

Fire Evacuation Committee Members

The Fire Evacuation Committee, in conjunction with Health & Safety, shall meet at least once annually to review:

the building fire safety plan;

roles and responsibilities of the Fire Evacuation Committee; and

any evacuation equipment and/or devices that are found within the building.

The Fire Evacuation Committee Meeting/Training form can be used to document this annual review.

Building Fire Plan Manager Duties

The Building Fire Plan Manager is in charge of overseeing the emergency evacuation from the point where the alarm is activated until emergency services arrive.

When The Fire Alarm Sounds:

a) proceed to the fire alarm annunciator panel at the main floor entrance wearing the orange vest;

b) ensure that evacuation of building has commenced;

c) ensure that appropriate emergency services have been notified;

d) gather and record all incoming information from the Fire Wardens on the progress of the evacuation, the location of injured or trapped occupants and of evacuees needing assistance;

e) gather and record all incoming information on the location and extent of the fire.

When the Windsor FIRE & RESCUE SERVICES Arrives:

a) liaise with the Fire Department upon their arrival;

b) explain nature of the emergency, the location and extent of the fire;

c) explain the progress of the evacuation, the location of injured or trapped occupants and of evacuees needing assistance;

d) provide any other information as requested by Windsor Fire & Rescue Services

General Responsibilities:

a) be familiar with the Emergency Evacuation Procedures and promote fire safety awareness among the building occupants;

b) assist with instructing Fire Wardens in Emergency Evacuation Procedures before they are given any responsibility for fire safety.

c) when advised, ensure Fire Wardens keep records of persons requiring assistance in the building and the designated persons (monitors) responsible for their evacuation.

d) be aware of:

fire safety procedures and practices;

fire and safety notices and information bulletins;

the location of pull stations and fire extinguishing equipment within the building.

e) attend applicable training sessions or meetings as required

f) ensure any incorrect information in the building fire plans is forwarded to Health & Safety.

g) Health and Safety will forward a completed copy of “Evacuation Drill Report” (See Appendix I) to the B.F.P.M. after the completion of each drill or incident.

Fire Warden Duties

Fire Wardens are responsible for the evacuation of individual workplaces or areas of a workplace. The role of fire wardens is to ensure the safety of occupants and their orderly evacuation from the building, NOT TO combat fire and emergencies.

When the Fire Alarm Sounds:

a) in pre-assigned area: shout “FIRE, FIRE, FIRE” and instruct all persons to leave building;

b) wearing the orange vest, check the exit stairwells to see that they are clear for evacuation, and choose an alternate route should egress be blocked by fire or smoke;

c) direct the flow of people to the nearest and safest exit;

d) advise the evacuees NOT TO use the elevators;

e) ensure the Personal Exit Plan for persons requiring assistance is executed;

f) knock on any closed doors in your area after checking for warmth or smoke, and attempt to open the door to ensure proper evacuation of all personnel. Check washrooms, lunch, mail, and copy rooms last, and advise occupants in these areas to leave immediately;

g) Do not remain or argue with persons refusing to leave. Note the person’s name and location and report the matter to the Building Fire Plan Manager;

h) close all doors, if safe to do so;

i) when possible, assist all injured evacuees to ground level exits if safe to do so;

j) ensure all persons have evacuated the building(s); and

k) report to the assigned Building Fire Plan Manager:

the progress of the evacuation;

the location of injured or trapped occupants and of the evacuees needing assistance;

the location and extent of the fire; and

the names and/or room numbers of individuals who caused any problems.

when possible, report any further information and/or comments to the Building Fire Plan Manager, Campus Community Police, or Windsor Fire & Rescue Services.

General Responsibilities:

a) be familiar with the Emergency Evacuation Procedures and promote fire safety awareness among the building occupants;

b) participate in training on Emergency Evacuation Procedures by the B.F.P.M. or Health & Safety before being given any responsibility for fire safety;

exit routes are unobstructed

d) advise the Building Fire Plan Manager or Health & Safety of any potential fire hazards;

e) attend applicable training sessions or meetings as required

Traffic Officer Duties

Traffic Officers are in charge of guarding re-entrance into the building during emergencies.

When the Fire Alarm Sounds:

a) proceed directly to designated area, outside of building, wearing the orange vest.

b) direct occupants away to ensure the entrance is free of people and to facilitate fire department operations.

c) DO NOT allow anyone to go back in the building under any circumstances until Windsor Fire, Campus Community Police, or the Building Fire Plan Manager has given permission to do so.

General Responsibilities:

a) be familiar with the Emergency Evacuation Procedures and promote fire safety awareness among the building occupants;

b) participate in training on Emergency Evacuation Procedures by the B.F.P.M. or Health & Safety before being given any responsibility for fire safety;

c) be aware of:

b) if physically unable to evacuate the person requiring assistance, notify emergency response personnel of the person’s location. DO NOT use the elevator.

c) Unless imminent life-threatening conditions exist in the area occupied by a person requiring assistance, relocation of the individual should be limited to a safe area on the same floor, in proximity to an evacuation stairwell.

General Responsibilities:

a) be familiar with the Emergency Evacuation Procedures and promote fire safety awareness among the building occupants;

b) participate in training on Emergency Evacuation Procedures by the B.F.P.M. or Health & Safety before being given any responsibility for fire safety;

c) be aware of:

fire safety procedures and practices;

Instructor Duties

Instructors are responsible to evacuate the classroom and have students exit the building as quickly and safely as possible.

General Responsibilities:

At the beginning of each new semester, Instructors shall:

review evacuation routes from your classroom and the location of stairwells;

ensure that all aisle ways and exits are kept clear during lectures;

advise students that:

o copies of evacuation instructions are available at www.uwindsor.ca/emergency.

o classroom evacuation instructions are posted inside the classrooms.

Any questions regarding Personal Exit Plans for students requiring assistance in evacuation can be referred to the Emergency Response Coordinator or Student Success Centre - Disability Services. When the fire alarm sounds:

a) Direct students to vacate the building in a calm, orderly fashion leaving through the nearest exit and to assemble away from the building;

b) Should a student within your class require assistance please attempt to recruit volunteer help.

If this is not possible, please notify emergency personnel of the location of the student(s)

through:

Building Fire Evacuation Committee members identified in orange vests (if present)

extension 9-1-1 (internal Campus Community Police dispatch via campus phone) or

911 from a mobile phone (external service);

c) Ensure classroom occupants have moved to safe area away from the building;

d) During an alarm after-hours, ensure appropriate emergency services have been notified

(Campus Community Police at ext. 911 or Windsor Fire at 9-1-1 from a mobile phone).

Provide the location of fire, your name and answer any questions asked by the dispatcher.

When emergency services arrive:

Provide any known information on the evacuation status, nature of the emergency, any injured occupants or persons requiring assistance, or location of anyone in the building who refused to evacuate.

Wait for further instruction from Windsor Fire & Rescue Services and/or Campus Community Police.

An Event Organizer is defined as the person who schedules and plans a special event on campus,

including conferences, meetings, activities, functions, and other social events.

Event Organizers are responsible:

to be familiar with Emergency Evacuation Procedures, including the posted evacuation

routes;

during the special event, to evacuate the event space and have event patrons exit the

building as quickly and safely as possible

When planning a special event:

The Event Organizer shall assign an appropriate number of event staff/volunteers to assist with evacuation and patrons requiring assistance to evacuate the building. All staff/volunteers assigned to assist with evacuation must be trained in their roles and responsibilities in the event of a fire alarm. For large events, or when an event is being held in a space not intended for continuous occupancy (ie. part of an egress route or corridor), a plan must be submitted to Health and Safety in advance of the event for approval from Windsor Fire Department. Please contact Health and Safety for more information on this process, or visit www.uwindsor.ca/safety/fspspecialevents.

When the fire alarm sounds:

The Event Organizer will take charge of the classroom / event space, and ensure:

Event patrons evacuate safely;

Event patrons have moved to a safe area away from the building;

During an alarm after-hours, that appropriate emergency services have been notified (Campus Community Police at ext. 911 or Windsor Fire at 9-1-1 from a mobile phone). Provide the location of fire, your name and answer any questions asked by the dispatcher.

When emergency services arrive:

Wait for further instruction from Windsor Fire & Rescue Services and/or Campus Community Police.
